I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Adhering to the principles of government promotion, market-driven development, leadership by industry leaders, and standardized growth, we will fully leverage the role of e-commerce in “optimizing primary industries, connecting secondary industries, and linking tertiary industries.” We will stimulate innovation and entrepreneurship in e-commerce, with the promotion of high-quality development of the e-commerce industry as the central focus. We will shift the planning priority from promoting business model development to building a deeper-level ecosystem, accelerate the formation of a new pattern of coordinated regional e-commerce development, and drive the high-quality and rapid development of e-commerce across the city.
II. Main Objectives
Through sustained efforts, significant achievements will be made in the high-quality development of e-commerce. E-commerce applications will be comprehensively deepened, service systems will be further improved, the development environment will become more favorable, scale and quality will be significantly enhanced, online retail sales will grow rapidly, integration with the primary, secondary, and tertiary industries will accelerate, and new e-commerce business formats and models will flourish. By 2025, e-commerce transaction volume will exceed 30 billion yuan, with an average annual growth rate of over 15%; online retail sales will reach 10 billion yuan, with an average annual growth rate of over 20%.The municipal government will complete the construction of an e-commerce public service center, an e-commerce live-streaming base, an e-commerce logistics cloud warehouse, and regional public brands. It will train more than 10,000 e-commerce practitioners and create more than 50,000 job opportunities.
III. Key Tasks
(1) Online Retail Doubling Initiative
Strengthen incentives and guidance for all counties (cities, districts), leverage the leading role of Qilin District and Xuanwei City, tap into the potential of e-commerce to empower new consumption in each county (city, district), and drive rapid growth in the city’s online retail scale. Actively seek provincial-level rewards for online sales competitions; the municipal government will formulate reward measures in accordance with provincial guidelines, providing rewards to the top 3 counties (cities, districts) and the top 5 e-commerce sales enterprises.The goal is to achieve an online retail sales volume of 10 billion yuan citywide by the end of 2025, with the proportion of online retail sales in the total retail sales of consumer goods exceeding the provincial average. (2) Market Entity Cultivation Initiative
1. Cultivate Leading E-commerce Enterprises. Foster leading e-commerce platforms and enterprises in distinctive industries. Encourage eligible enterprises and various commercial districts to actively utilize mobile internet technology to establish online platforms, online malls, and online commercial districts, thereby driving the e-commerce transformation of small and medium-sized enterprises. Encourage the development of new business formats and the exploration of new models, implement branding strategies, and guide consumption upgrades.Taking advantageous industries such as green foods and fresh fruits as entry points, we will integrate and utilize existing resources to cultivate a group of industry-specific and regional e-commerce leading enterprises, thereby strengthening their leading role. This will help establish our city’s competitive edge and scale advantage in e-commerce products. For enterprises that achieve online retail sales of physical goods totaling 50 million yuan (inclusive) or more in the current year, a traffic subsidy of up to 5 yuan will be provided for every 10,000 yuan in sales achieved, with a maximum subsidy of 100,000 yuan per enterprise. 2. Expand the Scale of Online Stores. Deepen cooperation with key e-commerce platforms, optimize review processes, and improve the efficiency of store setup. Participate in provincial-level investment promotion campaigns organized by key e-commerce platforms, and plan municipal-level investment promotion campaigns focused on key industries on these platforms. Centered on the competitive industries of each county, city, and district, concentrate efforts on promoting the establishment of a batch of online stores. Focus on developing new e-commerce business models and formats, attract groups with specialized skills to start their own businesses through e-commerce, and continuously expand the ranks of online merchants.For newly registered online stores, enterprises that are included in the statistical reporting system in the year of registration and achieve online retail sales of 50 million yuan (inclusive) or more will be granted a reward of up to 100,000 yuan; those achieving online retail sales of 30 million yuan (inclusive) or more will be granted a reward of up to 50,000 yuan. Guide enterprises operating within the city to relocate their online stores currently based outside the city back to the city. (3) E-commerce Service Support System Enhancement Initiative
