I. Resolutely Advancing the Transformation and Upgrading of the Coal Industry

(1) Continue to Deepen the Rectification and Restructuring of Coal Mines and Accelerate Industrial Upgrading

We will continue to regard the rectification and restructuring of coal mines as a key driver for promoting industrial transformation and upgrading and achieving high-quality development. Building upon the full completion of rectification tasks, we will orderly advance upgrading and transformation to enhance the level of intensive industrial development.
1. Fully Complete Rectification Tasks. Closely monitor the timelines and requirements for coal mine rectification across the province. In accordance with the two lists that have been reviewed and confirmed, strengthen tiered and categorized handling, promote the safe and orderly exit of consolidated coal mines, expedite the processing of permits and certifications such as mining licenses, environmental impact assessments, and water conservation approvals, make every effort to maintain industry stability, and ensure that coal mine rectification work is completed on time, to the required quality, and in full.
2. Orderly Promotion of Upgrading and Modernization. Strict entry thresholds will be enforced. In accordance with the requirements that individual mine capacity must not be less than 300,000 tons per year and the average individual mine capacity must not be less than 600,000 tons per year, coal mines will be guided to carry out upgrading and modernization in line with planned capacities. The goal is to ensure that all upgraded and modernized coal mines complete project approvals by the end of 2021, and that the average individual mine capacity basically reaches 600,000 tons per year by the end of 2025.
3. Accelerate the advancement of intensive development. Focusing on high-quality mining areas, enterprises, and coal varieties, we will orderly advance the completion and commissioning of key projects such as the Bailongshan Coal Mine and the Yuwang Coal Mine. We will promote the concentration of the coal industry’s layout in key regions, the concentration of coal development in large-scale coal bases, and the concentration of coal production in leading enterprise groups, thereby enhancing the level of industrial intensification.By the end of 2025, establish approximately 10 coal enterprise groups with an annual production capacity of 3 million tons or more, with coal mine construction capacity reaching 80 million tons per year and coal production reaching 50 million tons per year.

(2) Deepen the implementation of the “Five Modernizations” transformation and upgrading project to promote scientific industrial development

With the development goal of “leading the province and reaching the national average,” we will establish “Five Modernizations” (mechanization, automation, informatization, intelligentization, and standardization) upgrade and transformation plans based on a “one-mine-one-policy” approach. We will guide coal mining enterprises to accelerate the application and promotion of advanced and applicable technologies, mandatorily phase out technologies, processes, and equipment that lack safety guarantees, vigorously advance the “One Optimization and Three Reductions” initiative (optimizing systems, reducing levels, reducing working faces, and reducing personnel), and strive to build intrinsically safe mines.

1. Vigorously Promote Mechanization. Resolutely uphold the baseline requirement of comprehensive mechanized mining and tunneling; all coal mines undergoing upgrading and renovation must be designed and constructed in accordance with comprehensive mechanized mining and tunneling standards. Production mines that have not yet achieved comprehensive mechanization must commit to reaching comprehensive mechanized mining and tunneling within a specified timeframe. For coal mines under construction, designs must be revised and improved to meet comprehensive mechanized mining and tunneling requirements, and construction must be strictly organized in accordance with these designs; any construction not conducted in accordance with the design will be resolutely suspended in accordance with the law.By the end of June 2021, all coal mining faces must achieve mechanized mining; by the end of 2021, all producing coal mines must achieve comprehensive mechanized mining and tunneling. Coal mines that fail to achieve comprehensive mechanized mining and tunneling by the deadline will be classified as backward and inefficient production capacity in accordance with national industrial policies, and will be guided toward phased-out elimination within a specified timeframe.

2. Coordinate the advancement of automation. Upon completion and commissioning of all new coal mines, auxiliary systems such as ventilation, drainage, and transportation must be automated. By the end of 2021, all auxiliary production systems in operational coal mines must be automated; those failing to meet this requirement will be resolutely ordered to rectify the situation.

3. Comprehensively advance informatization. Accelerate the networking of coal mine safety risk monitoring and early warning systems and the upgrading of safety monitoring systems. Build a comprehensive coal mine informatization platform integrating production, safety, dispatch, equipment management, and surface storage, loading, and transportation functions to ensure effective remote monitoring. By the end of 2021, complete the upgrading of coal mine informatization platforms at the municipal and county levels.

