Park Overview
The Jingbin Industrial Park, formerly known as the Dawangguzhuang Town Economic Zone, is located in Dawangguzhuang Town, Wuqing District, Tianjin. Construction officially began in 2001. In 2006, it was approved by the Ministry of Commerce as a provincial-level development zone, and in September 2009, it was approved by the Tianjin Municipal Government as a model park—one of 31 such parks in Tianjin. In March 2022, it was designated as a sub-park of the Tianjin Binhai High-Tech Industrial Development Zone.
The park’s approved planning area is 13.07 square kilometers, of which the 9.65-square-kilometer initial development zone has been fully developed; the 3.4.2-square-kilometer expansion zone was approved in 2019.The Jingbin Industrial Park enjoys a distinct geographical advantage, bordering Yongledian in Tongzhou, Beijing to the north and the Langfang National Development Zone to the west. Located in the core area of the Beijing-Tianjin-Hebei region, it is 30 kilometers from downtown Beijing, 55 kilometers from downtown Tianjin, 60 kilometers from Beijing Capital International Airport, 30 kilometers from Beijing Daxing International Airport, and 100 kilometers from the Port of Tianjin. The Beijing-Tianjin Intercity Railway and the Beijing-Shanghai High-Speed Railway stop nearby. Four interchanges—the Beijing-Tianjin-Tanggu Expressway, Beijing-Tianjin Expressway, and Beijing-Shanghai Expressway—connect to the park here. The Jingbin exit of the Beijing-Tianjin-Tanggu Expressway is currently under construction. A station for the planned Tongwu-Lang suburban railway, which will link downtown Tianjin, Langfang in Hebei, and Tongzhou in Beijing, is also being reserved.
The region generates an average annual output value of 30 billion yuan and annual tax revenue of 2 billion yuan. It ranked third in the 2019–2021 economic development assessment of development zones conducted by the Tianjin Municipal Commission of Commerce. The park has evolved into a driving force for regional economic development, a key engine for high-quality development in Wuqing District, and a pivotal node in Tianjin’s “One Zone, Three Bases” strategy.Currently, the park has attracted over 5,000 enterprises from 12 countries and regions, including more than 300 manufacturing enterprises, 29 foreign-invested enterprises, 11 enterprises invested in by Fortune Global 500 companies, 16 enterprises invested in by China’s Top 500 Private Enterprises, and 91 National High-Tech Enterprises. This has fostered a high-end manufacturing sector represented by companies such as Beijing Internal Combustion Engine, Bosite, and Kofei Kebo;automotive component-related industries represented by Benteler, BAIC Hella, and Shanghai Yanfeng; the e-commerce sector represented by Alibaba, JD.com, and Dangdang; and modern service industries represented by CICC Data, the Institute of Chemistry of the Chinese Academy of Sciences, and the High-Tech Research Institute of Beijing University of Chemical Technology—these four major leading industries.
In recent years, the Jingbin Industrial Park has actively responded to the major national strategy of coordinated development in the Beijing-Tianjin-Hebei region. By fully leveraging the park’s unique geographical advantages, it has actively taken on non-capital functions from Beijing and fully utilized its role as a bridgehead for the coordinated development of the “Tong-Wu-Lang” region. Through high-standard work, the park has continuously injected new vitality into the coordinated development and regional cooperation of the Beijing-Tianjin-Hebei region, strengthened new drivers of the park’s development, and actively promoted the development and construction of the expansion zone. The expansion area will be developed in accordance with the industrial positioning of the Smart Manufacturing Center and its functional focus on scientific research, innovation, and intelligent manufacturing. It will establish a high-end equipment manufacturing and smart manufacturing cluster to high standards, achieving industrial upgrading, innovation enhancement, energy efficiency improvements, and service upgrades while serving the park’s existing industries.
The park places high priority on building high-quality industrial development platforms. Among these, the Beijing Collaborative Innovation Center platform, spanning approximately 1,300 square meters, features a shared laboratory center, a business development center, a roadshow center, and an industrial incubation office area. To date, the park has established strategic partnerships with over 20 design, R&D, data, and testing platforms related to smart manufacturing, laying the foundation for introducing Beijing’s high-tech, high-R&D, and high-intelligence resources to reconstruct new momentum for industrial chain development; The national-level incubator covers multiple fields, including smart security, electronic information and the Internet of Things (IoT), new agricultural equipment, and new materials; The National Petroleum Equipment Industrial Base primarily focuses on drilling and production equipment, pipeline equipment, oil and gas gathering and transportation equipment, and electronic measurement and testing; the Beijing-Tianjin Smart Manufacturing Acceleration Center has attracted top-tier science and technology innovation projects such as the Center for Intelligent Manufacturing Technology of High-End Aviation Equipment at Beihang University, the Tsinghua Institute of High-End Equipment, and Meilixin Technology, thereby achieving coordinated development between the innovation center and the acceleration center, with phased results in collaborative efforts.
In terms of infrastructure development,Guided by the spirit of the 12th Municipal Party Congress, the Jingbin Industrial Park firmly implements the new development philosophy and actively integrates into the new development paradigm. Adhering to the development approach of “revitalizing the city through industry, promoting industry through the city, and integrating industry and the city,” and centered on the four major development goals of “high-quality development, high-level reform and opening-up, high-efficiency governance, and high-quality living,” the park is comprehensively advancing quality and efficiency improvements in six key areas: Party leadership, coordinated development, industrial innovation, business environment and livelihood improvements, and governance efficiency. The Jingbin Industrial Park’s high-quality development environment is complemented by its professional commercial service infrastructure. Currently, infrastructure such as water, electricity, telecommunications, and gas has achieved the “Eleven Utilities and One Leveling” standard. Supporting facilities—including an investment promotion service center, staff canteens, high-tech apartments, star-rated hotels, livable communities, educational campuses, and commuter shuttles—are fully in place, making it a smart, well-developed, ecologically livable, vibrant, and diverse Jingbin Science and Technology New City with a thriving industrial sector.
Standing at the historic juncture of the 14th Five-Year Plan and the “Two Centenary Goals,” Jingbin Industrial Park will seize the major strategic opportunities presented by the coordinated development of the Beijing-Tianjin-Hebei region. It will build a sustainable industrial hub, continuously optimize the business environment, further promote the clustering of high-end industries in the Wuqing area, strive to be a pioneer in the coordinated development of the Beijing-Tianjin-Hebei region, foster high-quality regional economic development, and contribute to realizing the vision of “Beijing-Tianjin Pearl” and “Happy Wuqing.”
