This plan has been formulated to implement the “Notice of the People’s Government of Yunnan Province on Issuing the Three-Year Action Plan for the Development of the New Energy Battery Industry in Yunnan Province (2022–2024)” (Yun Zheng Fa [2022] No. 18), seize opportunities for the development of the new energy industry, fully leverage Kunming’s advantages in mineral resources and clean energy, and promote high-quality industrial development across the city, taking into account Kunming’s actual conditions.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection of Yunnan, carry out the decisions and deployments of the Provincial Party Committee and Provincial Government, and follow the work arrangements of the Municipal Party Committee and Municipal Government. Focusing on strengthening, extending, and optimizing the new energy battery industry chain, we will prioritize the cultivation of key enterprises and the construction of major projects. By leveraging our comparative advantages in natural resources, we will accelerate the establishment of a comprehensive industrial ecosystem, build a new energy battery industrial cluster with a rational layout and distinctive characteristics, and promote the green, low-carbon, and circular development of the new energy battery industry.
(2) Action Objectives
Leveraging Kunming’s resource endowments and geographical advantages, we will develop a full-lifecycle industrial chain—spanning “resources—materials—cells—batteries—applications—comprehensive reuse”—centered on cell and battery manufacturing. This will achieve “full-chain, matrix-style, and cluster-based” development of the city’s battery industry. We aim to establish a national new energy battery industrial base and the core cluster area for Yunnan’s new energy battery industry, with the total output value of the new energy battery industry exceeding 100 billion yuan by 2024.
Expand and strengthen the industrial scale. Strive to achieve total output values of 10 billion yuan, 50 billion yuan, and over 100 billion yuan in 2022, 2023, and 2024, respectively. Establish an industrial scale of no less than 1 million tons of cathode materials, 400,000 tons of anode materials, 500 million square meters of battery separators, 50,000 tons of electrolyte, 50,000 tons of copper foil, 50,000 tons of aluminum foil, and 40 GWh of batteries.
The industrial chain will continue to be refined. By 2024, the full-lifecycle industrial chain for new energy batteries will be largely established, with domestic market share steadily increasing for materials such as LFP, high-nickel, and manganese-based cathode materials, as well as wet-process separators.In the four key materials sectors—cathode materials, anode materials, separators, and electrolytes—as well as in the fields of energy storage batteries, power batteries, consumer batteries, and battery recycling, several leading enterprises with significant spillover effects will be cultivated, and a cluster-based industrial development pattern will be largely established.
Breakthroughs in key technologies will be achieved.A number of key core technologies will be mastered in areas such as phosphorus-nickel-manganese cathode materials, silicon-carbon anode materials, and battery auxiliary materials. New progress will be made in the research and application of sodium-ion batteries, all-solid-state batteries, cobalt-free batteries, solid-liquid hybrid lithium batteries, and metal-air batteries. Research and development of advanced energy storage battery technologies will be strengthened; technology sharing and integration between power batteries and energy storage batteries will be promoted; and the industrialization and widespread application of advanced energy storage battery technologies will be advanced.
(3) Development Directions
Key Products. In the new energy battery sector, vigorously develop power batteries and consumer batteries, with a focus on energy storage batteries; in the new energy battery materials sector, prioritize the development of cathode materials such as lithium iron phosphate, lithium manganese phosphate, lithium manganese iron phosphate, and ternary (nickel-cobalt-manganese) materials, while accelerating the deployment of materials such as graphite, silicon dioxide, electrolytes, separators, copper foil, and aluminum foil.
Upstream and Downstream of the Industrial Chain. Fully leverage mineral resources such as lithium, manganese, nickel, copper, silicon, aluminum, phosphorus, and graphite to enhance self-reliance and control over the industrial chain and improve the stability of the supply chain for key basic raw materials. Cultivate and introduce battery module and battery pack assembly production lines, support the expansion and strengthening of new energy battery end products, and promote the coordinated development of the upstream and downstream sectors of Yunnan Province’s new energy battery industrial chain with Kunming as the center.
