From the Xiaobailou Business District to the Financial Street on Youyi Road, and from Xinbali to the Chentang Technology and Business District, the towering office buildings rising one after another form the backbone of Tianjin’s thriving “building economy.”
As the district with the largest number of commercial buildings in Tianjin, Hexi District is firmly committed to the goal of “building a strong economic district and creating a city of quality.” It is actively revitalizing existing stock and expanding new development, vigorously promoting the quality and efficiency of the building economy, and unlocking the “economic code” for future growth.
On May 25, maintaining a sprinting momentum characterized by “getting off to a strong start and prioritizing practical action,” Tianjin’s Hexi District successfully hosted the “Building a Strong Economic District · Creating a City of Quality” — 2023 Tianjin·Hexi Investment Promotion Conference (Guangzhou Station) in Guangzhou.
Thirty-nine key enterprises attended the event, primarily from sectors such as artificial intelligence, biopharmaceuticals, the internet, and technology services.
This promotion event marks the fifth collaboration between GuChuan United and Hexi District.
Having previously collaborated in Beijing, Nanjing, Hangzhou, and Chengdu, GuChuan United and Hexi District have now arrived in Guangzhou—a city known for its pioneering spirit—with the aim of connecting the “north-south arteries” of economic development.
As the organizer of this promotion event, GuChuan United assisted Hexi District in precisely identifying and inviting target enterprises aligned with its leading industries. This effort lays a solid foundation for fostering in-depth exchanges between government and enterprises, as well as promoting industrial synergy and the implementation of high-quality projects across regions.
Attracting Industry Through Real Estate: Hexi Seeks Insights from Guangzhou
With its regional GDP exceeding 100 billion yuan for two consecutive years—and an increase of over 10 billion yuan in 2022—the rapid development of Hexi District is driven by the flourishing of high-end sectors such as headquarters economy, financial services, digital economy, and cultural and creative design.
As industries undergo upgrading and transformation, Hexi District’s building economy has also embarked on a path of integration. It is transitioning from the 1.0 stage of simply providing “space,” through the 2.0 stage of “space + amenities + services,” toward the 3.0 stage of integrated “space + industry + operations.”
In urban settings, the building economy typically serves as a hub for the headquarters of modern service and manufacturing enterprises—a high-level economic form that achieves a high concentration of factors such as talent, capital, and information, and most directly reflects the economic vitality of the entire city.
As one of the regions with the most developed “building economy” in China, Guangzhou has naturally become a model for Hexi District to learn from and emulate.
Statistics show that Guangzhou has a total of 892 office buildings with annual revenue exceeding 100 million yuan, 268 buildings with revenue over 1 billion yuan, and 15 buildings with revenue exceeding 10 billion yuan; there are over 150 buildings generating annual tax revenue of more than 100 million yuan, and 23 buildings with tax revenue exceeding 1 billion yuan.
Office buildings are truly Guangzhou’s “treasure troves in the sky,” but the real money-makers are the businesses, institutions, and other entities operating within them.
Tianjin’s Hexi District, which shares many similarities with Guangzhou’s “building economy,” is currently transitioning from rapid development to high-quality development.
The focus is no longer solely on job creation and tax revenue, but on integrating the building industry to “use buildings to gather industrial chains, use chains to promote production, and use production to revitalize the city,” thereby weaving together the industrial fabric of high-quality regional development.
Take the headquarters economy as an example: the establishment of the China Communications Construction Company’s (CCCC) Beijing-Tianjin-Hebei Regional Headquarters alone has driven the establishment and relocation of a cumulative total of 15 affiliated enterprises, resulting in a total investment of 25.7 billion yuan.
Hexi’s industrial agglomeration advantages are gradually becoming evident, and the reshaping of urban space alongside industrial restructuring and upgrading are accelerating.
Through this promotional event, Tianjin’s Hexi District showcased its immense development potential and promising future to enterprises in Guangzhou, while extending a sincere invitation.
Industrial Upgrading: Reputation Is Competitiveness
At the event, Hu Xueming, Deputy Secretary of the Hexi District Party Committee and District Governor, briefed the attending enterprises on Tianjin’s positive momentum in high-quality development, the rare opportunities presented by major national strategies, and the progress of key industrial sectors, helping enterprises gain a deeper understanding of both Tianjin and Hexi. As the Beijing-Tianjin-Hebei coordinated development strategy deepens and takes root, Tianjin’s market continues to expand and business opportunities in Hexi keep growing, making it a “fertile ground” for corporate investment and development.
Vice District Head Cao Sheng presented an overview of Hexi District’s economic and social development, highlighting the district’s strengths in industry, spatial planning, strategy, innovation, and policy. As Tianjin’s administrative, business, financial, and cultural hub, Hexi District is advancing industrial clustering with a broader perspective, higher standards, and superior quality. Furthermore, the district has ranked first in the city’s business environment assessment for three consecutive years, earning widespread acclaim from local enterprises.
A representative from the Chentang Management Committee provided a detailed overview of the construction progress of the Chentang Science and Technology Innovation Park in Hexi District. Currently, the park has attracted over 30 headquarters of central state-owned enterprises and private enterprises. Following the new “industry + real estate” approach, it is continuously optimizing its development space and industrial layout. To attract more high-quality enterprises, the Chentang Science and Technology Business District has completed and put into use seven industrial buildings, offering abundant infrastructure resources.
Representatives from the District Cyberspace Administration Office and the Science and Technology Bureau respectively presented on Hexi District’s digital economy and technology industries. Hexi District will leverage the development of the digital economy and the advancement of technological innovation to generate stronger momentum for industrial chain upgrading.
At the conclusion of the meeting, Hexi District leaders addressed questions raised by enterprises regarding future cooperation and development, offering solutions and innovative approaches to facilitate investment. The discussion between government officials and business representatives was lively and engaging.
Attending entrepreneurs unanimously expressed optimism about Hexi’s development prospects, highly praising the district’s superior geographical location, abundant industrial resources, and favorable investment environment, and indicated they would conduct more in-depth exchanges and site visits in the future.
