This plan has been formulated in light of local conditions to further advance the “Six Major Strategies,” effectively address the three key areas of “industry, urban development, and people,” and fully promote the high-quality development of Zhaotong’s plateau-specific agricultural industries.
I. General Approach
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his inspection tour of Yunnan. We will fully implement the Provincial Party Committee’s “3815” strategic development goals and the Municipal Party Committee’s decisions and deployments to deepen the “Six Major Strategies” andand to solidly advance the “three pillars of industry, urban development, and people.” We will firmly uphold the three bottom lines of food security, preventing large-scale relapse into poverty, and protecting arable land. Building on Zhaotong’s unique natural environment and rich, diverse resource endowments, and fully leveraging its geographical advantage of being situated behind the Chengdu-Chongqing region and facing central Yunnan, this plan focuses on building a 100-billion-yuan-level plateau specialty agricultural industry. It centers on key sectors such as grain, apples, bamboo, potatoes,ginseng, Sichuan pepper, pigs, beef cattle, black-boned chickens, flue-cured tobacco, and rural tourism—key sectors of plateau-specific agriculture (i.e., the “1+10” layout). We will prioritize efforts in attracting leading enterprises, establishing production bases, enhancing product quality, advancing deep processing, building brands, and developing cold-chain logistics. We will vigorously develop facility agriculture and brand-driven agriculture to promote the full industrial chain development of plateau-specific agriculture.
II. Development Outlook
Zhaotong’s unique natural climate and diverse topography have fostered abundant and high-quality resources for plateau-specific agricultural industries.During his two visits to Yunnan, General Secretary Xi Jinping delivered important speeches, calling on Yunnan to “focus on advancing the development of modern agriculture,” “leverage the unique foundation of diverse resources to play the ‘highland specialty agriculture’ card effectively,” and “accelerate agricultural supply-side structural reform to strengthen highland specialty agriculture.” The Provincial Party Committee and Provincial Government have vigorously promoted the development of highland specialty agriculture as a major strategic task critical to Yunnan’s overall and long-term interests.The Municipal Party Committee and Municipal Government have accurately assessed Zhaotong’s position and role within the broader national and provincial development landscape. By proactively integrating into and serving the new development paradigm, they have proposed deepening the “Six Major Strategies” and solidly advancing the “three pillars” of industry, urban development, and human resources, thereby charting a clear course for the high-quality development of Zhaotong’s plateau-specific agriculture. In recent years, under the high priority and strong promotion of the Municipal Party Committee and Municipal Government, plateau-specific agriculture has continuously improved in quality and efficiency, driving sustained income growth for rural residents.In 2022, the comprehensive output value of key industries in the city’s highland specialty agriculture reached 79.8 billion yuan, while the total agricultural output value reached 110 billion yuan. Specifically: the apple industry contributed 11 billion yuan, the bamboo industry 8 billion yuan, potatoes 7 billion yuan, gastrodia elata 7.9 billion yuan, Sichuan pepper 9 billion yuan, and specialty animal husbandry 24 billion yuan. The output of apples, bamboo, and gastrodia elata accounted for 60%, 70%, and over 80% of the provincial total, respectively.There are 488 leading enterprises and 4,487 cooperatives, including 2 national-level and 55 provincial-level leading agricultural enterprises. The ratio of agricultural product processing output value to total agricultural output value reached 2.02:1, and the outstanding balance of agricultural loans supported by financial institutions reached 16.2 billion yuan. This has boosted the per capita income of households engaged in these industries to 3,918 yuan, an increase of 480 yuan over the previous year.Zhaotong possesses the favorable resource advantages, industrial foundation, and policy environment necessary to build a 100-billion-yuan highland specialty agriculture sector. As long as we seize opportunities, highlight our unique characteristics and strengths, and strengthen the development of agricultural facilities, organic farming, and digitalization—while focusing on key areas such as attracting investment, establishing production bases, cultivating leading enterprises, enhancing processing capabilities, expanding markets, and building brands—the development of Zhaotong’s highland specialty agriculture industry will undoubtedly provide crucial support for the city’s efforts to consolidate and expand the achievements of poverty alleviation and advance rural revitalization.