4. Accelerate the advancement of intelligent mining. Formulate an implementation plan for intelligent development, with a focus on accelerating the construction of intelligent systems in large coal mines. Guide central state-owned enterprises, provincial state-owned enterprises, and enterprises with strong foundational conditions to take the lead in establishing demonstration mines. For mines severely affected by hazards such as coal and gas outbursts, prioritize the implementation of intelligent mining and excavation; other coal mines should gradually transition from mechanization and automation to intelligent mining.By the end of 2021, establish 2 intelligent demonstration mines; by the end of 2025, establish 14 intelligent demonstration mines, with mines prone to coal and gas outbursts and large-scale mines with an annual production capacity of 1.2 million tons or more within the municipal area having basically achieved intelligent operations, and open-pit coal mines having achieved intelligent continuous operations and unmanned transportation.

5. Deepen the Advancement of Standardization. Make every effort to advance the construction of the coal mine safety production standardization management system, strictly implement dynamic supervision, and achieve dynamic compliance with standards. By the end of 2021, establish more than 7 Grade 1 standardized coal mines, with the number of Grade 2 standardized and higher coal mines accounting for no less than 70% of the total number of normally operating coal mines; by the end of 2025, establish approximately 20 Grade 1 standardized coal mines, with all coal mines achieving Grade 2 standardization or higher.

(3) Actively Introduce Environmental Protection Technologies and Promote Green Industrial Development

We will thoroughly implement the concept of green development, continuously improve resource utilization rates, enhance coal washing and processing standards, accelerate the construction of green mines, and drive the high-quality development of the coal industry through green development.

1. Improve the level of comprehensive resource utilization. Actively promote and apply new technologies, processes, and methods in coal development and environmental protection; strengthen the standardized disposal and comprehensive utilization of coal gangue and mine water; further enhance the level of coal mine gas extraction and utilization; introduce third-party professional teams on a regional basis to carry out remediation; and focus on establishing a long-term mechanism for green development.By the end of 2025, the comprehensive utilization rates of coal gangue, mine water, and coalbed methane extraction and utilization will reach 100%, 90%, and 60%, respectively.

2. Enhance coal washing and processing standards.We will adhere to optimized layout and standardized development, strictly enforce market access requirements, and, based on existing coal washing enterprises, implement a plan to upgrade some facilities while phasing out others. We will vigorously promote the application of advanced technologies and equipment, focusing on the development of high-precision coal washing and processing. We will encourage coal mines to build their own coal washing plants for self-production and self-processing, guide coal washing enterprises to establish long-term cooperative relationships with coal mines, fully ensure raw material supply, and promote the healthy and orderly development of the coal washing industry. By the end of 2025, the raw coal intake rate will reach 100%.

3. Accelerate the development of green mines.Strictly supervise coal mining enterprises to fulfill their responsibilities for mine ecological restoration and governance, integrating green mine construction throughout the entire process of coal mine design, construction, production, and closure. Comprehensively advance the protection, governance, and reforestation of mine geological environments, and effectively carry out comprehensive management of subsidence areas, land reclamation, and soil and water conservation. By the end of 2025, a new model of green mine construction characterized by resource conservation, high efficiency, environmental beauty, and harmony between mining and the local landscape will be essentially established.

II. Vigorously Advance Special Campaigns for Coal Mine Safety

Firmly uphold the development philosophy of “life above all, safety first.” Focusing on the goals of “fundamentally eliminating accident hazards and resolving issues at their root” and “zero accidents, zero fatalities,” we will consistently regard coal mine safety as the key and foundation for advancing the high-quality development of the coal industry. We will treat the three-year special campaign on coal mine safety as the primary task for the present and the future, and establish a normalized mechanism for special rectification of coal mine safety.and improve the “four systems”—coal mine safety production responsibility and management systems, risk classification control and hidden danger investigation and rectification, standardization construction, and incentive and constraint mechanisms—to steadily advance the modernization of the coal mine safety production governance system and governance capabilities. By the end of 2025, the fatality rate per million tons of raw coal will be lower than the national average.

