Planning and Construction Proposal for the Wuqing Beijing-Tianjin Industrial New Town

Advancing the planning and construction of the Wuqing Beijing-Tianjin Industrial New Town (hereinafter referred to as the Beijing-Tianjin Industrial New Town) is a key measure for thoroughly implementing the major national strategy of coordinated development in the Beijing-Tianjin-Hebei region and for effectively carrying out actions to deepen and solidify this coordinated development. To ensure the high-standard, high-quality construction of the Beijing-Tianjin Industrial New Town, this plan is formulated in light of the new stage, new tasks, and new requirements, with the goal of achieving world-class and domestic-leading standards, while taking local conditions into account.

I. General Requirements

(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement General Secretary Xi Jinping’s important requirements of “focusing on three key areas” regarding Tianjin’s work and the spirit of his series of important instructions and directives, earnestly study and implement the spirit of General Secretary Xi Jinping’s important speech at the symposium on deepening the coordinated development of the Beijing-Tianjin-Hebei region, firmly grasp the “key” of relieving Beijing of non-capital functions,seize the strategic opportunity presented by the “Twin Cities” strategy of Beijing and Tianjin, shoulder the political responsibilities of serving as a “bridgehead” for two-way connectivity between Beijing and Tianjin and as the “main force” for the coordinated development of the Beijing-Tianjin-Hebei region, accelerate high-quality development, deepen high-level reform and opening-up, implement high-efficiency governance, create a high-quality life, and build an important node in the Beijing-Tianjin-Hebei world-class advanced manufacturing cluster and world-class urban agglomeration, thereby contributing to making the Beijing-Tianjin-Hebei region a pioneer and demonstration zone for the construction of Chinese-style modernization.

(2) Development Orientation. Focusing on the principles of “industry driving urban development, urban development promoting industry, industry-city integration, and urban-rural unity,” and guided by innovation, supported by industry, grounded in green development, and characterized by resilience, we will build a new platform for relocating Beijing’s non-capital functions, a new hub for high-end industrial agglomeration, and a city of innovation for science, technology, and talent in Beijing and Tianjin.

(3) Work Objectives

By 2025, the total economic output will exceed 110 billion yuan, and the population will reach 1.2 million. New progress will be made in achieving “integrated urban development,” with a focus on actively integrating into the coordinated development of the Beijing-Tianjin-Hebei region through carrier platforms, industrial alignment, technology transfer, and functional complementarity. The cumulative number of major projects recognized at the municipal level for the relocation of Beijing’s non-capital functions will reach 60.Achieve new breakthroughs in scientific and technological innovation, accelerate the development of the core pilot zone, and accelerate the aggregation of innovation factors. The proportion of total R&D expenditure to regional GDP will reach over 2.8%, and the cumulative number of national high-tech enterprises will exceed 1,000.Industrial development has achieved a new leap forward, with industrial capacity significantly enhanced and an industrial ecosystem largely established. We have prioritized the cultivation of three industrial clusters—smart technology, biomedicine, and high-end fashion and consumer goods—each with an annual output value exceeding 100 billion yuan. The added value of strategic emerging industries and high-tech manufacturing now accounts for 30% and 16%, respectively, of the total added value of industrial enterprises above designated size.Urban quality will be further enhanced, with more comprehensive urban functions and superior conditions for living, working, tourism, shopping, and recreation. The natural ecosystem—featuring blue skies, green lands, clear waters, and beautiful scenery—will be further improved.

By 2027, the total economic output will exceed 130 billion yuan, and the population will reach 1.3 million. The “integrated urban area” effect will be evident, with deep integration into the coordinated development of the Beijing-Tianjin-Hebei region, particularly in terms of infrastructure cooperation and industrial synergy. The cumulative number of major projects recognized at the municipal level for the relocation of non-capital functions from Beijing will reach 100.Scientific and technological innovation will yield abundant results. The core pilot zone will be essentially completed, and construction of the core expansion zone will commence. The city’s capacity to generate scientific and technological innovations will be effectively enhanced, with total R&D expenditure as a percentage of GDP reaching over 3.0%, and the cumulative number of national high-tech enterprises exceeding 1,100.Industrial development has undergone a comprehensive upgrade. The industrial ecosystem integrating “industry, academia, research, application, finance, and services” has been further optimized. Leading industries continue to grow, while future industries are accelerating their development. The value added by strategic emerging industries and high-tech manufacturing now accounts for 32% and 18%, respectively, of the total value added by industrial enterprises above designated size. Urban quality has been significantly enhanced, with people-centered urban functions markedly strengthened. Daily life and work have become more comfortable and convenient, and the ecological environment has become more beautiful, achieving a harmonious coexistence between people and nature.

