1. Support content:
During the period of validity of the "Support Measures", for the first time to obtain the China Patent Prize Award, Silver Prize, Excellence Award of all types of subjects, each of which will be given a one-time 1 million yuan, 300,000 yuan, 200,000 yuan, respectively. For the first time to obtain the China Design Award, Silver Award and Excellence Award, each subject will be given a one-time financial incentive of 300,000 yuan, 200,000 yuan and 100,000 yuan respectively; for the first time to obtain the Tianjin Patent Award, Excellence Award and Entrepreneurship Award, each subject will be given a one-time financial incentive of 100,000 yuan, 50,000 yuan and 20,000 yuan respectively; for the first time to obtain the China Trademark Award, each subject will be given a one-time financial incentive of 500,000 yuan and 50,000 yuan respectively. 2. Reporting conditions:

3. Declarations:

Article 6: Support for foreign patent layout.
1. Content of support:

2. Reporting conditions:
(1) All kinds of subjects in Binhai Hi-Tech Zone who have been authorized to obtain foreign invention patents through the Patent Cooperation Treaty (PCT) and Paris Convention route within the validity period of the Support Measures.

3. Declaration materials

(2) A copy of the qualification and credit documents of the subject of the declaration (enterprise credit report issued by Credit China or People's Bank of China).
(3) A list of authorized foreign invention patents for which the reward is declared.
(4) A copy of the first page of the notice of the authorized patent and the certificate of authorization issued by the foreign patent examination authority and the electronic copy of the certificate of authorization, and provide the translation of the formal translation company.

Article 8 Article 6 of the "Support Measures" introduces high-end talents in intellectual property.
1. Support content:
In the period of validity of the "Support Measures", if an individual is evaluated as an intellectual property division, the enterprise or scientific research institution where he/she works will be given 0.3 million yuan/person (intermediate), 0.8 million yuan/person (senior), respectively. If an individual obtains the qualification certificate of patent agent, the enterprise or scientific research institution in which he/she works will be given 0.2 million yuan/person. Chapter III: Promoting Efficient and Effective Utilization of Intellectual Property Rights

Encourage insurance companies to develop intellectual property infringement insurance, encourage enterprises to actively insure (overseas infringement liability insurance, patent enforcement insurance, patent infringement loss liability insurance and other types of insurance), and for enterprises to insure infringement insurance, the insurance will be based on the actual occurrence of the insurance. The enterprises that have taken out the infringement insurance will be subsidized by 50% of the actual premiums, and the same unit will be given a maximum of 30,000 yuan of financial support each year.

Chapter V Activating the Financial Value of Intellectual Property Rights
Article 14 Article 12 of the Support Measures encourages enterprises to carry out intellectual property rights pledge financing through banks.

Article 15 Article 13 of the Support Measures encourages enterprises to obtain intellectual property pledge financing through the guarantee mode.
1. Content of Support:
Support enterprises to obtain intellectual property rights pledge financing through financial guarantee companies. For enterprises that pledge intellectual property rights to a guarantee company as a counter-guarantee, and the guarantee company provides guarantee for the bank and obtains intellectual property rights pledge loans, the subsidy support of 50% of the actual payment of guarantee fees for intellectual property rights pledge loans will be given, with a maximum of 300,000 yuan per enterprise per year; for enterprises that pledge intellectual property rights to a bank and at the same time successfully take out intellectual property rights pledge financing guarantee insurance with an insurance company and obtain intellectual property rights pledge loans, the subsidy support will be given to the enterprises that have obtained intellectual property rights pledge loans. For enterprises that have pledged their intellectual property rights to banks and have successfully taken out intellectual property pledge financing guarantee insurance with insurance companies and obtained intellectual property pledge loans, they will be given subsidy support of 50% of the actual payment of insurance costs for intellectual property pledge loans, with a maximum of 300,000 yuan per enterprise per year.
2. Reporting conditions:

(2) The guarantee and insurance costs incurred by the relevant financing projects have not been supported by other similar funds.
(3) For those that are also in line with the support contents of Article 14 of these Rules, they shall be declared in accordance with this Article.
3. Declaration materials:

(3) A copy of the guarantee contract signed between the enterprise and the guarantee organization or a copy of the insurance contract signed with the insurance company. If the enterprise obtains a bank loan by successfully taking out intellectual property pledge financing guarantee insurance with the insurance company, a copy of the insurance policy issued by the insurance company is also required.

