To accelerate innovation in synthetic biology within the city, promote the high-quality development of the biomanufacturing industry, and foster new growth drivers for strategic emerging industries and future industries, the following plan has been formulated.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee. We will thoroughly study and implement the important speeches made by General Secretary Xi Jinping during his inspection of Tianjin. By fully leveraging the core role of national strategic scientific and technological forces as a source of innovation, and effectively utilizing the city’s scientific and educational resources, industrial foundation,platform support, and talent pool, to drive the widespread application of synthetic biology technologies in enhancing the high-quality development of key industrial chains. We will build a bio-manufacturing industrial system with Tianjin’s distinctive characteristics, establishing a hub for synthetic biology innovation, a center for the aggregation of bio-manufacturing industrial factors, and a high-ground for industrial development that is rooted in the Beijing-Tianjin-Hebei region and serves the entire nation.By 2026, we aim to produce a number of innovative achievements in the field of synthetic biology with international influence, launch a batch of bio-manufacturing industrialization projects with significant economic benefits, and establish an industrial ecosystem characterized by vibrant innovation, smooth technology transfer, and comprehensive industrial elements.
——Continuously enhanced innovation capabilities. In key core technologies such as industrial strain development, DNA and gene synthesis, and biological conversion of carbon dioxide, as well as in areas of domestic substitution for intelligent bio-manufacturing equipment, 50 innovative achievements reaching internationally advanced levels will be produced. A network of bio-manufacturing innovation resources will be established, with national technology innovation centers, national key laboratories, major national science and technology infrastructure, and national-level pilot production platforms serving as core nodes, and 2 to 3 new national-level innovation platforms in the bio-manufacturing sector will be added.
——Industrialization benefits continue to materialize. An application system will be established to leverage synthetic biology technologies to empower the high-quality development of industries such as pharmaceuticals, chemicals, materials, agriculture, and food, with the creation of 20 to 30 landmark industrialization projects. More than five leading and headquarters-based enterprises in the biomanufacturing sector will be attracted or cultivated, and a group of high-growth enterprises will be nurtured, bringing the total number of “ChuYing,” “Gazelle,” and technology-leading enterprises to over 30.Develop 2 to 3 industrial platforms with distinctive characteristics and prominent advantages, driving the output value of bio-manufacturing-related industries to exceed 100 billion yuan.
——Continuously improve the industrial ecosystem. Cultivate a group of public service platforms, pilot production bases, and specialized service institutions for the biomanufacturing industry, establishing a service chain covering “R&D—translation—industrialization.” Form a policy support system tailored to the development of the biomanufacturing industry in areas such as intellectual property, safety assessment, market access, project construction, and legal rights protection. Add at least five top-tier scientist teams with international influence, and further mature talent cultivation mechanisms for biomanufacturing that feature interdisciplinary collaboration, industry-research synergy, and industry-education integration.
