Industrial technological upgrading is a key measure for promoting the high-end, intelligent, and green development of the manufacturing sector, advancing new industrialization, and building a modern industrial system. This plan has been formulated to implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, as well as the requirements set forth by the Municipal Party Committee and the Municipal Government, and to accelerate the advancement of industrial technological upgrading in this city.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee; thoroughly study and implement the important speeches made by General Secretary Xi Jinping during his inspection of Tianjin; and carry out the arrangements made at the Central Economic Work Conference, the fourth meeting of the Central Financial and Economic Affairs Commission, and the Municipal Party Committee Economic Work Conference. We will adhere to a market-driven approach with government guidance, encourage the advancement of advanced technologies while phasing out outdated ones,we will adopt a goal-oriented, phased approach. We will actively seize market opportunities arising from large-scale equipment upgrades and consumer goods trade-in programs, implement industrial technological transformation and upgrading projects, stimulate effective investment in technological transformation, increase the proportion of advanced production capacity, mid-to-high-end products, and green products, and elevate the levels of high-end manufacturing, smart manufacturing, green manufacturing, and service-oriented manufacturing, thereby providing strong support for accelerating the development of new-quality productive forces and promoting high-quality development.
By 2027, investment in industrial technological transformation will increase by 25% compared to 2023, reaching a cumulative total of 150 billion yuan, with the industrial investment structure continuing to optimize; digital transformation will achieve full coverage among industrial enterprises above designated size, with the penetration rates of digital R&D and design tools and the numerical control rate of key production processes exceeding 90% and 75%, respectively;Production capacity below the energy efficiency benchmark in key industries will be largely phased out, and the energy efficiency of major energy-consuming equipment will generally meet energy-saving standards; intrinsic safety levels will be significantly improved; the promotion and application of innovative products will accelerate; and the proportion of advanced production capacity will continue to rise; the contribution of industrial technological transformation to high-quality industrial development will be further highlighted; the levels of high-end, intelligent, and green development in manufacturing will be significantly enhanced; and the comprehensive competitiveness of the industry will be markedly strengthened.
II. Implement the High-End Manufacturing Enhancement Initiative
(1) Accelerate the replacement of outdated equipment and the adoption of high-end, advanced equipment. For industries where production equipment—such as construction machinery, agricultural machinery, and electric bicycles—is generally at a low to medium level, accelerate the phasing out of outdated, inefficient equipment and equipment that has exceeded its service life.For industries where production equipment is generally at a medium-to-high level—such as aviation, photovoltaics, power batteries, and bio-fermentation—enterprises will be encouraged to upgrade to a batch of advanced equipment characterized by high technology, high efficiency, and high reliability. In key industries such as petrochemicals, pharmaceuticals, shipbuilding, and electronics, a batch of advanced equipment will be upgraded to enhance engineering and industrialization capabilities, focusing on pilot-scale verification processes—including design verification, testing verification, and process verification—as well as inspection and testing procedures. (2) Promote the Upgrading of Products to High-End Standards.Enterprises are encouraged to prioritize quality as a competitive advantage. Focusing on product iteration and upgrades, as well as improvements in product quality and value-added, they should benchmark against new standards for energy conservation, environmental protection, and safety, and align with international and domestic best practices. Enterprises should strengthen the development of advanced quality management and testing capabilities; introduce, purchase, or design and develop advanced and applicable process equipment, advanced manufacturing systems, large-scale integrated technical equipment, and advanced testing and inspection equipment; and adopt advanced technologies and raw materials to improve product pass rates, reduce quality loss rates, and enhance industrial competitiveness.(The Municipal Bureau of Industry and Information Technology and the people’s governments of each district shall be responsible in accordance with their respective duties)
(3) Promote Increased Production and Capacity Expansion for High-End Products. Focusing on major end-user industries such as automobiles, home appliances, home furnishings, electric bicycles, and consumer electronics, we will concentrate on high-end sectors and products. We will incentivize existing enterprises to increase production and expand capacity through renovation, expansion, relocation, and the acquisition of advanced equipment. Seizing the current opportunity presented by consumer goods trade-in programs, we will intensify efforts in the research and development of mid-to-high-end products, strengthen promotional activities, proactively plan for new production capacity, promptly expand product lines, and capture a larger market share.Focusing on industries such as electronics, high-end equipment, biopharmaceuticals, new energy, new materials, aerospace, petrochemicals, and steel, encourage and guide increased investment to expand the scale of industrialization for high-end products. III. Implement the Smart Manufacturing Enhancement Initiative
