To thoroughly implement the spirit of the national, provincial, and municipal “Two Sessions” as well as a series of important economic meetings, and in accordance with the requirements of the “Notice of the People’s Government of Yunnan Province on Issuing Several Policy Measures to Stabilize Economic Growth in 2022” (Yun Zheng Fa [2022] No. 7),we will balance epidemic prevention and control with economic and social development, and coordinate development with security. We will prioritize stability while seeking progress, take supply-side structural reform as the main focus, strengthen and improve the regulation and adjustment of economic operations, and ensure the achievement of all objectives and tasks set by the First Session of the Fifth Municipal People’s Congress. In light of actual conditions, the following policy measures are formulated:
I. Fully implement tax and fee reduction policies. Fully implement the central government’s policies on further intensifying the implementation of VAT carryforward credit refunds, increase the intensity of VAT carryforward credit refund policies for micro and small enterprises, and expand the scope of VAT carryforward credit refund policies for industries such as “manufacturing,” “scientific research and technical services,” “electricity, heat, gas, and water production and supply,” “software and information technology services,” “ecological protection and environmental governance,” and “transportation, warehousing, and postal services,” to boost the confidence of market entities and stimulate their vitality. We will continue to effectively apply the “Nine-Point Method for Quick, Efficient, and High-Quality Results” and optimize the mechanism for ensuring tax and fee reduction policies reach beneficiaries quickly and efficiently. No government funds or administrative and public service charges outside the scope of the “National Catalog of Government Funds and Administrative and Public Service Charges” shall be collected.We will continue to implement the policy of reducing the employer contribution rate for employee pension insurance to 16% and the phased reduction of unemployment and work-related injury insurance rates. We will strengthen supervision, guidance, and follow-up on policy implementation to effectively alleviate the burden on enterprises. (Lead Agencies: Municipal Tax Bureau, Municipal Finance Bureau)
II. Strengthen Epidemic Prevention and Control Efforts. The municipal government will allocate special funds to support the long-term maintenance and operation of physical and technical security facilities along the borders of Tengchong City and Longling County, ensuring equal emphasis on human, physical, and technical defenses to firmly uphold the bottom line of “no imported cases, no resurgence, and no outward transmission” of the epidemic.Support the “passengers halted, goods allowed” policy at ports (corridors), implement “separation of people and goods, segmented transportation, and closed-loop management,” optimize customs clearance procedures, improve inspection efficiency, and ensure the safety and efficiency of cross-border logistics. Strictly implement provincial policies for strengthening border defense and security, and effectively address livelihood, employment, supply assurance, and price stabilization in key epidemic-affected areas. III. Increase Financial Support for Projects. Deepen the implementation of the “Year of Major Projects” initiative, actively seek funding support from central and provincial governments, prepare applications for 2022 special bonds, and coordinate various funding sources to prioritize major engineering projects;The municipal government will allocate 30 million yuan for project preliminary work, prioritizing major projects that can commence construction and be included in the project database in the first half of the year. Specifically: 10 million yuan will be allocated from the municipal budget for preliminary expenses. Each quarter, the top four counties (cities, districts), and industrial parks—as determined by comprehensive evaluations of key project progress and investment growth rates—will receive rewards in the form of grants for major project preliminary expenses. IV. Strengthen the Supply of Project Inputs. Coordinate the planning and allocation of key input indicators such as land use, forest use, energy consumption, and environmental capacity, actively prioritizing key projects and key industrial parks to enhance the efficiency of input utilization. Counties (cities, districts) and industrial parks that complete the 2021 tasks for disposing of approved-but-unsupplied and idle land will receive an additional 10% reward on top of their 2022 land use plan quotas.For key industrial and major industrial projects where the investment intensity per unit area reaches 2 million yuan per mu or more, the output rate reaches 4 million yuan per mu or more, and the floor area ratio and building coverage ratio exceed the standards set in the *Control Indicators for Industrial Project Land Use* by more than 40%, the minimum price policy for industrial land concessions will be implemented, and a reward of no more than 