1. Enhance the Level of E-commerce Public Services. Following the “public services + industry incubation” model, establish open, interconnected, collaborative, and shared e-commerce public service centers at the municipal and county levels. Fully leverage the role of these centers as platforms to provide comprehensive services for e-commerce development, including platform integration, administrative approvals, legal consultations, tax processing, and intellectual property transfers. Through resource integration, achieve interconnectivity across the four-tier e-commerce public service system (municipal, county, township, and village levels) to oversee the city’s overall e-commerce development.Allocate 2 million yuan to construct a municipal-level e-commerce public service center. For the construction and operation of individual county-level e-commerce public service centers included in the development goals of Qujing’s comprehensive e-commerce service system, a one-time subsidy of up to 20% of the total project investment (not exceeding 300,000 yuan) will be provided upon successful acceptance (excluding demonstration counties). 2. Promote the integrated development of e-commerce and express delivery. Actively advance the coordinated development of e-commerce and express logistics, and improve the four-tier express logistics network system at the municipal, county, township, and village levels. Support the “Express Delivery to Rural Areas” initiative to bridge the “last mile” of rural e-commerce, facilitating the flow of industrial goods to rural areas and agricultural products to urban markets. Support large express delivery companies in establishing regional distribution centers within our city. Support the construction of municipal-level e-commerce logistics cloud warehouses, county-level distribution centers, and service stations at the township and village levels.Invest up to 2 million yuan to construct municipal-level e-commerce logistics cloud warehouses. Provide a one-time subsidy of 200,000 yuan to county-level distribution centers that integrate five or more national express logistics enterprises and achieve “five unifications” (unified warehousing, sorting, transportation, delivery, and pickup) within the county. By 2025, preliminarily establish an express logistics service system comprising “one warehouse, nine centers, and multiple nodes.”(Led by the Municipal Postal Administration Bureau; the Municipal Finance Bureau, Municipal Transportation Bureau, Municipal Agriculture and Rural Affairs Bureau, Municipal Commerce Bureau, Municipal Rural Revitalization Bureau, Municipal Media Convergence Center, and Municipal Supply and Marketing Cooperative, as well as the people’s governments of all counties, cities, and districts, and the Qujing Economic and Technological Development Zone Management Committee, shall be responsible in accordance with their respective duties)
3. Promote the development of e-commerce industrial parks (bases). Guide counties (cities) and districts to build a number of well-developed e-commerce industrial parks (bases) by revitalizing idle factory sites and utilizing existing buildings. Support traditional e-commerce industrial parks (bases) in upgrading their hardware and software infrastructure.Encourage localities to actively apply for national, provincial, and municipal-level model e-commerce parks (bases). Strive to recommend 1 to 3 e-commerce parks (bases) annually for national and provincial model creation initiatives, conduct municipal-level e-commerce park (base) selection processes, and provide support to parks (bases) that demonstrate significant industry-leading effects. Grant one-time rewards of up to 500,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, to national, provincial, and municipal-level e-commerce model parks (bases) and model enterprises newly recognized by the commerce department.(Led by the Municipal Commerce Bureau; the Municipal Finance Bureau, the Municipal Media Convergence Center, the people’s governments of all counties, cities, and districts, and the Qujing Economic and Technological Development Zone Management Committee shall assume responsibility in accordance with their respective duties)
4. Strengthen mechanisms for attracting and cultivating e-commerce talent. Vigorously advance the development of the e-commerce talent pool and unleash the innovative and entrepreneurial potential of e-commerce professionals. Include urgently needed, scarce, and key e-commerce talent in the city’s talent recruitment and intelligence attraction plan, allowing them to enjoy corresponding preferential policies in accordance with regulations. Integrate the city’s social education and training resources, promote school-enterprise cooperation and the integration of industry and education, and extensively conduct e-commerce training at various levels and in different categories. Implement order-based talent cultivation through a “theory plus practical training” approach.The Department of Human Resources and Social Security shall provide vocational training subsidies to eligible enterprises or individuals conducting e-commerce training in accordance with regulations. By 2025, no less than 1 million yuan will be allocated annually to support the city in conducting various e-commerce talent training programs for an average of over 3,500 participants per year, with a conversion rate exceeding 10%. 