(1) Strengthen the Implementation of Enterprises’ Primary Responsibility.Vigorously guide coal mining enterprises to establish and improve a work safety responsibility system covering all employees, achieving “one standard per mine and one checklist per position.” Improve systems such as credit-based management, safety commitments, and safety investment guarantees, and incorporate the implementation of corporate primary responsibility into routine supervision and inspection activities. For enterprises that fail to fulfill their primary responsibilities or honor their safety commitments, include them in the list of key supervision targets for specialized oversight, and conduct interviews, issue notifications, and publicly expose them, thereby driving coal mining enterprises to shift from passively accepting supervision to actively strengthening management.

(2) Deepen the campaign against illegal activities and violations. Adhere to the principle of “striking early and small, and cracking down as soon as violations emerge.” Resolutely implement measures such as interviews and public exposure, joint disciplinary actions, and closure or revocation of operations. Promote the establishment of cross-departmental coordination mechanisms to maintain a high-pressure stance against illegal activities and violations at all times.For enterprises with major production safety hazards or violations such as the “Five Falsifications and Five Exceedances” and the “Three Concealments and Three Refusals,” we will resolutely enforce the “Four Strict Requirements” and impose legal penalties with a “zero-tolerance” attitude. Enterprises with serious violations will be placed on a “blacklist” for management and subject to joint disciplinary actions; relevant responsible personnel will face industry and occupational bans, ensuring a shift from merely “daring not” to “being unable” and “not wanting” to violate regulations.

(3) Strengthen the assessment of major safety risks. Establish and improve a long-term mechanism for assessing major risks; develop “one mine, one manual” management and prevention plans; ensure that every mine conducts hazard inspections, risk assessments, and rectification and closure of issues; and strictly hold accountable those responsible for inadequate implementation.Coal mining enterprises must establish and improve a dual-prevention mechanism for major risk control and hidden hazard identification and rectification; those failing to meet requirements will be placed on a “blacklist.” By the end of 2021, an integrated information management system for hidden hazard identification will be established and improved to ensure early prediction, proactive prevention, and active rectification.

(4) Deepen the management of major disasters. Firmly establish the disaster management philosophy of regional, comprehensive, and proactive governance, and prioritize the prevention and control of major disasters such as gas, water hazards, and roof collapses.Strengthen target management for “zero gas overlimit” and “zero outbursts” in coal seams; all high-gas mines and mines prone to coal and gas outbursts shall be developed into model mines for gas control, with 10 such mines established by the end of 2021 and all completed by the end of 2025; strictly implement the “seven-character” measures for water hazard prevention and control to ensure the “three specializations, two explorations, and one evacuation” requirements are fully executed;Strengthen roof management, actively promote the application of advanced support materials and techniques, continuously improve the quality of support systems, and ensure that hazards are truly preventable and controllable. For cases where major hazard prevention measures are not implemented, advance control measures are inadequate, or control efforts yield no significant results, take action in accordance with laws and regulations: suspend operations for rectification where necessary, and resolutely close down operations in accordance with the law where required.

III. Focus on Enhancing Coal Mine Safety Supervision

We will persist in treating team building as a strong guarantee for high-quality development, further establishing and improving regulatory agencies and teams, refining safety supervision systems, and enhancing the effectiveness and standards of safety supervision, thereby driving high-quality development through a high-caliber workforce.

(1) Establish and Improve Regulatory Bodies and Teams. In accordance with the principles of clear functions, defined responsibilities, and efficient operations, we will rely on existing law enforcement detachments and, in line with regulatory needs, further consolidate and strengthen regulatory capabilities. We will reorganize the Qujing Municipal Coal Mine Safety Regulatory Law Enforcement Detachment to be specifically responsible for safety regulatory law enforcement, fully fulfill the primary responsibility for regulating state-owned coal mines, and provide guidance, supervision, inspection, and patrols for coal mine safety regulatory work in all coal-producing counties (cities, districts).The Municipal Energy Bureau shall take the lead, with the Municipal Party Committee’s Office of Institutional Reform and the Municipal Human Resources and Social Security Bureau providing support, to urgently study and propose a plan for the establishment of the Qujing Municipal Coal Mine Safety Supervision and Law Enforcement Detachment.At the same time, based on the distribution of existing coal mines, the current status of the regulatory workforce, and safety supervision needs, coal mine safety supervision and law enforcement personnel shall be reassigned. Led by the Municipal Energy Bureau, rigorous research shall be conducted to formulate admission and qualification standards for regulatory personnel, with strict approval and vetting to ensure strict admission criteria, competitive selection, and the appropriate matching of personnel to positions.All coal-producing counties (cities, districts) must urgently formulate plans for the establishment of coal mine safety supervision and enforcement agencies and the selection and assignment of personnel, subject to approval by the Municipal Energy Bureau. They shall establish relatively independent supervisory bodies commensurate with local coal mine safety supervision tasks, strengthen the supervisory workforce, and fully fulfill their supervisory responsibilities over local coal mines.

