Tianjin Accelerating the Development of New Energy and Intelligent Networked Vehicle Industry Implementation Program (2023-2027)

This Implementation Plan is formulated to fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly advance the initiative for high-quality development of the manufacturing sector, and establish the new energy and intelligent connected vehicle industry as a new pillar industry of this city.

I. Objectives

Adhering to the development direction of electrification, connectivity, and intelligence, we will promote the transformation and upgrading of the automotive industry toward new energy, intelligent connectivity, and high-end products. We will vigorously develop new energy vehicles, seize new opportunities in the intelligent connected vehicle industry, adopt a multi-technology approach to the commercial vehicle sector, optimize and upgrade the industrial chain for key core components, improve the infrastructure system, reshape the automotive service sector, and drive the high-quality development of the new energy and intelligent connected vehicle industries.By 2025, new energy vehicle production will account for 30% of the city’s total automobile output, with the industry having reached a certain scale; intelligent connected vehicles will achieve commercial application in designated areas and specific scenarios, forming a distinctive and relatively complete industrial chain supply system. By 2027, new energy vehicle production will account for 45% of the city’s total automobile output, establishing Tianjin as a major new energy vehicle production base in northern China and a nationally significant city for the demonstration, application, and commercialization of intelligent connected vehicles.

II. Key Tasks

(1) Promoting the Transformation and Development of Vehicle Manufacturers

1. Accelerate the expansion of new energy vehicle production. Strengthen coordination with the headquarters of vehicle manufacturers to encourage the allocation of more vehicle models to their Tianjin plants. Support vehicle manufacturers in prioritizing the establishment of their new energy vehicle divisions in Tianjin, expedite the introduction of market-ready new energy vehicle models, and achieve full production capacity as soon as possible.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Commission of Transport, the Municipal Finance Bureau, the People’s Government of Binhai New Area, the Administrative Committee of Tianjin Economic-Technological Development Area, the Administrative Committee of Sino-Singapore Tianjin Eco-City, and the Administrative Committee of Tianjin Binhai High-Tech Industrial Development Area, in accordance with their respective duties)

2. Expand R&D and sales functions in Tianjin. Support vehicle manufacturers in expanding the scale of existing R&D centers and incubating technical teams in Tianjin to accelerate independent vehicle model development. Encourage vehicle manufacturers to build digital smart connected vehicle towns and develop vehicle-road coordination system solutions. Promote the establishment of new energy vehicle sales companies by vehicle manufacturers, leveraging the direct roll-on/roll-off shipping routes via Tianjin Port and the operational mechanisms of the China-Europe Railway Express to establish Tianjin as an export hub.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the Municipal Commission of Transport, the Municipal Bureau of Commerce, the People’s Government of Binhai New Area, and the Administrative Committee of Tianjin Economic-Technological Development Area, in accordance with their respective duties)

3. Expand vehicle production capacity by leveraging vehicle manufacturing qualifications. Seek support from relevant national ministries and commissions to attract leading domestic vehicle manufacturers to establish new energy passenger vehicle production bases in Tianjin. Encourage commercial vehicle manufacturers and operators to utilize their production qualifications for pure electric commercial vehicles to engage in cooperative production or establish export production bases.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Development and Reform Commission, the People’s Government of Binhai New Area, the People’s Government of Jinghai District, the Administrative Committee of the Tianjin Economic-Technological Development Area, and the Administrative Committee of the Tianjin Dongjiang Comprehensive Bonded Zone, in accordance with their respective duties)