II. Key Tasks
(1) Establish a Bio-manufacturing Innovation Ecosystem. Promote the construction of national-level innovation platforms such as the National Synthetic Biology Technology Innovation Center and the Tianjin University Center for Frontier Synthetic Biology.Focusing on core enabling technologies, key industrial technologies, major disruptive technologies, and domestic substitution technologies in biomanufacturing, support the integration of national-level innovation platforms and municipal-level platforms—such as the Haihe Synthetic Biology Laboratory—into the national strategic framework. These platforms will undertake major national strategic scientific and technological missions, lead the organization of major national projects, and attract biomanufacturing enterprises nationwide to participate in platform development and industrial cooperation.Strive to secure the establishment of major biomanufacturing science and technology infrastructure in Tianjin, and facilitate the establishment of the National Key Laboratory of Low-Carbon Synthetic Engineering Biology and the National Key Laboratory of Synthetic Biology. Provide support to key laboratories, industrial innovation centers, technology innovation centers, and manufacturing innovation centers in the biomanufacturing sector in accordance with the city’s policies for promoting high-quality development of the manufacturing sector. (2) Continuously support breakthroughs in basic and applied research. Deepen the implementation of the Tianjin Synthetic Biology Technology Innovation Capacity Enhancement Initiative, with a focus on supporting foundational biomanufacturing technologies such as digital cell construction, industrial strain development, enzyme engineering, DNA and gene synthesis, gene editing, rational protein design, ultra-high-throughput screening, and DNA data storage; as well as key core technologies for biomanufacturing industries such as carbon dioxide bioconversion, green biomanufacturing of pharmaceutical chemicals, microbial recombination of natural products, cell and gene therapy, novel vaccines,future foods, bio-based materials, and high-end cosmetic ingredients; as well as the R&D of smart bio-manufacturing equipment, reagents, consumables, and software tools, such as DNA synthesis equipment, smart bioreactors, separation and purification equipment, and bio-design software algorithms. In response to the needs of the bio-manufacturing industry, implement “challenge-based” projects to encourage enterprises to increase R&D investment, promote collaborative innovation among industry, academia, and research institutions, accelerate the development of landmark innovative products, and provide support in accordance with the city’s policies for promoting high-quality development of the manufacturing sector.(Responsible Units: Municipal Science and Technology Bureau, Municipal Bureau of Industry and Information Technology)
(3) Accelerate the commercialization of innovation outcomes. Implement a demonstration initiative for scenario-based applications in the biomanufacturing sector. Identify typical application scenarios across industries such as pharmaceuticals, chemicals, materials, and food. Guide and mobilize large central state-owned enterprises and local state-owned enterprises to participate in biomanufacturing technological innovation and industrial revitalization. Facilitate supply-demand matching with R&D institutions, support proof-of-concept for new technologies and pilot applications of new products, and foster a batch of landmark commercialization projects with demonstrative and catalytic effects.Promote the establishment of effective communication channels and mechanisms for the commercialization of research outcomes between research institutes in the biomanufacturing sector and the Tiankai High-Tech Science and Innovation Park, facilitating the transition of scientific achievements from the laboratory to incubation and commercialization within the park. Support the innovative application of products; encourage biomanufacturing enterprises to obtain market access for innovative drugs, medical devices, new cosmetic ingredients, new food ingredients (novel food resources),new varieties of food additives, new varieties of food-related products, and foods for special medical purposes. We will encourage applications for national and municipal certifications such as “First-of-a-Kind Equipment, First-Batch Materials, and First-Version Software,” as well as the introduction of domestic and international projects and research achievements to facilitate industrialization, providing support in accordance with the city’s policies for promoting high-quality development in manufacturing.Improve the technology transfer service system. Relying on professional institutions and operational teams such as the China Synthetic Biology Industry Intellectual Property Operation Center and the BIOINN specialized biomanufacturing co-working space, establish a full-cycle service system covering intellectual property, technology maturation, technology transfer, business incubation, and entrepreneurship coaching in the biomanufacturing sector. Cultivate Contract Manufacturing Organizations (CMOs) and Contract Development and Manufacturing Organizations (CDMOs) in the biomanufacturing sector, and provide support in accordance with the city’s policies for promoting high-quality development of the manufacturing sector.Support the construction of pilot-scale platforms. Focusing on the needs of pilot-scale upscaling and mass production