II. Key Tasks
(1) Focus on Building Industrial Clusters
Leveraging resource advantages and capitalizing on Kunming’s industrial foundation and comparative advantages, while taking environmental carrying capacity into account, we will establish industrial clusters for energy storage batteries and power batteries. The Yunnan Anning Industrial Park will be developed into a first-class domestic production base for new energy battery materials, focusing on energy storage batteries and power batteries; the Yunnan Chenggong Industrial Park will be established as a production base for aluminum foil and copper foil;The Yunnan Dongchuan Industrial Park will carry out comprehensive utilization of new energy batteries in accordance with local conditions; the Songming Yanglin Economic and Technological Development Zone will develop energy storage batteries, power batteries, and consumer batteries. (2) Cultivating and Improving the Industrial Chain
Prioritize the cultivation of the full industrial chain for lithium iron phosphate (LFP) battery cathode materials, represented by the sequence: “phosphoric acid—lithium carbonate—lithium iron phosphate—energy storage and power batteries—energy storage systems and new energy vehicles—comprehensive reuse of end-of-life batteries”; support the accelerated development of the full industrial chain for ternary battery cathode materials, represented by the sequence: “battery-grade manganese salts—ternary precursors—ternary cathode materials—power batteries for new energy vehicles—comprehensive reuse of end-of-life batteries.”Promote cooperation between photovoltaic power plants and new energy battery enterprises in the energy storage sector; explore the “PV + Energy Storage” development model; equip photovoltaic power plants with distributed or centralized energy storage facilities to further smooth out power output and better meet system frequency regulation and peak-shaving requirements.(Led by the Municipal Development and Reform Commission and the Municipal Bureau of Industry and Information Technology; the People’s Governments of Xishan District, Dongchuan District, Jinning District, Anning City, Songming County, Luchuan County, and Xundian County, the Yangzonghai Scenic Area Management Committee, and the Municipal Bureau of Natural Resources and Planning shall assume responsibility in accordance with their respective duties)
(3) Optimizing Industrial Layout
1. Batteries. Leveraging the supporting capabilities of the new energy battery industry in the Yunnan Anning Industrial Park and capitalizing on the spillover effects of vehicle manufacturing in the Songming Yanglin Economic Development Zone on the upstream and downstream segments of the industrial chain, we will focus on the application scenarios and demands of new energy batteries to enhance local supporting capabilities in sectors such as new energy vehicles and energy storage. We will vigorously develop cell and battery manufacturing, striving to achieve an annual production capacity of over 40 GWh for energy storage batteries, power batteries, and consumer batteries by 2024.(Led by the Municipal Bureau of Industry and Information Technology; the People’s Governments of Anning City and Songming County, the Municipal Development and Reform Commission, the Municipal Science and Technology Bureau, the Municipal Bureau of Natural Resources and Planning, the Municipal Ecology and Environment Bureau, the Municipal Bureau of Forestry and Grassland, and the Municipal Investment Promotion Bureau shall assume responsibility in accordance with their respective duties)
2. Cathode Materials. Leveraging the advantages of the phosphorus chemical industry, develop phosphorus-based and manganese-based cathode materials, with a focus on lithium iron phosphate, lithium manganese phosphate, lithium manganese iron phosphate, and ternary (nickel-cobalt-manganese) materials. Strive to achieve an annual production capacity of over 1 million metric tons by 2024, establishing Kunming as the nation’s largest production base for battery cathode materials.(Led by the Municipal Bureau of Industry and Information Technology; the People’s Governments of Anning City and Songming County, the Municipal Development and Reform Commission, the Municipal Science and Technology Bureau, the Municipal Bureau of Natural Resources and Planning, the Municipal Ecology and Environment Bureau, the Municipal Forestry and Grassland Bureau, and the Municipal Investment Promotion Bureau shall assume responsibility in accordance with their respective duties)
3. Anode Materials. Leveraging existing resources such as vacuum residue and other oil refining by-products, we will develop anode materials including needle coke, asphalt coke, and synthetic graphite, while also planning for emerging anode materials such as silicon-carbon anodes and silicon nanowires. We aim to achieve an annual production capacity of over 400,000 metric tons by 2024, establishing Kunming as the largest lithium-ion battery anode material production base in Southwest China.(Led by the Municipal Bureau of Industry and Information Technology; the People’s Governments of Anning City and Songming County, the Municipal Development and Reform Commission, the Municipal Science and Technology Bureau, the Municipal Bureau of Natural Resources and Planning, the Municipal Ecology and Environment Bureau, the Municipal Forestry and Grassland Bureau, and the Municipal Investment Promotion Bureau shall assume responsibility in accordance with their respective duties)
