(Implementation Program for the Construction of Linkage Innovation Zone of Pilot Free Trade Zone (Yunnan)

I. General Requirements

(1) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth, and sixth plenary sessions of the 19th Central Committee, as well as the important speeches made by General Secretary Xi Jinping during his inspection tour of Yunnan. We will coordinate the advancement of the “Five-Sphere Integrated Plan” and the “Four Comprehensives” strategic layout, adhere to the new development philosophy,uphold high-quality development, and pursue differentiated exploration. We will leverage the synergistic advantages of the Yunnan Pilot Free Trade Zone and the Kunming High-Tech Zone to comprehensively advance institutional innovation, technological innovation, industrial development, and the improvement of the business environment within the Linked Innovation Zone. This will elevate the overall level of development and serve as a model and benchmark for the province’s economic and social development.

(2) Development Goals

By the end of 2021, we will have basically established institutional mechanisms conducive to the development of the Interconnected Innovation Zone, pioneered a batch of major open innovation initiatives, and explored the creation of a number of high-quality projects and innovation cases. By the end of 2025, key indicators of the Interconnected Innovation Zone—including the number of newly established enterprises, actual utilization of foreign capital, total import and export volume, total industrial output value, and intellectual property—will exceed the citywide average,The biopharmaceutical, new metal materials, next-generation information technology, and modern service industries will have further expanded and strengthened; a cluster of high-quality foreign-invested regional headquarters and functional institutions will have been established; the scientific research and development system will be more refined; and the Zone will provide strong impetus to Kunming High-Tech Zone’s application for designation as a National Independent Innovation Demonstration Zone, thereby laying a solid foundation for the industrialization of high-tech industries to support the construction of Kunming as a regional international central city.By the end of 2035, the Linked Innovation Zone will be developed into a leading domestic hub for scientific and technological innovation and a cluster for high-tech industries, with strong independent innovation capabilities and a reach extending to South and Southeast Asia.

(3) Scope of Implementation

The project covers three areas: the West Zone (Wuhua Heilinpu Area) and East Zone (Chenggong Majinpu Area) of Kunming High-Tech Zone, as well as the Kunming High-Tech Zone Private Science and Technology Park (Luoyang Subdistrict, Chenggong District), with a total managed area of 112.3 square kilometers.

II. Key Tasks

(1) Independently Pilot Reform Measures of the Free Trade Pilot Zone

1. Explore differentiated and distinctive reforms. With institutional innovation as the core, closely align with the reform pilot tasks of the Linked Innovation Zone, establish a system for tracking the progress of reform tasks and compiling case studies, and create a dynamic self-assessment and record-keeping evaluation mechanism for reform tasks.Emphasize the systematic integration of reform experiences. Fully leverage the comparative advantages of the Linked Innovation Zone in terms of industry, policy, technology, talent, and institutional mechanisms. Focus on the modern industrial system being developed by our province, and carry out differentiated and distinctive reform practices in areas such as the transformation of government functions, investment management, trade facilitation, biomedicine, new metal materials, next-generation information technology, and modern service industries. Explore and develop a set of reform and innovation experiences characteristic of the Linked Innovation Zone, and report no fewer than 12 pilot experiences and typical cases to national ministries and commissions annually.(Responsible Units: Office of the Kunming Zone Leading Group, Kunming High-Tech Zone Administrative Committee, and relevant departments)