(II) Developing New Growth Areas for Intelligent Connected Vehicles

4. Accelerate the construction of the Internet of Vehicles (IoV) Pilot Zone. Advance the development of the core area of the Tianjin (Xiqing) National-Level IoV Pilot Zone, and support the construction of expansion zones in the Tianjin Economic-Technological Development Area, Sino-Singapore Tianjin Eco-City, Tianjin Dongjiang Comprehensive Bonded Zone, Jinnan District, Hebei District, Wuqing District, and Baodi District.Accelerate the development of a three-tier testing system comprising virtual testing, closed-course testing, and public road testing to enhance V2X testing and validation capabilities. Pilot autonomous driving policies in V2X pilot zones and advance legislation for intelligent connected vehicles. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Commission of Transport, the Municipal Public Security Bureau, the Municipal Bureau of Justice, and relevant district people’s governments according to their respective duties)

5. Promote the orderly opening of application scenarios. Open two high-speed (express) intelligent connected vehicle test routes—from Beijing Yizhuang to Wuqing High-Speed Rail Station and from Xiqing District to Binhai New Area—and promote the full-scale opening of intelligent connected vehicle testing in Xiqing District, Hebei District, the Tianjin Dongjiang Comprehensive Bonded Zone, and the Sino-Singapore Tianjin Eco-City.Conduct commercial demonstration applications of vehicle-road coordination autonomous driving routes in the Tianjin South Station Science and Technology Business District; advance demonstration operations for smart tourism shuttle services at Tianjin Station, along the Haihe River, and in the Italian Style District; and promote the development of distinctive V2X application demonstration projects in areas such as the “Yujiapu–Xiangluowan” district,Dongli Lake, the Haihe Education Park, the Italian Style District, Florence Town, and the Baodi Beijing-Tianjin Zhongguancun Science and Technology City, each with their own distinctive features, and support the construction of the “5G+V2X” Application Demonstration Base (Tianjin).By the end of 2023, open more than 1,000 kilometers of public testing roads for intelligent connected vehicles; by 2025, achieve citywide access for intelligent connected vehicle testing in Tianjin. (The Municipal Bureau of Industry and Information Technology, the Municipal Commission of Transport, the Municipal Public Security Bureau, and relevant district people’s governments shall be responsible according to their respective duties)

6. Promote the construction of a V2X big data service platform. Promote the construction and interconnectivity of various “vehicle-road-cloud-network-map” data platforms, and strengthen information exchange and data sharing among road infrastructure, communication base stations, V2X platforms, and application services. Promote the comprehensive application of systems such as smart mobility, intelligent scheduling, and advanced sensing and monitoring to build a unified city-wide V2X big data service platform.Promote the construction and operation of a platform centered on the city-wide V2X big data service platform that is interconnected with key regions such as Beijing and Hebei. Strengthen research on algorithmic models, attract and cultivate a group of data service enterprises in fields such as high-precision mapping, data analysis, mobility services, and financial insurance, and continuously enhance data application and value-added service capabilities. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Public Security Bureau, the People’s Government of Binhai New Area, the People’s Government of Xiqing District, and the People’s Government of Hebei District, in accordance with their respective duties)

7. Cultivate enterprises specializing in key components for intelligent driving. Continuously enhance competitiveness in leading sectors such as automotive cameras, millimeter-wave radars, and sensors; promote the R&D and mass production of all-terrain road surface detection systems and intelligent RV systems; and accelerate the construction of the millimeter-wave radar R&D center project.Strengthen high-value-added automotive electronic products such as vehicle controllers, on-board control units, drive-by-wire components, and on-board computing platforms; vigorously develop vehicle-to-everything (V2X) control unit (T-BOX) projects; promote the assembly and application of T-BOX; and support key enterprises in enhancing their production capabilities for intelligent vehicle bodies, intelligent connectivity systems, and intelligent cockpits.Cultivate a group of high-growth roadside equipment enterprises in fields such as environmental perception and vehicle-to-infrastructure (V2I) communication; expedite the implementation of environmental vision and radar sensor hardware projects; and accelerate the R&D of firmware algorithms and visual imaging technologies. Develop distinctive industrial software products for the intelligent connected vehicle sector and support startups in scaling up their operations. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the Municipal Office of Cooperation and Exchange, and relevant district people’s governments according to their respective duties)

