To implement the spirit of the “Opinions of the People’s Government of Yunnan Province on Further Optimizing the Business Environment and Promoting the Doubling of Market Entities” (Yun Zheng Fa [2021] No. 21), further optimize the business environment, stabilize market expectations, further stimulate market vitality and social creativity, promote the doubling of market entities, and advance the high-quality economic and social development of the entire city, the following implementation opinions are put forward in light of actual conditions:

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth, and sixth plenary sessions of the 19th Central Committee. We will thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection tour of Yunnan. Grounded in the new stage of development, we will fully, accurately, and comprehensively implement the new development philosophy and build a new development paradigm. With the promotion of high-quality development as the central theme, we will focus on the construction of world-class demonstration zones for the “Three Cards,” the Border Prosperity and People’s Enrichment Demonstration Zone, and the International Cultural Tourism Destination.firmly establish the clear orientation that “to pursue development, we must focus on industries; to focus on industries, we must focus on fostering market entities,” accelerate the creation of a market-oriented, law-based, and international business environment, and further deepen the reform of streamlining administration, delegating powers, and improving government services.We will transform government functions, implement a comprehensive set of policy measures, advance full-chain optimization of approval processes, ensure fair regulation throughout the entire process, and enhance services across the full lifecycle. We will improve mechanisms for cultivating and attracting market entities, fully implement policies to alleviate difficulties and benefit enterprises, fully stimulate the vitality and endogenous momentum of market entities, and effectively promote their rapid growth. By stabilizing existing entities, expanding new ones, and improving quality, we will ensure that market entities become more numerous, larger, more dynamic, and stronger,accelerating the formation of a development landscape where large enterprises “stand tall and strong,” small and medium-sized enterprises “spread far and wide,” and micro-enterprises and individual businesses “thrive and flourish,” thereby laying a solid foundation for promoting high-quality development in Baoshan.

II. Overall Objectives

By 2025, the number of market entities per 1,000 people in the city will reach the provincial average. Building on this foundation, we will strive to double the number of market entities.

(1) Increasing the Number of Market Entities. By 2025, the total number of market entities in the city will reach 316,700, with an average annual growth rate of 14.51%, and the number of market entities per 1,000 people will reach 130; the number of enterprises in the city will double, reaching 80,200, with an average annual growth rate of 25.93%, and the number of enterprises per 1,000 people will reach 33.

(2) Expanding the Scale of Market Entities. By 2025, the number of “four-above” enterprises in the city will reach 1,261, with an average annual growth rate of 11.21%, and we will strive to double this figure.

(3) Enhancing the vitality of market entities. By 2025, the activity rate of market entities across the city will reach 70%; the value added by the private economy will account for over 56% of the city’s GDP; and newly established market entities will create approximately 397,000 jobs.

(4) Strengthening Market Entities. By 2025, the city will have at least one listed company; accelerate the cultivation and development of technology-based enterprises, with the number of high-tech enterprises reaching 87 and the number of technology-based small and medium-sized enterprises reaching 100; the number of valid registered trademarks will exceed 17,000; and the number of agricultural products with “Three Products and One Standard” certification will reach 417.