By 2030, a modern industrial system centered on three key industrial clusters—smart technology, biomedicine, and high-end fashion and consumer goods—will be further refined. A modern industrial new city, characterized by deep integration of “people, industry, city, countryside, and landscape” and driven by scientific and technological innovation, industrial development, and smart city infrastructure, will be preliminarily established.

II. Spatial Layout

We will establish an industrial spatial layout characterized by “one core leading, multiple points supporting, and region-wide coordination.” The “one core” refers to the core area of the Beijing-Tianjin Industrial New City; the “multiple points” include the “One Zone and Six Parks” in Wuqing District; and the “region-wide” coverage encompasses the primary, secondary, and tertiary industries. We will coordinate the industrial layout across the entire district, strengthen innovation-driven leadership, and build competitive advantages in industrial clusters.

(1) One Core Leading the Way — A Hub for Technological Innovation

The core area is defined as the approximately 21.98 square kilometers within the urban development boundary enclosed by the “Beijing-Tianjin-Tanggu Expressway—Nandong Line—Wujing Line—Longfeng River Old Course—Longfeng River.” The developable area is approximately 12.25 square kilometers, with the core pilot zone and expansion zone to be planned and constructed in phases.

1. Core Pilot Zone (Central Innovation District, CID)

The area bounded by "Fuyuan Road—Nandong Line—Guangming Road—Xinxing Road" is designated as the Core Pilot Zone, covering approximately 4.98 square kilometers. Focusing on attracting and clustering sectors such as R&D and technology commercialization, business incubation, technology services, and headquarters economy, the zone will concentrate on cutting-edge fields like smart technology and biomedicine to create an innovation hub characterized by a concentration of high-end talent, a dense network of innovation platforms, and vibrant innovation and entrepreneurship activities.

2. Core Expansion Zone

The Core Expansion Zone comprises the Near-Term Expansion Zone and the Medium-to-Long-Term Expansion Zone, with a planned area of approximately 17 square kilometers.

The area bounded by “Longfeng River—South-East Line—Fuyuan Road—Xinxing Road—Guangming Road—South-East Line—Wujing Line—Old Course of Longfeng River” within the urban development boundary, covering approximately 11.95 square kilometers, is designated as the Near-Term Expansion Zone. This zone prioritizes attracting pilot-scale testing, maturation, and industrialization projects in technology transfer, focusing on the development, testing, and application of generic key technologies to build a new hub for technology commercialization.

An area of approximately 5.05 square kilometers within the urban development boundary, bounded by the “Beijing-Tianjin-Tanggu Expressway—Nandong Line—Longfeng River,” is designated as the medium- to long-term expansion zone. This zone prioritizes the advancement of high-end and large-scale industries, focusing on major projects and innovation platforms to create a hub for accelerating enterprise growth, large-scale marketization, and the clustering of high-end industries.

(2) Multi-Point Support — A New Engine for High-End Industrial Development

The total planned land area of the “One Zone, Six Parks” initiative is approximately 91.70 square kilometers, with a developable area of about 19.51 square kilometers.

We will promote industrial synergy and distinctive development within the “One Zone, Six Parks” framework, attract high-quality industrial projects, elevate the level of existing industries, strengthen the construction of innovation platforms, advance the renewal and transformation of industrial parks, increase economic density within the parks, and optimize service functions and the environment. Our goal is to build a group of industrial clusters characterized by strong innovation, high tier, and large scale, thereby creating a new engine for high-end industrial development.

(3) Regional Synergy — A New Hub for High-Quality Development

Guided by the goal of promoting the deep integration of the primary, secondary, and tertiary industries, we will drive a substantial improvement in the comprehensive strength of the Beijing-Tianjin Industrial New City and a significant enhancement of its industrial competitiveness.

