I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China. Focusing closely on the development goal of building Yunnan’s secondary central city, we will anchor our efforts in the new stage of development, implement the new development philosophy, and serve and integrate into the new development paradigm. With high-quality development as our theme, historical and cultural heritage as our soul, scenic landscapes and pastoral settings as our foundation, and ecological and climatic conditions as our support, we will highlight wellness and leisure, highland sports, and highland agritourism as our distinctive features. Using major project construction as a lever, we will implement the “Central Breakthrough, Two Wings Soaring,and coordinated development across the region.” We will fully tap into the new advantages of tourism resources, actively adapt to new tourism consumption demands, continuously enhance tourism supply, further strengthen tourism market governance, and vigorously advance the construction of a tourism-strong city. This will drive the city’s tourism industry system toward greater perfection, its product offerings toward greater diversity, its market order toward greater standardization, its reception services toward higher quality, and its tourism image toward greater excellence,We will establish the “Cool Qujing, Summer Retreat Paradise” brand and build Qujing into a healthy living destination for the Guangdong-Hong Kong-Macao Greater Bay Area, as well as the Sichuan-Chongqing-Guizhou and Central Yunnan regions.
II. Key Tasks
(1) Prioritizing High-Quality Development to Strengthen the Brand
1. Continue to strive for the designation of National High-A-Level Tourist Attractions and Provincial-Level Tourist Resorts.Vigorously implement scenic area upgrading and renovation projects to ensure the city’s national high-A-level tourist attractions become more scientifically and reasonably distributed in terms of both quantity and structure. Promote the development of the Luliang County Central Yunnan Health City Cultural Tourism Scenic Area and the Xuanwei City Nizhu River Grand Canyon Ecological Cultural Tourism Scenic Area into national 4A-level tourist attractions. Promote the development of the Luoping County Flower Sea Tourism Resort and the Shizong County Wulong Tourism Resort into provincial-level tourism resorts.By 2025, we aim to achieve a breakthrough by establishing our first 5A-level tourist attraction, with the total number of 4A-level attractions reaching at least 17, 3A-level attractions reaching at least 25, and provincial-level tourist resorts reaching at least two. 2. Revitalize and utilize cultural relics and red tourism resources. Actively promote the comprehensive planning and construction of site museums for nationally designated key cultural relic protection units such as the Batai Ancient Tomb Cluster, Luohanshan Ancient Tomb Cluster, and the Dahe Site. Consolidate the construction and public access standards of museums at both the municipal and county levels in Qujing, accelerate the construction of the Qujing (China) Cuan Culture Museum, and utilize digital and smart technologies to innovate the interpretation and display of cultural relic resources.Effectively advance the construction of the Long March National Cultural Park (Qujing Section), and promote the application of key red cultural tourism areas such as Huize Water City, Xuanwei Hutou Mountain, and Sanyuan Palace for inclusion in national and provincial red tourism integrated development projects, while launching a series of premium red tourism itineraries. 3. Promote the in-depth integration of culture, sports, and tourism. Deeply explore the cultural connotations and values of historically and culturally significant cities and villages; vigorously develop immersive, experiential, and distinctive tourism products such as intangible cultural heritage (ICH) exhibitions, cultural and creative merchandise, and tourism performances; create at least 2 cultural and tourism integration towns with prominent thematic IPs and strong visitor experiences, at least 3 tourism and leisure districts and nighttime cultural and tourism consumption clusters, and 3 courtyard-style small theaters;establish 15 provincial-level intangible cultural heritage workshops; accelerate the integration of intangible cultural heritage displays into scenic areas and districts using an embedded approach; and have each county (city, district) create one regionally influential brand festival or sporting event. 4. Promote the Doubling of Cultural and Tourism Market Entities. Continuously optimize the business environment, stimulate the vitality of market entities, and facilitate the transition of tourism-related market entities from individual operators to small and micro enterprises, and from small and micro enterprises to above-scale enterprises, thereby promoting the doubling of market entities. By 2025, add 15 new cultural and tourism business entities, 3 4A-level or higher tourist attractions, and 13 graded tourist homestays.(Lead Agency: Municipal Bureau of Culture and Tourism; Responsible Agencies: Municipal Development and Reform Commission, Municipal Public Security Bureau, Municipal Market Supervision Administration, Municipal Bureau of Statistics, Municipal Taxation Bureau)
5. Accelerate the development of a diverse, high-quality tourism accommodation system. Guided by the principles of “demand-oriented, moderately forward-looking, structurally sound, and brand-led,” and aiming for internationalization, high-end development, and distinctive characteristics, we will focus on both supply and demand to further transform the development model of the tourism accommodation industry. (2) Focus on Projects to Drive High-Quality Development