(4) Accelerate Digital and Intelligent Transformation. Implement national requirements regarding the use of artificial intelligence to empower new industrialization, accelerate the intelligent upgrading of key industries, and vigorously develop smart products. Based on the characteristics and differentiated needs of various industries, encourage enterprises to utilize information technologies such as artificial intelligence, big data, cloud computing, 5G, and the Internet of Things (IoT) to empower manufacturing.Encourage enterprises to engage in data collection, modeling, analysis, and application; support the digital transformation of production equipment; promote the application of new-generation sensors, advanced control systems, and other intelligent components; and accelerate the replacement of equipment and software with intelligent alternatives. Deploy a range of general-purpose intelligent equipment—such as industrial robots and workshop EMS systems—as well as integrated intelligent production lines and intelligent software systems to build a new generation of intelligent manufacturing systems characterized by integrated, efficient, and collaborative operations among production lines, supporting equipment, inspection and testing equipment, and information systems.Accelerate the digital transformation of small and medium-sized enterprises (SMEs) and promote the pilot implementation of intelligent upgrades, digital transformation, and network connectivity in SMEs. (5) Accelerate the construction of smart factories. Deepen the integration of next-generation information technologies with all stages and elements of the manufacturing process, and promote breakthroughs in manufacturing technology, process innovation, lean management, and business process reengineering. Promote the in-depth application of new technologies such as artificial intelligence, 5G, and edge computing in manufacturing operations, and establish a range of typical scenarios including virtual testing and debugging, digital process design, and intelligent online inspection.Promote the networking of equipment and digital connectivity across production stages to achieve seamless production data flow, flexible manufacturing, and intelligent management, thereby creating digital workshops. Carry out intelligent upgrades across the entire manufacturing process—including production, management, and services—to optimize organizational structures and business processes and build smart factories. Fully leverage the role of the Industrial Internet identifier resolution system to guide leading enterprises in driving synchronized upgrades among upstream and downstream enterprises, thereby building smart supply chains. (6) Promote the Application of Smart Manufacturing Equipment. Focusing on the transformation of production operations, warehousing and logistics, and quality control, we will promote the renewal of general-purpose smart manufacturing equipment, including CNC machine tools and basic manufacturing equipment, additive manufacturing equipment, industrial robots, industrial control equipment, smart logistics equipment, and sensing and testing equipment.Prioritize the equipment manufacturing sector’s adoption of intelligent integrated production lines and flexible production units tailored to specific scenarios; in the electronic information manufacturing sector, promote the integrated application of specialized intelligent manufacturing equipment and automated assembly lines for electronic products; in the raw materials manufacturing sector, accelerate the deployment and application of new intelligent equipment, and advance the intelligent transformation and upgrading of major process equipment such as catalytic cracking and smelting; in the consumer goods manufacturing sector, promote intelligent equipment suited for new models such as flexible production and personalized customization. (7) Strengthen the construction of digital infrastructure. Accelerate the large-scale deployment of new network infrastructure such as the Industrial Internet, the Internet of Things (IoT), 5G, and 10-gigabit optical networks, and encourage industrial enterprises to upgrade their internal and external networks.Accelerate the upgrading and renovation of traditional data centers, and strengthen the coordinated and collaborative planning of edge computing nodes and cloud data centers. Increase the supply of high-performance intelligent computing resources and establish intelligent computing centers at computing hub nodes. Encourage large conglomerates and industrial parks to establish distinctive industrial internet platforms. IV. Implement the Green Manufacturing Enhancement Initiative
