We will guide leading enterprises in specialized sectors to accelerate industrial digital transformation and prioritize support for demonstration projects involving new digital economy technologies, products, business formats, and models that significantly drive local industrial development, providing subsidies of up to 1 million yuan, equivalent to 20% of actual investment.Internet and software enterprises that meet the scale criteria for the first time and are included in statistical reporting will receive a 100,000 yuan award and subsidy. We will comprehensively implement a system of free assistance and agency services for administrative approvals throughout the entire process, fully leverage the functional advantages of municipal and county-level investment service centers, and provide free agency services for the entire process of administrative approval matters for foreign-invested enterprises to reduce business costs. (23) Enhance the level of open-type economic development. Actively align with the rules, regulations, and standards of the RCEP (Regional Comprehensive Economic Partnership), and formulate and issue a high-quality action plan for implementing the RCEP.Accelerate the construction of the customs supervision facility for Kunming’s international rail freight trains and the China-Laos Cross-Border Multimodal Transport Comprehensive Service Platform, and actively develop the Wangjiaying West Station Freight Train Consolidation Center. Improve the cross-border logistics system along the China-Laos Railway to facilitate the export of Kunming-produced goods and the import of agricultural products from Southeast Asia into Yunnan. Establish a joint venture for coordinated innovation to participate in the market-oriented development, operation, and management of the China-Laos Cooperation Zone.Support enterprises in establishing comprehensive foreign trade service platforms to provide “one-stop” services including financing, customs clearance, tax refunds, logistics, and insurance. For platforms with a broad service scope and strong capacity to drive economic growth, provide subsidies based on the proportion of import and export volume achieved by the enterprises they serve, with a maximum subsidy of 500,000 yuan per platform. (24) Vigorously support entrepreneurship and innovation. Increase support for the development of entrepreneurial platforms; those recognized as national-level or provincial-level entrepreneurial incubation bases will receive one-time financial subsidies of 300,000 yuan and 200,000 yuan, respectively. Those recognized as municipal-level demonstration parks for youth and college student entrepreneurship or new-type entrepreneurial and innovation incubation service parks, or those that proactively waive or reduce rent for college graduate entrepreneurs (teams), will receive financial rewards and subsidies in accordance with relevant standards.Support enterprise technological innovation; enterprises that successfully commercialize R&D outcomes will receive a subsidy of up to 1.5 million yuan, equivalent to 10% of their R&D investment or technology transfer value.Enterprises newly recognized as national, provincial, or municipal-level enterprise technology centers, technological innovation demonstration enterprises, manufacturing innovation centers, industrial enterprise quality benchmarks, or industrial design centers will receive one-time awards of 1 million yuan, 400,000 yuan, and 200,000 yuan, respectively; those newly recognized as national or provincial-level service-oriented manufacturing demonstration enterprises (platforms, projects) will receive one-time awards of 500,000 yuan and 300,000 yuan, respectively.Launch intellectual property pilot and demonstration projects. Enterprises listed as Kunming Municipal Intellectual Property Demonstration Enterprises or Kunming Municipal Intellectual Property Pilot Enterprises will receive one-time post-grant subsidies of 80,000 yuan and 100,000 yuan, respectively.Establish the “Kunming Intellectual Property Operation Fund” to accelerate the commercialization of intellectual property and patent technology achievements, and to promote the development of strategic emerging industries and key industries. Encourage technology-based enterprises to obtain loans secured by intellectual property; eligible technology-based enterprises will receive a 100% fiscal interest subsidy based on the loan interest rate, with a maximum subsidy rate of 5% and an annual maximum subsidy of 2 million yuan. All departments and units at all levels across the city must enhance their political awareness, prioritize stable economic growth, strengthen monitoring, early warning, analysis, and coordination of economic operations, proactively guide market expectations, and strive to maintain economic performance within a reasonable range.Policies conducive to economic stability should be actively introduced, while policies with contractionary effects should be implemented with caution. Efforts must be made to strengthen the publicity, interpretation, and implementation of various policies. The direction of policy support, application procedures, and consultation hotlines should be proactively disclosed to the public. Online processing of fiscal funds for market entities should be implemented to effectively resolve the “last-mile” issue in policy implementation.
