I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, thoroughly implement the spirit of General Secretary Xi Jinping’s important speech during his inspection tour of Yunnan, fully, accurately, and comprehensively implement the New Development Philosophy, fully implement the spirit of the Third Plenary Session of the 11th Provincial Party Committee, the Provincial Economic Work Conference, and the Provincial Two Sessions, and meticulously implement the arrangements made at the Third Plenary Session of the 5th Municipal Party Committee and the Municipal Two Sessions. In accordance with the principle of “government guidance, market operation,enterprise-led, and integration of the three sectors,” with industrial cultivation as the core and deepening supply-side structural reform as the main thread. We will adhere to green and safe development, accelerate the improvement of the support policy system and supporting services, promote the optimization and upgrading of the Lincang rice noodle industry structure, enhance the quality, efficiency, brand awareness, and core competitiveness of the Lincang rice noodle industry, and drive the high-quality integrated development of the entire Lincang rice noodle industry chain, thereby contributing to the high-quality development of Lincang.
II. Work Objectives
The brand influence and market share of Lincang Rice Noodles (as defined in the “Compilation Guidelines for the Yunnan Provincial Local Food Safety Standard on Hygiene Specifications for the Processing of Guoqiao Rice Noodles in Catering Establishments,” with primary ingredients expanded to include rice vermicelli, dried rice noodles, and wheat noodles, as applicable hereinafter) will be further expanded, and the role of the rice noodle industry in ensuring people’s livelihoods, promoting employment, and stimulating consumption will be further highlighted.By 2025, drawing on relevant provincial standards for rice noodle products and services, we will establish at least two Lincang-specific standards for rice noodle products and services. We aim to cultivate four Lincang-based rice noodle production enterprises above the designated scale and three Yunxian Chicken Rice Noodle chain enterprises.strive to open more than 30 Yunxian Chicken Rice Noodle chain stores across the province and nationwide, achieve annual sales revenue exceeding 2 billion yuan for the entire Lincang rice noodle industry chain, and create more than 10,000 jobs.
III. Main Tasks
(1) Improve Institutional Standards to Promote the Healthy and Safe Development of the Industry
1. Advance the formulation of standards. Focusing on Yunxian Chicken Rice Noodles, Linxiang Small Pot Rice Noodles, Cangyuan Fermented Black Bean Rice Noodles, and pre-packaged rice noodles, and covering key processes such as rice noodle processing, soup preparation, chilled and fresh sterilization, and cold-chain distribution, comprehensively implement the Yunnan rice noodle product and service standards system, including the *Yunnan Provincial Local Food Safety Standard DBS/53/017—2014 Fresh Rice Noodles*and the "Yunnan Provincial Local Food Safety Standard DBS53/032—2022: Hygiene Specifications for the Catering Processing of Guoqiao Rice Noodles," among other standards within the Yunnan rice noodle product and service standard system.Referencing the "Group Standard T/YCX 0106—2019 Yunnan Crossing-the-Bridge Rice Noodles" and, upon the publication of Yunnan Province’s "Crossing-the-Bridge Rice Noodles Industry Standard" and "Crossing-the-Bridge Rice Noodles Store Operation and Management Specifications," using these as a reference to formulate group standards and unified operational requirements for Yunxian Chicken Rice Noodles, we will encourage leading enterprises to establish corporate standards for the production processes and quality of Yunxian Chicken Rice Noodles, thereby promoting the standardization and high-quality development of Yunxian Chicken Rice Noodles.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Health Commission, the Municipal Market Regulation Bureau, the Municipal Commerce Bureau, and the people’s governments of each county and district in accordance with their respective duties)
2. Strengthen safety supervision. Establish a food safety traceability system for the rice noodle industry. Referencing the “Yunnan Provincial Local Food Safety Standard: Hygiene Specifications for the Processing of Crossing-the-Bridge Rice Noodles in Catering Establishments,” strengthen hygiene standards for the processing of Yunxian Chicken Rice Noodles in catering establishments. Implement smart supervision models to enhance regulatory efficiency and urge production enterprises to strictly enforce factory-exit inspection systems.Strengthen quality supervision, support rice noodle enterprises in obtaining “Three Certifications” (Product Origin, Quality, and Safety), prioritize Yunxian Chicken Rice Noodles, intensify protection of trademark rights for rice noodle products, guide enterprises in the proper use of trademarks, and seek provincial funding support for entities that have registered regional public brands for the rice noodle industry.Fully implement the “Four Strictest” requirements—the strictest standards, the strictest supervision, the strictest penalties, and the strictest accountability—and intensify supervision regarding food safety issues of public concern to effectively safeguard the “safety on the tip of the tongue” for the people. (The Municipal Health Commission, Municipal Bureau of Agriculture and Rural Affairs, Municipal Market Regulation Bureau, Municipal Commerce Bureau, and the people’s governments of all counties and districts shall be responsible in accordance with their respective duties)