III. Key Tasks

(1) Cultivate and expand agricultural enterprises and farmers’ professional cooperatives. Focus on the National Rice Dual-Purpose Sterile Line Breeding Base, the full-chain restructuring of the coffee industry, the expansion and strengthening of Changning Black Tea, the optimization and specialization of the Dendrobium industry, the strengthening and optimization of the Chinese medicinal materials industry, and the expansion and strengthening of the beef cattle industry to intensify the cultivation of new types of agricultural business entities.Actively apply for provincial and ministerial-level modern agricultural industrial parks, intensify efforts to build agricultural industry-strong towns, and effectively implement the Tengchong City Yunling Beef Cattle Industry Cluster Technical Service Platform Construction Project. Vigorously develop primary processing of agricultural products, enhance the level of deep processing, and promote the formation of a group of green, standardized, and digital agricultural production, processing, and service enterprises to improve their capacity for radiating and driving development.Actively establish the Tengchong Simola Demonstration Park, the Tengchong Ginkgo Industrial Integration Demonstration Park, and the Tengchong “Daheshun” Rural Complex. Support returning migrant workers, college graduates, and others in launching entrepreneurial and innovative ventures in rural areas, fostering new industries, business models, and operational formats. Strive to create provincial and national-level rural entrepreneurship and innovation parks (bases) to promote the integrated development of the primary, secondary, and tertiary sectors in rural areas. Implement the Standardization and Upgrading Initiative for Farmers’ Professional Cooperatives, optimize support policies, strengthen guidance and services, and promote the high-quality development of these cooperatives.Comprehensively establish an interest-linkage mechanism connecting farmers’ professional cooperatives with individual farmers and leading enterprises with farmers’ professional cooperatives, and promote full coverage of industrial assistance. Strengthen infrastructure development in industrial parks, promote the establishment of projects, enterprises, talent, and technology within these parks, and prioritize the allocation of resources such as capital, land quotas, and power supply to industrial parks. Focus on transforming industrial parks into key platforms for fostering and expanding market entities and promoting industrial clustering, thereby expanding and strengthening the park economy. Centered on the “one 100-billion-yuan-level and four 10-billion-yuan-level” industries, build industrial chains and clusters tailored to local conditions with dominant industries at their core.Focusing on key industrial clusters such as silicon-based industries, food and pharmaceuticals, chemical construction, light industry and textiles, electronics and information technology, and equipment manufacturing, organize, plan, and reserve a batch of major projects by leveraging local resource endowments, industrial foundations, and comparative advantages. Accelerate the implementation of the “Double Hundred” Industrial Development Project,harnessing the supporting and driving role of leading enterprises; supporting major projects such as green silicon materials and green food to open their supply chains to small and medium-sized enterprises; cultivating and attracting a group of supporting enterprises to extend, complement, and strengthen industrial chains; fostering the emergence of strategic emerging industries and world-class “Three Signature Brands” enterprises; supporting the introduction of low-energy-consumption, high-value-added industrial enterprises; accelerating the coordinated development of upstream and downstream sectors, production-supply-sales integration, and collaboration among large, medium, and small enterprises; and forming industrial and enterprise clusters with distinctive characteristics, comprehensive supporting systems, and a healthy ecosystem.With a focus on the Industrial Internet, we will accelerate the development of the Industrial Internet, deepen the integration of next-generation information technology with key industrial sectors and the development of world-class “Three Flagship” enterprises, and expedite the digital transformation of traditional industries. (3) Cultivate and Strengthen Construction Enterprises. Relying on major municipal construction projects, cultivate and strengthen a group of construction enterprises, while supporting the development of related enterprises in interior decoration, installation, supervision and consulting, and design. Encourage construction enterprises and engineering general contractors to establish operations in Baoshan and participate in key project construction. Accelerate the implementation of the “Going Global” strategy, encouraging and supporting enterprises to undertake projects in construction, municipal works, power, water conservancy, and transportation sectors outside the city and province to enhance their market competitiveness.Support private capital in participating in the construction of urban infrastructure, municipal public facilities, and rural gas supply projects. Optimize the management of qualifications and certifications, and streamline approval procedures. (IV) Foster and Expand Commerce and Trade Enterprises. Fully implement policies to expand domestic demand, adapt to trends in consumption upgrading, improve the consumer environment, and promote innovation, transformation, and cross-sector integration in the physical retail sector. Implement measures to boost bulk and key consumer goods, carry out action plans to foster new forms of consumption, accelerate the quality improvement and expansion of traditional rural consumption in food, clothing, housing, daily necessities, and transportation, and foster and expand enterprises in wholesale and retail, accommodation, and catering to further unleash consumption potential.Actively incubate e-commerce entities, attract well-known e-commerce companies to establish operations in Baoshan, and promote collaborative development among local enterprises. Strengthen the tracking and cultivation of commerce and trade enterprises below the statistical reporting threshold, enhance support through funding, projects, and other resources, and ensure that enterprises meeting the threshold are promptly included in statistical reporting. Accelerate the construction of open economic platforms such as cross-border economic cooperation zones and border economic cooperation zones, and expedite the application for the Baoshan City Tengchong Border Economic Cooperation Zone to be designated as a linked innovation zone within the China (Yunnan) Pilot Free Trade Zone.We will enhance foreign investment promotion and services, fully implement the pre-establishment national treatment plus negative list management system for foreign investment, encourage and support enterprises engaged in import-export operations at our city’s ports to register and establish operations here, vigorously promote the export of trade in services, and accelerate the cultivation of market entities in foreign trade and foreign investment.By 2025, the total number of enterprises in the wholesale, retail, accommodation, and catering sectors across the city will reach 26,300, with an average annual growth rate of 25.93%. Upgrade traditional consumer-oriented services, promote public welfare services in basic education and healthcare, and focus on developing new and specialized production-oriented services, accelerating the growth of modern logistics, postal and warehousing services, e-commerce, information services, financial services, and technology services.Actively attract various types of financial institutions, including insurance, securities, funds, and financial leasing companies, to advance digital financial services and establish an efficient and convenient financial service system. Capitalize on major projects such as urban renewal and the renovation of older residential communities to improve property management services for residential housing, cultivate a group of branded property service enterprises, and foster the emergence of service enterprises in fields such as urban renewal, smart community operations, and housing rentals.Fully tap the potential of cultural and tourism resources, promote the integrated development of ethnic culture with creative design, modern fashion, and digital technology, and foster a group of new-type cultural enterprises, cultural and creative enterprises, and smart tourism innovation enterprises. Actively attract health and wellness service brands to establish operations locally and cultivate new-type sports and sports-health service enterprises. Promote the convenient and trustworthy development of basic family services such as domestic services, community services, and patient care.Accelerate the healthy development of childcare institutions, introduce preferential policies to support inclusive childcare, improve the “integrated childcare and early education” service model, actively promote the construction of model childcare centers, and ensure proper registration and daily supervision of childcare institutions to continuously enhance their professionalism, standardization, and compliance.By 2025, the number of service enterprises in the city will reach 28,100, with an average annual growth rate of 25.93%. Implement all policy measures to promote the development of the private economy, carry out the SME Growth Project and the market entity suspension system, establish an assessment mechanism for market entity suspensions, and cultivate and strengthen market entities.Implement a five-tiered, integrated cultivation mechanism for micro and small enterprises, growth-oriented SMEs, industrial enterprises above designated size, provincial-level “Specialized, Refined, Unique, and Innovative” (“SRUI”) “Little Giant” enterprises, and national-level “SRUI” “Little Giant” enterprises, accelerating the cultivation of a cohort of “SRUI” “Little Giant” enterprises that specialize in niche markets, focus on their core businesses, possess strong innovation capabilities, and demonstrate robust growth potential.Leverage existing resources to effectively disseminate and deliver policy services, ensuring that relief and business-friendly policies—such as tax and fee reductions, rent and interest rate cuts, and inclusive finance—reach the grassroots level and directly benefit market entities. Enhance the level of refined management within enterprises; encourage and support small, micro, and medium-sized enterprises in implementing refined management practices, improving and standardizing management systems, with a focus on enhancing management capabilities in finance and human resources, and assisting “Little Giant” enterprises in obtaining relevant quality management system certifications.Further refine the system whereby leading officials maintain direct ties with private enterprises, accelerate the establishment of a new, close yet clean government-business relationship, and vigorously promote the entrepreneurial spirit. Accelerate the improvement of the service system, strengthen guidance on entrepreneurship, implement preferential policies for the transition of individual businesses to enterprises, and guide individual business operators to transform and upgrade into enterprises.Vigorously promote increased financing, broader coverage, improved quality, and enhanced efficiency for SMEs and individual businesses, and expand credit allocation to SMEs. IV. Policy Measures

