Qujing City to implement the implementation program of measurement development planning (2021-2035)

I. General Requirements

(1) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly carry out the important instructions from General Secretary Xi Jinping’s inspection tour of Yunnan, and earnestly implement the objectives and tasks outlined in the Provincial Party Committee and Provincial Government’s “Several Opinions on Supporting Qujing City in Building Itself into a Sub-provincial Center of Yunnan” as well as the Municipal Party Committee and Municipal Government’s “Three-Year Action Plan for Striving on a New Journey and Driving New Leaps Forward.” Grounded in the new stage of development,fully implement the new development philosophy, serve and integrate into the new development paradigm, aim to build a modern and advanced measurement system, focus on promoting innovation in key industrial measurement technologies, and prioritize the improvement and refinement of the traceability system for measurement values. We will comprehensively enhance the fundamental role of metrology in maintaining market economic order, improving product quality, advancing energy conservation and emission reduction, safeguarding people’s livelihoods, and promoting social harmony, thereby establishing a metrology framework characterized by “innovation and breakthroughs, demand-driven development, government coordination, market-driven growth, and openness and sharing.”

(2) Development Goals

By 2025, a modern and advanced measurement system will be preliminarily established across the city, and the city’s capabilities in metrology innovation and in serving economic and social development will rank among the leading positions in the province. The status and role of metrology in promoting high-quality economic and social development and building a modern economic system will become increasingly prominent; the institutional mechanisms for the coordinated advancement of metrology work will be further improved; and the role of metrology in providing service and support will be significantly enhanced.The expected goals for metrology development are as follows: establish one provincial-level industrial metrology testing center; add more than 10 new metrological standards; assist more than 40 small and medium-sized enterprises in establishing and improving their metrology systems; guide and cultivate more than 500 model units for integrity in metrology; and achieve a standard coverage rate of over 90% for mandatory verification items citywide.

By 2035, the level of metrology innovation and service capacity will be significantly enhanced; breakthroughs will be achieved in key industrial metrology technologies; awareness of precise measurement and effective traceability will be markedly strengthened; metrology services for people’s livelihoods will be fully guaranteed; comprehensive strength will reach a leading level in the province; and a modern, advanced measurement system that meets the needs of Qujing’s high-quality development will be fully established.

II. Main Tasks

(I) Strengthen Fundamental Metrology Research to Support Innovation-Driven Development

1. Strengthen basic and cutting-edge metrology research. Focus on brand building and quality improvement for leading industries worth hundreds of billions of yuan, such as green silicon photovoltaics, deep processing of green aluminum, new energy batteries, and green food. Promote basic metrology research and exploration of cutting-edge technologies, incorporate research content into the scope of support for science and technology programs at all levels of government, and enhance the level of metrology science and technology as well as innovation capabilities.Actively support enterprises, universities, and research institutions in participating in national and provincial “quantum metrology” initiatives, as well as research on precision measurement technologies in fields such as artificial intelligence, biotechnology, new materials, new energy, advanced manufacturing, and next-generation information technology. Conduct research on measurement uncertainty, measurement procedures, and measurement validity. 2. Actively advance the digital transformation of metrology. Promote the application of the digital International System of Units (SI), strengthen the development of metrology data in fields such as food safety, environmental monitoring, energy conservation and carbon reduction, and biomedicine, and conduct research on the integration, sharing, and application of metrology data across industries, sectors, and departments. Actively participate in the construction of metrology data centers for Yunnan’s characteristic industries, and strengthen research on the traceability, credibility, and security of metrology data.Establish a number of metrology data development and application bases in sectors such as green energy, green manufacturing, green food, and biomedicine; standardize the use of metrology data; and promote the secure and orderly flow of metrology data. 3. Strengthen research on new technologies for traceability of measurement values. In response to the city’s metrology needs in key sectors such as biomedicine, tobacco, electricity, non-ferrous metals, food safety, energy conservation and environmental protection, engineering construction, healthcare, and traffic safety, research new technologies and methods for the traceability of measurement values to address accuracy challenges. Actively conduct research on remote and online metrology technologies, including remote online testing methods for electric vehicle charging stations and online status monitoring methods for smart meters.Conduct research on fundamental and common metrology technologies such as digital simulation measurement, operational environment monitoring, and online carbon emissions monitoring. Actively encourage qualified metrology institutions, universities, and enterprises to apply for provincial-level industrial metrology testing centers, thereby enhancing the capacity to facilitate the transfer of new metrology technologies and methods to industry. 4. Foster a favorable environment for metrology innovation and technology. Fully leverage the leading role of hundred-billion-yuan-level industrial clusters such as green silicon photovoltaics, green aluminum deep processing, and new energy batteries to build high-level metrology testing laboratories and metrology innovation and technology bases. Relying on the metrology resources of enterprises, universities, and research institutions, strengthen industry-academia-research-application cooperation in metrology technology, and establish an integrated service system for the transformation of metrology technology achievements that links metrology, quality, standards, and intellectual property to promote the application and commercialization of metrology technology achievements.(Led by the Municipal Market Regulation Bureau, the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, and the Municipal Intellectual Property Bureau; relevant municipal departments are responsible according to their respective duties)