Through a “one core, multiple nodes” approach, we will drive the high-quality development of high-end manufacturing across the entire region, enhance innovation capabilities, strengthen leading industries, develop strategic emerging industries, and cultivate future industries. Leveraging the industrial strengths of the park, we will promote economic synergy and collaboration between the park and its clusters through project-driven initiatives, industrial traction, information exchange, and cluster-based coordination, thereby deeply advancing the integration of industry and urban development.The core area of the Beijing-Tianjin Industrial New City, the Wuqing Development Zone (including the Wuqing Economic and Technological Development Zone and the Wuqing section of the Tianjin Binhai High-Tech Industrial Development Zone), will collaborate with urban clusters, peri-urban clusters, and ecological clusters to achieve industry-city integration; the Jingbin Industrial Park and the Gaocun Science and Technology Innovation Park within the Wuqing Economic and Technological Development Zone will collaborate with the Beijing-adjacent cluster and the East Canal cluster to achieve industry-city integration;The Automotive Industrial Park and Fuyuan Economic Development Zone will collaborate with the East City Cluster to achieve industry-city integration; the Beijing-Tianjin Science and Technology Valley will collaborate with the Southern Cluster and the Central-Western Cluster to achieve industry-city integration; and the Beijing-Tianjin E-commerce Industrial Park will collaborate with the Eastern Cluster and the East Canal Cluster to achieve industry-city integration.

Leveraging “One Commercial District” (the Florence Town National Model Smart Commercial District) to accelerate the development of high-end services, creating a series of high-quality, full-scenario consumption platforms encompassing “competitions, exhibitions, performances, dining, accommodation, shopping, entertainment, training, and tourism,” and building the most distinctive mainstream fashion consumption destination and international tourism destination within the Beijing-Tianjin-Hebei world-class urban agglomeration.

Leverage “One Belt” (the Grand Canal Cultural and Ecological Development Belt) to drive high-quality and efficient agriculture, create livable and business-friendly rural environments, and ensure farmers’ prosperity and well-being, thereby establishing the Grand Canal as a cultural conservation belt, an ecological tourism development belt, and a model belt for rural revitalization.

III. Key Tasks

(1) Implement the Integrated Urban Development Project

Fully leveraging the locational advantages of being a key node in the “Beijing-Tianjin Corridor,” we will strengthen industrial alignment and collaboration, promote synergy in scientific and technological innovation, deepen transportation integration, and foster the joint construction and sharing of public services. We will accelerate integration into the modern capital metropolitan area and the Beijing-Tianjin-Hebei world-class urban and industrial clusters, writing a new chapter in the “Twin Cities” narrative of Beijing and Tianjin.

1. Promote Industrial Synergy. Adhering to the principles of urban integration and regional unification, we will effectively harness the spillover effects of Beijing’s technology and industries, proactively attract the relocation of secondary and tertiary headquarters of central state-owned enterprises, as well as state-owned and private enterprises, and facilitate the establishment of projects in high-end manufacturing, high-end services, and the commercialization of scientific and technological R&D achievements.Adopting models such as central-local cooperation, university-local cooperation, joint park development, and base incubation, we will systematically attract industrial entities that align with Wuqing’s functional positioning, forming a “Beijing R&D, Tianjin Manufacturing” linkage channel between Beijing and Tianjin. Concurrently, we will ensure seamless integration with industrial chains in Hebei Province, particularly Langfang City.

2. Promote Innovation Synergy.We will advance the integrated development of education, scientific and technological innovation, and talent cultivation; design original, integrated, and open innovation as a unified whole; and deploy innovation chains, industrial chains, and talent chains in a coordinated manner. Led by scientific and technological innovation and industrial innovation, we will achieve seamless integration in platform construction, scientific research, and the commercialization of research outcomes. We will jointly build collaborative innovation platforms, promote the inclusion of more scientific and technological innovation resources into shared resource catalogs, focus on opening up new fields and competitive tracks for development, and continuously shape new drivers and advantages for development.

