Seven Measures to Promote the Sustainable and Healthy Development of the Swine Industry in Qujing City

I. Stabilize the basic production capacity of breeding sows. Priority support will be provided to enterprises engaged in breeding stock selection and the accelerated development of high-quality core breeding herds. A mechanism for regulating abnormal fluctuations will be established based on the rate of change in the breeding sow inventory. When the month-over-month change rate exceeds 5%, measures such as issuing early warnings and guiding pig farms (households) to accelerate restocking or cull low-productivity sows will be implemented to stabilize and optimize the structure of basic production capacity.When the monthly year-on-year decline in the breeding sow inventory reaches 10% or pig farms suffer severe losses for three consecutive months or more, each county (city, district) may, in accordance with regulations, allocate relevant funds to provide one-time temporary relief subsidies to large-scale pig farms (households).Strictly implement the "Notice of the Yunnan Provincial Department of Finance and the Yunnan Provincial Department of Agriculture and Rural Affairs on Issuing the 'Implementation Rules for the Management Measures of Yunnan Province’s Central Government Reward Funds for Major Pig-Exporting Counties'" (Yun Cai Nong [2021] No. 23) and relevant regulations to ensure that all 800,000 breeding sows in the city are covered by insurance for those willing to participate.(Lead Agency: Municipal Bureau of Agriculture and Rural Affairs; Cooperating Agencies: Municipal Finance Bureau, Qujing Branch of the China Banking and Insurance Regulatory Commission; Responsible Entities: People’s Governments of all counties, cities, and districts)

II. Stabilize the Stock of Large-Scale Pig Farms. Include large-scale pig farms (households) with an annual output of 500 heads or more in the national pig farm registration system, dynamically monitor their production and operation status, maintain overall stability in the number of large-scale pig farms (households), and ensure that the city’s pig farming scale rate remains at 62% or higher.Each county (city, district) shall establish swine production capacity regulation bases in accordance with local conditions. For large-scale farms with an annual output of 10,000 head or more, national-level swine production capacity regulation bases shall be established in accordance with relevant policies. The scope of prohibited breeding zones must not be arbitrarily expanded beyond the provisions of laws and regulations, and administrative coercive measures must not be used to forcibly evict or demolish large-scale farms (households). III. Actively Strengthen Pork Reserve Management. Enhance joint consultations of the Joint Conference on Ensuring Pork Supply and Stabilizing Prices, conduct thorough analysis and assessment of market price trends for live pigs and pork, and—building upon the completion of the 420-ton frozen pork reserve quota assigned to Qujing by the provincial government—formulate plans for reserve procurement and release, reasonably determine reserve scales, and release reserves in a timely manner based on market price conditions.The people’s governments of each county (city, district) shall, based on different warning levels, promptly initiate emergency measures such as releasing reserve meat or increasing temporary stockpiling to effectively regulate abnormal market fluctuations. IV. Strengthen the Prevention and Control of Swine Diseases. Prioritize the prevention and control of African Swine Fever (ASF), and thoroughly carry out immunization efforts against foot-and-mouth disease, classical swine fever,highly pathogenic porcine reproductive and respiratory syndrome (PRRS), and consistently implement routine prevention and control measures such as monitoring and screening, risk early warning, origin quarantine, and supervision of transportation and slaughter. In the event of a large-scale outbreak, immediately activate the emergency response plan for major animal disease outbreaks to ensure that no major swine disease outbreaks, primarily African swine fever, occur within the administrative region.Encourage and support eligible regions and farms to strive for designation as disease-free zones for key swine diseases, disease-free sub-zones, and farms designated for animal disease eradication and demonstration farms. V. Accelerate the Construction of Swine Slaughter and Processing Projects.With the goal of achieving a citywide annual slaughter and processing capacity of over 10 million head by 2025, vigorously advance the construction of six 1-million-head pig slaughter and processing projects, as well as the renovation and upgrading of the Qilin Shennong 500,000-head pig slaughterhouse. Among these, the Qilin Shennong 500,000-head pig slaughterhouse renovation and upgrading project aims to commence operations by the end of April 2022;The Zhan Yi Wen’s Jinghua 10,000-head designated pig slaughter and processing project aims to begin trial operations by the end of 2021; the Huize 1 million-head pig slaughterhouse aims to commence operations by the end of 2022; and the Luoping Huayang Yimin 1 million-head pig slaughter and processing project aims to commence operations by the end of 2023;Intensify investment promotion efforts for the three 1-million-head pig slaughter and processing projects in Shizong, Luliang, and Xuanwei, striving to ensure their early implementation and construction. Expand and strengthen the local specialty swine breeding industry, reinforce the core competitive advantages of high-quality, premium swine products, and continue to advance the application and implementation of conservation projects for the three national-level superior swine breeds: Dahe Black Pig, Dianlu Pig, and Xuanhe Pig. VII. Strengthen Policy and Resource Support. Funds allocated for projects such as Central Government-designated major pig-exporting counties, insurance for breeding sows and fattening pigs, county-wide promotion of resource utilization of livestock manure, subsidies for the purchase of farming machinery, and animal disease prevention subsidies must be used exclusively for the development of the swine industry and may not be diverted for other purposes. These funds must be disbursed and paid out within 15 working days after the project’s completion and acceptance.Banking institutions shall accelerate the promotion of mortgage loans secured by land management rights, livestock pens, large-scale farming machinery, and live pigs. For pig farms (households) and slaughter and processing enterprises that meet credit eligibility criteria but are temporarily facing operational difficulties, banks must not arbitrarily restrict, withdraw, or terminate loans.Secure land for pig farming. Provided that permanent basic farmland is not occupied, general arable land may be used for pig farming without requiring arable land compensation; such land shall be managed as facility agricultural land and does not require approval procedures for construction land. Actively facilitate the allocation of forest land for project construction, allowing the construction of livestock farming facilities within Grade III and IV protected forest areas that do not involve natural forests, and prioritize the allocation of forest land quotas.Strengthen the coordination of supporting power facility construction and preferential electricity policies.