(2) Enhance the effectiveness and standards of safety supervision. Shift the focus of safety management downward and move the point of intervention forward. In accordance with the “one mine, one dedicated team” requirement, all supervisory personnel must be deployed to the front lines of coal mines for on-site supervision, ensuring full-process safety oversight, comprehensive hazard identification, all-around risk prevention, and full-chain accountability. Strengthen the tracking and evaluation of supervision quality, enhance oversight and assessment of law enforcement, and conduct regular evaluations of supervisory effectiveness to drive the implementation of supervisory responsibilities.Improve the management system for on-site supervisors, clarify lists of powers and responsibilities, refine incentive and constraint mechanisms, and strictly enforce performance evaluations and rewards/punishments to ensure effective management and utilization of these personnel. Strengthen in-depth cooperation with specialized institutions such as China University of Mining and Technology, actively cultivate and recruit professional technical talent, and conduct rigorous training and rotation programs to comprehensively enhance the capabilities of regulatory officials.

(3) Explore and implement third-party professional services. Actively explore the government procurement of third-party safety management and technical services, fully leverage the strengths of third-party professional institutions in work safety technology, talent, and services, address shortcomings in regulatory capacity and professional expertise, and effectively enhance the scientific rigor, standardization, and effectiveness of safety management.

(4) Establish a Rigorous Safety Supervision System. Further improve the long-term mechanism for coal mine work safety supervision, streamline and standardize existing regulatory systems, strictly implement the work safety accountability system, and carry out tiered and categorized supervision. Comprehensive use of measures such as blacklists and joint disciplinary actions will be employed to continuously improve the effectiveness of law enforcement.Prioritize key regions and coal mines, formulate law enforcement plans in accordance with the law, standardize law enforcement procedures and conduct, improve the targeting and precision of regulatory enforcement, and advance the institutionalization, standardization, and long-term sustainability of safety regulatory enforcement to effectively enhance the overall level of comprehensive safety supervision in coal mines.

IV. Vigorously Promote the Construction of Supporting Infrastructure

Focusing on key regions and critical links, accelerate the construction of supporting infrastructure such as power grids, transportation networks, and communication networks to provide support and guarantees for the high-quality development of the coal industry.

(1) Accelerate the construction of supporting power grids. Power supply departments must comprehensively improve the coal mine power supply network in accordance with relevant regulations requiring “dual power sources and dual circuits” for coal mine power supply. By the end of 2021, ensure that all coal mines meet power supply requirements to provide a reliable power supply for the high-quality development of the coal industry.

(2) Accelerate the construction of supporting transportation networks. Transportation authorities must intensify efforts to build and maintain supporting roads in major coal-producing townships and mining areas such as Fuyuan Laochang, Mohong, Zhuyuan, Qilin Dongshan, and Luoping Agang. They should actively pursue the construction of a dedicated coal-to-power integrated railway line for the Laochang mining area to ensure safe and unimpeded coal transportation, effectively resolving transportation bottlenecks hindering the high-quality development of the coal industry.

(3) Accelerate the construction of supporting communication networks. The Department of Industry and Information Technology must actively coordinate with basic telecommunications enterprises to substantially increase efforts in the planning, construction, and upgrading of communication infrastructure in mining areas, ensuring full coverage of communication networks. By the end of 2021, the two key coal-producing mining areas of Laochang and Enhong must achieve full 5G network coverage to ensure the safety and efficiency of coal mine information dispatch and provide communication network support for the informatization and intelligent development of coal mines.

