I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, earnestly carry out the directives from the Central Economic Work Conference, General Secretary Xi Jinping’s important speeches and instructions during his inspection of Yunnan, and thoroughly implement the requirements of the Third Plenary Session of the 11th Provincial Party Committee, the Third Plenary Session of the 6th Municipal Party Committee, and the city’s three-year action plan for “Striving for a New Journey and Driving a New Leap Forward.” Grounded in the new stage of development, adhering to the new development philosophy, and integrating into the new development paradigm,We will vigorously implement the innovation-driven development strategy, improve the system for fostering and developing high-tech enterprises in Qujing, promote both the quantitative growth and qualitative improvement of high-tech enterprises, assist Qujing in building a regional scientific research and innovation center and establishing itself as a hub for scientific and technological innovation in the province, and comprehensively enhance the supporting and leading role of scientific and technological innovation in Qujing’s high-quality, leapfrog development.
II. Work Objectives
Establish a multi-tiered, phased, and progressive growth system for technology-based enterprises to achieve significant growth in the number of high-tech enterprises, total operating revenue, and sales revenue from high-tech products (services).By 2023, the total number of high-tech enterprises with valid certifications in the city will reach 170, with total operating revenue reaching 103.931 billion yuan and sales revenue from high-tech products (services) reaching 83.046 billion yuan. In 2024 and 2025, successfully complete the targets and tasks assigned to Qujing City by the provincial government.
III. Work Tasks
(1) Improve the mechanism for fostering high-tech enterprises. The Municipal People’s Government will establish a Leading Group for the Cultivation and Certification of High-Tech Enterprises, headed by the relevant deputy mayor and comprising relevant municipal departments, the people’s governments of all counties (cities, districts), and the Qujing Economic and Technological Development Zone Management Committee. This group will coordinate and advance the work of fostering and certifying high-tech enterprises. The Leading Group will convene a work coordination meeting once every quarter to hear reports from the working group, coordinate the resolution of major issues, and arrange and deploy tasks for the next phase.The Leading Group’s Office will be established within the Municipal Science and Technology Bureau to monitor progress in a timely manner and address specific issues.
(2) Strengthen the development of the high-tech enterprise cultivation pool. Focusing primarily on high-tech enterprises in the city whose certification has expired but have not yet been recertified, science and technology-based small and medium-sized enterprises, award-winning enterprises from innovation and entrepreneurship competitions, and enterprises with patent advantages, we will compile and finalize the Qujing City “14th Five-Year Plan” period high-tech enterprise reserve cultivation list. We will strengthen the cultivation and information monitoring of enterprises on the reserve list, and promptly recommend eligible enterprises for inclusion in the Yunnan Provincial High-Tech Enterprise Cultivation Pool.
(3) Enhance the level of services for high-tech enterprise cultivation. Establish a municipal-level high-tech enterprise cultivation service team and, in collaboration with tax authorities, conduct centralized policy and operational training sessions at least twice a year. Strengthen communication with the Provincial Department of Science and Technology, inviting provincial experts to conduct on-site research and provide field services. Through expert “diagnosis,” “assessment,” and “recommendations,” provide “one-on-one” services to guide enterprises in improving their application qualifications.Fully leverage the role of innovation platforms such as technology enterprise incubators, maker spaces, and “Star Innovation Hubs” to actively foster and incubate high-tech enterprises. Strengthen communication and coordination with functional departments such as market regulation and finance to provide training for intermediary agencies offering high-tech enterprise application services in our city, thereby reducing application costs for enterprises and improving the service quality of intermediary agencies.
(4) Intensify efforts to attract and cultivate technology-based enterprises. Aligning with the city’s development needs to build, strengthen, extend, and fill gaps in key industrial chains, we will analyze the status of enterprises attracted through investment promotion. By fully leveraging the investment promotion advantages of the Qujing Economic and Technological Development Zone and various industrial parks, we will intensify efforts to attract technology-based small and medium-sized enterprises (SMEs) and high-tech enterprises. For key enterprises attracted through investment promotion, we will provide timely follow-up during the establishment process, guide them in undertaking high-tech enterprise cultivation initiatives, and assist them in refining their qualifications to achieve high-tech enterprise status as soon as possible.