2. Continuously optimize the business environment. Implement requirements for a market-oriented, rule-of-law-based, internationalized, and convenient business environment; accelerate the development of “smart government services”; advance the “one-stop online service” initiative; and continue to promote the handling of government service matters via mobile devices and digital platforms. Improve and refine the complaint and reporting response system for optimizing the business environment; promptly address concerns raised by enterprises and the public; and strive to ensure that every complaint and report receives a clear explanation and concrete resolution.Accelerate reforms in the approval of investment projects by implementing a commitment-based system and a “tolerance for missing documents” acceptance system for enterprise investment projects. Further deepen commercial system reforms, relax market access, simplify approval procedures, and accelerate the reform of simplified business deregistration. Fully implement the “separation of business licenses and permits” reform across all sectors, and advance reforms for business operation permits through four approaches: direct cancellation of approvals, conversion of approvals to record-filing, implementation of the notification and commitment system, and optimization of approval services.Accelerate reforms to the approval system for construction projects, promote the use of the notification and commitment system, and improve the efficiency of construction project approvals. 3. Enhance trade facilitation.Innovate methods for the release of export goods subject to patent disputes through guarantees, and support third-party institutions in providing services to enterprises. Explore the establishment of public “overseas warehouses” and overseas operation centers for export products. Vigorously develop third-party services—including inspection, testing, standards, and certification—covering the entire process from design and development to production, manufacturing, and after-sales service, and expand the scope of commodities and institutions for which third-party inspection results are accepted. Relying on the “National E-commerce Demonstration Base” and drawing on advanced cross-border e-commerce import and export supervision models, support enterprises in conducting cross-border e-commerce import and export operations.Implement the policy of assessed taxation for corporate income tax of retail export cross-border e-commerce enterprises. Actively seek to establish international mail exchange stations, promote the prompt implementation of the “1210” and “9610” customs supervision models for cross-border e-commerce, and effectively enhance trade facilitation in cross-border e-commerce customs clearance. 4. Enhance investment facilitation. Relax market access restrictions and promote the easing of constraints on registered capital, investment methods, and business scope in sectors such as telecommunications, healthcare, scientific research, and technical services to foster fair competition among all market entities. Implement the pre-establishment national treatment plus negative list management system for foreign investment; approval and filing procedures for foreign investment projects outside the negative list shall be handled in accordance with the principle of treating domestic and foreign capital equally. Optimize and streamline the licensing application process for foreign investors and provide convenient services for license applications.Grant domestic and foreign inspection and testing institutions equal treatment when applying to become designated bodies for mandatory certification. Establish a foreign investment information reporting system, promote the interconnectivity of government information systems, and build a fully functional, secure, and efficient platform for the public disclosure of foreign investment information. 5. Promote reforms in the financial sector. Support financial institutions such as banks and insurance companies in establishing new branches or specialized institutions within the Linked Innovation Zone, and encourage park outlets or branches to seek higher approval authorities.Ensure the implementation of relaxed access requirements for the centralized management of foreign exchange funds by multinational corporations within the Integrated Innovation Zone. Support eligible headquarter enterprise groups within the zone in establishing cross-border RMB funds pools to centrally manage RMB funds within the group. Support eligible enterprises within the Integrated Innovation Zone in raising capital through methods such as stock listings, corporate bonds, non-financial corporate debt financing instruments in the interbank bond market, trust plans, and insurance fund investments; provide incentives for enterprises raising capital through stock listings in accordance with regulations.Attract various types of equity investment, venture capital, and other private equity funds. Encourage banking financial institutions within the Linked Innovation Zone to extend RMB loans to overseas institutions or projects based on genuine needs and the principle of prudence, thereby meeting the financing needs of “going global” enterprises for overseas investment, project construction, engineering contracting, and large-scale equipment exports. 6. Enhance Regulatory Service Capabilities. Improve regulatory mechanisms and rules, establish a list of regulatory matters, clarify regulatory responsibilities, innovate and refine regulatory approaches, strengthen oversight in key areas, and implement a tolerant and prudent regulatory approach. Explore convenient regulatory measures for the import of R&D samples, equipment, and other items entering and exiting customs special supervision zones. Relying on existing customs special supervision facilities, actively apply for designated inspection sites for imported meat, chilled products, aquatic products, pharmaceuticals, fruits, and vegetables.Establish and improve a system of in-process and post-event supervision centered on credit-based regulation and compatible with the negative list management approach. Promote the further integration of regulatory methods such as “double random, public disclosure” supervision, key-area supervision, and credit-based supervision, and vigorously implement the “list of powers” and administrative streamlining and decentralization. 7. Explore mechanisms and models for industrial synergy. Strengthen coordination in the upstream and downstream industrial layouts between the Yunnan Pilot Free Trade Zone and the Linked Innovation Zones to foster symbiotic and complementary industrial chains. Fully leverage the respective strengths of the Kunming Zone and the Linked Innovation Zones to collaboratively undertake major national industrial projects and jointly cultivate world-class innovative industrial clusters.Fully leverage the geographical, resource, and policy advantages of the Honghe and Dehong zones in relation to Vietnam and Myanmar to engage in broader and deeper industrial cooperation with these two zones, jointly expanding into the South Asian and Southeast Asian markets. 