I. Strengthening the Development of Market Entities

(1) Actively Promote Investment Attraction. Strengthen incentives for attracting major and high-quality investments, and actively foster a strong atmosphere of widespread public participation and all-staff engagement in investment promotion and business development.Fully leverage the role of on-site investment promotion teams to gain a thorough understanding of local enterprises, actively conduct on-site outreach and promotional activities, and encourage enterprises from outside the province to visit the prefecture for investment inspections. Focusing on the development directions of Wenshan Prefecture’s key industrial chains—such as green aluminum, green silicon, Sanqi ginseng, modern agriculture, and health and wellness tourism—we will plan more than 100 industrial projects characterized by large investment scale, high industrial standards, and significant potential for economic stimulation, thereby enhancing the precision and targeting of investment promotion efforts.We will meticulously organize activities such as “Central State-Owned Enterprises Enter Wenshan,” “Zhejiang Enterprises Enter Wenshan,” and “Guangdong Enterprises Enter Wenshan.” Focusing on regions including the Pan-Pearl River Delta, Yangtze River Delta, Bohai Rim, Beijing-Tianjin-Hebei, and Chengdu-Chongqing economic zones, we will seize opportunities for industrial relocation and actively organize and implement more than 20 targeted investment promotion campaigns to facilitate the signing of a batch of projects.We will encourage individuals from all sectors of society, corporate entities, and intermediary agencies at all levels to actively provide paid intermediary investment promotion, agency investment promotion, and business-to-business investment promotion services for Wenshan. We will continue to deepen systems such as the “Chief Service Officer” role for leading Party and government officials and on-site enterprise service officers, resolutely implement the “Three-Year Action Plan for Rectifying Inadequate Fulfillment of Investment Promotion Commitments in Wenshan Prefecture (2022–2024),” and continuously optimize the business environment.In 2023, achieve a year-on-year increase of over 22% in industrial investment from outside the prefecture; attract at least 8 industrial projects from outside the province with a total investment exceeding 1 billion yuan; and attract no fewer than 1 “chain-leading” enterprise. (2) Steadily implement the Market Entity Doubling Plan. Continuously reinforce the primary responsibility of Party and government “top leaders” and relevant industry departments; innovatively implement the “Nine Batches” initiative; and effectively foster the growth of market entities. Gradually cultivate a group of innovative SMEs and specialized, refined, distinctive, and new SMEs; promote the transition of individual businesses to enterprises, the upgrading of enterprises to meet scale criteria, the restructuring of scale-meeting enterprises into joint-stock companies, and the listing of joint-stock companies; and introduce policies to support the development of our prefecture’s “four-above” enterprises.We will continue to support the recovery and development of small, medium, and micro enterprises, earnestly carry out service activities such as the “Three Entries” initiative for market entities, and fully implement support policies—including financing guarantees, tax incentives, and government procurement opportunities—for small, medium, and micro enterprises, individual businesses, and entities in the agriculture, rural areas, and farmers sectors. We will actively seek funds from the provincial loan risk compensation mechanism to foster a greater number of market entities that are more vibrant, larger in scale, and stronger in competitiveness.