III. Development Goals
(1) 2023 Development Goals. The comprehensive output value of key industries in plateau-specific agriculture is planned to increase by 11.8 billion yuan, reaching 91.6 billion yuan, with the total agricultural output value reaching 120 billion yuan. The number of leading enterprises is expected to increase by 36, reaching 524. The city aims to add one national-level leading agricultural enterprise, bringing the total to three, and add 15 provincial-level leading agricultural enterprises, bringing the total to 70.The number of cooperatives is expected to increase by 231, reaching 4,718. The per capita income of farmers engaged in these industries is projected to reach 4,427 yuan, representing a net increase of more than 500 yuan compared to the previous year. The ratio of agricultural product processing output value to total agricultural output value is expected to reach 2.1:1. The outstanding balance of agricultural loans supported by financial institutions is projected to reach 18.6 billion yuan.
(2) Development Goals for 2024. The comprehensive output value of key industries in plateau-specific agriculture is planned to increase by 28.5 billion yuan, reaching 120.1 billion yuan, with the total agricultural output value reaching 150 billion yuan. The number of leading enterprises will increase by 46, reaching 570. We aim to increase the number of provincial-level leading agricultural enterprises by 15, reaching 85.The number of cooperatives will increase by 190 to reach 4,908. The per capita income of farmers engaged in these industries will reach 4,959 yuan, representing a net increase of more than 530 yuan over the previous year. The ratio of agricultural product processing output value to total agricultural output value will reach 2.3:1. The outstanding balance of agricultural loans supported by financial institutions will reach 21.4 billion yuan.
(3) Development Goals for 2025. The comprehensive output value of key industries in plateau-specific agriculture is planned to increase by 25.7 billion yuan, reaching 145.8 billion yuan, with the total agricultural output value reaching 180 billion yuan. The number of leading enterprises will increase by 51, reaching 621. We aim to increase the number of national-level leading agricultural enterprises by 1, reaching 4, and provincial-level leading agricultural enterprises by 15, reaching 100.The number of cooperatives will increase by 204 to reach 5,112. The per capita income of farmers engaged in these industries will reach 5,529 yuan, representing a net increase of more than 570 yuan over the previous year. The ratio of agricultural product processing output value to total agricultural output value will reach 2.5:1. The outstanding balance of financial support for agricultural loans will reach 24.6 billion yuan.
IV. Key Tasks
(1) Promote Base Construction. Building on local industrial characteristics and resource endowments, and guided by market demand, we will focus on green, high-end, and premium products. Prioritizing areas along provincial and higher-level highways, as well as the surroundings of market towns and central villages, we will comprehensively advance the construction of highland specialty agricultural industrial bases for grain and oilseeds, apples, bamboo, potatoes, and gastrodia elata. This will be done in accordance with the requirements of optimal varieties, most suitable regions, distinctive characteristics, maximum benefits, relatively contiguous areas, and graded classification.Maintain annual grain sowing area at 7.6 million mu; establish 170,000 mu of high-standard demonstration plots for grain crops; implement strip intercropping of soybeans and corn on over 150,000 mu; and cultivate over 420,000 mu of oilseeds;We will promote the coordinated development of grain and tobacco. In 2023, we will establish one 1,300-mu provincial-level demonstration model for concentrated, contiguous tobacco-soybean intercropping in Ludian, and one 300-mu, 400-mu, and 300-mu municipal-level demonstration model for tobacco-soybean intercropping in Zhaoyang, Qiaojia, and Yiliang, respectively.Organize socialized service teams to implement quality improvement and efficiency enhancement in 30,000 mu of apple orchards annually. Designate priority zones for potato industry development and establish high-standard demonstration bases with yields of 2 tons per mu or more, covering no less than 10% of the total potato planting area; construct 250,000 mu of seed potato production bases, including 200,000 mu for domestic demand and 50,000 mu for export.Maintain the cultivation area of Gastrodia elata at 100,000 mu. Encourage leading enterprises to establish sound profit-sharing mechanisms with cooperatives, and collaborate with specialized cooperatives and farmers to establish corporate cultivation bases, with municipal-level leading enterprises covering no less than 200 mu, provincial-level leading enterprises no less than 300 mu, and national-level leading enterprises