(2) Strengthen Metrology Applications to Promote Development in Key Sectors

5. Support quality improvement in key industries. Establish a set of metrology standards urgently needed to extend, supplement, and strengthen industrial chains in sectors such as green aluminum-silicon, non-ferrous metals, and green food. Build a one-stop public metrology service platform to provide comprehensive metrology services for industrial development. Strengthen the collection, management, and application of metrology verification, calibration, testing, and inspection data in the industrial manufacturing sector.Accelerate the promotion and application of metrology standards and specialized measuring instruments in fields such as environmental monitoring and biomedicine; promote the localization of key metrology and testing equipment; encourage the widespread use of domestically produced metrology and testing equipment; and fully implement national and provincial government procurement policies regarding financial support for independently developed instruments and equipment. 6. Support the development of “Digital Qujing.” Focusing on the needs of “Digital Qujing” development, leverage state-owned enterprises and metrology institutions to conduct research on the digital transformation and intelligent upgrading of metrological standards and measuring instruments, and guide the aggregation, sharing, and application of industry data. Promote the application of new technologies such as quantum chips, the Internet of Things (IoT), blockchain, and artificial intelligence (AI) in measuring instruments and equipment, advance the automation and digital transformation of measuring equipment, and achieve digital empowerment.Innovate smart metrology supervision models. Encourage metrology technical institutions to establish intelligent metrology management systems, support the development of industrial metrology clouds, and promote enterprises to carry out intelligent upgrades and retrofits of metrology and testing equipment. This will enhance quality control and smart management levels, serving the construction of digital workshops and smart factories. 7. Support the achievement of carbon peak and carbon neutrality goals. Continue to advance the construction and application of online energy consumption monitoring platforms for key energy-consuming units. Implement the carbon emissions measurement review system, strengthen carbon measurement requirements for key emitters, and establish and improve the standard measurement system for carbon peak and carbon neutrality.Cultivate and expand market entities providing metrology services for energy, resources, and the environment. Conduct research and apply metrology and testing technologies for the construction of new power systems, including clean energy generation (such as photovoltaic, wind, and hydropower), energy storage, and grid-connection control; promote the application of new technologies such as intelligent sensing, data collection, and monitoring for green energy. Improve the traceability system for ecological and environmental monitoring measurements and strengthen metrological support capabilities.Strengthen the development of metrological traceability capabilities for radiation environmental monitoring, and conduct research on metrological methods for oil and gas recovery and traffic noise monitoring. Explore monitoring and measurement systems for ecosystem carbon sinks, and improve the construction of metrological traceability systems for climate and meteorological monitoring. 8. Serving Public Health and Safety. Establish metrology service systems in areas such as disease prevention and control, biomedicine, elderly care, medical devices, wearable devices, and nutritional and health foods. Strive to achieve full coverage of mandatory verification items in public welfare sectors, including safety protection and healthcare.Strengthen the supervision and management of metrological instruments related to work safety in areas such as hazardous chemicals, mining, construction, and geological exploration. Improve the metrological support system for the prevention and mitigation of natural disasters, including meteorological events, geological hazards, earthquakes, floods and droughts, and forest and grassland fires. Strengthen the development of metrological service systems in areas such as traffic safety, social stability, and public security. Advance the construction of metrological testing infrastructure for traffic monitoring equipment, police gear, and forensic technology products.Strengthen the capacity for metrological traceability services in engineering surveying and specialized equipment, improve the efficiency of metrological services, and provide metrological technical services for vehicle speed measurement devices, as well as online monitoring equipment for vehicle noise pollution and exhaust emissions, to ensure the scientific and accurate traceability of measurement values. (3) Strengthen metrology capacity building to support high-quality development