8. Coordinated Development of the Biomedical Industry. Leveraging the industrial strengths of the “Biodiversity—Kunming National Bio-industry Base” and the “Yunnan Traditional Medicine Specialized Industrial Cluster” within the Linked Innovation Zone, and in line with the reform pilot mission of the Yunnan Pilot Free Trade Zone to “fully build a world-class destination for healthy living,” we will further expand and strengthen the biomedical industry to create a core cluster for the biomedical and health industry.With a focus on vaccines, cell and gene engineering, and human tissue regenerative medicine, we will construct and refine industrial chains following a development path toward high-end, cluster-based, and international standards, thereby building a leading life sciences industrial park in Southwest China. We will increase policy support for generic drugs, attract foreign generic drug companies and technical personnel, and leverage the “domestic yet outside customs territory” policy advantage of Jiegao in the Dehong Zone to collaborate with the Dehong Zone in exploring the establishment of a public R&D platform for generic drugs, thereby creating a complete generic drug industrial chain.Encourage traditional Chinese medicine enterprises within the Innovation Zone to source raw materials through the Hekou and Ruili ports of the Yunnan Pilot Free Trade Zone. Promote the development of emerging industries such as wearable medical devices, and support vaccine products in obtaining World Health Organization prequalification and international registration. Advance the construction of the Yunnan Provincial Umbilical Cord Blood Hematopoietic Stem Cell Bank and support the innovative development of the cell therapy industry cluster. Leveraging the Yunnan Precious Metal New Materials Industrial Park and the Germanium Materials Industrial Base, focus on the deep processing of new materials derived from non-ferrous and rare-precious metals, extend upstream and downstream industrial chains, drive the development and commercialization of new materials from non-ferrous and rare-precious metals, and achieve the transformation and upgrading of the new metal materials industry.Promote in-depth cooperation between enterprises in the metal new materials sector within the Integrated Innovation Zone and high-end manufacturing enterprises in the Yunnan Pilot Free Trade Zone to establish an integrated development model of “scientific and technological innovation + advanced manufacturing” and build an international cooperation platform for smart manufacturing. Promote the deep integration of artificial intelligence with manufacturing, advance the transformation, upgrading, and expansion of smart manufacturing projects, and encourage the construction of smart factories and digital workshops. Lay a solid foundation for the 5G industrial system in the Linked Innovation Zone, promote the construction of next-generation information infrastructure such as IPv6 (Internet Protocol Version 6), cloud computing, the Internet of Things, and the Industrial Internet, and drive the deep integration of the Internet, big data, and artificial intelligence with the real economy.Advance 5G commercial pilot programs and build a 5G industrial chain encompassing communications, electronic components, chips, and terminal applications. Allow existing electronic and telecommunications enterprises within the zone to conduct “both ends outside” (import-export-oriented) bonded maintenance services that are high-value-added, high-tech, and environmentally compliant, thereby extending the industrial chain and enhancing international competitiveness and service value.Vigorously develop lifestyle service industries—such as healthcare, e-commerce, and community services—that are fully integrated with information technology, as well as production-oriented service industries including industrial design, logistics, and exhibitions. Accelerate the high-quality development of the science and technology innovation center to drive innovation-led, coordinated development. Further improve the functions of the Kunming High-Tech Zone Bonded Logistics Center by providing services such as bonded warehousing, in-transit processing, international logistics distribution, import/export, and transshipment trade. Optimize one-stop comprehensive services covering customs clearance, inspection, market regulation, taxation, foreign exchange management, and e-commerce. Utilize the “bonded business model” to build a functional platform connecting domestic and international trade, thereby achieving the clustered development of multiple industries and business formats.Promote the integrated development of “Internet Plus Logistics” and encourage the construction of a public information platform for cross-border logistics. Support the construction of infrastructure such as cold-chain warehouses to establish a cold-chain hub connecting to South and Southeast Asia. 12. Vigorously promote cooperation among industry, academia, research institutions, and end-users. Support enterprises and research institutions within the Linked Innovation Zone in jointly undertaking national and local science and technology projects. Support the local implementation and commercialization of major innovation achievements within the Linked Innovation Zone to achieve productization and industrialization. Encourage enterprises, universities, and research institutions in both zones to collaborate in building independent innovation platforms. Increase R&D investment, actively conduct basic research, generic technology research, and applied research to enhance independent innovation capabilities.Encourage enterprises within the Linked Innovation Zone to collaborate with universities and research institutes through forms such as commissioned R&D, technology licensing, technology transfer, technology equity participation, and the joint establishment of R&D institutions. Support enterprises in the zone to establish emerging innovation organizations such as industrial innovation centers and industrial technology alliances, thereby building a leading zone for scientific and technological innovation. 13. Strengthen the development of science and technology innovation platforms. Improve the industrial technology innovation system with enterprises as the main body, refine the innovation investment mechanism centered on enterprises, and support state-owned technology-based enterprises in implementing equity and dividend incentive schemes. Support the Linked Innovation Zone in constructing national major scientific facilities, major science and technology infrastructure, and national science and technology innovation bases, as well as in establishing and attracting various science and technology innovation platforms such as R&D centers, design centers, entrepreneurship centers, and incubators.Support the development of distinctive innovation and entrepreneurship platforms within the Linked Innovation Zone, such as maker spaces, startup nurseries, incubators, and accelerators. Explore the “Blockchain+” model to promote the deep integration of blockchain technology with the real economy. 14. Support and encourage the transformation of scientific and technological achievements. Encourage enterprises, universities, and research institutes within the Linked Innovation Zone to carry out reform and innovation regarding the ownership, usage rights, disposal rights, and revenue rights of scientific and technological achievements, and to establish mechanisms for knowledge value evaluation, ownership of achievements, and benefit distribution. Enterprises, universities, and research institutes that implement the transformation of scientific and technological achievements within the Linked Innovation Zone shall be granted rewards in accordance with relevant regulations.Establish an intellectual property service industry cluster within the Linked Innovation Zone, build an intellectual property operation center, create an intellectual property operation service platform, and establish a rapid and coordinated intellectual property protection mechanism. 15. Strengthen science and technology finance. Encourage commercial banks to promote new models of intellectual property (IP) pledge financing, and utilize innovative approaches such as IP pledge financing and IP-for-equity swaps to develop and improve IP insurance, while implementing relevant policies such as insurance for the first-of-a-kind major technical equipment. Deepen cooperation among government, banks, and enterprises; establish industrial funds centered on leading industries to guide social capital investment in park industries. Promote key “Golden Seed” enterprises to raise capital through public listings and encourage non-listed small and medium-sized enterprises (SMEs) to list on the “New Third Board.”(Responsible Units: Municipal Financial Affairs Office, Municipal Market Regulation Bureau, Municipal Finance Bureau, Kunming High-Tech Zone Administrative Committee and relevant departments)