3. Promote talent synergy. Establish an integrated talent service mechanism for the metropolitan area, deepen cross-regional mutual recognition of professional qualifications, and facilitate the rational cross-regional flow of talent. Build high-level platforms for attracting and cultivating talent, focusing on key sectors such as intelligent rail transit, high-end equipment, synthetic biology, and the digital economy. Make concerted efforts to attract a cohort of top-tier scientific and technological talents, leading experts, and first-class innovation teams, and grant researchers full autonomy and decision-making authority over project planning and the use of funds.

4. Promote transportation synergy. Improve the comprehensive multi-modal transportation network and solidify the “Beijing-Tianjin-Hebei on Rails” initiative. Upgrade the functions of the existing Wuqing Station on the Beijing-Tianjin Intercity Railway, reserving space for the future integration of the Beijing-Shangqiu Railway and the Tianjin-Binhai Rail Line, to transform Wuqing Station into a major comprehensive transportation hub for the Beijing-Tianjin-Hebei region. Additionally, advance the planning and construction of the Tongzhou-Wuqing-Langfang suburban railway.Enhance highway connectivity by coordinating with the renovation and expansion of the Beijing-Tianjin-Tangshan Expressway, completing the Dawangguzhuang interchange, advancing the planning and construction of the Yangcun West interchange, and connecting Gaowang Road with Beijing’s Tongqing Road. Reserve land and prepare project reserves for the Tangshan-Langfang Expressway and the Mi-Zhuo-Beijing-Shanghai Expressway connector, with construction to commence at an appropriate time.Build a comprehensive, multi-modal transportation system that is smooth, efficient, convenient, and safe, achieving the organic integration and seamless connection of rail transit, expressways, and the local road network.

5. Promote coordination of public services. Gradually break through geographical constraints on public service resources in the Beijing-Tianjin-Hebei region. Guided by the principles of cooperative development, information sharing, and resource pooling, strengthen coordination of public services in areas such as employment and entrepreneurship, education and healthcare, public culture, social security, and housing.

(2) Implement the Science and Technology Innovation Hub Construction Project

Focusing on the high-standard planning and construction of the core area of the Beijing-Tianjin Industrial New City, and aiming to create a source of scientific and technological innovation, an incubator for scientific research achievements, and an ecosystem for innovation and technology services, we will fully promote the construction of R&D platforms, innovation and entrepreneurship hubs, technology service platforms, and pilot and pilot-scale testing platforms.

6. Accelerate the construction of the core area of the Beijing-Tianjin Industrial New City. Rationally plan the urban spatial form and industrial development layout, and promote the inclusion of the core area of the Beijing-Tianjin Industrial New City in relevant key municipal and district-level plans. Prioritize the construction of industrial facilities for R&D, technology transfer, and technology services, as well as headquarters buildings for high-tech enterprises, alongside high-quality living support facilities with comprehensive functions. This will create a livable and business-friendly innovation ecosystem characterized by technological innovation, the integration of water and greenery, and vibrant energy.By 2025, the floor area of industrial facilities in the core pilot zone will exceed 1.2 million square meters, and the number of innovation entities will reach over 350; by 2027, construction of the core pilot zone will be substantially completed, with the floor area of industrial facilities exceeding 2 million square meters and the number of innovation entities reaching over 600, while construction of the near-term expansion zone will commence; by 2030, construction of the near-term expansion zone will be substantially completed, and construction of the medium- and long-term expansion zones will commence.

7. Accelerate the development of innovation platforms. Strengthen the construction of productive public service platforms, focusing on building a synthetic biology R&D and commercialization base, an intelligent rail transit R&D and commercialization base, a Beijing-Tianjin-Hebei UHV R&D and manufacturing base, and a digital empowerment platform to drive industrial development in key sectors such as synthetic biology, intelligent rail transit, smart manufacturing, new materials, and big data. Collaborate with Zhongguancun, major national research institutions, national key laboratories, engineering research centers, and technology innovation centers to jointly establish collaborative innovation platforms for technology transfer and industrial innovation.

8. Strengthen the development of science and technology service platforms. Improve the full-chain, end-to-end science and technology service system to foster an innovation and entrepreneurship ecosystem conducive to aggregating resources and stimulating vitality. Introduce innovation service resources and establish a series of service platforms supporting R&D and technology transfer, such as achievement exhibition and trading centers, proof-of-concept centers, and testing and inspection centers. Attract science and technology service institutions specializing in R&D crowdsourcing, scientific and technological information, intellectual property, technology transactions, entrepreneurship training, and shared office spaces, while complementing these with modern financial, accounting, and legal services.