(1) Improve Registration Efficiency. Fully implement the "Regulations on the Administration of Market Entity Registration" to further enhance the convenience of market entity registration. Promote systems such as same-day completion, one-stop completion, and time-limited completion to enable centralized, nearby, online, and cross-regional processing. Further improve the efficiency of market entity registration.Continuously optimize the market entity registration process to achieve “one-stop online processing” for matters such as enterprise establishment registration, official seal engraving, invoice application, social security registration, housing provident fund registration for enterprises, and bank account opening appointments. Streamline bank account opening procedures, limiting the processing time to 3 working days (except for a small number of suspicious or special cases), and further reduce the time required to establish a business to 1 working day.Simultaneously issue electronic business licenses alongside physical certificates to facilitate online business operations. Implement the commitment-based registration system for business addresses (operating locations) and promote the “one address, multiple licenses” and “one license, multiple addresses” policies in sync with the province. Implement the business suspension system and the market supervision credit repair mechanism to support the extension of market entities’ lifecycles. (2) Enhance the Efficiency of Approval Services. Focusing on the principles of “no need to seek favors, contactless approval, and one-visit resolution,” strictly implement the provincial basic catalog of government service items, vigorously promote the reduction of procedures, documentation, processing times, and fees, and further lower institutional transaction costs. Implement the requirements of the “streamlining administration, delegating powers, and improving services” reform; in accordance with the unified provincial deployment, steadily advance the reform of relatively centralized administrative licensing authority and implement the “single-seal approval” system.Dynamically adjust the list of investment project approval items, further optimize and streamline investment approval processes, and advance the reform of the commitment-based system for enterprise investment projects. Continue to deepen the reform of the approval system for construction projects, promoting the integration of multiple planning documents, forms, and reviews, as well as joint surveying and joint acceptance. Deepen the full coverage of the “separation of business licenses and permits” reform to effectively resolve the issue of “access granted but operation prohibited.”Strictly implement the provincial list of intermediary services for administrative approvals; no approvals shall be granted outside the scope of this list, and “government-affiliated intermediaries” shall be resolutely eliminated. Comprehensively promote the use of the provincial online government service platform and the “One-Stop Mobile Government Services” app to increase user registration rates and the volume of processed cases. (3) Enhance the Level of Fiscal, Tax, and Financial Services.Improve and refine the online public processing system for fiscal funds supporting market entities, and establish a comprehensive online processing mechanism covering the entire process from policy release and application review to the disclosure of results. Further streamline the procedures and formalities for accessing tax and fee preferential policies, and continuously expand the scope of “self-assessment, self-declaration, and ex-post supervision.” Implement consolidated filing of Value-Added Tax (VAT) and Consumption Tax with Urban Maintenance and Construction Tax, Education Surcharge, and Local Education Surcharge, respectively, to enable online handling of corporate tax and fee payment matters and mobile handling of individual tax and fee payment matters.Accelerate the development of the government-backed financing guarantee system and guide financing guarantee institutions at all levels to reduce fees and offer preferential terms while ensuring sustainable operations. Implement “one-on-one” and “face-to-face” financing coordination mechanisms for financial services to private enterprises, and encourage financial institutions to develop “tailored” financing service plans for eligible private enterprises. Intensify the promotion of the national “Credit-Easy Loan” platform, strengthen the collection, sharing, and application of enterprise credit information, and effectively enhance creditworthiness for loans to small, medium, and micro enterprises.Implement the "Yunnan Province Guidelines for the Classification and Grading Management of Small and Micro Enterprise Accounts," comprehensively promote simplified account opening services for small and micro enterprises, and encourage banking institutions to reduce account service fees for these enterprises. Establish a regularized government-bank-enterprise financing matching mechanism, and organize and plan local and industry-specific government-bank-enterprise financing matching events to effectively address information asymmetry between banks and enterprises and facilitate effective connections between financing supply and demand.Through forums, consultation sessions, and other formats, innovatively organize financing matchmaking activities tailored to the unique characteristics of each jurisdiction, and encourage financial institutions across the city to develop customized financing plans for eligible enterprises. Coordinate the integration of territorial spatial planning with industrial layout, the allocation of new quotas with the optimization of existing ones, and the upgrading of industrial parks with land supply guarantees for key projects to effectively resolve the issue of insufficient land supply for projects.Support market entities in increasing the intensity of land use and raising floor area ratios on existing industrial land in accordance with laws and regulations, provided that such actions comply with planning requirements and do not alter the land’s designated use; no additional land premiums shall be levied for such adjustments. Reduce enterprises’ land costs by encouraging industrial projects to utilize land through long-term leases, lease-to-own arrangements, combined lease-and-own models, and flexible-term land grants.Enterprises that utilize their own existing and idle land, factories, warehouses, and other facilities to upgrade traditional industries and develop advanced manufacturing, production-oriented and high-tech services, and entrepreneurship and innovation platforms may be eligible for transitional policies allowing land use based on the original land use designation and land rights type. Organize and carry out regional assessments covering multiple aspects—such as the impact on important mineral resources, environmental impact assessments, and energy efficiency evaluations—in municipal industrial and trade parks and other eligible areas to enhance the convenience of investment and construction.Strengthen the standardization of human resources services, strictly implement national and provincial policies to further reduce the number of entry-level professional qualifications, enhance vocational skills training, promote the smooth and orderly flow of human resources, and effectively ensure the labor needs of market entities. Encourage public utilities and enterprises providing water, electricity, gas, and telecommunications services to publicly disclose service standards and fee schedules, simplify application procedures, optimize processing workflows, and provide convenient and efficient services to market entities.Comprehensively implement “Internet Plus Real Estate” registration and promote the simultaneous processing of utility transfers (water, electricity, gas, and internet) with real estate registration. Strengthen the consolidation and categorization of business-friendly policies, increase the frequency of updates to the policy list, and ensure enterprises can promptly understand and equally benefit from these policies. Comprehensively strengthen intellectual property protection and implement the punitive damages system for intellectual property infringement.It is prohibited to require market entities to provide financial, material, or human resources beyond what is stipulated by laws and regulations. Efforts to protect the rights and interests of small and medium-sized investors shall be intensified; mechanisms for protecting their rights and interests shall be improved; and the convenience for small and medium-sized investors to safeguard their legitimate rights and interests shall be enhanced. Improve the coordination and promotion mechanism for key investment promotion projects, and establish a monthly review, dynamic tracking, and supervision mechanism for the progress of key investment promotion projects.For municipal-level major investment projects recognized by the Municipal People’s Government, establish a work promotion mechanism featuring “one dedicated task force, one work plan, and one set of support policies per project” to comprehensively coordinate and resolve issues arising during the introduction and implementation of major projects and key enterprises within key industrial chains. V. Organizational Guarantees