Article 16 Article 14 of the Support Measures encourages enterprises to carry out intellectual property pledge financing services through intellectual property service organizations.
1. Contents of Support:
Enterprises are encouraged to carry out intellectual property appraisal for the purpose of intellectual property pledge financing business through intellectual property operation, intellectual property appraisal and other professional service organizations. For enterprises that have successfully obtained financing by using intellectual property rights as pledges only, they shall be given incentives for intellectual property appraisal fees not exceeding 1% of the total amount of intellectual property pledge financing, among which, intellectual property appraisal fees exceeding 1% of the total amount of intellectual property pledge financing shall be rewarded in accordance with 1% of the total amount of intellectual property pledge financing; intellectual property appraisal fees of less than 1% of the total amount of intellectual property pledge financing shall be rewarded in accordance with the appraisal fees actually incurred, with a maximum of 30% per year for each enterprise. The maximum annual reward for each enterprise is 300,000 yuan.
2. Reporting conditions:
(1) The main body of the declaration for the Binhai Hi-tech Zone enterprises.
(2) The appraisal fee generated by the relevant financing project has not been supported by other similar funds in the Binhai Hi-tech Zone.
(3) For the ones that are in line with the support contents of Article 14 and Article 15 of the Rules at the same time, they shall be declared in accordance with this Article.
3. Declaration materials:
(1) Tianjin Binhai Hi-tech Zone on the promotion of intellectual property rights protection and high-quality development policy application review form.
(2) A copy of the qualification and credit documents of the subject of the declaration (enterprise credit report issued by Credit China or People's Bank of China).
(3) A copy of the contract signed between the enterprise and the service organization;
(4) Financing-related contracts signed with the bank, e.g., borrowing contract, intellectual property rights pledge contract, and in case of disbursement of funds through the bank's on-line APP and no borrowing contract Provide screenshots of the bank's online APP system.
(5) Intellectual property appraisal agreement and invoice for appraisal fee.

Article 17 Article 15 of the "Support Measures" encourages enterprises to carry out intellectual property pledge financing through service platforms above the municipal level.
1. Content of Support:
The support for enterprises to obtain 2 million yuan (including but not limited to small and medium-sized enterprise service center, small and medium-sized enterprise entrepreneurial base, incubator, crowdsource space) through the municipal-level and above third-party public service platform (including but not limited to small and medium-sized enterprise service center, small and medium-sized enterprise entrepreneurial base, incubator, crowdcreation space, Industrial Park) to obtain 2 million yuan (including) more than intellectual property pledge financing support for enterprises, according to the enterprise actually paid to the third-party public service platform financing intermediary service fee 50% subsidies, a single project subsidy of up to 50,000 yuan, the maximum cumulative subsidy of 100,000 yuan for each enterprise each year.

Article 32 If the declared unit has any problems related to safety production, environmental protection, social stability, etc. during the validity period of the Measures, the Administrative Committee of Binhai Hi-tech Zone will suspend, reduce or cancel the support policies for the enterprise in accordance with the relevant management regulations of the policy fulfillment.
Article 33 These rules shall be interpreted by the Administrative Committee of Binhai Hi-tech Zone.
Article 34 These rules are valid from April 27, 2023 to April 26, 2026. During the period of implementation of these rules, in case of policy adjustments of the State, Tianjin Municipality and Binhai New Area, the relevant provisions shall be adjusted accordingly.
