Article 8: The support of GSP shall match the comprehensive contribution of the GSP applicant to the Hi-tech Zone. Chapter IV Agreement Policy Cashing
Article X. Agreement policy refers to the high-tech zones by the management committee and specific enterprises and institutions (hereinafter collectively referred to as "agreement policy"). Article XII of the strict implementation of the agreement filing procedures. (a) If the agreement on policy support is only linked to economic indicators, such as the applicant fails to complete the agreed targets for the year, but the target fulfillment rate (of which the tax target weighting is 70%, and the average weighting of other economic indicators combined) will be reduced by 50%, and the applicant will not be able to fulfill the agreed targets. If the applicant fails to complete the agreed targets for the year, but the completion rate of the targets (of which the weight of the tax target is 70% and the average weight of other economic indicators is 30%) reaches more than 80% of the agreed targets (inclusive), the policy support will be honored in accordance with 80% of the agreed policy support;
If the completion rate of the economic indicators fails to reach 80% of the agreed targets, the policy support will not be honored for the year. Departmental consultation and processing of opinions submitted for approval, in principle, no more than 30 working days, and does not count as a time limit for the approval of the policy cash.
Article 14 The agreement policy support matches the comprehensive contribution of the applicant to the high-tech zone. In principle, the total amount of policy support for the applicant during the policy period shall not exceed the applicant's actual comprehensive contribution to the Hi-tech Zone during the policy period (except for those explicitly agreed in the specific agreement documents).
Article XV: Time limit for honoring and reviewing the agreement policy. The time limit for honoring the review is calculated from the time when the applicant of the agreement policy submits all the compliant materials. Article XVIII Effective time limit for the application of policy cash. Article 24 After the applicant receives the policy support, if the applicant fails to fulfill the obligations agreed in the policy or agreement, the Hi-tech Zone Management Committee has the right to require the applicant to return the policy support funds to the Hi-tech Zone in accordance with the corresponding policy, agreement or the provisions of these measures, and to pay liquidated damages in accordance with 5% of the funds obtained from the policy support that should be returned. In order to create a favorable business environment, liquidated damages of less than 100,000 yuan (inclusive) may not be recovered.
Article 25 If the applicant, through falsification, concealment of the true situation, etc., arbitrage or fraudulent policy support funds or do not return the policy support funds and liquidated damages in a timely manner, by the corresponding inclusive policy lead department or the department responsible for the policy of the agreement, led by the Bureau of Business Council, the Office of the Government, Finance and Financial Bureau, the Legislative Affairs Office and other relevant departments to recover the funds that have been honored. The relevant departments shall recover the funds already cashed, and at the same time cancel the applicant's eligibility to apply for policy fulfillment within two years from the date of recovery of the said funds, and the application for policy fulfillment within the corresponding period shall not be retroactively applied for.