(3) Creating New Growth Points for Commercial Vehicles

8. Develop a new “methanol + electric” commercial vehicle industry.Explore the “methanol + electric” commercial vehicle technology route; support the construction of dedicated methanol-electric vehicle production bases; establish three transport platforms—methanol vehicles, battery-swap heavy-duty trucks, and green urban freight delivery; build “green methanol” production plants and northern methanol fuel storage, trading, and settlement centers; and construct a complete green methanol transport ecosystem centered on methanol-hydrogen power, encompassing “methanol, transport, stations, and vehicles.”(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the People’s Government of Binhai New Area, and the Administrative Committee of Tianjin Economic-Technological Development Area, in accordance with their respective duties)

9. Accelerate the development of the hydrogen fuel cell commercial vehicle industry. Advance the construction of Binhai New Area as a demonstration city for hydrogen fuel cell vehicles, establish a hydrogen energy technology exhibition and experience center, and create a hydrogen energy demonstration industrial park. Promote cooperation between the Tianjin Economic-Technological Development Area, the Tianjin Port Free Trade Zone, and vehicle manufacturers in the hydrogen fuel cell industry and application scenarios, and accelerate the introduction of hydrogen fuel cell commercial vehicles in Tianjin.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Commission of Transport, the Municipal Development and Reform Commission, the Municipal Finance Bureau, the People’s Government of Binhai New Area, the Administrative Committee of Tianjin Economic-Technological Development Area, and the Administrative Committee of Tianjin Port Free Trade Zone, in accordance with their respective duties)

10. Intensify efforts to attract and cultivate key industrial sectors. Establish a large-scale manufacturing system for key components such as methanol fuel supply and electronic control injection systems. Prioritize the introduction of manufacturers of fuel cell systems, stacks, proton exchange membranes, and other key components. Advance the construction of projects such as the fuel cell vehicle demonstration and evaluation platform and the hydrogen fuel cell vehicle testing base.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the Municipal Development and Reform Commission, the Municipal Office of Cooperation and Exchange, relevant district people’s governments, the Administrative Committee of the Tianjin Economic-Technological Development Area, and the Administrative Committee of the Tianjin Port Free Trade Zone, in accordance with their respective duties)

(4) Promote the Clustered Development of Core Automotive Component Enterprises

11. Promote the expansion and upgrading of the power battery industry.Accelerate the construction of key projects related to power batteries, facilitate the transition of battery manufacturers from consumer batteries to automotive power batteries, and continuously expand power battery production capacity. Attract leading enterprises in the power battery sector to invest in Tianjin, and support companies in establishing R&D and manufacturing bases for next-generation battery technologies, such as all-solid-state batteries, in Tianjin. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Office of Cooperation and Exchange, relevant district people’s governments, the Administrative Committee of Tianjin Binhai High-Tech Industrial Development Zone, and the Administrative Committee of Tianjin Economic-Technological Development Area, in accordance with their respective duties)

12. Accelerate the development of the electric motor and control systems industry. Advance the construction of projects related to the production of new energy electric motors and electric drive assemblies; accelerate the development and mass production of drive control units and integrated electric axle drive systems; support automotive multilayer ceramic capacitor (MLCC) projects to reach full production capacity as soon as possible and increase the proportion of automotive-grade products. Actively attract manufacturers of new energy vehicle inverters and power semiconductor manufacturers specializing in insulated-gate bipolar transistors (IGBTs).(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Office of Cooperation and Exchange, relevant district people’s governments, the Tianjin Economic-Technological Development Area Administrative Committee, and the Tianjin Port Free Trade Zone Administrative Committee, in accordance with their respective duties)