(2) Optimize the Development Structure and Promote Integrated Industrial Development
3. Optimize industrial layout. Promote processing-type rice varieties, continuously breed and introduce varieties specifically suited for rice noodle processing, conduct trial demonstrations and promotion, screen for processing-type rice varieties suitable for cultivation in Lincang, and increase planting area. Promote the construction of the Lincang Rice Noodle Industrial Park, and support eligible counties, districts, and industrial parks in building integrated industrial parks that combine production and processing, product R&D, and logistics distribution based on existing facilities.Encourage counties and districts to introduce supporting policies for the rice noodle industry, strengthen the supply of essential resources for the implementation of rice noodle industry projects, and attract upstream and downstream enterprises—such as those producing pre-packaged rice noodles, seasonings, supporting raw materials, and tableware and kitchenware—to settle in industrial parks. This will promote the integrated development of the entire industrial chain and form a rice noodle industry cluster. 4. Streamline the logistics system. Actively seek national and provincial funding for agricultural product origin cold storage and preservation facility construction projects. Focusing on the rice noodle industry, provide key support for the construction of cold storage and preservation infrastructure at a group of county-level or higher model family farms, model farmers’ cooperatives, and well-managed rural shareholding economic cooperatives, thereby enhancing the commercial processing capacity and premium pricing potential of rice noodle products.Using the development of agricultural supply chain systems as a vehicle, promote the construction of cold chain logistics and warehousing for agricultural products related to the rice noodle industry. Encourage the development of central kitchens, designated contract processing facilities, and centralized distribution centers for the rice noodle industry. Promote the “central kitchen + cold chain distribution + restaurant outlets” supply chain model to form an integrated operational system encompassing processing, packaging, warehousing, transportation, and sales. Seek provincial funding to support eligible central kitchens and cold chain distribution enterprises.Strengthen cooperation between agricultural operators and rice noodle-related processing enterprises, restaurants, hotels, and supermarkets to improve the levels of centralized procurement, standardized production, and timely distribution. 5. Establish Green Production Bases. Vigorously promote the “Company (Processing Plant) + Base + Cooperative + Farmers” development model. Extensively promote processing-type rice varieties suitable for cultivation in Lincang, implement centralized planting, and advance green, standardized, and regulated production methods.Develop rice noodle rice cultivation bases by vigorously expanding rice noodle rice cultivation in major rice-producing areas. Simultaneously, promote simplified cultivation techniques—such as direct-seeding, machine transplanting, and hand-transplanting—to reduce cultivation costs and improve efficiency. Utilizing production entities as the primary vehicle, actively pursue green food and organic food certification for these bases to lay a solid foundation for the production and development of green and organic rice noodle products.Seek funding from central and provincial governments to provide financial support for eligible food production bases related to the green and organic rice noodle industry. (The Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Commerce, and the Municipal Bureau of Rural Revitalization, as well as the people’s governments of each county and district, shall be responsible in accordance with their respective duties)
(3) Innovate Development Models to Drive Industrial Upgrading
6. Intensify Product Development. Encourage enterprises to step up the development of rice noodle products, open up diverse market channels, and, in conjunction with Lincang’s industrial strengths, focus on developing refined rice noodle products. Expand from ready-to-eat products to various instant and convenience foods, thereby forming a diverse range of “Lincang Rice Noodles” series products.Encourage enterprises to develop and produce pre-packaged rice noodle and souvenir product lines, including bagged dried rice noodles, instant rice noodles, red rice noodles, and purple rice noodles. This will introduce diverse and unique flavors to Lincang rice noodles, allowing consumers to switch flavors at will, and ensure rice noodle products meet various application scenarios and consumer demands, with the goal of expanding sales of Lincang rice noodle products nationwide.For pre-packaged rice noodle enterprises, appropriate funding and loan interest subsidies from the provincial government will be sought based on their sales scale. (The Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, and the Municipal Bureau of Commerce, together with the people’s governments of each county and district, shall be responsible in accordance with their respective duties)
