I. Significance
Further strengthening investment promotion efforts is a concrete manifestation of thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping’s important speeches during his inspection tour of Yunnan, and the spirit of his important reply to the veteran Party branch secretaries of border villages in Cangyuan County. It is a crucial measure to fully implement the spirit of the Third Plenary Session of the 11th Provincial Party Committee and the Third Plenary Session of the 5th Municipal Party Committee, and to drive high-quality, leapfrog development in our city. This initiative will help promote investment growth,attracting external capital, expanding internal investment, and increasing the scale of regional assets; it is conducive to developing resource-based, port-based, and park-based economies, leveraging comparative advantages to achieve sustainable economic development; it is conducive to stimulating market vitality, doubling the number of market entities, enhancing employment capacity, and strengthening the momentum for innovation and entrepreneurship; and it is conducive to supporting industrial development by introducing factors such as capital, technology, management, and talent, thereby promoting industrial restructuring and advancing the construction of a city strong in industry.
II. General Requirements
— Full-scale Investment Promotion. Investment promotion work must better leverage the government’s role in actively guiding, proactively seeking, and providing service guarantees to enterprises. We must further enhance our sense of responsibility and urgency, adhere to the principles of enthusiasm, sincerity, openness, transparency, and compliance with laws and regulations in conducting investment promotion activities. We must firmly establish the concept that promoting industry development requires focusing on investment promotion, and that promoting local development requires focusing on investment promotion. We must strengthen the leadership of top officials in spearheading investment promotion,strengthen the “everyone is an investment promoter” approach to full-scale investment promotion, implement the “No. 1 Investment Promoter” initiative at all levels and departments, and accelerate the formation of a comprehensive framework for investment promotion characterized by “leadership taking the lead and full participation.”
— Integrated Investment Promotion. We must firmly establish a city-wide coordinated approach, establish and improve a coordinated investment promotion mechanism among the city, counties (districts), industrial parks, and various industry departments, and form an integrated investment promotion framework featuring horizontal coordination and vertical linkage. This will create a new landscape where the entire city works together to launch key projects, precisely match target enterprises, integrate investment policies, implement service mechanisms, cultivate professional teams, and evaluate investment promotion outcomes,further enhancing the proactivity, foresight, targeting, flexibility, and effectiveness of investment promotion efforts, and driving the advancement and upgrading of the city’s industrial investment promotion work.
— Industrialized Investment Promotion. Capitalizing on our city’s advantages in resources, border ports, and industrial parks, we will focus on the key industrial development directions and objectives outlined in the *Lincang City Three-Year Action Plan for Industrial Strengthening (2022–2024)*. We will adhere to the principle of concentrating industries within industrial parks, uphold the “one county, one industry” and “one park, one specialty” approaches,prioritizing industries and focusing on real business operations. We will proactively create conditions for industrial development, aiming to extend industrial chains, increase product value-added, and enhance market competitiveness. We will focus on attracting major industrial projects and the headquarters of “chain-leading” enterprises, continuously cultivate and strengthen distinctive and competitive industries, and strive to revitalize the real economy.
— Professionalized Investment Promotion. We will innovate approaches and measures, strengthen the development of investment promotion teams at the county (district), industrial park, and sectoral levels, enhance training for investment promotion staff, and leverage “external expertise” and “external resources” through multiple channels to build a professional investment promotion team that is highly skilled, well-qualified, and disciplined. We will ensure that every investment promotion staff member understands industries, policies, laws, regulations, and negotiation techniques, and is capable of providing quality service.We will strengthen the evaluation, reward, and incentive mechanisms for investment promotion, emphasize practical results, stimulate enthusiasm across society, and mobilize the entire society to participate in investment promotion efforts, thereby effectively advancing the city’s investment promotion work to a new level.
III. Overall Objectives
— Further expansion of investment scale. By 2024, the city aims to attract 45 billion yuan in capital from outside the city for industrial projects (excluding real estate, infrastructure, and financial projects), of which 41 billion yuan will come from outside the province; industrial investment will reach 15 billion yuan; actual utilization of foreign capital will reach 18 million USD; and the net increase in newly registered foreign-invested enterprises will exceed 10, thereby injecting new momentum into the city’s high-quality development.