13. Accelerate the development of automotive-grade chips. Intensify R&D efforts for automotive-grade microcontroller unit (MCU) chips, radio frequency (RF) chips, and video transmission chips; achieve domestic substitution for RF chips; and establish a leading advantage in automotive safety and V2X communication security. Establish the China Automotive Chip Standards Testing and Service Alliance to build an automotive chip standards system and a testing, certification, and evaluation system for automotive chips.Strive to attract central state-owned enterprises leading the automotive chip supply chain to establish operations in Tianjin, build an automotive-grade chip industrial cluster in Binhai New Area, and encourage vehicle manufacturers to open up automotive chip application scenarios. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the People’s Government of Binhai New Area, the People’s Government of Xiqing District, the Administrative Committee of Tianjin Binhai High-Tech Industrial Development Zone, and the Administrative Committee of Tianjin Economic-Technological Development Area, in accordance with their respective duties)

14. Support the transformation of traditional auto parts enterprises. Support Wuqing District in establishing an industrial support park within the Beijing-Tianjin Industrial New City to serve vehicle manufacturers across the Beijing-Tianjin-Hebei region. Support the Tianjin Economic-Technological Development Area in attracting enterprises producing key components for new energy and intelligent connected vehicles, and promote the transformation and upgrading of traditional auto parts enterprises. Establish a data and information platform for the automotive industry chain and supply chain, and improve the parts supply chain data system.Encourage vehicle manufacturers to open their supply systems, continuously facilitate matchmaking and collaboration between vehicle manufacturers and parts suppliers, and establish cooperation channels between local parts enterprises and vehicle manufacturers in the Yangtze River Delta, Pearl River Delta, and other regions. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, relevant district people’s governments, and the Administrative Committee of the Tianjin Economic-Technological Development Area, in accordance with their respective duties)

(5) Improving the Infrastructure System

15. Advance the construction of charging infrastructure. Strengthen the construction and operation of charging and battery-swapping infrastructure. Install public charging facilities in residential communities, service areas along expressways and national/provincial trunk roads, public parking areas at transportation hubs, and logistics distribution centers. Fully implement the “online one-stop service” policy for individual charging桩 installations.Encourage the installation of charging piles equipped with orderly charging functions in newly sold new energy vehicles, and accelerate the establishment of unified industry standards. By 2027, strive to add no fewer than 50,000 charging piles of various types, and systematically enhance metering and verification capabilities to match the growth rate of charging piles. Establish the Tianjin New Energy Vehicle Charging Infrastructure Comprehensive Service Platform to achieve unified operational supervision and analysis of charging facilities across the city, as well as interoperability among charging facilities of different enterprises.(Responsibility lies with the Municipal Development and Reform Commission, the Municipal Urban Management Commission, the Municipal Planning and Natural Resources Bureau, the Municipal Market Regulation Commission, the Municipal Housing and Urban-Rural Development Commission, the Municipal Transportation Commission, Tianjin Urban Infrastructure Construction Investment Group Co., Ltd., State Grid Tianjin Electric Power Company, and the people’s governments of each district, in accordance with their respective duties)

16. Promote the construction of intelligent road networks. Facilitate the simultaneous construction or digital and intelligent upgrading of related facilities—such as smart traffic signals, electronic traffic signs and markings, traffic sensing systems, traffic management systems, and traffic information dissemination systems—alongside road construction. Continue to advance the construction of Electronic Toll Collection (ETC) facilities and enhance the integration capabilities of Roadside Units (RSUs) with road infrastructure and intelligent control facilities.Accelerate the upgrade of Long-Term Evolution (LTE) networks and the large-scale deployment of 5G, and improve the coverage of vehicle-to-everything (V2X) wireless communication technology (LTE-V2X) networks. Promote the issuance of national licenses for the use of the 5905–5925 MHz frequency band for direct vehicle-to-everything communication, and conduct trials and standardized applications of roadside radio equipment networking.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Commission of Transport, the Municipal Public Security Bureau, the Municipal Commission of Housing and Urban-Rural Development, the Municipal Commission of Urban Management, the Municipal Development and Reform Commission, and the people’s governments of each district, in accordance with their respective duties)