V. Continuously and Deeply Optimize the Business Environment

We must firmly uphold the principle that “improving the business environment is synonymous with promoting development.” We will focus on resolving the pain points and challenges faced by enterprises, improve the efficiency of administrative procedures, increase fiscal and financial support, strengthen supervision, guidance, and services, and actively foster a favorable environment that cares for and supports the development of the coal industry.

(1) Improve the Efficiency of Administrative Procedures.Departments including Energy, Coal Mine Safety Supervision, Natural Resources, Ecology and Environment, Forestry and Grassland, and Water Resources must demonstrate a sense of responsibility, take proactive action, and work in concert to accelerate the processing of relevant procedures such as land use approval for coal mines, project approval, demarcation of mining areas, preliminary design, safety facility design, environmental impact assessments, water conservation, work safety permits, and mining permits. They should actively strengthen reporting and coordination with relevant provincial-level departments, optimize administrative approval processes, and shorten the time required for approvals and the issuance of permits and licenses.A one-stop service coordination mechanism shall be established. Procedures falling within the jurisdiction of various departments shall be processed in parallel, completed within specified time limits, and provided through a one-stop service. Departments are strictly prohibited from making each other’s procedures prerequisites, ensuring timely and efficient processing.

(2) Increase fiscal and financial support. For coal mines that have achieved Grade 1 safety production standardization, automated unmanned (or minimally staffed) coal mining faces, or intelligent mining capabilities, actively apply for and secure national and provincial incentive funds; municipal and county-level governments shall allocate specific funds for incentives and subsidies.Strengthen funding guarantees for key tasks such as the development of law enforcement teams within regulatory agencies, professional technical education and training, hazard identification and rectification, scientific research and technological innovation, the construction of “five modernizations” mines, the development and management of information platforms, the procurement of third-party expert services, and emergency rescue. These funds shall be included in the annual budget of the corresponding level of government. Increase credit and financial support, and research, formulate, and introduce supporting credit and financial policies to promote the high-quality development of the city’s coal industry, thereby establishing a long-term mechanism.

(3) Strengthen Guidance and Services. Continue to thoroughly implement the “Three Systems”—investment project agency services, enterprise liaison officers, and reporting and approval procedures for business-related inspections—to establish a routine supervision and service mechanism. Actively seek policy support from higher-level authorities, focus on helping enterprises resolve difficulties and challenges in their development, and strive to create a favorable environment in all aspects to support the development of the coal industry.

VI. Effectively Strengthen Organizational Leadership

We will regard strengthening organizational leadership as the fundamental guarantee, ensure that responsibilities are firmly established at every level, strictly supervise performance and implement evaluation and reward/punishment systems, and ensure that all measures for the high-quality development of the coal industry are implemented in detail, effectively carried out, and produce tangible results.

(1) Strengthen Organizational Leadership. Establish a Leading Group for the High-Quality Development of the Coal Industry, headed by a relevant deputy head of the Municipal People’s Government, to coordinate and resolve bottlenecks and ensure the supply of essential resources during the process of high-quality development. Each coal-producing county (city, district) shall establish corresponding working bodies to provide organizational guarantees for the high-quality development of the coal industry. At the same time, establish a joint meeting system to coordinate and resolve prominent issues such as difficulties in processing coal mine permits and licenses, as well as corporate financing challenges.

(2) Strict Supervision and Accountability. A municipal-level special supervision and evaluation team shall be established to conduct routine supervision and evaluation of the work carried out by all levels of government and relevant departments in promoting high-quality development of the coal industry, ensuring that responsibilities are fully implemented at every level. Those who fail to implement policies effectively, are derelict in duty, act with undue delay, or engage in misconduct shall be held strictly accountable in accordance with relevant regulations to ensure that all tasks are effectively carried out.

(3) Strict Evaluation and Reward/Punishment Mechanisms. The high-quality development of the coal industry will be incorporated into the city’s comprehensive performance evaluation system, with appropriate increases in the weighting of this criterion and enhanced utilization of evaluation results. Annual target management responsibility agreements for coal mine safety production (including high-quality development targets) will be signed at all levels and incorporated into the annual comprehensive evaluation. Any occurrence of a major or particularly serious coal mine safety accident, or a significant coal mine safety accident causing severe repercussions, will result in a “one-strike-and-you’re-out” policy.