100,000 yuan per mu will be provided.Establish a “green channel” for major project approvals. Except for approval documents explicitly stipulated by the state, implement conditional approval under the “tolerance for missing documents + commitment” system for non-“red line” matters, effectively resolving the practical issue of mutually dependent prerequisites in approval procedures. V. Intensify Efforts to Attract Investment. Actively seek subsidies from all levels of government. For industrial projects newly introduced from outside the province within the year with investments of 1 billion yuan or more that have commenced construction and reached the halfway point of investment, the host locality will receive 100,000 yuan in operational funding per project, and the investor will receive 500,000 yuan. VI. Focus on Advancing Rural Revitalization. Coordinate and integrate agriculture-related funds to support the integrated “production and sales” development of specialty agricultural industries and livestock and poultry products, ensuring that the proportion of integrated funds allocated to agricultural industrial development is no less than 50%. Continue implementing the poverty prevention insurance subsidy policy and disburse municipal-level subsidy funds. Actively raise funds for rural revitalization initiatives, ensuring that the total amount of Shanghai-Yunnan cooperation funds secured for the year is no less than 120 million yuan and that integrated agriculture-related funds amount to no less than 800 million yuan, thereby steadily advancing the effective transition from poverty alleviation to rural revitalization.(Lead Agencies: Municipal Rural Revitalization Bureau, Bureau of Agriculture and Rural Affairs, Bureau of Forestry and Grassland, Bureau of Finance)
VII. Establish an Industrial Development Guidance Fund. In accordance with the principles of “government guidance, market operation, rolling use, and standardized management,” funds will be raised to establish a city-wide key industrial development guidance fund at an appropriate time. Through “government-bank-enterprise” cooperation, several industrial sub-funds will be initiated to support the development of key industries and to cultivate and attract key enterprises and major projects. VIII. Foster and Strengthen Large-Scale Industrial Enterprises. For industrial enterprises that meet the scale criteria within the year, those with municipal and county-level tax revenue (after division) of 1 million yuan or more (including 1 million yuan) will receive a one-time subsidy of 200,000 yuan per enterprise; those with municipal and county-level tax revenue (after division) between 500,000 yuan and 1 million yuan (excluding 1 million yuan) will receive a one-time subsidy of 150,000 yuan per enterprise. IX. Promote the Accelerated Development of the Construction Industry. Construction enterprises that achieve a municipal and county-level share of tax revenue of 10 million yuan or more within the year will receive a one-time reward of 200,000 yuan; those achieving a municipal and county-level share of tax revenue between 5 million yuan and 10 million yuan will receive a one-time reward of 150,000 yuan; and those achieving a municipal and county-level share of tax revenue between 1 million yuan and 5 million yuan will receive a one-time reward of 100,000 yuan.(Lead Agencies: Municipal Housing and Urban-Rural Development Bureau, Finance Bureau)
X. Supporting Innovation and Transformation in the Logistics Industry. Actively seek support from the 100 billion yuan in national re-lending funds allocated for the transportation and logistics sector to fully ensure the smooth flow of logistics and promote the stability of industrial and supply chains. The municipal government will establish a special fund to support the high-quality development of the modern logistics industry, focusing on supporting the innovation and transformation of logistics enterprises in areas such as online freight and technology platform development, intermodal transport, cold-chain logistics, cross-border logistics, express delivery, and talent recruitment, thereby guiding the logistics industry to accelerate development and improve quality and efficiency.(Lead Agencies: Municipal Finance Bureau, Commerce Bureau, Transportation Bureau)
XI. Deepen the Implementation of Ecological and Environmental Governance. Actively seek 37 million yuan in central government funds for water pollution prevention and control to be used for the construction of water purification projects in artificial wetlands along the Dong River basin (Baoshan Basin section). By adjusting and optimizing the expenditure structure, allocate 100 million yuan in municipal funds to support the construction of sewage treatment facilities in the central city and the preparation of related plans. XII. Accelerate the Cultivation of Market Entities. Exempt individual business operators from registration requirements in accordance with the law, provided they sell agricultural and sideline products or daily necessities, or engage in convenient service activities utilizing their own skills for lawful business operations that