In 2023, achieve a net increase of at least 134,412 market entities, with a growth rate of over 54.37%. (3) Encourage and Support Innovation and Entrepreneurship. Deepen the implementation of the Nine Measures to Accelerate the Enhancement of Innovation and Entrepreneurship Vitality, and promote the implementation of various incentive and subsidy policies. Continue to advance the Three-Year Action Plan for Talent Housing and implement the “Four Major Projects”: recruitment of urgently needed industrial talent, industrial talent cultivation, talent aggregation in industrial parks, and training of outstanding entrepreneurs.The prefectural government will allocate 22 million yuan from the “Xingwen Talents Program” and funds for academician and expert workstation projects to support the recruitment of high-level talent in education, science and technology, and healthcare, and to leverage the technological leadership and support role of key enterprises. We will encourage enterprises to take the lead in industry-university-research collaboration and continue to promote the development of branch centers for the Key Laboratory of Green Aluminum-Based New Materials and the Sanqi Technology Innovation Center. (4) Enhance Financial Support for the Real Economy.Strengthen coordination among government, banks, and enterprises; establish “three lists” for key enterprises, key industries, and key projects; and promptly share this information with financial institutions to facilitate multi-channel fundraising to support industrial development. For loans to micro and small enterprises (including business loans to individual business operators and owners of micro and small enterprises) maturing in the fourth quarter of 2022 that are temporarily facing difficulties due to the pandemic, financial institutions are encouraged to negotiate with these enterprises to extend principal and interest repayment deadlines in accordance with market principles. Interest will continue to accrue on extended loans, but penalty interest will be waived.In principle, the deadline for principal and interest repayment may be extended until June 30, 2023, at the latest. Private investment projects are encouraged to participate in the pilot program for Real Estate Investment Trusts (REITs) in the infrastructure sector. II. Vigorously Develop Resource-Based, Port-Based, and Industrial Park Economies

(5) Jointly Promote the Development of the Resource Economy. Deeply tap into traditional Chinese medicine resources, primarily Sanqi; non-ferrous metal mineral resources, primarily zinc-indium and bauxite; as well as resources such as plateau-specific agriculture, the scenic landscapes of karst topography, and revolutionary tourism. Building on the prefecture’s four key industries, adhere to the principle of exchanging resources for industries, markets, and technology, and effectively transform resource and asset advantages into economic advantages.We will earnestly implement the “Work Plan for the Comprehensive Development and Utilization of Resources and Assets in Wenshan Prefecture.” Guided by the approach of integrating major resources, planning major projects, attracting major enterprises, and driving major development, we will comprehensively carry out a thorough inventory of all types of resources and assets. We will steadfastly focus on nine key tasks: agricultural resources, water resources, social service resources, mineral resources, land resources, forest and grassland resources, cultural and tourism resources, commerce and logistics, energy, and the development of state-owned assets.We will efficiently balance the relationship between the government and the market, and advance the work in a scientific and orderly manner in phases to ensure the comprehensive completion of the resource and asset inventory by the end of May. (6) Vigorously Promote Port Area Economic Development. Accelerate integration into the RCEP market and fully leverage the international market advantages of chili peppers, notoginseng, and green aluminum. In accordance with the implementation plan for accelerating RCEP integration and the international market analysis report, encourage enterprises to make full use of regional rules of origin accumulation and guide them to fully utilize the facilitation measures for self-declaration of origin, thereby further enhancing the level of trade and investment development.Fully participate in the construction of the China-Vietnam Economic Corridor; strictly implement policies regarding the origin of imported goods in border residents’ mutual market trade; actively promote the “border residents’ mutual market + on-site processing” model; vigorously attract processing projects for mutual market commodities such as nuts, coffee, fruits, and traditional Chinese medicinal materials; and strive to add at least three new on-site processing enterprises in 2023.Actively leverage the advantages of the Tianbao, Dulong, and Tianpeng border crossings, increase support for border infrastructure construction, and ensure that the international cargo yard at the Tianbao border crossing is put into operation by the end of June. Accelerate customs clearance procedures at the Tianpeng border crossing to ensure that border residents’ mutual market trade commences by the end of June.Fully implement national tax preferential policies to support the development of border industrial parks, support the recovery and development of border residents’ mutual market trade, successfully organize the China-Vietnam (Wenshan) International Trade and Tourism Fair, fully leverage and expand the border trade advantages of the Tianbao, Dulong, and Tianpeng ports, and actively seek support from provincial-level special funds for port infrastructure construction. Implement the “green channel” for local inspection and continue to advance customs clearance reform.In 2023, the prefecture will achieve a total foreign trade import and export volume of 4 billion