in biomanufacturing, encourage and support the development of high-throughput, intelligent, and automated proof-of-concept and pilot-scale maturation platforms. (IV) Cultivate and Strengthen Industry Entities at Multiple Levels. Attract leading enterprises to establish operations in Tianjin, and encourage top-tier domestic R&D institutions, listed companies, and industry leaders in the biomanufacturing sector to set up headquarters, regional headquarters, R&D centers, production bases, or business operation centers in Tianjin. Support will be provided based on a comprehensive evaluation of factors such as investment scale, industrial spillover effects, employment generation, technological breakthroughs, and socio-economic benefits.Promote the expansion and quality improvement of small and medium-sized enterprises (SMEs). Encourage small, medium, and micro enterprises in the biomanufacturing sector to specialize in niche markets, build on their competitive advantages to grow and strengthen their operations, and develop into competitive “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises, “Single Champion” enterprises, and unicorns, thereby forming a tiered structure of “Eaglets,” “Gazelles,” and technology-leading enterprises.Support biomanufacturing enterprises in applying for recognition as "Specialized, Refined, Unique, and Innovative" (SRUI) "Little Giant" enterprises and "Single Champion" enterprises; upon certification, provide support in accordance with the city’s policies for promoting high-quality development in manufacturing. Promote the construction of major industrial chain projects, identify key needs in the biomanufacturing industrial and supply chains, and advance efforts to "strengthen, consolidate, supplement, and extend" the chains. For eligible projects, provide support in accordance with the city’s policies for promoting high-quality development in manufacturing upon completion and commencement of production.Support the development of enterprises’ innovation capabilities and implement post-grant R&D subsidies. Encourage qualified enterprises and institutions in the biomanufacturing sector to take the lead in establishing industrial alliances and innovation consortia to promote collaborative innovation among large, medium, and small enterprises. (5) Create Landmark Industrial Clusters. Establish a bio-manufacturing pilot zone in the Tianjin Port Free Trade Zone; create a distinctive “Cell Valley” for the Beijing-Tianjin-Hebei region in the Tianjin Binhai High-Tech Industrial Development Zone; build a biopharmaceutical industrial park in the Tianjin Economic-Technological Development Area; and develop a bio-manufacturing industrial cluster in Wuqing District centered around the Tianjin University Institute of Synthetic Biology. These efforts will foster the aggregation of landmark achievements, major projects, and industrial teams in the bio-manufacturing sector.For biomanufacturing projects, optimize project approval processes, accelerate project implementation, and promote the innovation and industrialization of biomanufacturing products. Strengthen the guarantee of resource supply, increase the supply of industrial land, and reduce land costs for biomanufacturing enterprises. For major biomanufacturing projects and key enterprises with advanced technology, high investment intensity, and good economic returns, increase land supply guarantees and accelerate implementation progress;Strengthen the supply of resources such as water, electricity, and steam; accelerate the improvement of supporting facilities for energy supply and hazardous chemical storage; and create physical spaces suitable for the development of the biomanufacturing industry. (6) Explore ways to enhance industry governance capabilities. Accelerate the construction of the Beijing-Tianjin-Hebei Food Nutrition, Health, and Safety Innovation Platform; actively participate in the formulation of national policies and pilot programs regarding market access evaluation and risk assessment for biomanufacturing products; and strengthen regulatory service training and capacity building in relevant fields.Explore the establishment of a multi-departmental collaborative green approval channel for biomanufacturing. Adhere to the fundamental principles of encouraging innovation and adopting a prudent yet inclusive approach, and formulate industry regulatory and service mechanisms—such as those addressing biosafety and ethical risks—that are tailored to the characteristics of the biomanufacturing industry. Establish and improve legal service mechanisms for intellectual property protection in the biomanufacturing sector, explore the creation of streamlined channels for intellectual property litigation, and provide consultation and guidance services on judicial protection of intellectual property to relevant entities.Support local universities, research institutions, and enterprises in the biomanufacturing sector to participate in the development of international, national, industry, and local standards for relevant technologies and products. (7) Build a high-level industrial talent pool.Focusing on applied basic research and common key technologies in the biomanufacturing industry, we will recruit teams of academicians and experts to lead major scientific and technological projects. Leveraging the “Haihe Talents” Action Plan and talent cultivation and recruitment programs—such as those for outstanding talents, young scientific and technological talents, exceptional manufacturing talents, and highly skilled talents—we