4. Separator Materials. In line with the supporting needs of the battery industry chain and leveraging the foundation of integrated polypropylene and refining and petrochemical development, we will develop separator materials, aiming to achieve an annual production capacity of over 500 million square meters by 2024. 5. Electrolytes. Fully leverage resources from the phosphorus and fluorine chemical industries to accelerate the ramp-up of lithium hexafluorophosphate production capacity. Expedite the development of new solutes such as lithium bis(fluorosulfonyl)imide, as well as electrolyte solvents and additives, with the goal of achieving an annual production capacity of over 50,000 metric tons by 2024.(Led by the Municipal Bureau of Industry and Information Technology; the People’s Governments of Anning City and Songming County, the Municipal Development and Reform Commission, the Municipal Science and Technology Bureau, the Municipal Bureau of Natural Resources and Planning, the Municipal Bureau of Ecology and Environment, the Municipal Bureau of Forestry and Grassland, and the Municipal Investment Promotion Bureau shall assume responsibility in accordance with their respective duties)
6. Copper foil, aluminum foil, and other materials. Leveraging abundant copper resources, support existing enterprises in developing high-value-added processing of copper foil centered on the “refined copper–copper foil–lithium battery” value chain, aiming to achieve an annual production capacity of over 50,000 tons by 2024. Capitalizing on the advantages of the green aluminum industry, encourage existing enterprises to introduce strategic partners to research, develop, and produce aluminum foil and aluminum-plastic film for batteries, aiming to achieve an annual production capacity of over 50,000 tons by 2024.Support the introduction of production projects for raw and auxiliary materials in specialized fields such as lithium additives, conductive agents, battery structural components, and coating materials. (IV) Strengthening Investment Promotion
Focusing on leading and backbone enterprises in the industrial chain, and with the goal of expanding the industry and improving the industrial chain, we will identify and address gaps and weaknesses in the industrial chain. We will attract and establish a batch of new energy battery industry projects characterized by large investment scale, high technological content, and promising development prospects. Priority will be given to attracting energy storage battery, power battery, and consumer battery projects, while also attracting supporting projects for cathode materials, anode materials, electrolytes, separators, copper foil, and aluminum foil.(Led by the Municipal Bureau of Industry and Information Technology and the Municipal Investment Promotion Bureau; the People’s Governments of Xishan District, Jinning District, and Anning City, and the Yangzonghai Scenic Area Management Committee shall assume responsibility according to their respective duties)
(5) Strengthening Technological Innovation
1. Establish Technology Innovation Platforms. Leveraging universities, research institutes, and enterprises in Kunming, we will reinforce the role of enterprises as the primary drivers of innovation. By focusing on cutting-edge technologies and achievements in new energy batteries, we will advance the R&D and production of high-performance battery materials, as well as the development of batteries featuring high specific capacity, high specific power, high safety, and long cycle life. 2. Establish a Testing and Inspection Center. Relying on the China Automotive Technology & Research Center (CATARC) Kunming Automotive Testing Center, establish a testing and inspection center for new energy battery materials that is at the leading domestic level. (6) Establish a Green Recycling and Reuse System
Explore the establishment of a comprehensive reuse system for new energy batteries that is enterprise-led, government-guided, and socially participatory, and support and guide enterprises in actively carrying out the recycling and reuse of new energy batteries.Promote pilot projects for the comprehensive reuse of low-speed electric vehicles, 5G base stations, and data center power supplies, and explore the formation of market-oriented reuse models that are technically and economically viable and environmentally friendly. III. Support Measures
(1) Strengthening Organizational Leadership
Establish the Kunming Municipal New Energy Battery Industry Development Leading Group to coordinate the advancement of the new energy battery industry and resolve major issues within the sector. An office will be established under the Municipal Bureau of Industry and Information Technology. The primary responsibilities of this office include organizing project advancement meetings, coordinating the resolution of difficulties and issues related to project signing, implementation, commencement, and construction, and handling daily administrative tasks.
