I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China, the Fifth and Sixth Plenary Sessions of the 19th Central Committee,the 11th Provincial Party Congress, and the 12th Municipal Party Congress. We will thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection of Yunnan, adhere to the new development philosophy, promote high-quality economic development, deepen reforms to streamline administration, delegate power, and improve government services, and take optimizing the business environment as a key lever. We will firmly establish the clear orientation that “to pursue development, we must focus on industries; to focus on industries, we must cultivate market entities.” With the goal of accelerating the construction of a modern industrial system, we will focus on upgrading traditional industries, expanding the scale of emerging industries, creating competitive advantages for distinctive industries,digital empowerment of industrial transformation, and the optimization and upgrading of industrial ecosystems. By giving equal emphasis to “attracting new investment from outside” and “generating growth from within,” we will strive to form a development pattern where large enterprises “stand tall and strong,” small and medium-sized enterprises “spread far and wide,” and micro-enterprises and individual businesses “thrive and flourish.”

II. Work Objectives

(1) Increase the Number of Market Entities. By 2025, the total number of market entities in the city will reach 1.842 million, with an average annual growth rate of 15.45%, and the number of market entities per 1,000 people will reach 184. The number of enterprises in the city will double, reaching 792,700, with an average annual growth rate of 18.67%, and the number of enterprises per 1,000 people will reach 79.

(2) Expanding the Scale of Market Entities. By 2025, the number of “four-above” enterprises in the city will reach 7,227, with an average annual growth rate of 10.90%, and we will strive to double this figure. We will vigorously support “chain-leading” enterprises, actively promote the extension, supplementation, and strengthening of industrial chains, and support the growth and expansion of “chain-leading” enterprises.

(3) Enhancing the vitality of market entities. By 2025, the activity rate of market entities across the city will reach 70%; the value added by the private sector will account for more than 50% of the city’s GDP; and newly established market entities will create more than 2.2 million jobs.

(4) Strengthening Market Entities. By 2025, the city’s enterprises will achieve breakthroughs in ranking among the Fortune Global 500, with more companies making the China 500 list; the number of listed (or listed on a stock exchange) companies will reach 143 or more; the “Triple Growth” Action Plan for high-tech enterprises will be implemented, bringing the total number of high-tech enterprises in the city to over 3,000 and the number of technology-based small and medium-sized enterprises to over 5,000;the number of valid registered trademarks will exceed 320,000, and the number of agricultural products certified under the “Three Products and One Standard” program will reach over 1,600.