— Achieve more significant results in attracting large-scale and high-quality enterprises. From 2023 to 2024, the city aims to cumulatively attract more than 20 industrial projects valued at 1 billion yuan or more. Each year, the city will attract at least two Fortune Global 500 companies, at least four companies from the China Top 500 and the China Private Top 500 lists, and strive to attract no fewer than two high-quality corporate headquarters annually.Each county (district) and industrial park will identify 1–2 key industrial chains annually to conduct targeted investment promotion, striving to attract one “chain-leading” enterprise and several supporting industrial projects for each key chain. The proportion of investment in emerging industries and industrial projects will further increase, with significant results in attracting large-scale, high-quality, innovative, and superior enterprises. Product quality will continue to improve, and market competitiveness will be comprehensively enhanced.
——The cluster effect of industries will become more pronounced. Focusing on the “Three Major Economies” and “Ten Major Industries,” the interconnectivity and agglomeration of industries will be significantly strengthened. The city’s industrial layout will become more rational and its structure more optimized. By 2024, the scale effects of the city’s industrial chains will begin to emerge, forming a number of distinctive industrial clusters with provincial influence, including green food, green energy, new materials, biomedicine, cultural tourism and wellness, and import-export processing and logistics.
— The full-process investment promotion mechanism has become more robust. Coordination capabilities in investment promotion have been further enhanced, and the ability of departments at all levels across the city to work in concert has been strengthened. A long-term mechanism characterized by orderly competition, complementary development, optimal efficiency, and flexible sustainability has basically taken shape.Comprehensive efforts will be made to strengthen industrial and policy research, enhance preliminary project work, and improve the quality of project planning, packaging, promotion, and negotiation. A closed-loop system will be established covering project planning and packaging, preliminary assessment, resource allocation, and implementation support. The enterprise service support system will be refined to ensure all efforts are directed toward facilitating project implementation and supporting enterprise development.
IV. Key Targets for Investment Promotion
(1) Modern Agriculture with Plateau Characteristics
Centering on the city’s key industrial development priorities, guided by green ecology, and with the goal of increasing farmers’ income, we will focus on key industries such as tea,sugarcane, nuts (including walnuts), wood and bamboo processing, vegetables, cattle and sheep, pigs, tobacco, medicinal herbs, coffee, and rural tourism. We will intensify efforts to attract enterprises in agricultural product processing, increase the added value of agricultural products, accelerate the industrialization, scaling, standardization, and branding of agriculture, and advance Lincang’s development into a leading city in modern agriculture.From 2023 to 2024, the city aims to attract at least two highland-specific modern agricultural projects with investments of over 1 billion yuan each, with cumulative investment reaching over 7 billion yuan. (2) Advanced Manufacturing
Leveraging our city’s mineral and biological resources as well as its border opening-up advantages, we will effectively utilize “two types of resources and two markets” to proactively attract domestic and international industrial transfers. We will accelerate the cultivation and development of resource-import-oriented and product-export-oriented processing clusters in sectors such as agricultural machinery, hardware and electromechanical equipment, apparel and footwear, electronic information manufacturing, and imported agricultural product processing. We aim to establish Lincang as a national demonstration zone for international industrial capacity cooperation facing the Indian Ocean Economic Circle and a key base for receiving industrial transfers from eastern China.From 2023 to 2024, we aim to attract at least two manufacturing projects with investments of over 1 billion yuan each, with cumulative investment reaching over 2 billion yuan. (3) Green Energy Industry
Adhering to the concept of green development and rational spatial planning, we will focus on major energy project construction, prioritize the development of a clean energy base and the establishment of a new power system, emphasize the quality of investment attraction, accelerate the enhancement of green energy security and sustainability, and promote the deep integration of green energy with green advanced manufacturing and modern agriculture with plateau characteristics. From 2023 to 2024, we aim to attract at least four energy industry projects with investments of 1 billion yuan or more each, with cumulative investment reaching over 23 billion yuan;The share of energy industry value-added in the city’s GDP will be maintained at around 10%, green energy installed capacity will reach 12.5 million kilowatts, the share of non-fossil energy consumption will exceed 42%, and green energy supply capacity will be significantly enhanced. (IV) New Materials Industry