16. Vigorously promote the development of high-tech industrial clusters. Fully leverage the advantages of the Linked Innovation Zone in terms of technology, talent, and industry to collaborate with the Yunnan Pilot Free Trade Zone in promoting the open sharing of innovation and R&D platform resources, such as national-level enterprise key laboratories and national-level enterprise technology centers, within the zone. This will facilitate the adjustment and optimization of the province’s industrial structure and advance the development of high-tech industrial clusters. Increase support for high-tech enterprises by providing policy assistance in areas such as talent recruitment, industrial land allocation, patent applications, and technology commercialization.Encourage the Linkage Innovation Zone to collaborate with various zones within the Yunnan Pilot Free Trade Zone to attract and cultivate strategic emerging industry projects, thereby accelerating the rapid development of emerging industries. (IV) Deepening Institutional and Mechanism Reform and Innovation

17. Innovate investment promotion models. Implement a “dual-drive” approach combining government-led and market-driven investment promotion. Establish a “Five Ones” investment promotion mechanism and promote full-process agency services for investment projects. Advance market-oriented and enterprise-oriented reforms in investment promotion, explore market-driven operational models for investment promotion and enterprise services, innovate performance evaluation and incentive mechanisms, and cultivate a professional and internationalized team for investment promotion and enterprise services.Promote chain-based investment promotion and intensify efforts to attract investment in emerging industries, distinctive industries, and headquarters economy. Focus on attracting corporate headquarters and regional headquarters of Fortune 500 multinational corporations and large central state-owned enterprises. Prioritize and effectively implement the attraction of “major projects,” deeply explore the industrial chains of flagship projects, and strive to achieve new breakthroughs in flagship projects, supporting projects, related projects, and chain-completing projects. 18. Establish a flexible and efficient personnel mechanism. Except for staff in government agencies and public institutions, implement a comprehensive appointment and employment system. The sub-zone management committees shall independently determine salary levels and distribution methods by referencing the compensation standards for personnel hired by the High-Tech Zone, implementing a system where salaries are determined by position, adjusted according to changes in position, and rewarded based on performance. 19. Foster an international talent environment. Leverage the talent aggregation advantages of the linked innovation zones to support various types of talent within the zones in pursuing careers and starting businesses in the Yunnan Pilot Free Trade Zone.Accelerate the implementation of “one-stop online services” for policy consultation, administrative approvals, project applications, and market-oriented services, and build a talent service platform that complies with international norms. Encourage local human resources service agencies to collaborate with renowned human resources service agencies from Hong Kong, Macao, Taiwan, and overseas to jointly recruit high-end professional and technical talent. Optimize policies for recruiting foreign talent, allowing foreign and Hong Kong, Macao, and Taiwan technical and skilled personnel to work in the Linked Innovation Zone in accordance with regulations, and provide entry-exit and residency conveniences for foreign talent serving or starting businesses in the Linked Innovation Zone.Encourage scientific and technical personnel to bring their scientific and technological achievements to the Linked Innovation Zone for innovation and entrepreneurship. In accordance with relevant regulations, permit scientific and technical personnel from universities, research institutes, and state-owned enterprises to hold concurrent positions and receive additional compensation in the Linked Innovation Zone, with remuneration based on actual work performed. 20. Strengthen fiscal and tax support. Actively implement the policy on retaining the incremental portion of provincially shared tax revenues. Using 2020 as the base year, from 2021 to 2025, the full amount of the provincially returned portion of the incremental revenues from four tax categories—corporate income tax, personal income tax, tax on the occupation of arable land, and urban maintenance and construction tax for cigarette enterprises—shall be retained by the High-Tech Zone.Support the High-Tech Zone in seeking to retain the portion of revenue originally allocated to the provincial government under the existing system. From 2021 to 2025, the incremental portion exceeding the 2017 baseline will be retained by the Linked Innovation Zone (Kunming High-Tech Zone) to provide focused support for scientific research and industrialization in emerging industries such as cell therapy, vaccines, and next-generation information technology.(Responsible Units: Municipal Finance Bureau, Municipal Taxation Bureau, Municipal Commerce Bureau, Municipal Industry and Information Technology Bureau, Municipal Development and Reform Commission, Kunming High-Tech Zone Administrative Committee, and relevant departments)