III. Key Measures

(1) Enhance the Convenience of Registration. Upgrade the “One-Window” system for business establishment and promote the use of electronic business licenses, electronic seals, and electronic invoices. Explore reforms such as “One Industry, One License,” “One License, Multiple Locations,” and “Cluster Registration”; implement the suspension system for market entities and the credit repair mechanism for market supervision to support the extension of market entities’ lifecycles.Improve the exit mechanism for market entities, further simplify the procedures and documentation for business deregistration, and achieve “one-stop” processing for business deregistration. Continuously refine measures for simplified business deregistration. Fully implement intelligent, non-intervention registration for individual businesses. (2) Improve the efficiency of administrative approval. Focusing on the principles of “no need to seek favors, contactless approval, and one-stop service,” vigorously promote the reduction of procedures, documentation, processing times, and fees for administrative approval matters to further lower institutional transaction costs. Advance the reform of the commitment system for enterprise investment projects and standardize the content of commitment notifications.Accelerate the integration of multiple planning systems and surveying procedures, promote the consolidation of various planning data, and facilitate the overlay of base maps for planning at all levels and categories. This will enable “single-point commissioning, joint surveying, shared results, real-time querying, and business coordination” across all phases of engineering construction projects.Deepen the “separation of business licenses and permits” reform to achieve full coverage. Establish a reform list for business operation permits involving enterprises, and advance reforms by categorizing them into four approaches: direct cancellation of approval, conversion of approval to filing, implementation of the notification and commitment system, and optimization of approval services. Focus on reducing post-licensing permits to effectively resolve the issue of “access granted but operation prohibited.” Strictly enforce the Yunnan Provincial List of Administrative Approval Intermediary Services. Increase the coordinated use of industrial funds, implement targeted allocation, and further integrate resources to prioritize support for the cultivation and development of market entities. Improve the online public processing system for fiscal funds supporting market entities, and establish a comprehensive online processing mechanism covering the entire process from policy release and application review to the disclosure of results. Further streamline the procedures and formalities for enjoying tax and fee preferential policies, and continuously expand the scope of “self-assessment, self-declaration, and ex-post supervision.”Advance reforms to facilitate tax and fee payments, expand the scope of comprehensive tax and fee filing, and achieve “one form, one filing, one payment.” Enable online processing of tax and fee matters for enterprises and mobile processing for individuals.Accelerate the development of the government-backed financing guarantee system and guide government-backed financing guarantee institutions to reduce fees and offer concessions while ensuring sustainable operations. Implement “one-on-one” and “face-to-face” financing coordination mechanisms for financial services to private enterprises, and encourage financial institutions to develop “tailored financing service plans” for eligible private enterprises. (4) Strengthen the Supply of Key Resources. Coordinate the integration of territorial spatial planning with industrial layout, new quotas with the optimization of existing quotas, and the upgrading of industrial parks with land supply guarantees for key projects to effectively resolve the issue of insufficient land supply for projects. Strengthen the standardization of human resources services, reduce the number of entry-level professional qualifications, enhance vocational skills training, promote the orderly flow and optimal allocation of human resources, and effectively ensure the labor needs of market entities.Deepen reforms in the approval process for connecting to municipal infrastructure. Implement parallel approval procedures for relevant stages such as engineering planning permits, landscaping permits, and permits for construction on public roads, and explore the implementation of a notification and commitment system for infrastructure connections. (5) Enhance Innovation and Entrepreneurship Activity. Strengthen the centralized compilation of business-friendly policies and increase the frequency of updates to the policy list to ensure enterprises can promptly understand and equally benefit from these policies. Expand the scope of assistance and agency services, cultivate a dedicated team of service providers, and offer comprehensive, convenient agency services for administrative approvals throughout the entire lifecycle of enterprise establishment, growth, development, and expansion.Strengthen policy support for entrepreneurship guarantee loans, improve the operational mechanisms of the “Kunming University Alliance” and the “Kunming Research Institute Alliance,” advance the construction of innovation and entrepreneurship districts around university towns and industrial belts for the commercialization of university research outcomes, and establish the “University Town Innovation and Entrepreneurship Corridor.” Support enterprises in independently