(3) Implement the High-End Industrial Cluster Development Project

We will firmly adhere to the directions of high-end, intelligent, green, integrated, and clustered development. Guided by the “dual high-end” leadership of intelligent technology and biomedicine, we will promote the filling of gaps in weak industrial chains, the extension of strong industrial chains, the upgrading of traditional industrial chains, and the establishment of new industrial chains for emerging industries. This will ensure the orderly linkage and robust growth of all industries, continuously enhancing the continuity and competitiveness of industrial development.

9. Build Distinctive Industrial Parks. Optimize the industrial ecosystem by building on the existing industrial foundation to strengthen the automotive and high-end equipment sectors, expand the new materials pillar industry, and develop strategic emerging industries such as smart technology, biopharmaceuticals, and the digital economy. Accelerate the improvement of output efficiency per unit area to form an industrial system with stronger innovation capacity and higher added value.Adhere to a development path characterized by intensive, resource-efficient, low-impact, and green growth; transform resource utilization methods; actively address the absorption of idle land, land approved but not supplied, and land supplied but not developed; and improve the efficiency of land use and development.The Wuqing Development Zone (including the Wuqing Economic and Technological Development Zone and the Wuqing section of the Tianjin Binhai High-Tech Industrial Development Zone) will focus on developing smart technology and biopharmaceutical industries; the Jingbin Industrial Park will focus on smart manufacturing, high-end equipment, and artificial intelligence industries; the Automotive Industrial Park will focus on automobiles, core components, and high-end equipment manufacturing; and the Jingjin Technology Valley will focus on high-end equipment manufacturing and energy-saving and environmental protection industries.the Beijing-Tianjin E-commerce Industrial Park will focus on internet technology and smart manufacturing equipment; the Gaocun Science and Technology Innovation Park within the Wuqing Economic and Technological Development Zone will focus on artificial intelligence and cloud computing/big data services; and the Fuyuan Economic Development Zone will focus on the manufacturing of new building materials and high-end equipment.

10. Cultivate three industrial clusters each worth 100 billion yuan. With the goal of establishing a pilot zone for intelligent manufacturing, we will build upon the industrial foundation of intelligent manufacturing equipment and next-generation information technology to accelerate intelligent upgrades and digital transformation; promote the application of key intelligent technologies and foster technological integration and business model innovation; and develop strategic emerging industries such as intelligent robots, digital applications, cloud computing, blockchain, and the metaverse to cultivate a 100-billion-yuan intelligent technology industrial cluster.With the goal of establishing a bioeconomy pilot zone, we will build upon our strengths in traditional Chinese medicine (TCM) processing, TCM granules, and medical devices to strengthen our distinctive TCM health industry and develop the broader health sector. Led by synthetic biology, we will promote the high concentration of health industries—including biopharmaceuticals, medical devices, medical services, and AI-driven digital and information technologies—to cultivate a 100-billion-yuan biopharmaceutical industrial cluster.Accelerate the development of integrated clusters combining agriculture, industry, commerce, culture, tourism, and sports. Coordinate efforts to enhance international appeal, expand consumption scenarios, and leverage digital technology. Expedite the construction of projects such as V1 Auto World and Aokangda Luxury Car Plaza. Transform the Florence Town commercial district into a demonstration zone supporting Tianjin’s development as an international consumption hub, an international tourist destination, and a 4A-level scenic area, thereby fostering a high-end fashion consumption industrial cluster valued at 100 billion yuan.

11. Cultivate ten leading enterprises with annual revenues of 10 billion yuan or more. Focus on industrial chains to guide the aggregation of high-end innovation resources; leverage innovation chains to promote industrial chain upgrades; and attract and cluster a group of enterprises across the industrial chain. By digitally empowering the real economy, drive improvements in the quality and efficiency of the automotive parts and equipment manufacturing industries; promote the transformation and upgrading of traditional industries (bicycles, carpets, textiles and apparel, food and beverages); and build a number of landmark smart factories and digital workshops.We will establish ten leading enterprises with annual revenues of 10 billion yuan or more in fields such as high-end equipment manufacturing, intelligent rail transit, new materials, biopharmaceuticals (synthetic biology), next-generation information technology, and modern services.