no less than 500 mu.Maintain a stable inventory of 220,000 breeding sows; advance the key project of the Dongfang Hope Large-scale Swine Farm in Shanggaoqiao, Daguan County; fully revitalize idle swine farms; and promote the resumption and stabilization of production at large-scale swine farms;Accelerate the construction of standardized beef cattle breeding bases in Ludian and Yiliang, as well as the Shanggaoqiao Cattle Industry Rural Complex project; raise 35,000 breeding cows and 20,000 fattening cattle; launch a campaign to expand beef cattle herds; and promote the scaling up of beef cattle farming;Strengthen standardized production of Silkie chickens; advance standardized production at four broiler farms each with a capacity of 1 million birds; construct four layer farms, one broiler farm, and 250 eco-friendly housing units, bringing the cumulative total of eco-friendly housing units to over 5,000.Establish 220,000 mu of summer and autumn low-salinity vegetable bases in semi-mountainous areas such as the Zhaolu Basin, Zhenxiong, and Yongshan, as well as 100,000 mu of early-winter vegetable bases in the “Three Rivers and Four Streams” region, represented by Qiaojia and Yongshan;Establish edible mushroom demonstration bases in Zhaoyang, Ludian, Qiaojia, Zhenxiong, and Yiliang, including 885 demonstration greenhouses in Zhaoyang, 619 in Ludian, 374 in Zhenxiong, and 180 in Yiliang, as well as a demonstration base for under-forest edible mushroom cultivation in Qiaojia County.(Led by the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Apple Industry Development Center, and the Municipal Tianma and Specialty Products Bureau; with the people’s governments of relevant counties and districts, the Municipal Rural Revitalization Bureau, the Municipal Supply and Marketing Cooperative, the Municipal Resettlement Bureau, and the Municipal Academy of Agricultural Sciences assuming responsibility according to their respective duties)
(2) Strengthen the Cultivation of Market Entities. Focus on introducing and cultivating leading enterprises with scale, market presence, and strength to drive development. Fully leverage the advantages of leading enterprises in terms of brand, technology, distribution channels, and supply-demand information. Each county, city, and district shall introduce at least one agricultural leading enterprise annually to establish operations locally, thereby driving the development and optimization of local enterprises.By 2025, the number of national-level leading agricultural enterprises will reach 4, and provincial-level enterprises will reach 100, fully achieving the “three-tiered coverage” where national-level enterprises cover the municipal level, provincial-level enterprises cover the county level, and municipal-level enterprises cover the township level.Standardize and upgrade agricultural cooperatives. By 2025, standardize and upgrade more than 5,000 agricultural cooperatives, with 800 designated as municipal-level or higher model cooperatives, ensuring that every administrative village is led by a standardized cooperative adhering to the “Three Connections, Four Standards, and Five Unifications” framework.Support the development of family farms by implementing a family farm cultivation plan. Cultivate more than 900 new family farms annually that are of moderate scale, feature intensive production, employ advanced management, and demonstrate significant benefits. By 2025, the number of family farms in the city will reach more than 6,500, with each administrative village having at least five family farms leading industrial development.(Led by the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Supply and Marketing Cooperative; relevant county, city, and district people’s governments, as well as member units of the Municipal Agricultural Industrialization Development Leading Group, shall be responsible according to their respective duties)
(3) Promote agricultural product processing. Construct two new intelligent apple sorting lines and cold storage facilities in Zhaoyang District and Ludian County, respectively, adding a sorting capacity of 30 tons of apples per hour and a storage capacity of over 12,000 tons; complete the construction of the 2,000-mu (approximately 330-acre) Banbianhong Plum Modern Industrial Park in Suijiang.By 2025, establish 30 primary processing facilities near eight “Green and Beautiful” bamboo gardens and large-scale villages; build bamboo shoot deep-processing industrial parks in Jing’an New District and other locations; and add 18 bamboo shoot deep-processing enterprises and 6 bamboo material deep-processing enterprises. Advance the new 50,000-ton deep-processing project for frozen potato strips in Ludian County.Accelerate the construction of the new 5-million-bottle-per-year “Two Fungi” factory in Daguan County and the capacity expansion and upgrading project of the Yiliang “Two Fungi” factory to increase the coverage of high-quality local “Two Fungi” products citywide; intensify