(2) Strengthening Support for Key Resources
1. Mineral Resource Security. Actively seek support from provincial-level natural resources departments; collect regional geological, remote sensing, geophysical, and geochemical exploration data; and conduct exploration and analysis of Kunming’s lithium ore resources, including host strata, distribution ranges, reserves, and quality. Further strengthen the unified planning of lithium ore resource surveys, exploration, and development across the city to address shortcomings in lithium ore resources.Encourage enterprises to establish resource bases outside the city through resource exploration cooperation and equity acquisitions, accelerate the enhancement of supply capabilities for resources such as nickel, cobalt, and manganese, and ensure the security of the new energy battery industry supply chain.
2. Allocation of Photovoltaic Resources. The city will strengthen the coordinated management of contiguous photovoltaic resources. For enterprises investing in the new energy battery industry, projects that align with the city’s industrial layout, demonstrate strong industrial driving force, involve substantial investment, and contribute significantly to tax revenue and output value will be supported in accordance with relevant provincial and municipal policies, thereby leveraging resources to drive industrial development.
3. Land Use Guarantees. All relevant industrial parks shall adjust planning control indicators within their boundaries in conjunction with the formulation of territorial spatial plans to resolve land use issues for the new energy battery industry. Priority shall be given to developing annual plans for the consolidated development of construction land, as well as to the approval of construction land applications, land acquisition and reserve, and forest land approval. Land use quotas for projects involving batteries and components, cathodes, anodes, electrolytes, separators, and recycling shall be fully guaranteed.
4. Electricity Supply Guarantee. Proactively plan grid construction for new energy battery industry clusters such as the Yunnan Anning Industrial Park and the Yunnan Chenggong Industrial Park. Establish a power supply structure with a reasonable mix of voltage levels—including 220 kV, 110 kV, 35 kV, and 10 kV—to ensure sufficient power supply capacity at upstream substations;Establish a green channel to reduce the time required for upstream and downstream enterprises in the battery industry to connect to the grid, ensuring timely power supply; encourage enterprises in the new energy battery industry to participate in market-based electricity trading to reduce electricity costs; actively seek additional electricity quotas from higher authorities, and, while ensuring the completion of energy consumption dual-control targets, prioritize power supply for new energy battery industry projects.
5. Gas Supply Guarantee. Further intensify efforts to build the natural gas transmission and distribution network in the Yunnan Anning Industrial Park, adding 200 million cubic meters of natural gas supply in 2022 to ensure sufficient natural gas for use as fuel and for the drying of products such as iron phosphate and lithium iron phosphate.
(3) Strengthen Fiscal Support
For newly invested new energy battery projects, newly established national and provincial R&D and testing/certification institutions, as well as new energy battery projects selected as national or provincial “Single Champions,” “Specialized, Refined, Unique, and Innovative ‘Little Giants,’” or those achieving “scaling up to meet statistical reporting thresholds,” the departments of Development and Reform, Industry and Information Technology, and Science and Technology shall prioritize them for targeted financial support. Establish a “fund + industry” investment and development model, providing key support to the new energy battery industry through the Kunming Industrial Development Equity Investment Fund.
(4) Strengthening Financial Support Services
Establish and improve a risk-sharing mechanism involving the government, banking institutions, and government-backed financing guarantee agencies to guide banking institutions in increasing effective credit allocation to the new energy battery industry and alleviate financing difficulties. Encourage financial institutions to provide innovative financial services for the new energy battery industry’s mergers and acquisitions, technological upgrades, key project construction, and the commercialization of scientific and technological achievements.
(5) Accelerate the Cultivation and Attraction of Professional Talent
By clustering leading enterprises in the new energy battery industry, we will cultivate and attract a group of leading talents, scarce talents, and innovative teams with core technologies to tackle key common technical challenges, thereby accelerating the integrated development of the new energy battery industry.
(6) Optimizing and Improving the Business Environment
Establish a municipal-level leadership supervision and liaison mechanism for major projects,and a collaborative advancement mechanism among all counties (cities), districts, and municipal departments. When new energy battery industry projects encounter approval matters related to energy use, land use, and environmental impact assessments during project approval and filing procedures, administrative approval departments must strictly implement relevant policies regarding national, provincial, and municipal administrative approval system reforms. They should streamline application materials, shorten approval timelines, implement “parallel approval” and “notification-based commitment approval,” and achieve the “one-stop service” and “single-window processing” goals.