17. Advance the development of hydrogen energy and integrated energy supply systems. Enhance the purification capacity of industrial by-product hydrogen in the Lingang and Nangang areas to reduce hydrogen supply costs. Encourage enterprises to utilize land at gasoline (and natural gas) stations to build hydrogen refueling stations; by 2027, a cumulative total of 11 commercial and self-use hydrogen refueling stations will be constructed. Encourage eligible areas to explore pipeline hydrogen transmission models.Make full use of existing fueling stations operated by enterprises such as Sinopec and PetroChina to add functions such as hydrogen refueling, methanol refueling, and battery swapping, thereby creating a new model for integrated energy supply services. Relevant investment projects shall be subject to filing management, with district people’s governments assuming specific responsibility and implementing “one-stop” administrative approval services; municipal and district-level departments shall follow the principle of “any activity not explicitly prohibited is permitted,” and where no laws, regulations, or relevant provisions exist, approval procedures shall not be made mutually prerequisite.(Responsibility lies with the Municipal Development and Reform Commission, Municipal Urban Management Commission, Municipal Market Regulation Commission, Municipal Emergency Management Bureau, Municipal Housing and Urban-Rural Development Commission, Municipal Commerce Bureau, Municipal Planning and Natural Resources Bureau, Municipal Government Services Office, Municipal Industry and Information Technology Bureau, and district people’s governments according to their respective duties)

(6) Developing a High-Quality Automotive Service Industry

18. Strengthen production-oriented service industries such as automotive R&D, design, and testing. Support the construction and development of the New Energy Vehicle Inspection Center (Tianjin) and the National Quality Supervision and Inspection Center for Intelligent Connected Vehicles (Tianjin).Advance the construction of national-level platforms such as the National-Local Joint Engineering Research Center for Intelligent Vehicle-Road Coordination and Safety Technology. Cultivate a group of automotive industry smart manufacturing system solution providers with national influence. (Municipal Bureau of Industry and Information Technology, Municipal Science and Technology Bureau, Municipal Development and Reform Commission, Municipal Market Regulation Commission, and Dongli District People’s Government shall be responsible according to their respective duties)

19. Improve the automotive distribution system. Consolidate Tianjin’s leading position in the parallel import of automobiles and establish a comprehensive service chain for the parallel import industry.Develop the used car export industry to form a complete industrial chain covering vehicle sourcing, inspection, transaction and transfer, and consolidated export. Support the development of new “bonded+” business models, such as bonded warehousing for standard-specification vehicles and bonded display of parallel-imported vehicles. Encourage the integrated development of emerging financial sectors—including financial leasing, commercial factoring, and financing guarantees—with the automotive industry.Organize a series of automotive consumption promotion events, increase financial support for automotive distribution and consumption, expand new scenarios for automotive consumption, and encourage new energy vehicle brands to open stores in commercial complexes. (Responsibility lies with the Municipal Bureau of Commerce, the Tianjin Regulatory Bureau of the National Financial Supervisory Administration, the Municipal Financial Bureau, the Tianjin Branch of the People’s Bank of China, the Municipal Public Security Bureau, relevant district people’s governments, the Tianjin Economic-Technological Development Area Management Committee, the Tianjin Dongjiang Comprehensive Bonded Zone Management Committee, and the Tianjin Port Bonded Zone Management Committee, in accordance with their respective responsibilities)