will prioritize the recruitment of top scientists, engineers, and leading talents urgently needed by the biomanufacturing industry, as well as recruit and cultivate industry service professionals with expertise in policy, legal affairs, markets, and finance.In accordance with the city’s talent recruitment policies, eligible leading talents recruited by enterprises and institutions in the biomanufacturing sector will be given priority in terms of residency, living arrangements, healthcare, and children’s education. We will improve flexible talent recruitment mechanisms for enterprises in the biomanufacturing sector, such as the “Vice President of Science and Technology” program, and create favorable conditions to attract outstanding talents to stay and develop their careers in Tianjin.We will encourage universities and research institutions in Tianjin to strengthen the training of applied and engineering-oriented professionals in high demand within the biomanufacturing sector, and support universities in conducting joint training programs with enterprises through industry-education consortia, industry colleges, and colleges of outstanding engineers. (8) Deepen Collaborative Innovation and Development in the Beijing-Tianjin-Hebei Region. Deepen coordinated development in the field of biomanufacturing across the Beijing-Tianjin-Hebei region, strengthen collaboration and division of labor within industrial and supply chains, systematically absorb innovative resources from Beijing’s biomanufacturing sector, and support the construction of the Xiongan New Area. Strengthen “academy-city cooperation” to promote close interaction with the Chinese Academy of Sciences and the Chinese Academy of Medical Sciences in areas such as discipline development, the integration of medicine and engineering, industry-education integration, and the cultivation of leading talents, as well as scientific research and clinical personnel.Leverage the role of platforms such as the Beijing-Tianjin-Hebei National Technology Innovation Center to continuously deepen exchanges and cooperation among enterprises, research institutions, universities, and alliance organizations in the bio-manufacturing sector across the three regions, and promote the deep integration of industry, academia, research, and application. (9) Strengthen the development of financial and investment service systems. Leverage the leading and driving role of the Tianjin Zhongke Haihe Biomedical Industry Fund to attract various market-oriented funds and establish a cluster of biomanufacturing funds. Focusing on key technological innovations, major industrial achievements, and future frontier directions in biomanufacturing, these funds will precisely support the accelerated growth of a group of high-quality innovative enterprises. III. Support Measures
(1) Establish a Coordination Mechanism. Form a coordination mechanism led by the Vice Mayor in charge, with the Municipal Science and Technology Bureau, the Municipal Development and Reform Commission,the Municipal Bureau of Industry and Information Technology, the Municipal Finance Bureau, the Municipal Commission of Agriculture and Rural Affairs, the Municipal Bureau of Ecology and Environment, the Municipal Health Commission, the Municipal Market Regulation Commission, the Municipal Medical Insurance Bureau, the Municipal Local Financial Administration Bureau, the Municipal Drug Administration, and other relevant municipal departments, as well as the people’s governments of key districts such as Binhai New Area and Wuqing District. This mechanism will work collectively to advance the implementation of key plans, important policies, and major projects in the biomanufacturing industry, and coordinate the resolution of key challenges and difficulties.Research and establish a specialized statistical system for the bio-manufacturing sector, improve statistical monitoring mechanisms, and support scientific decision-making.
(2) Establish a high-level industry think tank. Create an expert advisory pool for the development of the biomanufacturing industry, drawing on expert resources from leading research institutions and universities, leading enterprises in the industrial chain, high-growth enterprises, R&D service providers, financial investment institutions, and industry associations. Establish and improve mechanisms for regular consultations, decision-making advice, and information exchange.Leverage the role of the expert think tank to provide specialized research and advisory opinions on matters such as the formulation of biomanufacturing industry plans, research on specific policies, project organization and selection, third-party evaluations, the development of standards and regulations, intellectual property, biosafety, and legal and ethical issues.
(3) Strengthen Financial Support. Improve diversified funding mechanisms, actively coordinate various special funds to support research projects, application demonstrations, and platform construction in the biomanufacturing sector; leverage the leading and catalytic role of government investment funds to attract and mobilize social capital. Actively seek support from national policy funds.
The relevant policies outlined in this plan shall be implemented in accordance with the principle of “choosing the most favorable option and avoiding duplication” when compared with other similar policies in this municipality. Should adjustments be made to relevant national or municipal policies during the implementation period, this plan shall be adjusted accordingly.