5. Improve the e-commerce industry association system. Establish the Qujing E-commerce Association to unite the city’s leading forces in the e-commerce sector, strengthen self-regulation, exchange, and cooperation within the industry, and build a city-wide e-commerce industry alliance development system through the association. Additionally, guide the establishment or development of county-level e-commerce associations.Establish extensive cooperative relationships in areas such as supply chain development, production-sales integration, brand building, and talent training; explore diversified, mutually beneficial development models; and promote the healthy development of Qujing’s e-commerce industry by organizing e-commerce skills competitions, major events (forums), study tours, and thematic conferences through the E-commerce Association.The Qujing Municipal People’s Government will coordinate the establishment of a municipal-level e-commerce association. In its first year of operation, the association will receive 200,000 yuan in operational funding. At year-end, the association’s performance will be evaluated; if operations are deemed satisfactory, a one-time reward of 100,000 yuan will be granted. (IV) E-commerce Innovation and Development Initiative
1. Develop live-streaming e-commerce. Encourage counties, cities, and districts to partner with major live-streaming platforms to establish live-streaming e-commerce bases centered on local specialty industries;Intensify efforts to attract multi-channel network (MCN) agencies and live-streaming teams. Organize live-streaming supply chain matchmaking events targeting sectors such as specialty agricultural products, industrial consumer goods, and processed foods to gather live-streaming agencies, supply chain enterprises, and influencers. Develop business models such as “Live-streaming + Enterprise,” “Live-streaming + Store,” and “Live-streaming + Brand” to foster a healthy ecosystem for live-streaming e-commerce.By 2025, allocate no less than 1 million yuan in support funds to establish 1 municipal-level and 9 county-level e-commerce livestreaming bases that are distinctive and exemplary. For livestreamers promoting Qujing’s specialty products, those whose annual sales of such products on their respective livestreaming platforms reach 2 million yuan will be eligible for a one-time reward: the top 10 will receive 30,000 yuan, and those ranked 11th to 30th will receive 10,000 yuan. 2. Develop Community E-commerce. Cultivate and expand a group of localized community e-commerce enterprises. Encourage physical businesses to integrate with e-commerce platforms to provide O2O services targeting communities. Promote supermarket chains to offer community delivery services for daily consumer goods, achieving “one-hour door-to-door delivery” within the urban area.Encourage the development of new forms of community e-commerce by integrating resources such as shopping, bill payment, housekeeping, social security, healthcare, and parcel collection and delivery services to enhance the convenience of community services. Guide the distribution of fresh vegetables, fruits, and other produce into communities, accelerate the construction of community warehouses, and encourage agricultural and sideline product enterprises to develop “farm-to-community direct supply” e-commerce operations.Promote the establishment of community smart parcel locker networks to enhance the terminal delivery capacity of community logistics and meet residents’ needs for timely door-to-door delivery. (5) Rural E-commerce Quality and Efficiency Improvement Initiative
1. Continue to advance the “Digital Commerce for Agriculture” initiative. Consolidate and enhance the achievements of the national e-commerce demonstration counties in Shizong, Luoping, Xuanwei, Fuyuan, Huize, and Luliang; promote the high-quality development of county-level commercial systems; and expand the coverage of rural e-commerce. Deepen the “Internet Plus” project for agricultural products to move from villages to cities, and establish and improve supply chain systems, operational service systems, and support and guarantee systems suitable for online sales of agricultural products.Counties (cities) and districts achieving full coverage of township-level service points will receive a one-time reward of 50,000 yuan; for village-level service points, rewards will be granted based on parcel volume, with an annual reward of 10,000 yuan for those reaching 50,000 parcels per year. 2. Leverage Advantageous Resources to Build Regional Public Brands. Focus on exploring and marketing distinctive products that have already achieved a certain scale, such as Xuanwei Ham, Luoping Yellow Ginger, Fuyuan Konjac, and Huize Pomegranates, to fully develop distinctive industrial brands.Encourage e-commerce enterprises to develop their own brands, prioritizing the cultivation of online products based on the city’s Geographical Indication (GI)-protected products, green foods, organic foods, eco-origin-protected products, award-winning products from expositions, and time-honored brands. This will foster online brands that are fully licensed, offer high quality at competitive prices, and feature exquisite packaging.We will vigorously promote the integrated development of e-commerce and rural specialty industries, supporting the creation of a number of county-level e-commerce industrial clusters with distinctive characteristics and exemplary leadership, as well as standardized and branded agricultural product e-commerce supply chain bases. (VI) Action Plan for Fostering an E-commerce Development Environment
