Improve the “one-stop acceptance, integrated service” system for real estate, promote data interoperability between the real estate registration system and the housing transaction system, enhance the level of real estate registration services, fully implement “Internet Plus Real Estate Registration,” and achieve “one-stop processing” for real estate registration and utilities (water, electricity, gas, and internet). Promote the “land handover with certificate issuance” and “property handover with certificate issuance” reforms citywide.Actively promote the application of the electronic real estate certificate system to ensure that electronic certificates are automatically generated upon the completion of preliminary registration, mortgage registration, and other procedures. Routinely collect and address cases of violations of the market access negative list, eliminate both explicit and implicit market access barriers, and promote the universal implementation of the “non-prohibited means permitted” principle. In accordance with the relevant requirements of the Provincial Development and Reform Commission and feedback from market entities, thoroughly investigate and address leads regarding the illegal establishment of market access restrictions.In accordance with the management requirements for a unified national list and relevant national arrangements, we will conduct a comparison between the market access negative list and administrative approval items, formulate a correspondence table between the market access negative list and the catalog of government service matters, and promote the full online processing of all items on the list. Explore the establishment of a pre-reorganization mechanism for bankruptcy and provide legal support for market-oriented debt restructuring.Improve the coordination and collaboration mechanism between government and courts regarding corporate bankruptcy, and promote the establishment of a funding mechanism for corporate liquidation and bankruptcy projects at the municipal and county levels. Launch a special campaign to enhance power supply reliability, continuously improving both reliability and the rate of compliance with electricity service standards. Leveraging the “One-Stop Online Service” portal on the Provincial Government Service Network and the Construction Project Approval Management System, implement joint application procedures for water, electricity, gas, and internet services under the “One-Stop Service for Multiple Tasks” and “Zero-Document Application” models.Implement a notification-and-commitment-based approval system for general external line excavation projects, fully promote parallel approval processes and time-limited completion, and further reduce connection processing times and costs. Water connection procedures shall be limited to two steps; water supply shall be established within two working days for projects without external line connections and within four working days for those requiring external line connections.Approvals related to external line construction—including engineering planning permits, landscaping permits, road administration permits, road occupancy and excavation permits, and material storage permits—shall be applied for directly by water and gas supply enterprises (units) or submitted on behalf of the construction unit. Further improve the suspension of business operations filing system, strengthen inter-departmental information sharing, and advance the pilot implementation of “one-stop processing” for suspension of business operations registration.Strengthen the promotion and application of the “Yunnan Province ‘One-Window-Access’ Online Service Platform for Business Registration,” simplify registration materials, and improve the efficiency, volume, and proportion of online processing. Enhance transaction transparency.Accelerate the standardization of public resource trading services and the establishment of a remote, off-site bid evaluation workstation system. Fully implement the use of electronic performance bonds (insurance) in the bidding and tendering sector to replace the payment of bid, performance, and engineering quality guarantees. Support Shuifu City in benchmarking against advanced practices and boldly innovating to comprehensively elevate the standard of business environment development. The city will develop a set of replicable and scalable best practices in areas such as lowering market entry barriers, improving the efficiency of approval services, strengthening the supply of production factors, standardizing in-process and post-event supervision, improving legal safeguards, and enhancing public service levels.Establish a mechanism for the coordinated adjustment of the basic catalog of government service items and the list of powers and responsibilities, and dynamically update the basic catalog of government service items. Create a three-tier “one-stop service” reform demonstration zone at the municipal, township, and village levels. Optimize the approval process for investment projects to achieve “single-lead agency, parallel approval, and time-limited completion” across all approval stages, including project approval, land use planning permits, engineering construction permits, construction permits, and final acceptance.Advance the “multi-survey integration” reform by phased consolidation of surveying and mapping tasks, implementing a system of “single commissioning, joint surveying, and shared results.” In the Shuifu Economic and Technological Development Zone, implement the commitment-based system for enterprise investment projects; explore a “full commitment, land acquisition followed by immediate construction” approach for small-scale, low-risk socially-invested projects, and adopt a notification-and-commitment system for small-scale, low-risk socially-invested warehousing projects. Support Daguang County in capitalizing on the approval of its industrial park to explore comprehensive, end-to-end, and systematic mechanisms and measures for serving enterprises. Develop a set of replicable and scalable best practices in building an enterprise service system that organically integrates government, society, and market forces.Deepen the “Large-Scale Investment Promotion” mechanism, leverage local resource endowments, target specific industries for investment promotion, and attract investment through existing businesses, striving to establish the investment promotion motto: “Once you arrive, you are a member of the Daguan community; once you sign a contract, you are part of our family.”Strengthen the supply of key resources, streamline investment project approval processes, and provide comprehensive, follow-up, and “concierge-style” precision services throughout the entire process of enterprise establishment, construction, and operation. Diligently implement mechanisms such as assistance and proxy services, enterprise liaison officers, and reporting and review procedures for business-related inspections. Establish a dedicated assistance and proxy service team to provide full-process support for attracted projects—from project approval, filing, and planning and construction to production and operation—ensuring that projects are successfully attracted, rapidly implemented, and deliver tangible results.Further expand the “Enterprise Open Day” and “One Policy per Enterprise” targeted policy mechanisms to provide “full-cycle” dedicated services for business operations. Introduce a series of reform measures and management policies to provide comprehensive, full-cycle services for enterprises.