do not require a license, within designated locations and time frames. Allow e-commerce operators to use their online business addresses to register as individual industrial and commercial households. Implement the market entity suspension system and the market supervision credit repair mechanism to support the extension of market entities’ lifecycles.Further reduce the time required to establish a business to within 1 working day. XIII. Strengthen credit support for the real economy. Further improve the credit structure, maintain support for county-level economic development, and ensure that more than 70% of new lendable funds from county-level legal person banking institutions are used locally. Guide financial institutions to focus their efforts precisely on key areas and weak links in the city’s economic and social development, and increase support for infrastructure, major projects, rural revitalization, small and micro enterprises, and green development.Conduct regular government-bank-enterprise financing matchmaking events to increase support for leading enterprises, foreign trade enterprises, technology enterprises, and small, medium, and micro enterprises, aiming for a 13% increase in loans to agriculture-related enterprises and a 20% increase in inclusive loans to small and micro enterprises. Work to stabilize and gradually reduce corporate financing costs, keeping the average loan interest rate below 6%. XIV. Vigorously implement measures to boost consumption. Provide a subsidy of 50,000 yuan to each large-scale enterprise (above the designated size) in the four major sectors of wholesale, retail, accommodation, and catering; provide a subsidy of 50,000 yuan to each large-scale enterprise with a growth rate exceeding 20% (the scope of subsidies will be implemented based on a 10% proportion of all registered enterprises in each category).Newly added enterprises above the designated size in the wholesale, retail, accommodation, catering, leasing, and business services sectors will receive a 30,000 yuan incentive per enterprise (for individual enterprises eligible for multiple incentives, the highest standard will apply).For large-scale enterprises in brand chain stores that open five or more new directly operated chain stores within the year and have been in actual operation for at least three months, a subsidy of 20,000 yuan will be provided for each new directly operated store based on the number of stores opened. XV. Support the Accelerated Upgrading of the Tourism Industry. For newly rated five-star and four-star tourist hotels, the applicant entities will receive one-time grants of 500,000 yuan and 200,000 yuan, respectively; for newly rated Class B and Class C tourist homestays, the applicant entities will receive one-time grants of up to 100,000 yuan and 50,000 yuan, respectively;For entities that successfully establish national-level tourism and leisure districts or nighttime cultural and tourism consumption clusters, a one-time grant of 200,000 yuan will be provided to the establishing entity; for those that successfully establish provincial-level tourism and leisure districts or nighttime cultural and tourism consumption clusters, a one-time grant of 100,000 yuan will be provided to the establishing entity (Tengchong City will implement the above measures with grants at equivalent standards).Based on statistics from the National Tourism Supervision and Service Platform, travel agencies in the city that received more than 5,000 visitors in 2022 will undergo a comprehensive evaluation based on indicators such as the number of employees in 2022, tax payments, and integrity in business operations. One-time subsidies will be awarded to the top 10 travel agencies in order of ranking, as follows: 200,000 yuan for 1st–3rd place, 150,000 yuan for 4th–6th place,and 100,000 yuan for ranks 7–10;For enterprises in the cultural, sports, and entertainment sectors that have been included in the database, a comprehensive evaluation will be conducted based on indicators such as tax payments, number of employees, and integrity in business operations. The top 5 enterprises will each receive a one-time subsidy of 30,000 yuan, while the remaining enterprises will each receive a one-time subsidy of 20,000 yuan; for those who successfully create high-quality song-and-dance art productions (programs) or high-quality large-scale performing arts programs, a one-time creation grant of 10,000 yuan will be provided (for individual entities eligible for multiple subsidies, the highest standard will apply)(Lead Agencies: Municipal Bureau of Culture and Tourism, Municipal Finance Bureau)
Unless otherwise specified in this document, these measures shall be effective from the date of issuance until December 31, 2022. Where relevant support policies are issued by the central or provincial governments, they shall be followed accordingly.
Following the release of these policy measures, all responsible units shall promptly formulate and issue relevant implementation rules to further clarify the conditions and requirements for awards and subsidies, ensuring that all tasks are implemented and take effect as soon as possible.