investment promotion efforts, provide excellent services to established enterprises, and actively advance the R&D of gastrodia elata-based foods, health supplements, daily chemical products, and pharmaceuticals to extend the industrial chain and enhance added value.Accelerate the construction of the Yiliang County Yixintang processing project and attract Yixintang Group to build a 50-mu (approximately 3.3-hectare) deep-processing plant in Zhaoyang District to produce traditional Chinese medicine and health products primarily based on gastrodia elata, thereby promoting the diversified development of deep-processed products. Establish at least five new Sichuan pepper deep-processing enterprises and accelerate the construction of the Ludian County Sichuan Pepper Biotechnology Industrial Park.Promote the construction and operation of swine feed processing plants in Zhenxiong and Daguan, and improve the feed supply system; accelerate the construction of beef cattle slaughter and processing facilities, gradually improve the beef cattle industrial chain, and expedite the construction of two Zhaotong-based small meat skewer production enterprises; orderly advance the continuation of the 10-million-bird black-bone chicken slaughter and deep-processing project; introduce meat product processing and promote the construction of the Weixin Golden Premium Food Valley industrial project.(Led by the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Forestry and Grassland, and the Municipal Bureau of Tianma and Specialty Products; the relevant county and municipal governments, the Municipal Bureau of Industry and Information Technology, and the Municipal Apple Industry Development Center shall be responsible in accordance with their respective duties)
(IV) Implement Brand Development. Strive to increase the number of agricultural products with geographical indications to more than 25, green food certifications to more than 300, and organic agricultural product certifications to more than 220 by 2025, with the certified area expanding to more than 2.5 million mu.Actively organize enterprises to participate in provincial-level selection and commendation activities for renowned products and enterprises. Promote and introduce “Zhao” brands and “Zhao”-labeled products in major cities such as Shanghai, Guangdong, and Beijing, cultivate GI agricultural products, and build a portfolio of “Green Yunnan Products” brands. Intensify efforts to cultivate the “Zhaotong Apple” and “Zhaoyang Red” brands, establish the Yunnan Provincial “Zhaoyang Red” Apple Industry Federation, and organize the 2023 China (Zhaotong) Apple Industry Innovation and Development Summit Forum.Register the “Zhaotong Small Meat Skewers” collective trademark, and advance the protection of “Zhaotong Yellow Cattle” and “Zhaotong Square Bamboo Shoots” as geographical indication products, as well as the application process for certification trademarks. Strengthen the promotion of the “Zhaotong Tianma” geographical indication certification trademark, the “Daguan Qiong Bamboo Shoots” geographical indication certification trademark, and the regional public brands “Ludian Sichuan Pepper” and “Yongshan Sichuan Pepper” to enhance brand value.(Led by the Municipal Bureau of Agriculture and Rural Affairs; the people’s governments of 11 counties and districts, the Municipal Market Regulation Bureau, the Municipal Apple Industry Development Center, the Municipal Forestry and Grassland Bureau, and the Municipal Gastrodia and Specialty Products Bureau shall be responsible according to their respective duties)
(5) Expand sales markets. Guide market entities to establish dedicated supply bases targeting developed regions, first-tier cities, and high-end domestic markets, and to build export bases to expand overseas markets.Vigorously develop rural e-commerce, foster new business models for agricultural product e-commerce, and establish and improve a four-tier e-commerce logistics service system covering the municipal, county, township, and village levels. By 2025, establish 1 municipal-level e-commerce operations center, 11 county-level public service centers, and 146 township-level public service stations, striving to achieve full coverage of public service points in every administrative village. Cultivate 30 new leading e-commerce enterprises with annual sales exceeding 10 million yuan, bringing the cumulative total to 50.Create no fewer than 10 e-commerce “must-visit” destinations, train 5,000 e-commerce professionals, and achieve online sales of agricultural products reaching 2.1 billion yuan, with an average annual growth rate of over 18%. Strengthen market promotion for pre-packaged food series such as spicy chicken sauce, self-heating black-bone chicken soup, and beef products; by 2025, establish more than 200 specialty black-bone chicken stores in Chengdu, Kunming, and other locations.We will continue to promote the “Yunnan Products to the Outside” and “Zhaoyang Products to Shanghai” initiatives, establish