6. Plan and develop a batch of major cultural and tourism projects. High-quality planning and development of more than 10 cultural and tourism investment projects with strong innovation, promising market prospects, and demonstrative and leading roles, including at least 2 provincial-level major investment projects.Each year, launch a batch of major cultural and tourism projects. Accelerate the development of the “Qi-Zhan-Ma” Central Modern Health and Wellness Tourism Zone, the Southern Leisure and Sightseeing Tourism Zone led by Luoping, and the Northern Historical and Cultural Tourism Zone centered on Huize. 7. Implement targeted investment promotion for cultural and tourism projects. Establish and improve a joint investment promotion model involving the “Municipal Bureau of Culture and Tourism + county (city, district) cultural and tourism investment promotion task forces + enterprises.” Conduct targeted cultural and tourism investment promotion activities at least four times annually and facilitate targeted matchmaking with at least 10 target enterprises per year. Strengthen county-level planning and municipal-level evaluation, package and plan a batch of key cultural and tourism projects for inclusion in the project pipeline, launch at least three key cultural and tourism investment promotion projects annually, and organize specialized cultural and tourism investment promotion events for focused promotion.Enhance coordination and support services for signed projects to improve project implementation rates and capital disbursement rates. 8. Implement a batch of rural tourism projects in phases. 9. Accelerate the development of a batch of innovative business model projects. (3) Continue to crack down on “unreasonably low-priced tours” and forced shopping in accordance with the law
10. Strictly investigate and punish illegal activities related to “unreasonably low-priced tours.” Severely investigate and punish illegal, non-compliant, and breach-of-contract behaviors by travel agencies, non-travel agencies, and individuals organizing unreasonably low-priced tours online or offline, and remove such tour products from the market. In accordance with laws and regulations, crack down on illegal, non-compliant, and breach-of-contract behaviors by travel agencies and their branches, such as organizing and hosting unreasonably low-priced tours, or failing to pay or underpaying reception service fees for tour groups.(Lead Agency: Municipal Bureau of Culture and Tourism; Responsible Agencies: Municipal Market Supervision Administration, Municipal Public Security Bureau)
11. Strictly crack down on forced shopping practices. Strengthen the coordination between administrative law enforcement and criminal justice. Strictly investigate and punish, in accordance with laws and regulations, forced and disguised forced shopping practices such as tour guides coercing tourists to shop, one-on-one tailing sales at shopping venues, private room sales, and restricting tourists’ freedom of movement. Where such acts constitute criminal offenses, criminal liability shall be pursued in accordance with the law.Crack down, in accordance with laws and regulations, on illegal and criminal activities such as collusion between shopping venues, travel agencies, and tour guides to set up scams and engage in commercial bribery. Investigate and punish, in accordance with laws and regulations, illegal and non-compliant business practices such as false advertising, failure to display prices as required, collusive price gouging, price fraud, sale of counterfeit and substandard goods, monopolistic sales, and tax evasion.(Lead Agencies: Municipal Public Security Bureau, Municipal Bureau of Culture and Tourism; Responsible Agencies: Municipal Market Supervision Administration, Municipal Tax Bureau, Municipal Court, Municipal People’s Procuratorate)
12. Strictly regulate the tourism shopping market. Strengthen the management of tour group itineraries and strictly enforce the requirement that travel agencies organizing and hosting tourists must not designate specific shopping venues or arrange additional-fee tourist activities. However, exceptions may be made if both parties reach a consensus or if the tourist requests it, provided that such arrangements do not affect the itinerary of other tourists.Actively explore a traceability system featuring “one product, one code” for high-value tourism goods; expand and strengthen a group of urban commercial complexes with exemplary effects; promote a group of tourism-related retail enterprises that are honest, trustworthy, operate in compliance with regulations, and possess distinctive characteristics; resolve the issues of “bundling sightseeing with shopping” and “subsidizing tours through sales,” enabling tourists to shop voluntarily and freely.(Lead Agency: Municipal Bureau of Culture and Tourism; Responsible Agencies: Municipal Market Supervision Administration, Municipal Bureau of Commerce, Municipal Tax Bureau)
13. Strictly crack down on illegal and breach-of-contract behaviors. Strengthen the promotion and application of electronic contracts by travel agencies, and urge travel agencies to sign travel contracts and agency agreements with tourists and local reception agencies. Clearly define the service provider’s grade, standards, and tour duration in accordance with laws and regulations, and ensure strict compliance. Strictly crack down on illegal and breach-of-contract behaviors such as signing fraudulent contracts, using false advertising or misleading methods to induce tourists to sign supplementary agreements, and other violations.Strictly investigate and punish, in accordance with laws and regulations, illegal, non-compliant, and breach-of-contract acts by tourism-related enterprises that infringe upon consumers’ legitimate rights and interests—such as using unfair contract terms to exempt or mitigate their own liability, impose additional liability on consumers, or fail to fulfill contractual obligations. 14. Strictly enforce industry entry restrictions. Comprehensively verify the identities of relevant management personnel at travel agencies, and take legal action against travel agencies that have not engaged in substantive business operations and have not filed for suspension of business in accordance with the law. Management personnel of travel agencies whose business operation licenses have been revoked—including actual controllers, legal representatives, general managers, deputy general managers, and shareholders—shall not be permitted to engage in travel agency business for three years. 15. Implement a tour guide remuneration system. Rationalize the relationship between travel agencies and tour guides, clarify management responsibilities for tour guides, and enforce the labor contract system between travel agencies and tour guides. Implement a remuneration and benefits system for tour guides comprising a base salary, tour-leading subsidies, and social insurance; the base salary shall not be lower than the minimum wage standard for urban employees in the administrative region where the tour guide is registered. 16. Implement local regulatory responsibilities. Improve the comprehensive command and coordination system for tourism market supervision. The municipal and county-level tourism market supervision command and coordination centers shall oversee comprehensive supervision of the tourism market in their respective regions and organize special campaigns to address “unreasonably low-priced tours” and forced shopping.