(5) Strengthen fiscal support. For high-tech enterprises recognized at the national level, in addition to implementing provincial-level incentive policies, the municipal government will provide supplementary financial incentives. Science and technology management departments in each county (city, district), in collaboration with finance departments, must promptly disburse relevant incentive funds to high-tech enterprises. Municipal and county-level finances must include funding for high-tech enterprise cultivation in their fiscal budgets to support the work of science and technology management departments.
(6) Implement tax incentives for enterprises. Further implement preferential policies such as the 15% corporate income tax rate for high-tech enterprises, the policy allowing for additional tax deductions for R&D expenses, and the policy providing post-expenditure subsidies for R&D costs. For eligible national and provincial-level science and technology enterprise incubators, as well as national-level registered maker spaces, implement tax incentives in accordance with relevant national regulations.
(7) Support High-Tech Enterprises in Applying for Science and Technology Program Projects. Encourage and support high-tech enterprises to take the lead in undertaking major provincial science and technology special projects and to participate in science and technology program projects such as the “challenge-based” and “milestone-based” systems. The Municipal Science and Technology Bureau will annually recommend a number of science and technology projects based on merit, while each county (city, district) will actively guide enterprises to engage in technological innovation and the transfer and commercialization of scientific and technological achievements, thereby stimulating corporate innovation vitality.
IV. Support Measures
(1) Strengthen Organizational Leadership. Under the leadership of the Municipal Party Committee and Municipal Government, the Leading Group for the Cultivation and Certification of High-Tech Enterprises in Qujing City shall fully leverage its role to strengthen organizational leadership, coordination, and implementation of high-tech enterprise cultivation and development across the city. The people’s governments of all counties (cities, districts) and the Administrative Committee of the Qujing Economic and Technological Development Zone shall fulfill their local responsibilities and establish sound working mechanisms.The principal leaders of all localities and departments must earnestly shoulder the responsibility for rigorous implementation, understand and fulfill their duties, recognize and bear the weight of their responsibilities, personally oversee arrangements, and strengthen supervision. They should enhance their proactive service mindset, press the “fast-forward button” for high-tech enterprise cultivation, and make every effort to advance the work of cultivating and certifying high-tech enterprises.
(2) Strengthen Coordination and Cooperation.Departments such as the Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Taxation Bureau, Municipal Ecology and Environment Bureau, Municipal Emergency Management Bureau, and Municipal Market Supervision and Administration Bureau must adopt a “big-picture” approach to the cultivation and development of high-tech enterprises. In terms of work planning, project arrangements, and support measures, they must coordinate and collaborate to form a cohesive force for the city-wide cultivation and development of high-tech enterprises. Through coordination meetings and review and recommendation sessions, they must jointly resolve difficulties and challenges and work together to ensure the smooth implementation of policies.
(3) Strengthen Publicity and Guidance. All localities and departments must fully utilize various media channels to publicize the important status and role of high-tech enterprises in economic and social development, the significance of fostering such enterprises, and the policy measures supporting their growth. They should effectively publicize and interpret relevant cultivation policies and measures to increase awareness, support, and participation, promptly address public concerns, and ensure the comprehensive implementation of these policies.We must promptly summarize replicable and scalable best practices from the high-tech enterprise cultivation process, establish a positive orientation that respects innovation, science and technology, and enterprises, and foster a favorable atmosphere of citywide mobilization and concerted efforts to drive the in-depth development of high-tech enterprises.
(4) Strengthen Supervision and Evaluation. Incorporate the work of fostering and certifying high-tech enterprises into the annual comprehensive performance evaluations of all counties (cities, districts), thereby reinforcing the accountability of county (city, district) Party committees and governments. The Municipal Government Inspection Office shall include high-tech enterprise fostering efforts within its scope of key supervision and conduct regular follow-up inspections.The Leading Group Office shall strengthen statistical monitoring, take the lead in establishing and improving systems such as “monthly analysis, monthly coordination, and monthly reporting,” enhance daily monitoring, and strengthen work coordination. Each county (city, district) and the Qujing Economic and Technological Development Zone shall submit quarterly reports on the cultivation and development of high-tech enterprises to the Leading Group Office.
