Several Policy Measures to Support the High-Quality Development of the Green Petrochemical Industry Chain

To implement the decisions and arrangements of the Municipal Party Committee and Municipal Government regarding the high-quality development of the manufacturing sector, accelerate the construction of a national advanced manufacturing and R&D base, advance the development of the Nangang Industrial Zone into a world-class base for new chemical materials, promote the high-quality development of the green petrochemical industry chain, consolidate the foundation of industrial development, enhance the level of industrial development, and strengthen industrial competitiveness, the following policy measures are hereby established:

I. Improving Project Approval Services

(1) Strictly Enforce Safety Standards in Project Approval. In accordance with the requirements of the National Development and Reform Commission’s *Guidance Catalog for Industrial Structure Adjustment*, introduce high-end, green, and intelligent petrochemical projects. Strictly implement the State Council Safety Production Committee’s 15 Measures for Work Safety and relevant national regulations on safety risk prevention and control for hazardous chemical production and construction projects. Provide decision-making consultation services for proposed projects in accordance with the safety access criteria for chemical industrial parks, select safety design specifications and standards in accordance with laws and regulations, and firmly uphold the safety red line in project approval.(Responsible Units: Municipal Development and Reform Commission, Municipal Emergency Management Bureau, Municipal Planning and Natural Resources Bureau, Municipal Industry and Information Technology Bureau, Municipal Ecology and Environment Bureau, and relevant district people’s governments)

(2) Establish and improve a green channel for the approval of marine and land use for projects. For marine use projects proposed to be located in reclaimed land areas resulting from historical land reclamation issues, covering 50 hectares or more, and requiring review by the State Council, support project proponents in expediting the preliminary procedures for marine use.For marine use projects of 50 hectares or less proposed to be located in reclaimed land areas resulting from historical land reclamation issues, streamline the marine use and land use procedures. Implement parallel processing, shared documentation, and optimized workflows for marine use review, land use approval, and planning permits to minimize processing time and establish a green channel for project approvals. (3) Optimize the environmental impact assessment (EIA) process for petrochemical and chemical projects and their supporting facilities. Streamline the project EIA process; except for projects requiring national approval, conduct marine engineering EIAs in areas with historical land reclamation issues in accordance with regulations, incorporate the assessment results into the construction project EIA documents, and complete the construction project EIA approval procedures to reduce costs and accelerate the process.For petrochemical and chemical projects and their supporting large-scale new energy projects (such as wind power and photovoltaic), particularly those involving complex ecological and environmental assessments, we will enhance the efficiency of environmental impact assessment approvals by providing planning and project review services through early intervention and on-site assistance. II. Strengthening Support for Key Project Resources

(4) Support the Implementation and Construction of Major Projects. Leverage the channel and industrial resources of government-guided funds—such as the Haihe Industrial Fund and the Binhai Industrial Development Fund—and their fund-of-funds partners to attract major petrochemical and chemical projects to the city and drive capital increases and capacity expansions in existing projects.For major petrochemical and chemical projects that are recognized as belonging to the city’s priority development industries, involve large investment amounts, and make intensive use of land, the minimum land transfer price may be set at no less than 70% of the minimum price standard for industrial land corresponding to the land grade of the location, and no less than the sum of the project’s actual land acquisition cost, preliminary land development costs, and related expenses.(Responsible Units: Municipal Financial Bureau, Municipal Planning and Natural Resources Bureau, Municipal Industry and Information Technology Bureau, Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Office of Cooperation and Exchange, Municipal Commerce Bureau, and relevant district people’s governments)