(1) Strengthen Organizational Leadership. All departments at all levels must prioritize the work of doubling the number of market entities, implement a “top leader” accountability system, with principal leaders personally driving and conducting special studies on the matter, establishing dedicated task forces, and concentrating resources to promote implementation. The Municipal People’s Government shall establish the Baoshan City Leading Group for Promoting the Doubling of Market Entities to coordinate and advance this work. The Leading Group’s Office shall be housed within the Municipal Market Regulation Bureau to promptly track and monitor the progress of key tasks, strengthen overall coordination, and facilitate the resolution of specific issues.Each county (city, district) shall fulfill its territorial responsibilities, establish and improve working mechanisms, and comprehensively plan, coordinate, and ensure the implementation of these tasks.The principal leaders of all units must earnestly shoulder their responsibilities, understand and fulfill their duties, and enhance their proactive service mindset; lead departments must base their work on Baoshan’s actual conditions, fully align with the needs of market entities, benchmark against the practices of advanced regions, formulate practical and feasible development plans, and engage in original innovation, integrated innovation, and the introduction, digestion, absorption, and re-innovation of policy measures. They must deploy a “comprehensive policy package” to ensure that policy measures are targeted, effective, operational, and implementable.We must strengthen interdepartmental coordination and cooperation, thoroughly assess the current situation, provide categorized guidance, and make full use of various relief and business-support policies. We will further deepen the reform of streamlining administration, delegating powers, and improving government services to reduce the burden on enterprises, pave the way for their development, and empower them. This will foster a group of market entities with solid foundations and strong potential, improve quality, build brands, and enhance market competitiveness.