Leveraging existing competitive industries, integrating existing industrial resources, and optimizing the industrial spatial layout, we will prioritize the development of new materials industries centered on germanium, kaolin, and silicon, as well as non-ferrous metal smelting focused on copper, zinc, and tin. We will strengthen the integration between new materials and downstream industries, promote the integrated development of the new materials industry with the raw materials industry, drive the upgrading of the materials industry through the transformation and upgrading of the raw materials sector, advance the development of the new materials industry, and continuously expand the scale of the industry.From 2023 to 2024, we aim to attract at least two new materials industry projects with investments of over 1 billion yuan each, with cumulative investment reaching over 2 billion yuan, and establish Lincang as a national high-tech industrial base for germanium materials. (5) Biomedical Industry
Leveraging the city’s geographical environment and biodiversity resources, we will focus our investment promotion efforts on resource exploration, technological breakthroughs, commercialization of research outcomes, base development, park upgrading, and product cultivation. We will attract leading enterprises in the sector, intensify efforts in raw material processing and R&D for the “Linyang” brand, integrate investment promotion with talent recruitment, and cultivate talent teams to attract high-level production factors to the city. We will establish a biopharmaceutical commerce and distribution system, strive to build the province’s premier biopharmaceutical development platform, and actively foster this as a key pillar industry for the city’s future.From 2023 to 2024, we aim to attract at least two biopharmaceutical industry projects with investments of over 1 billion yuan each, achieve cumulative investment of over 2 billion yuan, and reach an output value of 3 billion yuan for the city’s biopharmaceutical industry. We will gradually optimize the industrial ecosystem, significantly enhance innovation capabilities, continuously strengthen market entities, and sustain growth in industrial scale, thereby establishing the city as one of the province’s key biopharmaceutical industry clusters.(Led by the Municipal Science and Technology Bureau, with support from the Municipal Development and Reform Commission, Municipal Agriculture and Rural Affairs Bureau, Municipal Forestry and Grassland Bureau, Municipal Health Commission, and Municipal Investment Promotion Bureau)
(6) Digital Economy Industry
Guided by digital empowerment, leveraging scenario-based applications, and utilizing the Lincang “City Brain” project as a platform, we will focus on the industrialization of digital technologies and the digital transformation of traditional industries. We will vigorously develop core digital economy industries, plan and cultivate the Lincang Digital Economy Industrial Park, significantly increase the proportion of the digital economy in the overall economy, and build the digital economy into a powerful engine driving the high-quality development of the city’s economy.From 2023 to 2024, we aim to attract at least two digital economy industrial projects with investments of 100 million yuan or more. The main business revenue of the city’s core digital economy industries is projected to reach 3.5 billion yuan. (7) Culture, Tourism, and Wellness Industry
Develop all-for-one tourism, enhance the quality of existing projects, and focus on the full industrial chain of “culture, tourism, medical care, wellness,sports, education, and smart technology," adhere to the principles of internationalization, high-end development, distinctiveness, and smart technology, introduce renowned domestic and international high-end tourism and resort brands, advance the development and utilization of tourism resources, and promote the deep integration and innovative development of tourism with culture, science and technology, and internet platforms. We will concentrate efforts on building a training and wellness base that integrates cultural creativity, sports training, and leisure wellness, actively develop new forms of cross-border tourism, and establish Lincang as a first-class healthy living destination within the province and even nationwide.From 2023 to 2024, the city aims to attract at least one cultural, tourism, and wellness industry project with an investment of over 1 billion yuan, secure cumulative investments of over 1.5 billion yuan, and achieve total revenue of approximately 33.2 billion yuan in the cultural, tourism, and wellness sectors. (8) Modern Commerce and Logistics Industry
Focusing on the cultivation of a logistics hub economy, we will prioritize the development of cross-border logistics and the expansion of logistics enterprises as key areas for investment attraction. We will make every effort to accelerate the development of the logistics industry and strive to build a “One Zone, One Belt, Three Nodes” logistics hub system with significant radiating and driving effects and comprehensive service functions. This will establish Lincang as a provincial-level key logistics hub city and Lincang (Qingshuihe) as a provincial-level key land border port-type logistics hub.From 2023 to 2024, we aim to attract at least two modern commerce and logistics projects with investments of over 1 billion yuan each, achieve cumulative investment of over 3 billion yuan, and strive to reach a total revenue of 18 billion yuan for the city’s logistics sector. (9) Education and Healthcare Industries