yuan. Deepen the implementation of the Three-Year Action Plan for the Revitalization of Development Zones and strictly carry out the tasks outlined in the “2023 Key Tasks List for the Three-Year Action Plan for the Revitalization of Development Zones in Wenshan Prefecture.” Uphold and strengthen the Party’s comprehensive leadership over development zones and improve the Party organization system within them. Deepen institutional and mechanism reforms in development zones, optimize management and operational models, and promote the delegation of management authority in accordance with laws and regulations to rationalize the relationship between powers and responsibilities in development zones and complete the establishment of development zone management bodies.Develop distinctive park economies by focusing on leading industries such as green aluminum, silicon, zinc-indium, and traditional Chinese medicine (Panax notoginseng), and promote the clustering and aggregation of industrial clusters. Continuously improve supporting facilities for production and daily life in development zones, optimize the business environment within the parks, and enhance their comprehensive carrying capacity and attractiveness. III. Accelerating the Development of Key Industries

(8) Accelerate the development of a modern industrial system centered on green aluminum and silicon. Promote the leading role of industries such as green aluminum, green silicon, zinc-indium, and photovoltaics. Focus on deep processing and high-value-added segments to extend industrial chains and drive the clustered development of upstream and downstream enterprises.Focus on building a first-class, high-end green aluminum industrial cluster. Centered on the goal of 100% on-site conversion of molten aluminum, make every effort to complete ongoing projects. Promote the completion and commissioning of eight projects—including those by Yunnan Kailong New Materials, Yanshan Nannan Aluminum, Yunnan Guilum Aluminum, and Wenshan Aluminum—involving recycled aluminum, aluminum foil materials, and comprehensive utilization of aluminum dross, ensuring they meet the criteria for inclusion in the statistical reporting system within the year.In 2023, we aim to produce over 2.78 million tons of primary aluminum; ensure that the 22 projects scheduled for completion and operation achieve an output value of at least 2.5 yuan per kilowatt-hour of electricity consumed; and realize a total output value of over 100 billion yuan for the green aluminum industry.We will continue to promote the green silicon industry, with a focus on silicon photovoltaics, silicon electronics, and organosilicon industries. We will effectively ensure the supply of key resources for the 30 GW monocrystalline silicon ingot pulling and 30 GW wafer projects in Guangnan County, ensuring that the first phase of the project begins normal production and operation within the year, while the second phase is launched and completed to achieve an output value of over 10 billion yuan. (9) Focus on promoting the development of the Sanqi traditional Chinese medicine brand. Formulate and issue the “Wenshan Prefecture Three-Year Action Plan for High-Quality Development of the Sanqi-Based Biomedical Industry (2023–2025)” to accelerate the construction of the Wenshan Sanqi International Trade Center project. Relying on renowned pharmaceutical enterprises, organize high-level forums to support Sanqi brand building and market promotion.Encourage Sanqi enterprises to pursue public listings and new product R&D; continue to regulate the Sanqi distribution market; accelerate the promotion of Sanqi continuous cropping techniques; advance the construction of demonstration bases for forest-grown Sanqi; and make every effort to ensure that Sanqi main roots are included in the national directory of food and medicinal substances.We will carefully plan and package projects across the entire Panax notoginseng industry chain, intensify efforts to attract major projects and well-known pharmaceutical enterprises, further strengthen on-site enterprise services, and fully leverage the role of market entities. In 2023, we aim to develop more than 20 Panax notoginseng health products and attract 11 enterprises or projects;

and achieve a total output value of over 33 billion yuan for the biopharmaceutical industry, with Panax notoginseng as the core component. (10) Accelerate the transformation and development of agricultural modernization. Actively seek provincial-level special funds for the modernization of plateau-specific agriculture, and accelerate the industrialization, scaling, standardization, and branding of agriculture. Increase efforts to attract and cultivate agricultural market entities, and promote the implementation of cooperative projects with agricultural enterprises such as Guangzhu and Oriental Hope Group.Continue to advance the construction of the “6 Million Mu (Head)” bases and the “One County, One Industry” demonstration initiatives to continuously expand the scale of agricultural cultivation, animal husbandry, and primary and secondary processing of agricultural products. Strengthen the reserve, application, and implementation of agricultural and rural projects; coordinate fiscal funds for agriculture; increase support for facility agriculture projects utilizing wasteland and abandoned mines; and actively seek provincial fiscal interest subsidies and grants.Continue implementing the “10-Billion-Yuan Financial Support for Agriculture Initiative” to guide financial institutions in increasing loan support for agriculture-related enterprises, and encourage insurance institutions to provide agricultural facility insurance while appropriately reducing premiums and improving claims settlement efficiency. Actively advance the diversified upgrading of core scenic areas such as Puzhehei and Bamei; meticulously develop emerging tourist attractions including the Panlong River Ecological Tourism Demonstration Belt, the