Article 1 Scope of Application
This policy applies to corporate entities and other social organizations within the approved planning area of the Kunming Comprehensive Bonded Zone.
Article 2: Production-Related Support and Incentives
Production-oriented support shall be provided for enterprises’ import and export activities, with specific implementation rules to be formulated by the Kunming Comprehensive Bonded Zone.
Article 3: Cross-Border E-Commerce Incentives
9610/9710/9810/1210 Operations: Cross-border e-commerce enterprises whose order volume, as confirmed by the Cross-border E-commerce Comprehensive Service Platform, exceeds a certain threshold, or whose annual transaction value, as confirmed by customs, exceeds a certain amount, shall be granted corresponding comprehensive expense incentives.
Article 4: Logistics Incentives
Incentives shall be provided for enterprises’ import and export logistics, with specific implementation rules to be formulated by the Kunming Comprehensive Bonded Zone.
Article 5: Renovation Subsidies
Enterprises within the fenced area of the Kunming Comprehensive Bonded Zone that belong to industries encouraged by Yunnan Province may receive renovation subsidies for bonded warehouses based on actual expenses incurred.
Article 6: Lease Incentives
Lease incentives shall be provided to enterprises located within the fenced area of the Kunming Comprehensive Bonded Zone.
Article 7: Fixed Asset Investment Incentives
New fixed asset investments included in the fixed asset investment statistics shall be granted corresponding annual fixed asset investment incentives.
Article 8: Investment Promotion Agency Incentives
Enterprises, legal entities, social organizations, and other entities are encouraged to act as investment promotion intermediaries and participate in the investment promotion efforts of the Kunming Comprehensive Bonded Zone. For projects introduced and successfully established through such intermediaries, a corresponding one-time incentive shall be granted to the intermediary based on the bonded trade volume of the project during its first year of operation, subject to verification by the customs authorities and the Kunming Comprehensive Bonded Zone Management Committee.
Article 9: Financial Services Incentives
Financial institutions and other entities are encouraged to provide advance disbursement of export tax rebate funds to enterprises; incentives will be granted for the actual costs incurred by enterprises as a result.
Financial service institutions and other entities are encouraged to provide export enterprises with financial services such as letters of credit, guarantees, and performance bonds; subsidies will be provided for the service fees incurred by enterprises as a result.
Article 10: Funding Sources and Disbursement
The local portion of all fiscal and tax revenues within the planning area of the Kunming Comprehensive Bonded Zone (Airport Area) (including revenue shared by the Dianzhong New Area at the local level) shall, starting from 2020, be retained in full by the Kunming Comprehensive Bonded Zone (Airport Area) for centralized management and used to support industries such as bonded logistics, bonded services, investment promotion, and emerging business models.After deducting the local retained portion (including revenue shared by the Dianzhong New Area at the district level), the remaining funds required for the implementation of this policy by the Kunming Comprehensive Bonded Zone (Airport Area) shall be included in the annual departmental budget submitted by the Kunming Comprehensive Bonded Zone Management Committee. Subsidies for the operational management expenses of the Kunming Comprehensive Bonded Zone (Airport Area), the construction of Phase I of the Kunming Comprehensive Bonded Zone (Airport Area), and full interest subsidies for bank loans for the Commodity Exhibition Center shall be arranged and resolved by Kunming City.
The funds required for the implementation of this policy in the Kunming Comprehensive Bonded Zone (Economic Development Zone Area) shall be secured through the Economic Development Zone’s coordination of funds returned by higher-level authorities, in accordance with the spirit of the “Several Policies of Kunming City to Promote the High-Quality Development of the Kunming Area of the China (Yunnan) Pilot Free Trade Zone” (Kun Zheng Fa [2020] No. 24).
Article 11 Other Provisions
This policy shall take effect from the date of its promulgation and shall remain in force for a period of three years, from January 1, 2021, to December 31, 2023. The original Kun Zheng Fa [2016] No. 64 shall remain in effect until December 31, 2020.
Preferential policies issued by the state, province, or city that are applicable to the jurisdiction of the Comprehensive Bonded Zone may all be applied by the Zone.
The Kunming Comprehensive Bonded Zone Management Committee shall be responsible for interpreting these provisions.