9. Accelerate the development of metrological standards. Focusing on cutting-edge quantum technologies, we will continue to strengthen the construction of new systems for the traceability of measurement values. We will reinforce the legal and foundational safeguards for the measurement traceability system, scientifically plan standard development, fill gaps in measurement traceability across application areas, and ensure the system operates comprehensively and effectively.In response to the needs of our city’s high-quality, leapfrog development, we will strengthen talent and financial support to establish a metrology standard infrastructure network characterized by clear hierarchy and a well-defined chain, with public metrology standards, departmental and industry standards, and enterprise and institutional standards as its core components.Develop metrological standards urgently needed by Qujing’s distinctive industries, key sectors, and various industries. Promote the technological renovation and upgrading of metrological standards at all levels and of all types, and expand the application of embedded, chip-level, and miniaturized metrological standards in real-time online measurement and optimal control. Comprehensively enhance the supporting role of metrology in areas such as fair trade, workplace safety, rural revitalization, ecological environment, public health, and industrial development. Continuously improve the coverage of public metrological standards, expand measurement ranges, elevate accuracy levels, and enhance the level of intelligence.Competent authorities in sectors such as energy, ecological environment, healthcare, transportation, meteorology, water resources, and public safety shall, in line with development needs, intensify efforts to build metrology standard capabilities and enhance the traceability of measurement values. Enterprises and institutions are encouraged and supported to independently establish metrology standards, adopt advanced measuring instruments, build advanced measurement capabilities, and enhance their core competitiveness. 10. Accelerate the development and application of reference materials. Leading enterprises, universities, technical institutions, and research institutes across all sectors are encouraged to increase investment in the research and development of reference materials. Technical guidance and policy support for the development of reference materials in key areas such as biomedicine, food safety, and environmental monitoring will be strengthened. Reference materials will be developed to meet the needs of Qujing’s advantageous industries, plateau-specific agriculture, and traditional Chinese medicinal materials, and research teams specializing in reference materials will be cultivated.Focusing on brand development needs, achieve new breakthroughs in the research of reference materials for quality control in the production of typical pharmaceuticals, functional pharmaceuticals, and functional cosmetics. Promote the research and application of reference materials for flue gas emissions, vehicle exhaust, and greenhouse gases. 11. Strengthen the development of metrology institutions. Deepen reform and innovation in metrology institutions, fully leverage the initiative of people’s governments at all levels and industry authorities, and strengthen the construction of inclusive, foundational, and public-interest metrology infrastructure.Municipal metrology institutions shall establish and improve metrological standards supporting public safety, fair trade, public health, judicial integrity, and environmental monitoring; strengthen the development of metrology systems for public welfare, integrity, and energy; and accelerate the technological renovation and upgrading of public metrological standards. They shall conduct the collection, assessment, monitoring, and early warning of metrological risks, and undertake government-designated tasks for basic metrological support.A group of specialized, socialized, and networked service institutions shall be cultivated to provide robust metrology and testing services for the city’s scientific and technological innovation, enhancement of product competitiveness, and economic and social development. 12. Strengthen the development of the metrology talent pool. Establish a Qujing City metrology expert database. Relying on major metrology research projects and key construction projects, launch initiatives to enhance the capabilities of metrology professionals, cultivate a group of metrology science and technology talents, and build a reserve of young scientific and technological talents. Implement systems such as the recognition of vocational skill levels in metrology and the management of professional qualifications for registered metrologists. 13. Strengthen the development of enterprise metrology systems. Reinforce the primary responsibility of enterprises, leverage the leading and driving roles of industry chain leaders and specialized metrology technical service institutions, implement the Metrology Partnership Program for Small and Medium-sized Enterprises (SMEs), and comprehensively enhance the metrology management capabilities of SMEs. Guide enterprises to establish and improve metrology management systems and support frameworks, and encourage enterprises to obtain measurement management system certification. Implement a system for enterprises to self-declare their metrology capabilities, and encourage industrial enterprises to strive to become metrology benchmarks and models.In accordance with national inclusive policies incentivizing enterprises to increase investment in metrology, newly purchased measuring instruments that comply with relevant national regulations may be recognized as a one-time expense in the current period and deducted when calculating taxable income. Encourage all sectors of society to increase financial investment and support for the development of enterprise metrology. 14. Integrate into Regional Metrology Collaborative Development. Actively integrate into the regional metrology collaborative development system, strengthen exchanges and cooperation with the Yunnan Provincial Metrology and Testing Technology Research Institute and other metrology technical institutions in prefectures and cities, deepen collaborative development, and carry out activities such as regional metrology innovation, technical cooperation, metrological comparisons, proficiency testing, and technical training. Promote the sharing of metrology infrastructure, the joint development of metrology standards, the mutual recognition of metrology results, and the mutual acceptance of metrology administrative permits.(Led by the Municipal Market Regulation Bureau; relevant municipal departments are responsible according to their respective duties)

