I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China, all plenary sessions of the 19th Central Committee, and the 20th National Congress of the Communist Party of China. We will coordinate the advancement of the “Five-Sphere Integrated Plan” and the “Four Comprehensives” strategic layout, adhere to the new development philosophy,upholding high-quality development and differentiated exploration, we will leverage the synergistic advantages of the Yunnan Pilot Free Trade Zone and the Qujing Economic and Technological Development Zone. We will comprehensively advance institutional innovation, technological innovation, industrial development, and the improvement of the business environment in both zones, focusing on driving innovation to promote openness and laying a solid foundation to strengthen industries. This will elevate the overall level of development, support Qujing in becoming a base for advanced manufacturing, a hub for high-end food production, a demonstration zone for integrated urban-rural development, and a secondary central city of Yunnan, thereby providing leadership and setting an example for the province’s economic and social development.
(2) Development Goals
We will deepen cooperation and coordination with the Kunming, Dehong, and Honghe zones of the Yunnan Pilot Free Trade Zone, taking the lead in piloting integrated innovation and development in areas such as institutional frameworks, industries, and platforms. By leveraging the development opportunities presented by the linked innovation zone, we will elevate the comprehensive development level of the Qujing Economic and Technological Development Zone, forming a development pattern with the Yunnan Pilot Free Trade Zone characterized by complementary strengths, exploration of functional differentiation, and the joint replication and promotion of advanced experiences.
By 2025, promote regional coordination in reform and innovation, and explore the formation of at least five replicable and scalable pilot innovation experiences.The Linked Innovation Zone (Qujing Economic and Technological Development Zone) will strive to double key economic indicators such as the number of newly established enterprises, actual utilization of foreign capital, total import and export volume, total industrial output value, and fixed-asset investment. In industries such as photovoltaics, new energy batteries, the digital economy, and biomedicine, the zone will attract a group of anchor enterprises with global influence, fully establish leading industries worth 100 billion yuan and competitive industries worth 10 billion yuan, and form an industrial park with a scale of 100 billion yuan.The number of high-tech enterprises will reach 45, with a cumulative total of 45 national and provincial-level science and technology-based small and medium-sized enterprises. Relying on Yunnan Province’s “One Zone, One Belt, One Ring” data center master plan, we will build an integrated development framework for data centers characterized by a well-structured layout, high industrial integration, clean energy support, and significant radiating influence. We aim to establish a first-class domestic big data hub and a cluster of related enterprises that exerts significant influence across South and Southeast Asia.
By 2035, the Linked Innovation Zone (Qujing Economic and Technological Development Zone) will be developed into the core area of the “World Capital of Photovoltaics,” a leading zone for green advanced manufacturing, and a demonstration zone for industrial internet. It will become a leading hub for advanced manufacturing in China with strong core competitiveness and influence extending to South and Southeast Asia, serving as a powerful pillar for Qujing’s development as a secondary central city of Yunnan.
II. Key Tasks
(1) Comprehensively Promote the Reform Achievements of the Pilot Free Trade Zone
1. Explore differentiated and distinctive reforms. Actively replicate and promote the 278 reform pilot experiences and best practice cases from national pilot free trade zones. Combining these with the innovative experiences of various units and regions, conduct rigorous research and analysis to promote the replication and implementation of policies that have demonstrated effective results within the zone, striving to create advantages in institutional innovation.With institutional innovation as the core, closely align with the reform pilot tasks of the Linked Innovation Zone (Qujing Economic and Technological Development Zone). Conduct research and analysis on exploring and innovating reform pilot tasks based on the experience of the Pilot Free Trade Zone. Establish a statistical system for tracking the progress of reform tasks and documenting best practices, as well as a dynamic self-assessment and record-keeping evaluation mechanism for reform tasks. Actively seek various resource indicators from higher authorities and prioritize their allocation to the Linked Innovation Zone (Qujing Economic and Technological Development Zone).Emphasize the systematic integration of reform experiences. Fully leverage the comparative advantages of the Linked Innovation Zone (Qujing Economic and Technological Development Zone) in terms of industry, policy, science and technology, talent, and institutional mechanisms. Seizing the opportunity presented by the establishment of Qujing Customs, explore the establishment of a linked innovation zone(Qujing Economic and Technological Development Zone)—port linkage and cooperation mechanisms. Strengthen cooperation with the ports of Hekou, Ruili, and Mohan to improve customs clearance efficiency. Through information sharing and operational interconnectivity, further achieve cooperation in management, operations, and resource allocation. Expand traditional export markets and tap into emerging export markets to continuously enhance regional trade facilitation and open up channels for export-oriented economic development.Promote product upgrades and industrial restructuring among enterprises within the zone, reduce logistics costs for import-export enterprises, and advance the systematic development of industries such as bonded logistics, import-export processing, trade in services, service outsourcing, cross-border e-commerce, and modern commercial logistics. 