17. Implement departmental regulatory responsibilities. Fully leverage the coordinating role of local tourism market comprehensive supervision and dispatch centers—as well as the “One Phone Tour Yunnan” complaint handling command centers—to ensure member units fulfill their duties and enhance the effectiveness of comprehensive tourism market supervision. Implement a grid-based management system for the tourism market, assigning supervision responsibilities for tourism-related enterprises within the jurisdiction to individual law enforcement officers, ensuring that each grid is assigned to a specific person and each responsibility is assigned to a specific individual. (Municipal-level relevant departments shall be responsible in accordance with their respective duties)
18. Enhance the effectiveness of smart supervision in the tourism market. Promote digital management of travel agency electronic contracts, group operations, tour guide assignments, vehicle scheduling, tourist information, and bundled insurance. Improve the collection of data on tourism complaints, the “30-day no-reason refund” policy, tour group information, and integrity evaluations. Strengthen the application of big data to continuously improve the level of smart governance in the tourism market. (IV) Enhancing Tourism Service Quality to Improve Visitor Satisfaction
19. Strengthen the integrity system. Enhance credit supervision of tourism-related enterprises and practitioners through credit commitments, integrity evaluations, and credit grading and classification, with a focus on monitoring dishonest and high-risk enterprises. In accordance with laws and regulations, ensure that all eligible dishonest entities are identified as such, thereby increasing the deterrent effect of credit supervision. Continuously strengthen the application of integrity evaluation results, cultivate a group of model enterprises that operate with integrity and honor their commitments, and promote honest business practices, standardized management, and service improvements among tourism-related enterprises.Optimize the “30-day no-reason return” mechanism by clarifying the scope of returnable tourism products, establishing a detailed list of returnable items, refining return procedures, and strengthening the “four unifications” at return service points to promote the institutionalization, standardization, and proceduralization of the return process. 20. Improve the rapid response system for tourism-related dispute complaints. Guided by visitor satisfaction, optimize complaint handling procedures, strengthen management of the handling process, implement a follow-up system after resolution, and continuously promote the efficient, closed-loop operation of the “1+10+X” tourism complaint resolution mechanism. (V) Comprehensively Cultivate, Attract, and Utilize Talent
21. Implement the “Gold Medal Tour Guide (Interpreter)” Doubling Plan. Strengthen school-enterprise cooperation, enhance vocational education, improve the training mechanism for tour guides (interpreters), and expand the talent pool of tour guides (interpreters). Cultivate and build a team of outstanding tour guides (interpreters) who possess strong comprehensive qualities, a strong sense of social responsibility, broad knowledge, solid professional skills, and an innovative spirit. 22. Cultivate Gold-Level Live Streamers. Through the frequent delivery of high-quality content, promote the rapid development of Qujing’s “live streaming + industry” model in culture and tourism. Implement a Gold-Level Live Streamer Training Program to cultivate a group of Gold-Level Live Streamers who possess excellent comprehensive qualities and strong professional capabilities, have in-depth knowledge of tourist attractions, tourism products, and services, and are familiar with digital marketing and tourism IP operations. 23. Cultivate top-tier professional managers. Attract and train management talent for tourism attractions, hotels, cultural and creative industries, the revitalization and utilization of cultural heritage resources, tourism performances, rural tourism, and sports tourism. By 2025, cultivate 10 top-tier professional managers. (VI) Strengthen Promotion and Marketing
24. Enhance the Competitiveness of Cultural and Tourism Brands. Continue to promote the “Cool Qujing, Summer Retreat Paradise” brand and build the Qujing cultural and tourism IP. Each county (city, district) and the Qujing Economic and Technological Development Zone shall respectively develop a signature ecological tourism and residential brand, fostering an atmosphere that embodies “A Way of Life in Yunnan: Qujing.”Vigorously apply for the title of “Summer Resort Destination” from the China Meteorological Administration and actively seek to have Qujing included in the national list of “Preferred Summer Resort Destinations.” Establish a cultural and tourism brand system, support counties (cities, districts) in building regional cultural and tourism destination brands, and create cultural and tourism IPs with distinctive local characteristics. 