7. Strengthen Talent Support. Enhance the integration of industry and education, deepen government-school and school-enterprise cooperation, and support eligible vocational colleges in establishing rice noodle industry colleges. Guide vocational colleges to focus on serving the real economy by cultivating management talent and applied technical professionals. Conduct vocational skills and entrepreneurship training through initiatives such as the “Skills Yunnan” campaign, and train intangible cultural heritage inheritors of the Lincang (Yunxian Chicken) rice noodle-making craft to provide talent support for the development of the Lincang rice noodle industry.(The Municipal Education and Sports Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Commerce Bureau, and the people’s governments of all counties and districts shall be responsible in accordance with their respective duties)
8. Enhance R&D Capabilities. Support institutions such as local and out-of-town universities, research institutes, and key enterprises in jointly establishing a Lincang Rice Noodle Industry Technology Innovation Platform. This platform will drive technological innovation in the rice noodle industry, advance research into core industrial technologies, and foster the development of new rice noodle products and production equipment. Encourage eligible enterprises to apply for High-Tech Enterprise certification and seek provincial funding to support rice noodle enterprises that have obtained such certification. (Responsibility lies with the Municipal Education and Sports Bureau, Municipal Science and Technology Bureau, and Municipal Commerce Bureau according to their respective duties)
9. Expand marketing channels. Encourage rice noodle enterprises to innovate their operational models and business formats, and intensify online and offline promotion and sales efforts. Encourage Lincang rice noodle restaurants to operate 24/7, meeting consumers’ needs for breakfast, lunch, dinner, and late-night snacks, so that consumers can enjoy Lincang rice noodle delicacies around the clock. Actively promote the presence of Lincang rice noodles at trade fairs, in supermarkets, on e-commerce platforms, in tourist attractions, at airports, and in high-speed rail stations.Encourage rice noodle enterprises to conduct e-commerce live streams and establish dedicated sections for pre-packaged rice noodles on major e-commerce platforms to broaden online sales channels. This will allow consumers to enjoy the delicious taste of Lincang rice noodles comparable to dining in without leaving home. Seek provincial funding to provide financial support to enterprises that meet the criteria for online sales support policies. Leverage consumption-promotion activities such as the “Colorful Cloud Shopping Festival,” “Store Anniversary Mega Deals,” and “Summer Special Sales” to boost consumption of Lincang rice noodles.(The Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, Lincang Airport, Cangyuan Airport, Lincang Railway Station, and the people’s governments of all counties and districts shall be responsible in accordance with their respective duties)
(4) Strengthen Brand Development to Promote Industrial Growth
10. Cultivate rice noodle brands. Register the “Yunxian Chicken Rice Noodles” trademark, and support and encourage the application for national geographical indication product protection and geographical indication certification trademarks for products such as “Yunxian Rice Noodles,” “Yunxian Chicken Rice Noodles,” and “Gengma Rice Noodles.” Encourage and support eligible rice noodle production areas and new types of agricultural business entities to apply for inclusion in the China Agricultural Brand Directory as regional public brands for agricultural products and as agricultural products in the China Agricultural Brand Directory.Vigorously promote a combined development model of public rice noodle brands + corporate brands + product brands to build rice noodle brands renowned throughout the province and nationwide. Encourage rice noodle enterprises to apply for “Time-Honored Brand” status; for enterprises newly recognized as “Time-Honored Brands,” seek appropriate financial support from the provincial government. Promote the establishment of a Yunxian Chicken Rice Noodles Intangible Cultural Heritage Transmission Center to advance the development and preservation of representative intangible cultural heritage projects such as the craftsmanship of Yunxian Chicken Rice Noodles.(The Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, the Municipal Market Regulation Bureau, and the people’s governments of each county and district shall be responsible in accordance with their respective duties)