12. Strengthen the attraction and cultivation of high-end industries. Improve the policy framework, strengthen the development of specialized investment promotion teams, and target Zhongguancun, central government-affiliated research institutes, key central state-owned enterprises, and leading private enterprises to accelerate the introduction of innovation teams, talent, and projects. This will facilitate the transformation of Beijing’s science and technology innovation resources from isolated initiatives into cluster-based development, ensuring that Beijing’s achievements are introduced to Tianjin locally, matured on-site, and industrialized in line with local conditions.Optimize the innovation and industrial ecosystem by developing key sectors such as digital twins, 5G applications, smart healthcare, and the industrial internet. Cultivate a tiered cohort of high-growth innovative enterprises—including “Eaglets,” “Gazelles,” “Leaders,” and “Unicorns”—nurture future industries, and drive industrial, supply, and value chains toward high-end development.

(4) Implement the Urban Quality Enhancement Project

Adhering to the concepts of “smart growth” and “compact city,” we will promote the orderly integration of infrastructure, public services, production spaces, and living spaces, and accelerate the construction of a people-centered, smart, and livable city of happiness.

13. Accelerate the renewal of urban functions. Implement renewal and upgrading initiatives focused on the Wuqing urban area and industrial parks to build smart cities, sponge cities, and resilient cities.Revitalize existing resources and assets to enhance their contribution to economic and social development. Effectively improve the city’s carrying capacity, better balance the work-residence relationship, optimize the layout of commercial, office, and residential functions, and elevate the level of smart, chain-based, and convenient community commerce. Launch dedicated bus routes in the core area of the Beijing-Tianjin Industrial New Town to ensure seamless connectivity with the Wuqing Station of the Beijing-Tianjin Intercity Railway.

14. Enhance urban governance. Foster a “full-cycle” governance mindset to improve the scientific, refined, and intelligent levels of urban governance, and continuously improve the living environment. Establish a city governance model based on joint construction, co-governance, and shared benefits, forming a smooth, convenient, and efficient public service network. Build a Smart Beijing-Tianjin Industrial New City by leveraging cutting-edge technologies such as big data, cloud computing, blockchain, and artificial intelligence to strengthen the “City Brain” and achieve integrated management of urban operations through a single network.

15. Rationally allocate high-quality educational, medical, and elderly care resources. Scientifically and reasonably plan and allocate educational resources, introduce high-quality educational institutions, and build a high-quality education system to meet the schooling needs of children of high-level talent. Improve the medical service layout, with public hospitals playing a leading role, while encouraging diversified medical provision and guiding social organizations or individuals to invest in and establish specialized hospitals, general hospitals, and specialized medical institutions. Improve the elderly care service system, introduce and cultivate high-end health and elderly care institutions, and provide more comfortable living services for the elderly.

(V) Implement Green Ecological Construction Projects

We will thoroughly implement the philosophy that “lucid waters and lush mountains are invaluable assets,” leverage the advantages of ecological resources such as wetlands, rivers, lakes, and forests, empower green, circular, low-carbon, and intensive development, and promote the integration of industry and ecology.

16. Promote green and low-carbon development. Coordinate efforts to reduce carbon emissions, cut pollution, expand green spaces, and foster economic growth. Implement joint prevention and control mechanisms for air, soil, and water quality in the Beijing-Tianjin-Hebei region; ensure the protection of the Dahuangbao Wetland; carry out comprehensive management and ecological restoration of the Yongding River; and strengthen environmental governance and protection of key sections of the Grand Canal.

17. Empowering Green Industrial Development. Fully implement clean production, build a green industrial system, and carry out circular economy upgrades in industrial parks to achieve cascading energy utilization, water resource recycling, and the resource recovery of waste. Strengthen green transformation in key industries and critical sectors, and encourage traditional manufacturing enterprises to establish green factories.

18. Build Ecological and Green Recreational Spaces. Organically connect parks, green spaces, and water systems; enhance the landscape of Central Lake; and form a network of interconnected green recreational spaces and fitness-oriented, leisurely walking systems. Create waterfront spaces in conjunction with industrial functions; accelerate the development of Yudai Lake as a leisure and tourism destination; and establish the core area of the “Longfeng River Old Course—Longfeng River—Grand Canal” industrial new town surrounding Beijing and Tianjin, as well as the ecological green corridor of Wuqing urban area.