25. Forge a New Image for Qujing’s Culture and Tourism. Continuously promote Qujing’s excellent cultural and tourism resources, new products, and superior services to establish a new image for Qujing’s culture and tourism, encompassing leisure and wellness vacations, summer and winter retreats, highland sports, the “World Garden,” science popularization and study tours, high-mountain gorges, forest sanctuaries, and pastoral idylls.Leveraging summer and winter retreats, festivals and events, high-altitude training destinations, and outdoor sports paradises, we will continue to develop seven premium tourist routes, enrich “one-day tour” products, provide visitors with a wider range of services, and expand the scope of Qujing’s cultural and tourism offerings. (The Municipal Publicity Department, the Municipal Government Information Office, and the Municipal Culture and Tourism Bureau shall implement these measures according to their respective functions)
26. Innovate methods for cultural and tourism promotion. Systematically plan Qujing’s tourism promotion efforts by establishing a coordinated “municipal + county (city, district) + enterprise” mechanism that integrates online and offline channels. Strengthen the application of data analysis to conduct targeted promotions in key source markets, consolidate and enhance existing markets, and further expand emerging markets. Proactively organize promotional conferences and traffic-driving events in source markets.Encourage social forces to participate in Qujing’s cultural and tourism new media marketing to create viral marketing campaigns. Support counties (cities, districts) in organizing distinctive festival events based on market-oriented principles, and attract high-quality domestic and international films, TV dramas, and variety shows to film and produce in Qujing. (To be implemented by the Municipal Party Committee Publicity Department, the Municipal Government Information Office, and the Municipal Culture and Tourism Bureau according to their respective responsibilities)
III. Support Measures
(1) Strengthen Organizational Leadership. Uphold and strengthen the Party’s comprehensive leadership, ensuring that Party leadership permeates every aspect and stage of high-quality tourism development. Establish a Municipal Leading Group for High-Quality Development of Culture and Tourism, with its office housed within the Municipal Bureau of Culture and Tourism. Establish and improve working systems for the Leading Group and its office, refine departmental tasks, and perfect working mechanisms to create a collaborative framework where each entity fulfills its duties, assumes its responsibilities, and ensures vertical and horizontal coordination.
(2) Strengthen Policy Support. Coordinate policies, funding, and streamline approval and expenditure channels. For major cultural and tourism projects that meet policy requirements, actively seek provincial policy support and financial subsidies; the municipal government will provide appropriate support based on fiscal capacity. Continuously explore the laws of the tourism market; using a reform-oriented mindset and innovative methods, enhance the enthusiasm of industry associations, travel agencies, and tour guides in participating in market governance. Adhere to addressing both symptoms and root causes through systematic governance, and gradually establish a unified national tourism market.
(3) Establish incentive mechanisms. In accordance with relevant national and provincial regulations, actively organize and carry out applications for the “Yunling Famous Tourism Counties” designation. Establish incentive mechanisms to publicly commend counties (cities, districts) that demonstrate significant achievements in promoting high-quality tourism development, and publicly criticize those with lagging progress or insufficient results.
(4) Strengthen Project Implementation. Formulate and implement guidelines for enhancing the planning and promotion of cultural and tourism projects. Establish a system for joint site inspections and joint reviews, strengthen interdepartmental coordination and collaboration between cities and counties, and ensure that project construction complies with ecological conservation, scenic area planning, arable land protection, and urban planning requirements. Ensure that project initiation, approval, and construction are advanced as an integrated process to improve the quality and efficiency of project work.
(5) Uphold safety standards. Balance development with safety, implement the “Category B management” policy for COVID-19 prevention and control in a stable and orderly manner, and ensure the orderly movement of people and the healthy conduct of cultural and tourism activities.Conduct risk assessments and identify and rectify potential hazards at tourism-related venues; improve emergency response plans; strengthen training and drills; and promptly detect and address abnormal situations.