a production-to-sales matching platform for Zhaoyang agricultural products, organize and mobilize enterprises to participate in various online and offline exhibitions, create favorable conditions for product sales, and actively expand markets for these products. (6) Enhance Infrastructure. Cumulatively construct 3.5 million mu of high-standard farmland. In Sayu Town, Zhaoyang District, build 50,000 mu of water-fertilizer integration facilities and 30 kilometers of transport roads, and establish a demonstration site for the pilot project integrating agriculture, culture, and tourism to boost rural revitalization in Xunlong Village; construct a 150-kilometer demonstration belt of specialty economic orchards along the Jinsha River, including scenic and picking trails, install 20 kilometers of track transport systems for mountainous orchards, and build water-fertilizer integration facilities covering 5,000 mu.Construct 8 "Green and Beautiful Bamboo Garden" demonstration sites, with core areas of no less than 1,000 mu and contiguous areas of no less than 3,000 mu; build over 2,000 kilometers of industrial roads; improve infrastructure such as bamboo shoot harvesting paths; and create "Green and Beautiful + Industry" demonstration sites.Establish 3,000 mu of standardized demonstration bases for Gastrodia elata in townships such as Xiaocaoba, Lianghe, and Zhongming in Yiliang County, with supporting infrastructure including industrial roads, water reservoirs, and sprinkler and drip irrigation systems. Upgrade infrastructure for Sichuan pepper cultivation, including the construction of drying facilities, stabilize 1.55 million mu of Sichuan pepper plantations, and advance the quality and efficiency improvement of 130,000 mu of Sichuan pepper plantations.Accelerate the construction of Phase II of the core breeding farm for 70,000 sets of parent-generation Yanjin Black-Bone Chicken breeding stock.Construct the Maojiawan Cold-Chain Edible Mushroom Industrial Park for poverty alleviation relocation in the Ludian County Industrial Park. The project includes a 5,751-square-meter integrated research, education, and industry building; 44,770.47 square meters of standardized factory space; a 14,783.73-square-meter refrigerated and frozen storage and logistics center; an 8,000-square-meter parking lot; and 12,556.62 square meters of other supporting facilities.(Led by the Municipal Development and Reform Commission, Municipal Agriculture and Rural Affairs Bureau, Municipal Forestry and Grassland Bureau, and Municipal Tianma and Specialty Products Bureau; with relevant county, city, and district people’s governments, the Municipal Finance Bureau, Municipal Culture and Tourism Bureau, Municipal Supply and Marketing Cooperative, Municipal Commerce Bureau, and Municipal Apple Industry Development Center assuming responsibility according to their respective duties)
(7) Implement Science and Technology-Driven Agriculture. Conduct research on the creation and utilization of new germplasm for Zhaotong apples, as well as the demonstration and promotion of superior varieties. Strive to achieve a leading position within the province and an advanced level in Southwest China in the breeding and improvement of specialty fruit varieties such as apples, kiwifruit, and Suijiang Banbianhong plums, and develop more than 20 new crop varieties. Promote core technological breakthroughs and end-product R&D in the use of bamboo as a substitute for plastic and the development of new products.Construct one wild Gastrodia elata germplasm resource nursery and one Gastrodia elata germplasm resource exhibition center; establish a 12,000-mu (approximately 800 hectares) wild Gastrodia elata germplasm resource conservation area; accelerate the breeding of Gastrodia elata varieties and research on the screening of “two fungi”; and submit one application for the registration of a new local variety.Strengthen the transformation and utilization of scientific research achievements, ensuring that the coverage rates of high-quality seeds for major grain crops and rapeseed reach 98% and 90% or higher, respectively; for vegetables, apples, and other fruits, reach 80%, 90%, and 50% or higher, respectively; for pigs and chickens, reach 95% or higher; and for cattle and sheep, reach 90% and 70% or higher, respectively.In collaboration with research institutes, universities, and leading enterprises, establish three new expert workstations to jointly tackle key core technologies. V. Implementation Steps
(1) Establish a dedicated task force and draft two lists.
Timeframe: May 1–June 1, 2023.
Establish a primary industry task force to conduct research and surveys, draft project and work lists for the primary industry under the “production, urban development, and people” framework, clarify objectives and tasks, assign responsibilities, and advance work through a list-based approach.
(2) Formulate an action plan and implement a visual management approach.
Timeframe: July 1–September 30, 2023.