(VI) Implementing Institutional and Mechanism Innovation Projects

We will continue to advance institutional and mechanism reforms, deepen market-oriented reforms to boost momentum, foster a first-class business environment to enhance vitality, and expand high-level opening-up to strengthen our capabilities.

19. Deepen the implementation of institutional mechanisms for the integrated development of Beijing and Tianjin. Deepen the “Tong-Wu-Lang” reform pilot, build a small “Beijing-Tianjin-Hebei” reform pilot demonstration zone, proactively serve the construction of Beijing’s urban sub-center, actively integrate into the high-quality integrated development of Tongzhou District and the three northern counties, promote the free flow and optimal allocation of industrial factors, drive the restructuring of regional productive forces, and establish a mechanism for sharing benefits.

20. Optimize the business environment. Deepen the reform of streamlining administration, delegating powers, and improving government services; implement “paperless approval + fully online” services; and continue to advance the implementation of all measures under the reform of the approval system for construction projects. Upholding the philosophy that “serving others is developing oneself,” we will continuously optimize the legal, market, administrative, policy, and social environments. Improve measures to support the development of the private sector and stimulate the vitality of private enterprises.

21. Innovate the management and operational system. Improve the coordination mechanism to advance the planning, construction, comprehensive coordination, industrial planning, institutional innovation, and operational management of the Beijing-Tianjin Industrial New Town. Establish a platform company to serve as a comprehensive platform for state-owned capital investment and financing, development, construction, and operational services for the Beijing-Tianjin Industrial New Town. Adhere to a market-oriented approach to drive the high-quality development of the Beijing-Tianjin Industrial New Town.

IV. Support Measures

(1) Strengthen Organizational Implementation. Fully implement the decisions and deployments of the CPC Central Committee and the State Council regarding the major national strategy of coordinated development in the Beijing-Tianjin-Hebei region, as well as the requirements set forth by the Municipal Party Committee and Municipal Government. Actively seek support from relevant national ministries and commissions in terms of policies, projects, and funding, and increase support at the municipal level. At the district level, establish timelines, roadmaps, and task lists; implement a visual management approach with clear accountability; and make every effort to promote the high-quality construction and efficient operation of the Beijing-Tianjin Industrial New Town.

(2) Strengthen Planning Guidance. Closely align with the Wuxing District Master Plan for Territorial Space and the Control Detailed Plan, strengthen the coordinated management of various land uses within the Beijing-Tianjin Industrial New Town, optimize resource allocation and urban spatial forms, and ensure sufficient space for industrial development. Refine the industrial development plan for the Beijing-Tianjin Industrial New Town. In conjunction with the mid-term review of the 14th Five-Year Plan, scientifically adjust the development goals, key tasks, and supporting measures for 2025 and 2027 to establish a unified, coordinated framework across the entire district.

(3) Strengthen Financial Support. Establish a government-bank-enterprise cooperation platform to guide more financial capital toward the real economy. Encourage commercial banks to innovate financing models, service methods, and credit products to provide more financial resources for the construction and development of the Beijing-Tianjin Industrial New Town.

(4) Strengthen Supervision and Evaluation. Wuqing District will establish a supervision and evaluation mechanism to strengthen oversight and assessment of the work carried out by relevant district-level functional departments, towns, streets, and industrial parks in advancing the construction of the Beijing-Tianjin Industrial New Town, with a focus on evaluating key projects, key initiatives, key policies, key industries, and key platforms.

(5) Strengthen Policy Innovation. Formulate targeted, distinctive policies centered on the construction of the core area of the Beijing-Tianjin Industrial New City and the development of key industries. Seek to pilot national and municipal reform and innovation policies within the Beijing-Tianjin Industrial New City to ensure the full implementation and effectiveness of all policies.

(6) Strengthen Publicity and Guidance. Actively publicize and promote the development plan, support policies, advantageous resources, investment attraction efforts, construction progress, and development achievements of the Beijing-Tianjin Industrial New City to foster a positive public opinion environment.