conducting skill-based talent assessments in accordance with national vocational skills standards; where no national standards exist, enterprises may independently develop evaluation criteria. (6) Effectively Reduce Operational Burdens. Establish a long-term mechanism to curb arbitrary charges, fines, and levies.Strictly implement national, provincial, and municipal policies regarding the cancellation, suspension, exemption, and reduction of administrative and public service charges; no government funds or administrative and public service charges may be collected outside the scope of the official catalog. Fully implement tax and fee reduction policies; strictly regulate charges in areas such as administrative approval intermediary agencies, industry associations, and commercial banks; improve price formation mechanisms; and prohibit internet platform enterprises from abusing their dominant market positions to charge unfairly high service fees.No unit or individual may compel or indirectly compel market entities to participate in evaluations, standard-setting, commendations, training, assessments, examinations, or similar activities, nor may they charge or indirectly charge market entities for such activities. We will improve long-term mechanisms and continue to advance efforts to clear overdue payments owed to private enterprises and small and medium-sized enterprises. (7) Upholding a Fair and Just Market Order. Implement the negative list for market access to ensure that all types of market entities have equal access to resources and factors of production in accordance with the law and can participate fairly in market competition. Strengthen the binding nature of fair competition reviews by establishing systems for random inspections, performance evaluations, and public disclosure of such reviews, as well as by establishing and improving coordination mechanisms for fair competition reviews and third-party review and evaluation mechanisms. Improve the “double random, one public” regulatory platform, conduct regulatory enforcement scientifically through data monitoring, and publicly disclose results via online platforms.Integrate “double random, public disclosure” supervision with enterprise credit risk classification management to continuously reduce the frequency of inspections for law-abiding and trustworthy enterprises. (8) Safeguard the legitimate rights and interests of market entities. No unit or individual shall interfere with matters such as pricing, internal governance, and business models that, by law, should be decided autonomously by market entities. Intensify efforts to detect and punish illegal and criminal acts such as intellectual property infringement; in sectors directly related to the public’s health and safety, accelerate the introduction of punitive damages systems. Strengthen the protection of the rights and interests of small and medium-sized investors, improve the mechanisms for protecting their rights and interests, and enhance the convenience for them to safeguard their legitimate rights and interests.Standardize the exercise of discretionary power in administrative penalties by clarifying the types and ranges of administrative discretion, standardizing application procedures, and correcting irregularities in law enforcement such as disproportionately light or heavy penalties. Establish and improve mechanisms for tolerating and correcting errors in law enforcement; for minor violations, exercise caution and minimize the use of administrative enforcement measures to prevent a "shut-down-at-the-first-sign" approach or the use of fines as a substitute for management. (9) Intensify efforts to attract high-quality and high-impact investments. Improve the quality and efficiency of investment promotion by focusing on extending, supplementing, and strengthening industrial chains, and attracting a batch of flagship industrial projects characterized by large investment scale, high industrial sophistication, strong innovation capabilities, and good alignment with our city’s industrial structure. Improve the coordination and promotion mechanism for key investment projects, and establish a monthly review, dynamic tracking, and supervision mechanism for the progress of key investment projects.We will establish a work promotion mechanism based on the principle of “one project, one promotion team, one work plan, and one set of preferential policies” to coordinate and resolve issues arising during the introduction and implementation of major projects and key enterprises within key industrial chains. For major investment projects coming to Kunming, we will provide full-process services from project negotiation and consultation through to project implementation and commencement of construction. (10) Facilitate Smooth Communication Channels Between Government and Enterprises. Thoroughly implement the response system for complaints and reports regarding the business environment. Integrate Kunming’s government service hotlines and designate the 12345 hotline as the unified non-emergency government service hotline for receiving public requests, thereby increasing the centralization of government service-related information handling.Improve the routine communication mechanisms with enterprises, industry associations, and chambers of commerce; listen to the difficulties, problems, and suggestions raised by enterprises; actively involve entrepreneurs in the policy-making process; facilitate communication channels, instill confidence in development, and resolve practical issues to build a close yet clean government-business relationship. IV. Key Tasks