Formulate the “Three-Year Action Plan for the Development of Plateau Specialty Agriculture in Zhaotong City.” Develop three-year action plans for key plateau specialty industries—including apples, bamboo, potatoes, gastrodia, Sichuan pepper, and specialty animal husbandry—categorized by sector. Refine work measures by industry type, create agricultural industry roadmaps, and implement a “visualized” campaign to complete the 2023 primary industry targets and tasks set by the Municipal Party Committee and Municipal Government.
(3) Steadily advance work to achieve the three-year goals.
Timeframe: May 1, 2023 – December 31, 2025.
Strictly adhering to the Municipal Party Committee and Municipal Government’s “Industry, City, and People” Three-Year Action Plan, and centered on building a 100-billion-yuan-level plateau specialty agricultural industry, we will thoroughly implement the Three-Year Action Plan for Agricultural Modernization. We will focus our efforts on key areas such as attracting leading enterprises, base construction, quality improvement, deep processing, brand building, and cold-chain logistics. We will vigorously develop facility agriculture, brand agriculture, and modern agriculture, and comprehensively advance the development of the entire industrial chain for plateau specialty agriculture.
VI. Support Measures
(1) Strengthen organizational leadership and coordinate the advancement of work. Establish a special task force for the primary sector under the “Industry, City, and People” initiative, led by municipal-level leaders and comprising heads of relevant municipal departments. The task force’s office will be housed within the Municipal Bureau of Agriculture and Rural Affairs, responsible for handling daily affairs. Regular monthly analysis meetings will be convened to thoroughly examine and resolve issues encountered in the work. Relevant municipal departments shall refine work measures according to their respective responsibilities to ensure that every task has someone to oversee it, someone to manage it, and achieves tangible results.All counties, districts, and municipal departments must attach great importance to the development of plateau-specific agricultural industries, strengthen organizational leadership, formulate work plans for the primary sector, and establish dedicated task forces. By aligning with annual tasks and quarterly targets and considering local industrial realities, they must implement work responsibilities to ensure coordinated efforts across all levels and between sectors, thereby steadily advancing all tasks. County and township Party committees and governments must strictly fulfill their primary responsibilities; principal Party and government leaders must strictly fulfill their duties as primary responsible persons, while leaders in charge of specific areas must take the lead in ensuring implementation.
(2) Establish task lists and reinforce accountability. Based on the project and work lists for the primary sector under the “production, urban development, and people” framework, clarify timelines and roadmaps, and use these lists to drive the implementation of all tasks. Task forces shall take the lead in collecting, organizing, and compiling lists of key projects and key tasks, while tracking and monitoring the progress of these lists.Project and task lists shall be subject to dynamic management, with monthly updates and adjustments. Monthly coordination, tracking, and supervision shall be strengthened to ensure that work requirements are fully implemented and that measures yield tangible results. Key projects and tasks listed in the key project and task lists that were scheduled for completion last month but remain unfinished shall be treated as rectification tasks to be completed the following month.
(3) Strengthen Policy Support and Financial Guarantees.Municipal departments, as well as the Party committees and governments of all counties, districts, and cities, must earnestly implement policies such as the fiscal transition funds for promoting rural revitalization, agricultural product brand development, fiscal interest subsidies for loans to new types of agricultural business entities, and incentive subsidies for market entities that collaborate with and benefit farmers. In accordance with the spirit of the document “Notice on Issuing the ‘Twelve Measures of Zhaotong City for Further Enhancing the Overall Efficiency of Fiscal Transition Funds’” (Zhao Gonggu Zhenxing Zu [2023] No. 1),the proportion of funds allocated by each county, city, and district for industrial development in 2023 must not be less than 60% of the total transition funds, not less than 65% in 2024, and not less than 70% in 2025, with a focus on supporting key areas such as industrial infrastructure construction, product processing, brand cultivation, market promotion, and scientific and technological R&D. Relevant municipal departments and all counties, cities, and districts must actively seek project funding support from central and provincial authorities.
(4) Strictly supervise and evaluate to ensure implementation. Strengthen supervision and guidance by incorporating indicators related to the development of plateau-specific agricultural industries into the city’s comprehensive evaluation of counties. Enhance the application of evaluation results, linking them to the allocation of agriculture-related projects and incentive measures. All counties, districts, and cities, as well as relevant municipal departments, must promptly identify and resolve existing issues to ensure the full and effective implementation of policy measures.