Yunnan Qiubei Wildlife Park, and the Funing Hot Spring Health and Wellness Resort; and ensure the completion of fixed-asset construction within the year for projects such as the Qidu Ancient Town in Wenshan City,the Yanshan Yunshang Laojia Rural Complex, the Malipo National Border Water Sports Project, the Qubei Puzhehei Maomaochong Ecological Wetland Tourism Project, and the Guangnan County Liulangcheng Dendrobium Town, aiming to complete fixed-asset investments of over 9.5 billion yuan within the year. We will continue to advance the tourism “Ten-Hundred-Thousand” Project and construct at least six new high-quality hotels.Accelerate the development of rural tourism by creating distinctive tourism products and cultural-tourism IPs. Fully leverage the role of new media platforms, collaborate with travel bloggers to intensify tourism promotion, and thoroughly carry out the “Beautiful Wenshan · Earth’s Joyful Song” cultural activities. Implement the “One County, One Festival” and “One Month, One Holiday” initiatives to organize high-intensity, high-density promotional campaigns and drive a robust recovery of the tourism industry.In 2023, the goal is to receive 43 million tourist visits and generate total tourism revenue of over 45 billion yuan. Promote the completion and commissioning of new energy projects such as the Jinping West Phase I and II and Dawangyan within the year; ensure partial completion and grid connection of the Pingba Wind Power Project to guarantee the addition of 1.2 million kilowatts of installed capacity for grid-connected power generation in 2023.Accelerate the commencement of 16 existing new energy projects, including the Maoke and Daqingtang photovoltaic projects and the Ayong wind power project. Ensure the Xichou waste-to-energy project is completed and put into operation by the end of May, and strive to commence construction of the 1.2-million-kilowatt Xichou pumped-storage hydroelectric project within the year.Strengthen the foundation of energy network infrastructure. Focus on ensuring the completion of the 500-kV Liujing transmission and transformation project by the end of September, the 110-kV Longping substation by the end of June, and the 220-kV Changkang substation by the end of December. Coordinate efforts to advance the construction of the Guangxi LNG export pipeline duplicate line (Baise–Wenshan) natural gas pipeline, aiming for construction to commence in 2023.Accelerate the construction of the Wenshan-Yanshan natural gas branch pipeline and the industrial park dedicated line, aiming to complete construction by the end of September; coordinate efforts to ensure the Dahan Mountain-Matang natural gas branch pipeline begins gas supply within the year. Effectively carry out follow-up work on the approval of the 2 million metric tons/year advanced production capacity expansion for the Puyang Coal Mine, actively guide enterprises to reasonably arrange production plans and orderly release production capacity, and strive to achieve a raw coal output of over 1 million metric tons within the year.Accelerate the preliminary work for the 300,000-ton-per-year renovation and upgrade project at the Shuimichong Coal Mine, aiming to commence construction within the year. (13) Enhance the level of digital economic development. Actively seek provincial-level special funds for new infrastructure construction to sustain the “Yangfan” Action Plan for 5G integration and promote the deep integration of next-generation information technology with the real economy.In 2023, we aim to establish at least two 5G digital application benchmark enterprises and one smart manufacturing demonstration enterprise, add more than 500 new 5G base stations, and bring the cumulative total of 5G base stations to over 4,000. IV. Fully Unleashing the Potential of Domestic Demand

(14) Make every effort to expand effective investment. Deepen the implementation of the Major Project Leadership Initiative, implement a responsibility mechanism where department-level leaders oversee and division-level leaders guarantee project progress, formulate and issue the “Four Thirties” Key Construction Project Plan, and conduct monthly project commencement and completion coordination.Strictly implement the breakdown of targets and tasks at the prefectural level, prioritize the successful implementation of projects, and make every effort to secure investment in key sectors such as industry, transportation, real estate, and agriculture. Commence construction on a number of major infrastructure projects, including the Wenshan-Mengzi Railway, the Guangnan General Aviation Airport, and the Qingshuihe Water Conservancy Hub, ensuring that the investment scale of newly started projects for the year reaches over 120 billion yuan. Accelerate the construction of nine expressways currently under construction, as well as the Funing Port, Suolongqiao Reservoir, and the 500-kilovolt Liujing Substation.We will make every effort to secure funding support from higher-level authorities. We will plan and reserve a batch of major projects and engineering initiatives in areas supported by central government budgets, local government special bonds, policy-based development financial instruments, medium- and long-term loans, and special re-loans for equipment renewal and upgrading. We will guide and support private capital in participating in key project construction, continuously increasing the proportion of private investment. We will strengthen preliminary project work, fully leverage the role of task forces dedicated to ensuring resource availability and preliminary project work, and comprehensively implement mechanisms such as parallel approval and centralized joint review.Efficiently coordinate resource allocation by implementing a system where counties (cities) primarily provide the land use quotas and arable land compensation quotas required for prefectural-level major projects, with prefectural-level adjustments serving as a supplement.