15. Promote the integrated development of the quality infrastructure. Organically integrate resources such as metrology, standards, inspection and testing, and certification and accreditation to provide comprehensive “one-stop” quality infrastructure services covering the entire chain, all aspects, and the entire process, thereby supporting high-quality industrial development. Use precise metrology to drive the scientific verification of standard data and methods, and leverage standards to facilitate the practical application of metrological value.Comprehensively standardize metrological traceability requirements in the fields of testing and inspection, as well as certification and accreditation. Strengthen the analysis, application, and sharing of metrological technical specifications and standards across various industries, key laboratories, and research institutions. Deepen collaborative services within the quality infrastructure to form an integrated, end-to-end technical solution encompassing “metrology—standards—testing and inspection—certification and accreditation.” Advance international exchanges and cooperation in metrology.Conduct metrology exchanges and cooperation with countries under the Regional Comprehensive Economic Partnership (RCEP) as well as South and Southeast Asian nations, and participate in international metrology assistance and knowledge dissemination. (IV) Strengthen Metrology Supervision and Management to Enhance Regulatory Effectiveness

16. Improve the metrology regulatory system. Enhance the level of law-based administration and modern governance capabilities in metrology; organize and carry out the review and standardization of local metrology regulatory systems related to the city’s economic and social development and the vital interests of the people. Strictly enforce the national catalog of mandatory metrological instruments and departmental/industry-specific catalogs of metrological instruments. Establish a coordination mechanism for the development of metrological technical specifications and standards, and conduct the formulation, revision, implementation, and effectiveness evaluation of metrological technical specifications.Adhere to a combination of general supervision and targeted governance, establish a coordination and collaboration mechanism among metrology regulatory departments, and innovate metrology regulatory systems. Promote a shift in regulatory focus from instrument management to a full-chain metrology supervision model that covers data, behavior, and outcomes; explore and implement a new regulatory system that integrates real-time monitoring of smart measuring instruments, replacement of inaccurate instruments, and supervisory spot checks.Improve the working mechanisms and management models for metrological comparisons. Conduct supervision and inspection of the use of national legal units of measurement. Ensure that market entities fulfill their primary responsibility for metrological risk control, strengthen awareness of metrological risk prevention, and respond quickly and effectively to metrological emergencies. Urge market regulation authorities at all levels to establish metrological early warning and risk analysis mechanisms, and formulate emergency response plans for metrological incidents to prevent systemic safety risks in the metrology sector. 17. Strengthen metrology supervision and management for public welfare. Implement metrology projects for the benefit of the people, strengthen the construction of metrology infrastructure related to public welfare—such as water supply, power supply, gas supply, telecommunications, public transportation, and logistics distribution—and enhance service capacity. Focusing on metrology regulatory needs in areas such as food safety, trade settlement, healthcare, and the ecological environment, strengthen the capacity for mandatory verification of measuring instruments.For public welfare sectors such as precision medicine, wearable devices, sports and fitness, and elderly care, improve the relevant metrology support systems to lay a solid metrological foundation for a high-quality life.Prioritize supervision and inspection of in-service mandatory verification measuring instruments in public welfare sectors such as gas stations, farmers’ markets, supermarkets, medical institutions, and eyewear fitting facilities; organize and carry out metrological spot checks on manufacturers regarding the net content of prepackaged goods and the use of the “C” mark, as well as spot checks on the use of legal units of measurement, to maintain fair and just market order.Strengthen metrological supervision and services in sectors such as grain procurement, flue-cured tobacco, and agricultural supplies to enhance grassroots metrological support capabilities for public welfare. Focusing on the implementation of the rural revitalization strategy, extend metrological technical services to the “agriculture, rural areas, and farmers” sector, continuously improve the level of metrological technological innovation and service provision in rural areas, and contribute to common prosperity. 18. Advance Categorized Supervision of Integrity in Measurement. Deepen the implementation of the Integrity in Measurement Initiative and guide business operators to participate in demonstration activities for integrity in measurement. Encourage operators in public utilities—including water, electricity, gas, postal services, telecommunications, energy, and transportation—to set an example in integrity in measurement and to disclose information regarding the production, verification, and use of measuring instruments to consumers through various channels.Strengthen the collection and sharing of metrology data, enhance information disclosure, establish metrology credit records for market entities, promote the implementation of metrology credit risk classification and supervision as well as the “double random, one public” supervision mechanism, and gradually build a co-governance model for integrity-based metrology characterized by “self-commitment by operators as the mainstay, government promotion as a supplement, and supervision by all sectors of society as a complement.” (Led by the Municipal Market Regulation Bureau; relevant municipal departments are responsible according to their respective duties)