(1) Double the number of agricultural enterprises and farmers’ professional cooperatives. Guided by the Rural Revitalization Strategy, focus on building a “6+2” distinctive industrial system (comprising six sectors—vegetables, flowers, forestry and fruit, mountain pastoralism, specialty aquaculture, and medicinal herbs—as well as two deep-processing sectors—tea and coffee). Vigorously develop new rural industries and business models, and implement the New Agricultural Business Entity Cultivation Project.Support migrant workers in starting their own businesses and establish a number of national-level rural entrepreneurship and innovation demonstration parks (bases), while continuing to advance the construction of municipal-level rural entrepreneurship and innovation parks (bases). Focusing on the production of high-quality agricultural products and the extension of product value chains, establish close agricultural industrialization linkage mechanisms. Actively promote service models such as cooperative, managed, and contract-based approaches, and implement industrial cooperation models such as “leading enterprises + farmers’ professional cooperatives + production bases + individual farmers” and “companies + livestock breeders + cooperative breeding communities.”Implement the Agricultural Product Brand Enhancement Project, focusing on the creation of brands for competitive and distinctive industries. Cultivate a group of regional public brands, corporate brands, and product brands with international influence, and make every effort to build a world-class “Green Food Brand” to further enhance the domestic and international reputation and influence of Kunming’s green food products. By 2025, the number of agricultural enterprises in the city will reach 24,200, with an average annual growth rate of 19.10%.Among these, the number of key leading enterprises in agricultural industrialization will reach 948, with an average annual growth rate of 15.20%. (2) Double the number of industrial enterprises. Focusing on objectives such as “optimal scale and structure, high quality and efficiency, strong innovation capacity, advanced levels of intelligent and green development, and significant radiating and synergistic benefits,” by the end of the 14th Five-Year Plan period, the city’s industrial innovation capacity and development level will be significantly enhanced, input-output efficiency will be substantially improved, industrial and innovation chains will be fundamentally integrated, spatial layout will be further optimized, and a high-quality, leapfrog development momentum will be established, providing strong support for the city’s construction as a regional international central city.Support multi-party collaboration among industrial enterprises, universities, research institutes, and professional service providers, as well as the sharing of upstream and downstream resources. Extend industrial chains through industrial and R&D support to create several innovative industrial clusters with national influence. Encourage listed companies to improve corporate governance, strengthen capital operations such as refinancing and mergers and acquisitions, and enhance the quality of their development as listed entities. By 2025, the number of industrial enterprises in the city will reach 35,200, with an average annual growth rate of 17.56%.Among these, the number of industrial enterprises above designated size will reach 1,650, with an average annual growth rate of 11.30%. (3) Double the number of construction enterprises. By implementing major projects such as the development of world-class “Three Flagship Brands,” key infrastructure construction, key industries, the digital economy, rural revitalization, and ecological conservation, we will foster and expand a group of construction enterprises through large-scale projects, while supporting the development of related enterprises in interior decoration, installation, supervision and consulting, and design. We will encourage central state-owned enterprises, construction enterprises from outside the province and city, and engineering general contractors to establish operations in Kunming and jointly participate in key municipal projects.Support private capital in participating in the construction of urban infrastructure, municipal public utilities, and rural gas supply projects. Optimize the management of qualifications and certifications, and streamline the classification and grading of construction enterprise qualifications. By 2025, the total number of construction enterprises in the city will reach 83,400, with an average annual growth rate of 18.17%. Deepen policies to expand domestic demand, align with trends in consumption upgrading, improve the consumer environment, and promote innovation, transformation, and cross-sector integration in the physical retail sector. Implement an action plan to foster new forms of consumption, accelerate the upgrading and expansion of traditional rural consumption in areas such as food, clothing, housing, daily necessities, and transportation, and further unleash consumption potential. Actively establish e-commerce incubation platforms, attract well-known e-commerce enterprises, promote the coordinated development of local enterprises, vigorously incubate e-commerce market entities, and strengthen the tracking and cultivation of commerce and trade enterprises below the reporting threshold.Accelerate the development of open-economy platforms such as the Kunming Area of the Free Trade Zone, the Kunming Comprehensive Bonded Zone, and the Kunming Cross-Border E-Commerce Industrial Park; improve the foreign investment promotion and service system; refine the pre-establishment national treatment plus negative list management system for foreign investment; strengthen targeted investment promotion and industrial chain-based investment attraction; attract a group of export-oriented enterprises to establish operations in Kunming in line with the city’s key industrial priorities; and accelerate the cultivation of market entities in foreign trade and foreign investment.By 2025, the number of enterprises in the city’s wholesale and retail, accommodation, and catering sectors will reach 268,500, with an average annual growth rate of 18.54%. Build modern industrial clusters with distinctive characteristics and establish a modern service industry system with strong innovation capacity, sustainable development capabilities, and competitiveness. The framework for high-quality development of the city’s modern service sector will be fundamentally established, and Kunming’s position as a leading modern service sector city with influence extending to South and Southeast Asia will be further consolidated.Leveraging platforms such as the Kunming International Financial Town, we will accelerate the pace of financial clustering in Kunming, improve the modern financial organizational system, and enhance the comprehensive strength of traditional finance. We will make every effort to promote the development of the tourism industry, cultural and creative industries, health services, resident and household services, real estate, platform and sharing economies, headquarters economy, service outsourcing, and human resources services.By 2025, the number of service enterprises in the city will reach 381,300, with an average annual growth rate of 18.96%. Implement all policy measures to promote the development of the private economy, improve the city-wide policy framework for fostering “specialized, refined, distinctive, and innovative” SMEs, and cultivate more “Little Giant” enterprises. Strengthen the role of the coordination mechanism for SME development, ensure the implementation of policies and measures to stabilize economic growth, optimize support policies for SMEs, and continuously ensure that relief and business-friendly policies—such as tax and fee reductions, rent and interest rate cuts, and inclusive finance—reach the grassroots level and directly benefit market entities.Improve the system whereby leading officials are paired with private enterprises, accelerate the establishment of a close yet clean government-business relationship, and vigorously promote the entrepreneurial spirit. Establish a joint departmental meeting system to support the development of individual businesses, and actively coordinate to resolve prominent issues faced by individual businesses regarding rent, taxes and fees, social security, financing, and labor.Implement preferential policies for the “transition from individual businesses to enterprises” to guide individual businesses in upgrading and transforming into enterprises. V. Work Requirements