11. Strengthen leading enterprises. In accordance with the “Yunnan Province Measures for the Administration of Small Food Production and Processing Workshops and Food Vendors,” further standardize rice noodle processing workshops. Require them to prominently display the “Small Food Production and Processing Workshop Registration Certificate,” food safety responsibility agreements, health certificates for employees, a list of food additives used, and complaint hotlines in conspicuous locations within production and processing facilities.Actively develop rice noodle processing enterprises, promote the transition of individual workshops into enterprises and the upgrading of enterprises to meet scale standards, and advance the transformation of workshops toward corporate, large-scale, standardized, and branded production.Increase support for leading rice noodle enterprises and assist them in digital and intelligent upgrades. Strengthen the cultivation of "specialized, refined, distinctive, and innovative" rice noodle producers in Lincang and support chain operations for rice noodle enterprises. Intensify efforts to promote the "going global" strategy for rice noodle enterprises. For enterprises that meet the unified standard requirements for Yunxian Chicken Rice Noodle outlets (established by the Yunxian County People’s Government) and have opened 10 or more Yunxian Chicken Rice Noodle chain outlets outside the province,will receive 20,000 yuan in financial support for each new chain outlet opened outside the province. Enterprises that have opened 10 or more Yunxian Chicken Rice Noodle chain outlets outside the city will receive 10,000 yuan in financial support for each new chain outlet opened outside the city. The maximum support for each enterprise operating Yunxian Chicken Rice Noodle chain outlets shall not exceed 200,000 yuan, with the municipal government covering 20% of the subsidy and the Yunxian County People’s Government covering 80%.Support rice noodle restaurants in transitioning from individual businesses to corporate entities and in upgrading to large-scale enterprises. (The Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau, Municipal Market Regulation Bureau, and Municipal Commerce Bureau, as well as the people’s governments of each county and district, shall be responsible according to their respective duties)
12. Strengthen brand promotion. Encourage the hosting of the “Yunxian Chicken Rice Noodles Festival” and organize competitions to recognize “famous restaurants,” “master chefs,” and “famous snacks” featuring Yunxian chicken rice noodles. Produce a series of micro-films and short videos centered on Lincang rice noodles to effectively tell the story of Lincang rice noodles.Utilize new media platforms such as Douyin and Kuaishou, as well as new business models like e-commerce and live streaming, to promote Lincang rice noodle products and culture, thereby expanding the brand’s influence.Collaborate with municipal government offices stationed outside the city and Lincang Chambers of Commerce in other regions to market and promote Lincang rice noodles. Integrate the promotion of Lincang rice noodles into major city-wide events related to foreign affairs, trade, economy, culture, and tourism. Leverage Lincang’s tourism advantages to develop a rice noodle culinary tourism map and launch “Dining in Lincang” experiential tour routes. Establish Lincang rice noodle brand experience stores within scenic areas to guide the integrated development of the rice noodle industry and the cultural tourism sector.(Responsibility lies with the Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, the Municipal Federation of Industry and Commerce, the Municipal Government Office in Kunming, the Municipal Government Liaison Office in Beijing, and the people’s governments of each county and district, in accordance with their respective duties)
IV. Support Measures
(1) Establish a Coordination Mechanism for the Development of the Rice Noodle Industry. Establish a working mechanism featuring vertical coordination, horizontal collaboration, and cross-sectoral, cross-disciplinary, and cross-level integration to comprehensively coordinate and advance the development of the Lincang rice noodle industry. All counties, districts, and relevant municipal departments must effectively strengthen organizational leadership, reinforce accountability, formulate supporting policies, intensify coordination and oversight, and organize, promote, and supervise the implementation of this plan to ensure that all tasks are implemented as soon as possible, thereby jointly promoting the high-quality development of the Lincang rice noodle industry.
(2) Coordinate funding to support the rice noodle industry. All responsible municipal-level units shall, based on actual conditions, coordinate funding and improve systems to support the construction of rice noodle industrial bases and parks, technological innovation, brand cultivation, market expansion, publicity and marketing, and chain operations; support cooperation between enterprises and local governments to explore the establishment of a rice noodle industry development fund; further innovate investment and financing methods; and effectively ensure funding for rice noodle industry development projects in line with the province’s overall development goals.
(3) Leverage the Role of Associations to Regulate Industry Development. Establish the Yunxian Chicken Rice Noodle Catering Association. Fully utilize the role of industry associations as a bridge and link in formulating group standards, conducting publicity and promotion, and promoting the standardized development of the rice noodle industry; guide and assist enterprises in fully utilizing relevant policies to alleviate difficulties and support businesses. Urge industry associations to fulfill their functions of industry service, self-regulation, and coordination, continuously promote the development of rice noodle brands, and enhance the reputation and market competitiveness of Lincang rice noodles.