Focusing on private education, vocational education, high school education, and preschool education, we will cultivate prestigious schools, train distinguished teachers, and highlight unique characteristics to build a new brand for Lincang’s education. We will strive to aggregate high-quality educational resources, attract students from within and outside the city (and the region) to study in Lincang, establish a new model where the education industry drives local development, and continuously enhance Lincang’s reputation.Adhering to a development strategy centered on distinctiveness and high-end services, we will build new business models that expand the scope of medical and health services and promote the integrated development of the health and wellness service sector. We aim to attract at least one medical industry investment project exceeding 100 million yuan. (10) Investment in the China-Myanmar-India Ocean New Corridor
Leveraging Lincang’s role as a hub radiating to South and Southeast Asia and its geographical advantages, we will target key cities in Southwest China—including Chongqing, Chengdu, Guiyang, Panzhihua, Deyang, Lhasa, and Kunming—as priority regions for investment promotion. We will focus on attracting enterprises in the following sectors: port-related industries, port support services, corridor-supporting industries,enterprises providing park construction, investment promotion, operation, and management services; leading enterprises in the sea-rail-road intermodal transport chain; enterprises investing in and operating transportation infrastructure; and container cargo providers. We will make every effort to promote the construction of the China-Myanmar-Indian Ocean New Corridor in Lincang City and build a new development paradigm featuring dual circulation between the domestic and international economies.(Led by the Municipal Bureau of Commerce and the Municipal New Corridor Office, with cooperation from the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Municipal Transportation Bureau, the Municipal Foreign Affairs Office, the Municipal Investment Promotion Bureau, the Lincang Industrial Park Management Committee, the Lincang Cross-border Economic Cooperation Zone Management Committee, Mengding Customs, Nanshan Customs, and Cangyuan Customs)
V. Work Guarantee Mechanism
(1) Strengthening the Working Mechanism of the Municipal Investment Promotion Committee
Strengthen the investment promotion coordination mechanism of the Municipal Investment Promotion Committee and improve its deliberation rules and working systems. The Director of the Municipal Investment Promotion Committee shall be the principal leader of the Municipal People’s Government; the Deputy Directors shall be the Vice Mayors and the Secretary-General of the Municipal People’s Government; and the principal officials of relevant municipal departments (including those responsible for industry supervision, resource allocation, administrative approval, and business environment) as well as the principal officials of the people’s governments of each county (district) shall serve as members of the Municipal Investment Promotion Committee.Special meetings and coordination meetings on investment promotion will be held regularly each month to review and coordinate city-wide investment promotion efforts; the Office of the Municipal Investment Promotion Committee will be responsible for the Committee’s daily operations, formulating investment promotion policies, assigning investment promotion tasks, and advancing the signing and implementation of major investment projects. (2) Strictly Implement the Work Accountability Assessment Mechanism
The responsibilities for investment promotion work at all levels and across all departments must be firmly established. Counties (districts) and industrial parks must fulfill their primary responsibility for investment promotion and strengthen support services throughout the entire project lifecycle. Municipal-level industry authorities must fulfill their key responsibilities in investment promotion, taking the lead in attracting investment, coordinating efforts, and supporting counties (districts) and industrial parks in conducting outreach activities through multiple channels and formats.The top leaders of each county (district), industrial park, and municipal-level industrial authority must lead by example, formulating industrial strategies, project plans, and investment promotion schedules, and taking the lead in conducting external investment promotion activities, meeting with key investors, and advancing project implementation.The Office of the Municipal Investment Promotion Committee must fulfill its responsibility for overall coordination, refine the databases for industrial investment projects, target enterprises, projects under negotiation, and completed projects, and conduct investment promotion activities in a coordinated manner. A high-quality development evaluation system for investment promotion will be established, placing greater emphasis on work quality and