(1) Strengthen Organizational Guarantees. The Municipal People’s Government has established the Kunming Municipal Leading Group for Promoting the Doubling of Market Entities (hereinafter referred to as the Leading Group) to comprehensively advance the work of doubling market entities and coordinate the resolution of major issues arising during implementation. The Leading Group’s Office is established within the Municipal Market Regulation Bureau to promptly track and monitor the progress of key tasks, strengthen overall coordination, and study solutions to specific issues. The people’s governments of all counties (cities) and districts, as well as the administrative committees of all development (resort) zones, must fulfill their local responsibilities and establish sound working mechanisms.All departments must take the initiative, ensure rigorous implementation, enhance their proactive service mindset, and make every effort to advance the work of optimizing the business environment to promote the doubling of market entities.

(2) Strengthen the Implementation of Responsibilities. The lead departments for market entity cultivation—including the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the Municipal Bureau of Housing and Urban-Rural Development, the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, and the Municipal Market Regulation Bureau—shall thoroughly analyze and study national policies, current development conditions, and future goals; refine task breakdowns; and achieve work objectives. They shall formulate and issue market entity cultivation plans within two weeks of the issuance of this opinion;Relevant municipal departments shall formulate specific measures in accordance with their respective duties. The people’s governments of all counties (cities) and districts, as well as the administrative committees of all development (resort) zones, shall formulate and issue implementation measures within one month of the issuance of this opinion. After the specific measures of each department are issued, they shall be submitted to the Office of the Municipal People’s Government for the record, and progress reports shall be submitted to the Leading Group Office at the end of each quarter.

(3) Strengthen Publicity and Guidance.All departments shall make full use of various media to publicize the important status and role of market entities in economic and social development, the significance of fostering market entities, and the policy measures aimed at optimizing the business environment to promote the exponential growth of market entities. They shall effectively publicize and interpret these policy measures to increase public awareness, support, and participation, promptly address public concerns, and ensure the comprehensive implementation of policy measures; they shall also promptly summarize exemplary experiences in the cultivation and development of market entities that can be replicated and promoted, boost the confidence of market entities, and foster a favorable public opinion environment.

(4) Strengthen Supervision and Evaluation. The Municipal Government Office shall include market entity cultivation efforts within the scope of key supervision for county (city) and district people’s governments, development (resort) zone management committees, and relevant municipal departments, conducting regular follow-up inspections. The Leading Group Office shall take the lead in establishing a statistical monitoring system, develop a comprehensive set of statistical monitoring indicators, strengthen daily monitoring, and enhance work coordination.