3. Enhance the level of investment facilitation. Fully implement the pre-establishment national treatment plus negative list management system for foreign investment, and establish a regulatory framework compatible with the negative list management model. Continue to relax market access, promoting the easing of restrictions on registered capital and investment methods in sectors such as education, healthcare, telecommunications, scientific research, and technical services. Approval and filing procedures for foreign investment projects outside the negative list shall be handled in accordance with the principle of treating domestic and foreign capital equally, thereby promoting fair competition among all types of market entities.Optimize and streamline the procedures for foreign investors to apply for permits, providing convenient services for such applications. Fully implement the foreign investment information reporting system, promote the interconnectivity of government information systems, and establish a comprehensive, secure, and efficient platform for the public disclosure of foreign investment information. Support financial institutions such as banks and insurance companies in establishing new branches or specialized institutions within the Interconnected Innovation Zone (Qujing Economic and Technological Development Zone), upgrading some existing outlets or branches in the zone, and granting them greater approval authority. Explore the establishment of an account management system tailored to the characteristics of the Interconnected Innovation Zone (Qujing Economic and Technological Development Zone) to facilitate cross-border trade, investment, and financing settlements.Support banking financial institutions in developing cross-border financing businesses in accordance with regulations, including but not limited to commodity trade financing, full-supply-chain trade financing, financial support for modern service industries, foreign-backed domestic loans, and commercial paper. Relying on the National Enterprise Credit Information Publicity System (Yunnan), innovate ex-post supervision, accelerate the improvement of the “Internet Plus Regulation” system, promote the aggregation, sharing, analysis, and application of various approval and regulatory data, and vigorously implement the “power list” and administrative streamlining and decentralization. Establish and improve a diversified dispute resolution mechanism that organically integrates litigation, mediation, and arbitration to provide market entities with efficient and convenient avenues for dispute resolution.Establish and improve a regulatory system for early warning and rapid response to quality and safety risks of imported goods. Leveraging Yunnan’s abundant silicon resources, low-cost green hydropower, and solid foundation in the silicon materials industry, vigorously develop the silicon photovoltaic industry. Seize the “window of opportunity” for the industry’s layout, and further map and refine the full industrial chain from “polysilicon—monocrystalline silicon ingots—monocrystalline silicon wafers—cells—modules—applications,” further refine the full industrial chain map. Target leading enterprises in key segments of the chain for targeted investment promotion, with a focus on extending and strengthening the cell segment. Leverage the scale advantages of monocrystalline ingot (wafer) production capacity to accelerate cell development, promote local consumption of monocrystalline wafers, enhance competitiveness in the cell segment, and develop the module segment in an orderly manner. Simultaneously attract supporting industrial projects such as photovoltaic glass,aluminum frames, backsheets, laminating films, inverters, and other supporting industrial projects to improve the upstream, midstream, and downstream supply chains of the photovoltaic industry. Centering on the industrial chain of “resources—materials—cells—batteries—applications—recycling,” we will focus on expanding scale, extending the industrial chain, and broadening applications.Vigorously advance the construction of an integrated new energy and new materials industrial park. Focus on attracting industries related to new energy and new materials, such as power batteries, energy storage batteries, and battery recycling, to form a complete industrial chain integrating lithium battery cathode materials, battery cells, electrolytes, separators, conductive liquids, and new energy battery recycling.Boost the development of the non-ferrous metal new materials industry. Using existing projects such as smart energy and the photovoltaic industrial internet as entry points, we will leverage digital integration to effectively promote the deep integration of 5G and the industrial internet.We will strive to launch pilot programs for opening up value-added telecommunications services to foreign investment, cultivate the data factor market, promote the monetization and assetization of data resources, and explore the advancement of big data resource trading. We will promote the deep integration of artificial intelligence with manufacturing, build industry application platforms for the industrial internet, and foster an industrial ecosystem for the industrial internet sector.Deeply advance the transformation, upgrading, and expanded reproduction of smart manufacturing projects, and encourage the construction of smart factories and digital workshops. Leveraging the advantages of the Linked Innovation Zone (Qujing Economic and Technological Development Zone)—located at the junction of Yunnan, Guizhou, Sichuan, and Guangxi provinces and featuring a well-developed transportation network—we will build a modern logistics system serving the entire country.Accelerate the efficient integration of road and rail transportation between the Linkage Innovation Zone (Qujing Economic and Technological Development Zone) and the Yunnan Pilot Free Trade Zone. Strengthen the synergy between the logistics sector and key industries such as green energy, heavy chemicals, non-ferrous metals, and new materials. Build major logistics corridors that connect internally to the Chengdu-Chongqing Dual-City Economic Circle and the Yangtze River Economic Belt, and externally to South Asia and Southeast Asia.Accelerate the innovative application of modern supply chains and continue to build a modern, intelligent supply chain system. Encourage the Linked Innovation Zone (Qujing Economic and Technological Development Zone) to further enhance the innovation capacity and standards of existing technology incubators, and establish a new batch of industry-university-research collaborative innovation alliances, model incubators, national key laboratories, engineering (technology) research centers, enterprise technology centers, and academician expert workstations. Strive to cultivate high-tech and high-growth enterprises with strong technological innovation capabilities, significant development potential, and strong market performance.Encourage leading enterprises within the zone to proactively collaborate with universities, research institutes, and financial capital to conduct joint R&D based on their actual needs.