efficiency. The system will prioritize key industrial sectors, attract major and high-quality enterprises, and focus on the comprehensive benefits of projects. Assessment indicators will be refined to create a systematic, standardized, and sustainable evaluation framework.A robust supervision and follow-up mechanism for investment promotion must be established. The Office of the Municipal Investment Promotion Committee shall conduct quarterly inspections of investment promotion efforts and the progress of major projects in all counties (districts) and industrial parks, and regularly issue progress reports to “publicly showcase” actual achievements and compare results. This will further reinforce a clear orientation and strong atmosphere where performance is measured, rankings determined, and success defined by investment promotion outcomes.We will improve the evaluation and incentive mechanism for investment promotion, providing rewards to counties (districts) and industrial parks that achieve significant results. Governments at all levels will include the necessary funds for investment promotion in their respective fiscal budgets to fully ensure the smooth operation of investment promotion work. (3) Strengthen the Mechanism for Generating Projects
All counties (districts), industrial parks, and municipal-level industrial authorities must enhance their understanding of the importance of project planning and packaging, improve the quality of project packaging, and focus on the resource advantages and industrial development directions of their respective regions (parks) and sectors. Adhering to the principles of “one county, one industry” and “one park, one specialty,” they should ensure rational layout and high-level coordinated planning to generate and launch a new batch of industrial projects through industrial transformation and upgrading, technological renovation, and other means;Through planning-led coordination, and by leveraging government-led investment, market follow-on investment, investment-loan linkage, and equity guidance, drive a batch of infrastructure projects involving joint participation from government and social capital; through the expansion of high-quality enterprises, support “chain-leading” enterprises in incubating a batch of specialized, refined, distinctive, and innovative supporting enterprises, thereby driving a batch of industrial chain extension projects; through strategic integration, and by fostering cross-regional, cross-industry, and cross-ownership collaboration, launch a batch of competitive industrial projects.The Office of the Municipal Investment Promotion Committee must fully leverage its coordinating role to convene relevant departments at all levels across the city to conduct case-by-case evaluation and screening of key packaged projects, ensuring project quality and enhancing their attractiveness. It should actively explore new models for project planning and packaging, and specifically commission major industrial project planning and packaging studies to the public, while introducing high-end think tanks to participate in the city’s project planning. (4) Implementing Project Implementation Support Mechanisms
Establish a municipal-level database of major investment projects, a system of liaison officers assigned by municipal leaders and relevant municipal departments, and a comprehensive coordination mechanism for advancing major projects. Form dedicated project service teams to integrate and coordinate the advancement of municipal-level major investment projects that are sufficiently mature and ready for construction. Establish complaint handling mechanisms, joint handling mechanisms, and transfer mechanisms for high-quality investment projects among counties (districts), relevant municipal departments, and units to ensure the efficient implementation of projects.All counties (districts) and industrial parks must establish collective decision-making mechanisms for major investment projects to curb the accumulation of new local hidden debt. They must guard against deviating from reality due to a bias toward “major projects,” avoid blindly following trends to expand investment, and remain vigilant against the risk of expending substantial resources with minimal returns or even facing the loss of state-owned assets. Stalled projects must be addressed by taking decisive measures to cut losses promptly and phase out underperforming projects. (5) Strengthen the Mechanism for Regular Training and Publicity
Incorporate investment promotion training into the core curriculum for leading cadres at all levels and across all departments citywide. Regularly organize specialized training sessions on investment promotion, increase the exchange and practical training of investment promotion personnel, and accelerate the development of a high-quality, professional investment promotion team. Thoroughly study and analyze exemplary cases and best practices in investment promotion both within and outside the city to foster a culture of benchmarking, learning, and striving for excellence.Intensify publicity and promotion efforts. Leveraging mainstream media and new media platforms, vigorously promote Lincang’s investment environment, industrial policies, and investment highlights to foster a favorable public opinion climate where the entire society pays close attention to investment promotion.