1. Regularly conduct e-commerce promotional activities to foster a favorable environment for e-commerce development.Encourage the hosting of e-commerce-themed events—including online and offline professional exhibitions, entrepreneurship and innovation competitions, e-commerce summits, forums, festivals, and resource-matching activities—to expand the influence of e-commerce; continuously optimize the business environment and service quality to enhance the soft power of the e-commerce industry; strengthen publicity and guidance, deeply explore and report on exemplary e-commerce cases, and fully utilize various platforms to intensify promotional efforts; actively organize participation in national events such as the “Online New Year Shopping Festival” and the “Double Quality Online Shopping Festival,” and regularly conduct local online consumption promotion activities.In accordance with the principle of “case-by-case review,” subsidies of up to 30% of actual expenses, with a maximum of 100,000 yuan, will be provided to event organizers. 2. Establish an e-commerce “Integrity and Standardized Operations” certification mechanism.Thoroughly implement the provisions of relevant laws and regulations, including the E-Commerce Law of the People’s Republic of China and the Measures for the Supervision and Administration of Online Transactions. Deepen the development of the national online market supervision and online transaction credit evaluation systems. Legally introduce credit evaluation agencies to conduct e-commerce credit evaluations. Adopt a model of government guidance and social participation to carry out the selection and certification of “Integrity and Standardized Operations,” establishing industry benchmarks and promoting the sustainable and healthy development of the sector. Guide and cultivate a group of municipal-level “Integrity E-commerce Enterprises” and “Green Live Streaming Studios” across the city to create a demonstration effect that spreads from specific points to the broader market.Each year, five “Integrity E-commerce Enterprises” and three “Green Live Streaming Studios” will be selected and awarded a one-time grant of 50,000 yuan; no enterprise will receive duplicate awards during the policy period. The municipal finance department will include the funds required for e-commerce credit evaluation and related rewards in the annual fiscal budget. IV. Support Measures
(1) Strengthen Organizational Leadership. Further clarify the responsibilities of the Qujing Municipal E-commerce Work Leading Group to coordinate and advance the high-quality development of e-commerce across the city. Establish a regular consultation and coordination mechanism, improve the assessment and evaluation system for promoting high-quality e-commerce development, and jointly drive high-quality development efforts. Each county (city, district) and the Qujing Economic and Technological Development Zone shall be responsible for e-commerce development within their respective jurisdictions. They shall establish corresponding leading groups, formulate implementation plans, further refine development tasks, and advance implementation in a step-by-step, phased manner.
(2) Improve the Policy Framework. Refine policies for e-commerce development and support the growth of new e-commerce business models. Fully leverage the guiding role of special funds for industrial support policies to provide comprehensive support to e-commerce enterprises that demonstrate strong performance, significant influence, a strong exemplary effect, and a notable leading role in the industry.
(3) Accelerate Implementation. All localities must attach great importance to e-commerce work, formulate specific work plans, proactively plan and advance a batch of major projects and demonstration initiatives, and promptly summarize and promote successful experiences and exemplary cases. They must promptly coordinate to resolve difficulties and issues encountered during e-commerce development and help enterprises create a favorable environment for e-commerce economic development.
(4) Improve Statistical Monitoring. Establish and improve a statistical monitoring and analysis system for e-commerce, scientifically formulate a system of statistical indicators, and innovate statistical methods and tools to accurately and comprehensively reflect the development status of e-commerce across the city.