III. Organizational Guarantees

(1) Strengthen Organizational Leadership.Uphold and strengthen the Party’s comprehensive leadership, ensuring that Party leadership is integrated throughout the entire process of building the Linked Innovation Zone. Under the comprehensive leadership of the Municipal Party Committee and Municipal Government, the Kunming Zone Working Leading Group will oversee the effort, the Office of the Kunming Zone Working Leading Group will coordinate, and 10 municipal-level thematic working groups will cooperate to jointly advance all tasks. The agenda of the joint working group meetings will be expanded to include matters related to the construction and development of the China (Yunnan) Pilot Free Trade Zone Linked Innovation Zone (Kunming National High-Tech Industrial Development Zone).

(2) Strengthen Task Implementation. Guided by the principle of pioneering and piloting initiatives, and adhering to a problem-oriented and demand-oriented approach, the Office of the Kunming Zone Leading Group and the Kunming High-Tech Zone Administrative Committee shall strengthen coordination with relevant provincial and municipal departments, actively seek support, formulate work plans, and clarify implementation measures, responsible departments, and timelines to ensure that all policy measures and work tasks are effectively carried out.

(3) Strengthen the Summarization of Experiences. Timely summarize and report on experiences and achievements. The Office of the Kunming Area Leading Group shall conduct dynamic monitoring and evaluation of implementation, promptly address new situations and issues arising during the work, and continuously improve the institutional mechanisms for promoting the coordinated work of the pilot free trade zone. Major matters must be promptly reported to and sought guidance from the Kunming Area Leading Group.

(4) Strengthen think tank support. Enhance the sharing of expert resources with the Yunnan Pilot Free Trade Zone Research Institute and its Advisory Committee; integrate various academic and think tank resources; establish a research base for trade and investment rules, a platform for policy discussion and exchange, and a think tank for decision-making support; build various exchange platforms; and carry out comprehensive coordination in science and technology, policy, talent, and capital to form a think tank support and cooperation mechanism.

(5) Strengthen coordination and synergy. Establish a mechanism for backward scheduling and coordination in implementing institutional innovations. Establish information-sharing, communication, and coordination mechanisms with provincial departments, all zones of the Yunnan Pilot Free Trade Zone, and linked innovation zones. Ensure the proper reporting of pilot experiences and case studies regarding institutional innovation reforms.Using the optimization of existing policies and breakthroughs in new policies as means, and focusing on obtaining replicable and scalable experience and case studies as the fundamental objective, we will benchmark against the institutional innovation pathways of the pilot free trade zone. We will simultaneously advance the replication of successful practices and the summary, evaluation, and reporting of mature experience and case studies, while actively cooperating with the Office of the Leading Group for the China (Yunnan) Pilot Free Trade Zone in conducting assessment and evaluation work.