(2) Strengthen Supporting Measures. Leading departments such as the Municipal Development and Reform Commission, the Bureau of Industry and Information Technology, the Bureau of Housing and Urban-Rural Development, the Bureau of Commerce, the Bureau of Agriculture and Rural Affairs, and the Market Regulation Bureau, as well as departments including the Municipal Science and Technology Bureau and the Bureau of Culture and Tourism, must thoroughly analyze national policies, current development conditions, and future goals, refine work plans, and formulate and issue market entity cultivation plans within two weeks of the issuance of these Implementation Guidelines. Relevant municipal and provincial-level units stationed in Baoding must formulate specific measures in accordance with their respective duties.The people’s governments of all counties (cities, districts) shall formulate and issue implementation measures within one month of the issuance of these Implementation Guidelines. After the supporting measures of all departments at various levels are issued, they shall be submitted to the Municipal Government Office for the record.

(3) Strengthen Assessment and Monitoring. The Municipal Government Office shall further improve the business environment evaluation mechanism, incorporating the progress of market entity cultivation as a key indicator in business environment assessments. The Municipal Government Inspection Office shall include market entity cultivation work within the scope of key inspections and conduct regular follow-up inspections. The Leading Group Office shall take the lead in establishing a statistical monitoring system, develop a comprehensive statistical monitoring indicator system, strengthen daily monitoring, and enhance work coordination.

(4) Strengthen Publicity and Guidance.All departments at all levels shall make full use of various media to extensively publicize the important status and role of market entities in economic and social development, the significance of fostering market entities, and the policy measures aimed at optimizing the business environment to promote the rapid growth of market entities. They shall effectively publicize and interpret these policy measures to increase public awareness, support, and participation, promptly address public concerns, and ensure the comprehensive implementation of the policy measures. They shall promptly summarize exemplary experiences in the cultivation and development of market entities that can be replicated and promoted, boost the confidence of market entities, and foster a favorable public opinion environment.