(8) Accelerate green transformation. Focusing on traditional industries such as petrochemicals, steel, non-ferrous metals, building materials, machinery, and light industry, we will prioritize energy conservation, carbon reduction, and clean production. Through comprehensive measures including process upgrades, energy substitution, and resource recycling, we will systematically implement energy-saving retrofits for high-energy-consumption and high-carbon-emission equipment and systems. This will control resource consumption at the source, improve resource utilization efficiency, and reduce waste emissions.Accelerate the establishment of a green manufacturing system based on reduction, reuse, and recycling. Cultivate a group of leading green manufacturing enterprises with independent brands, mastery of core technologies, and strong leadership capabilities to drive the green transformation of industries. (9) Promote the Application of Green Equipment. Promote the application of energy-saving, environmentally friendly, and green equipment in key energy-consuming industries and critical processes.In accordance with the national "Advanced, Energy-Saving, and Accessibility Levels for Energy-Intensive Products and Equipment (2024 Edition)," prioritize improving energy efficiency levels to drive the upgrading of key energy-consuming equipment—such as boilers, motors, transformers, refrigeration, heating, and air compressors, heat exchangers, and pumps—across various sectors including industry, and promote the application of energy-saving equipment rated at Level 2 or higher.Focusing on industries that generate significant amounts of industrial solid waste, we will upgrade and retrofit processes with high industrial solid waste generation rates, modernize equipment and facilities for the comprehensive utilization of industrial solid waste and renewable resources, and enhance the level of resource conservation and intensive utilization in industry.For industries where national standards for water withdrawal and usage quotas have already been issued—including petrochemicals, steel, building materials, textiles, papermaking, leather, and food—promote industrial water conservation and wastewater recycling. Upgrade industrial cooling circulation and wastewater treatment and reuse systems, and replace a batch of equipment such as cooling towers. V. Implementing the Service-Oriented Manufacturing and Networked-Collaborative Transformation and Upgrading Initiative
(10) Develop service-oriented manufacturing. Promote the deep integration of traditional manufacturing with modern service industries, and foster and promote new models and scenarios such as personalized customization, shared manufacturing, full life-cycle management, and turnkey contracting.Accelerate the standardization of parts, the modularization of components, and the personalization of products, and implement flexible upgrades in key manufacturing processes. Construct smart new-energy transportation infrastructure, intelligent logistics equipment, and warehousing facilities; promote the digital, intelligent, and precision-oriented development of warehousing and logistics services; enhance testing and inspection capabilities in fields such as major technical equipment and new materials; and achieve standardized, intelligent, and collaborative development of supply chains. (11) Strengthen networked and collaborative transformation. Accelerate the cultivation and development of regional, industry-level, and enterprise-level industrial internet platforms; promote the “chain-network synergy” between the industrial internet and key industrial chains; fully leverage the role of the industrial internet identifier resolution system and platforms; support the establishment of data-driven, precision-matched, and trustworthy industrial chain collaboration models; implement applications such as collaborative procurement, collaborative manufacturing, collaborative distribution, and product traceability; and build smart industrial chains and supply chains.Encourage leading enterprises to share solutions and toolkits to drive the overall digital transformation of the entire industrial chain, strengthen digital supply chain management and resource sharing within the industrial chain, and support key industries in building “Industrial Brains” to aggregate industry data resources, promote common application scenarios, and serve the industry-wide transformation, upgrading, and enhancement of governance capabilities. Support enterprises in implementing “5G + Industrial Internet” initiatives, promote enterprises’ “cloud adoption, network utilization, and empowerment,” and achieve networked and collaborative operations in R&D design, production processes, and operational management.(The Municipal Bureau of Industry and Information Technology and the people’s governments of each district shall be responsible in accordance with their respective duties)
VI. Implementation of the Industrial Technology Upgrading Support Initiative
(12) Conduct Industrial Technology Upgrade Diagnostic Services. Establish a working mechanism for industrial technology upgrade diagnostic services. Through government procurement of services, select a group of high-quality service providers to solicit enterprises’ technology upgrade needs, build a database of enterprises requiring diagnostics and a pool of experts, and carry out technology upgrade matching and diagnostic services. Develop “one enterprise, one plan” technology upgrade proposals and proactively plan and implement key projects. (13) Strengthen Support for Technological Innovation Capabilities. Precisely define research directions, optimize the layout of manufacturing sector platforms such as manufacturing innovation centers, industrial innovation centers, and engineering research centers, and encourage research into key generic technologies and industrialization demonstration projects targeting key areas of traditional manufacturing. Encourage and support enterprises in establishing close cooperative relationships with universities and research institutions to jointly build R&D