20. Enhance the experience of automotive cultural and sporting events. Leverage the resource advantages of venues such as the National Convention and Exhibition Center (Tianjin) and the V1 International Circuit to create internationally renowned forums, exhibitions, and competitions. Support the hosting of flagship events such as the China Automotive Industry Development (TEDA) International Forum, the China International Automotive Technology Leaders Forum, the China (Tianjin) International Auto Show, and the World Intelligent Driving Challenge.Promote the integration of key functions such as automobile consumption and test drives in designated areas, while incorporating supporting services including tourism real estate, commercial offices, cultural experiences, dining and lodging, and shopping and leisure to build automobile-themed parks. Promote the introduction of service standards for self-driving rest stops in the Beijing-Tianjin-Hebei region and accelerate the construction of relevant key projects.(Responsibility lies with the Municipal Bureau of Commerce, Municipal Bureau of Sports, Municipal Bureau of Culture and Tourism, Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, relevant district people’s governments, and the Tianjin Economic-Technological Development Area Administrative Committee, in accordance with their respective duties)

21. Develop application scenarios for operational vehicles. Develop the online freight industry, build a cold-chain logistics system, and expand application scenarios for new energy vehicles. Accelerate the creation of a pilot zone for the comprehensive electrification of public sector vehicles, ensuring that the proportion of new and replacement vehicles in sanitation, logistics distribution, and urban postal services is no less than 80%.Encourage the use of new energy heavy-duty trucks in specific scenarios such as short-distance transport, urban construction logistics, and ports. Promote green and low-carbon development in the taxi sector, accelerate the revision and improvement of relevant regulations and policy measures, and promote the use of new energy vehicles for new and replacement taxis (including metered taxis and ride-hailing vehicles). (Responsibility lies with the Municipal Commission of Transport, the Municipal Development and Reform Commission, the Municipal Commission of Urban Management, the Municipal Bureau of Commerce, and relevant district people’s governments according to their respective duties)

III. Industrial Layout

(1) Consolidate and Expand the Advantages of Manufacturing Agglomeration. Promote key manufacturing agglomeration zones to establish a “1+3+N” spatial development pattern characterized by specialization, collaboration, and synergy. With Binhai New Area as the core, build a world-class comprehensive automotive hub; support the Tianjin Economic-Technological Development Area, Tianjin Binhai High-Tech Industrial Development Area, and Sino-Singapore Tianjin Eco-City in cultivating eco-oriented enterprises to form industrial clusters with significant influence and competitiveness.Support Xiqing District in building a world-class pilot zone for vehicle-to-everything (V2X) technology; support Dongli District in establishing a pioneer zone for advanced automotive technology evaluation and project investment incubation; and support Wuqing District in developing a demonstration zone for automotive industry innovation and cooperation. Encourage Beichen, Jinghai, Ninghe, Baodi, and Jizhou Districts to leverage their respective strengths to build a series of distinctive thematic parks focused on new energy and intelligent connected vehicles.

(2) Accelerate the restructuring of the automotive service sector. Leveraging the city’s comprehensive and diverse range of automotive services and the unique locational advantages of the Port of Tianjin, accelerate the restructuring of the spatial development pattern of the city’s automotive service sector.Support Xiquing District in focusing on building a service center for the three-tier testing system for vehicle-to-everything (V2X) technology; Jinghai District in focusing on building an automotive parts remanufacturing base; Jinnan District and Wuqing District in focusing on building automotive exhibition, cultural, and event experience centers; Dongli District in focusing on building a base for automotive testing, certification, standard formulation, and implementation; the Tianjin Economic-Technological Development Area in focusing on building an automotive financial service center; the Tianjin Port Free Trade Zone in focusing on building an automotive retail and trade center; and the Tianjin Dongjiang Comprehensive Free Trade Zone in focusing on building a hub for China’s online freight industry.

(3) Promote the layout of key industrial chains.In Binhai New Area, the focus will be on developing industrial chains for vehicle manufacturing, core components for new energy vehicles, and automotive electronics; in Xiqing District, the focus will be on developing industrial chains for V2X (intelligent connectivity), core components for new energy vehicles, and automotive electronics; in Wuqing District, the focus will be on developing industrial chains for core components for new energy vehicles, automotive electronics, vehicle bodies, and vehicle chassis; and in Dongli District, the focus will be on developing industrial chains for V2X (intelligent connectivity) and core components for new energy vehicles.