19. Strengthen the development of the metrology law enforcement system. Strengthen the development of metrology law enforcement teams, upgrade law enforcement equipment, establish and improve rapid response mechanisms and coordinated law enforcement mechanisms for investigating and handling major metrology violations, enhance law enforcement collaboration, and improve the effectiveness of metrology law enforcement.Intensify efforts to investigate and punish illegal activities such as the manufacture, sale, and use of measuring instruments equipped with cheating functions. Strictly crack down on illegal acts involving the falsification of measurement data and the issuance of false measurement certificates and reports. Reward organizations and individuals who report measurement violations in accordance with relevant national, provincial, and municipal regulations. 20. Promote the healthy development of the metrology services market. Fully leverage the decisive role of the market in resource allocation, encourage various social institutions to participate in legal metrology work, and build an open and diverse legal metrology framework. Cultivate emerging high-tech service sectors such as metrological calibration, metrological testing, and industrial metrology; foster and expand the specialized metrological technical services market; and continuously meet the market’s personalized and diverse needs.Strengthen requirements for metrological traceability of instruments and equipment in use at laboratories affiliated with research institutes and universities, as well as at third-party inspection and testing organizations, to ensure the validity of scientific research outcomes and the reliability of test results. III. Organizational Guarantees

(1) Strengthen Organizational Leadership. Uphold the Party’s comprehensive leadership over metrology work and ensure that Party leadership is integrated throughout the entire implementation process of this plan. People’s governments at all levels must attach great importance to metrology work, effectively align metrology development with the implementation of national economic and social development plans, and earnestly implement all tasks outlined in the implementation plan in accordance with the requirements of “tasks projectized, projects listed, and lists detailed.” Relevant departments, industries, and enterprises must formulate practical and effective measures based on actual conditions to ensure that all tasks are implemented and yield tangible results.

(2) Strengthen Policy Support. People’s governments at all levels shall provide support to public-interest metrology institutions and include the necessary funding for public-interest metrology work in their respective budgets. Efforts shall be made to strengthen the capacity-building of metrology infrastructure and national strategic resources such as measurement standards, reference materials, and metrology data, ensuring the effective operation of measurement traceability and regulatory systems related to industrial development and the safeguarding and improvement of people’s livelihoods.Departments such as development and reform, science and technology, and human resources and social security, in conjunction with market regulation authorities, shall formulate corresponding investment, science and technology, and talent support policies to increase support for metrology research, the construction of innovation platforms, and the transformation and application of research outcomes. Actively guide enterprises to strengthen technological innovation and encourage the orderly participation of social capital in the research, development, and application services of metrology technologies and equipment.

(3) Strengthen cultural development. By leveraging key events such as “World Metrology Day,” “Quality Month,” and “National Science Popularization Day,” actively organize metrology-themed publicity campaigns to enhance the public’s scientific literacy in metrology and increase awareness, recognition, and participation in metrology work across all sectors of society.Innovatively advance metrology culture development and science popularization guidance; promote metrology cultural research and the development of the metrology cultural industry; develop metrology science popularization resources; and vigorously disseminate metrology culture while promoting the charm of the metrology ethos: “Measuring all things, quantifying the universe, and upholding fairness.” Actively cultivate and publicize exemplary models in metrology, promote the spirit of metrology and the craftsmanship spirit in the new era, and continuously enhance the sense of honor, responsibility, and mission among metrology professionals.

(4) Strengthen Coordination and Collaboration. Establish a joint meeting system for metrology departments to build a working mechanism featuring vertical coordination, horizontal collaboration, and cross-system and cross-departmental integration. Promote military-civilian coordination to form a synergistic force. Fully leverage the strengths and roles of academic societies, research institutes, universities, and other entities to pool resources and efforts from all parties and jointly advance the construction of a modern advanced measurement system.People’s governments at all levels, relevant departments, technical institutions, industries, and enterprises shall establish working mechanisms to implement this action plan, refining and solidifying the division of responsibilities. The Municipal Market Regulation Bureau, in conjunction with relevant departments, shall strengthen monitoring and tracking of the plan’s implementation progress; conduct mid-term and final evaluations through third-party assessments and other means; summarize and promote exemplary practices; promptly address issues arising during implementation; and report significant developments to the Municipal People’s Government in a timely manner.