3. Suijiang County will establish a benchmark for business environment and government services. Support Suijiang County in focusing on the “One-Stop, One-Network, One-Visit” service model, using the deepening of administrative approval system reform as a breakthrough point, and making every effort to build the “Suishi Ban” government service brand into a benchmark.Accelerate the standardized, regulated, and convenient development of government service facilities at the county, town, and village (community) levels; implement list-based management of government services; and strengthen efforts to clarify responsibilities, delegate authority, and enhance capabilities at the town level. By the end of the year, ensure that government service facilities at the town and village levels generally meet standards, and establish standardized village-level government service demonstration sites.Leveraging the Yunnan Provincial Government Service Platform, accelerate the development of smart government services, launch the “Suishiban” mini-program, and fully realize “instant approval and processing, special handling for special cases, simplified procedures for complex matters, and fast processing anytime.” Innovatively drive significant improvements in the quality and efficiency of government services, actively promote “city-wide processing,” “notification and commitment for certification requirements,” and “acceptance with missing documents,” and deeply advance the “one-window processing” reform at the county, township, and village levels. Achieve “separation of acceptance and processing” andno need to seek favors, and approval without face-to-face contact” across the entire county. We will integrate more “single-issue” services, tangibly advance the “one-stop processing for a single issue” reform, and focus on implementing practical and effective measures to achieve “fewer approval steps, smoother processes, faster speeds, lower costs, and better service,” making the “Suijiang Service” brand a new symbol of Suijiang.

IV. Organizational Guarantees

(1) Improve Working Mechanisms. Further strengthen the coordination mechanism led by the Municipal Leading Group Office for Optimizing the Business Environment and Promoting the Multiplication of Market Entities (hereinafter referred to as the Municipal Business Environment Office), with collaborative efforts from all levels and departments. Fully leverage the role of specialized task forces under the Leading Group to drive breakthroughs in relevant reform areas.All departments at all levels must strengthen information sharing, policy coordination, and collaborative efforts. They should promptly formulate work plans based on local conditions, refine measures, assign clear responsibilities, set specific deadlines, and ensure effective implementation, thereby establishing a closed-loop system for identifying problems, benchmarking improvements, summarizing lessons, and promoting best practices.

(2) Strengthen Oversight and Implementation. Efforts to monitor progress, analyze data, and provide guidance and supervision must be intensified. The Municipal Business Environment Office will conduct quarterly reviews of the progress of key tasks, work with relevant departments to identify bottlenecks, and respond with timely policy adjustments. Utilize the results of business environment satisfaction surveys to dynamically monitor the city’s business environment and effectively enhance the relevance and effectiveness of our work. Refine the annual performance evaluation plan to further clarify the responsibilities of all departments and levels, ensuring that annual tasks are completed on schedule.

(3) Foster a Positive Atmosphere. Establish a mechanism for promoting exemplary practices in the business environment. Focus on replicating and promoting innovative pilot reform measures, encouraging localities to boldly explore and innovate based on their actual conditions to generate a body of reform case studies. Incorporate the promotion of the business environment into the city’s key publicity priorities and intensify promotional efforts to foster a positive atmosphere where “everyone contributes to the business environment,” thereby building a business environment brand with Zhaotong’s distinctive characteristics.