IV. Support Measures

(1) Strengthen Organizational Leadership. Establish the Tianjin Municipal Leading Group for the Development of New Energy and Intelligent Connected Vehicles, headed by the Vice Mayor in charge of industry and information technology, to coordinate and advance the development of the city’s new energy and intelligent connected vehicle industries.A dedicated task force will be established under the Leading Group, with relevant Deputy Secretaries-General of the Municipal People’s Government and the principal officials of the Municipal Bureau of Industry and Information Technology serving as Chief Conveners, and the officials in charge of the Municipal Bureau of Industry and Information Technology serving as Deputy Chief Conveners. Competent personnel will be seconded from relevant municipal departments, relevant district people’s governments, and China Automotive Technology & Research Center Co., Ltd. (hereinafter referred to as CATARC) to work in a centralized office to specifically advance key tasks in industrial development.An Expert Committee will be established to provide think tank support in areas such as development planning, policy formulation, resource integration, and investment promotion. Make full use of the city’s special policies for high-quality manufacturing development, prioritizing new energy and intelligent connected vehicles in terms of support direction and project organization. For areas not covered by the existing policy framework but requiring support, establish secondary special funds within the municipal and district-level special funds for high-quality manufacturing development to provide dedicated support.Leveraging the Haihe Industrial Fund, establish a cluster of industrial funds totaling 10 billion yuan to prioritize attracting investment and operations in Tianjin by enterprises in the fields of vehicle manufacturing, batteries, intelligent connectivity, hydrogen fuel, and automotive-grade chips. Optimize the development environment for the new energy and intelligent connected vehicle industry by formulating supportive policy measures in areas such as finance, land use, planning, and talent development. (3) Strengthen Talent Attraction and Development. Accelerate the recruitment and training of urgently needed senior talent, such as software architects, automotive-grade chip designers, and distinguished engineers, as well as basic R&D talent in automotive software, lightweighting, and battery raw materials. Promote interdisciplinary development across automotive, computer science, software, and new materials. Continuously build a multi-tiered talent cultivation mechanism covering technical R&D, business management, and specialized manufacturing, and utilize flexible training methods such as research projects, university-enterprise cooperation, and the new apprenticeship system to support the supply of industrial talent.(The Municipal Education Commission, the Municipal Human Resources and Social Security Bureau, and the Municipal Science and Technology Bureau shall be responsible in accordance with their respective duties)

(4) Strengthen Investment Promotion. Focus on engaging with leading enterprises from Japan, South Korea, Germany, France, and other countries, and actively carry out investment promotion efforts centered on industrial clusters such as the Yangtze River Delta, Pearl River Delta, and Chengdu-Chongqing regions.Encourage all districts and departments to form consortia with leading enterprises from the Beijing-Tianjin-Hebei region to jointly conduct targeted investment promotion. Key districts should establish specialized investment promotion teams, improve incentive mechanisms, build a pipeline of potential projects, and conduct thorough information gathering to facilitate the rapid implementation of key investment projects. (5) Strengthen Institutional Support. Support the China Automotive Technology & Research Center (CATARC) in building a comprehensive automotive industry service platform, and support the construction of the New Energy Vehicle Industry Innovation Hub and the Automotive Industry Big Data Trading Center. Utilize CATARC’s series of high-level events and forums to establish platforms for high-level government-enterprise exchanges, industry-finance cooperation, and investment promotion, thereby attracting leading enterprises in the new energy and intelligent connected vehicle sectors to establish operations in Tianjin.Fully leverage the resource advantages of universities and research institutions such as the State Key Laboratory of Combustion Science at Tianjin University and the School of Software to provide technical support for the development of manufacturers in key segments of the new energy and intelligent connected vehicle industries.