and technological innovation institutions such as enterprise technology centers and engineering research centers.Accelerate the construction of pilot-scale and application verification platforms for technology integration, maturation, and engineering. Emphasize industrial application orientation, promote breakthroughs in key core technologies, implement a batch of major technological achievements, and accelerate the supply of technological innovation from the source. (14) Strengthen support for applicable products. Focusing on industries such as next-generation information technology, domestic IT innovation, and high-end equipment, and centering on products and equipment suitable for industrial technology upgrades, we will continue to cultivate manufacturers with strong technical capabilities, superior product performance, and broad application scope. We will further strengthen and optimize brands to enhance the technological content of “Tianjin-made” products. We will select a range of equipment, hardware tools, and software systems, strengthen supply-demand matching, and accelerate their promotion and application.(Responsibility lies with the Municipal Bureau of Industry and Information Technology and the people’s governments of each district according to their respective duties)
(15) Strengthen talent support for industrial technology upgrades. Intensify efforts to cultivate technical talent, optimize and adjust the disciplinary and major structures of higher education institutions to better align with the needs of high-quality manufacturing development for highly skilled and scarce specialized talent. Optimize the professional structure of vocational education and vigorously cultivate high-quality talent. Optimize incentive mechanisms for technical talent, increase efforts to attract technical talent, accelerate the implementation of a list of scarce talent, and improve the precision and industrial relevance of talent recruitment. VII. Strengthening Organizational Guarantees
(16) Strengthen project management mechanisms. Establish a survey mechanism for industrial investment and technological transformation projects comprising departments such as Industry and Information Technology and Statistics. Systematically organize industrial enterprises to identify investment projects exceeding 5 million yuan, improve the industrial investment and technological transformation project database, and track project progress in real time.Establish a coordination mechanism for industrial technological transformation comprising departments such as Industry and Information Technology, Development and Reform, Planning and Natural Resources, Ecology and Environment, Housing and Urban-Rural Development, Government Services, and Statistics. Relevant municipal and district departments shall strengthen collaborative coordination, enhance the integration of project access, approval, construction, acceptance, and statistical inclusion processes, and provide comprehensive services throughout the project lifecycle.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Development and Reform Commission, the Municipal Bureau of Planning and Natural Resources, the Municipal Bureau of Ecology and Environment, the Municipal Commission of Housing and Urban-Rural Development, the Municipal Government Services Office, the Municipal Bureau of Statistics, and the people’s governments of each district, in accordance with their respective duties)
(17) Increase fiscal and financial support. The municipal finance department will allocate a certain amount of funds specifically for supporting industrial technological transformation. For projects aimed at improving quality and efficiency, financial support will be provided based on a certain percentage of the investment in advanced equipment and software/hardware tools. The competent departments for industrial technological transformation and the finance departments in each district shall actively organize projects to support enterprises’ technological transformation. Relevant municipal and district departments shall intensify their efforts to secure the inclusion of more technological transformation projects within the scope of funding support from central budgetary investments and ultra-long-term special government bonds.Support financial institutions in fully utilizing policies such as national re-lending for scientific and technological innovation and technological upgrading to alleviate the financial pressure on enterprises undertaking technological upgrades. Encourage and support financial institutions—including banks and financial leasing companies—as well as local financial organizations to launch financial products specifically designed for industrial technological upgrading. Strengthen financing services for small and medium-sized industrial enterprises. (18) Strengthen the supply of key resources. Enhance the supply of resources such as planning, land, premises, energy, and water for enterprise technological transformation projects. Include land and energy requirements for such projects within the scope of priority supply. For technological transformation projects that do not require new land and focus primarily on equipment upgrades, promote the use of a commitment-based filing system to simplify preliminary approval procedures.Enhance the supply of standard factory buildings, shorten the time required for land and building provision, and prevent situations where “projects wait for land.” Improve the efficiency of supporting utilities such as water, electricity, gas, and heating to ensure the construction of technological transformation projects.