(5) Ensure Energy Consumption Support for Key Projects. Improve the dual-control system for energy consumption, enhance energy utilization efficiency at the source, increase flexibility in managing total energy consumption, strictly enforce energy conservation reviews for new projects, and ensure that project energy efficiency reaches advanced industry standards. Implement the policy of excluding new renewable energy and energy used as feedstock from total energy consumption controls, and actively seek to have the city’s major petrochemical and chemical projects included in the national scope for separate energy consumption accounting. (6) Ensure environmental capacity for key projects. In accordance with the requirements of the total pollutant emission control system for construction projects, and provided that air and water pollution control projects are implemented in Binhai New Area and the region’s potential for pollutant emission reductions is fully tapped, if there remains a shortfall in available replacement quotas, support Binhai New Area in securing total pollutant emission quotas for municipal-level key projects through measures such as regional paid quota transfers, quota swaps, and advance allocations.Guide petrochemical and chemical enterprises to apply for Grade A environmental protection enterprise status; ensure new projects are designed to Grade A standards; and improve the efficiency of enterprise environmental capacity quota utilization. Actively seek to advance the inclusion of enterprises with high environmental performance levels, significant socioeconomic contributions, and those that have initiated and are implementing upgrading and renovation plans into higher performance tiers. Explore the establishment of a pollutant emission rights trading system and trading platform to gradually form a market mechanism that resolves environmental capacity quota issues through trading. (7) Strengthen Land Use Support. Enhance land use guarantees for major national and municipal projects to effectively meet reasonable land use needs.Support the implementation of “standard land” concessions for industrial land intended for transfer within chemical industrial parks, accelerate regional assessments, and improve land allocation efficiency. Permit the supply of industrial land through methods such as combined lease-and-concession, lease-first-then-concession, and flexible lease terms to reduce enterprises’ land costs. For projects such as technology incubators, testing and inspection facilities, and pilot production bases that comply with the city’s regulations on promoting high-quality planning and utilization of industrial land, management may be implemented in accordance with the standards for new industrial land.Encourage mixed-use of industrial land and revitalize underutilized existing land. Provided that planning requirements are met and the land use designation remains unchanged, existing industrial land may increase land utilization rates and floor area ratios without incurring additional land transfer fees. (8) Implement the Talent Attraction and Cultivation Initiative. Leverage the role of the Tianjin Fine Chemicals and New Materials Industry (Talent) Alliance to support the attraction and cultivation of scarce, key, and core talent for the green petrochemical industry chain. Support key enterprises in applying for the city’s “Project + Team” Key Cultivation Program, providing funding for team building and loan interest subsidies to foster a cohort of high-level talent. Explore strengthened cooperation between enterprises in the industry chain and universities such as Tianjin University, Nankai University, and Liaoning University of Petroleum and Chemical Technology to cultivate a cohort of professional technical talent.(Responsible Units: Municipal Human Resources and Social Security Bureau, Municipal Science and Technology Bureau, Municipal Education Commission, Municipal Finance Bureau, and relevant district people’s governments)

III. Supporting Enterprise Transformation and Upgrading

(9) Optimize the management model for industrial clusters.While strictly controlling the number of chemical industrial parks and improving development quality, we will integrate the existing industrial clusters of Sinopec Corporation and China National Petroleum Corporation in Tianjin into the Nangang Industrial Zone in accordance with the concept of integrated development across the industrial value chain. We will implement standardized and integrated management, coordinate the allocation of resources, enhance safety and environmental governance, and achieve integration in project approval, land supply, supporting infrastructure construction, port logistics, safety and environmental management, and enterprise services. (10) Support the green transformation of enterprises. Promote the implementation of energy conservation, carbon reduction, and green transformation in the petrochemical sector; resolutely curb the blind development of high-energy-consumption, high-emission, and low-level projects; and elevate the level of industrial development. Formulate implementation plans for energy conservation and carbon reduction in the petrochemical sector; conduct surveys on enterprise energy efficiency levels; develop categorized lists of advanced and lagging energy efficiency performers; and publicly release these lists to the public for oversight.Expand the proportion of desalinated water used. Determine the discharge methods and destinations for concentrated brine from desalination in a scientific and lawful manner, and promote the resource utilization of concentrated seawater. (11) Encourage enterprises to increase the proportion of green energy used. Support enterprises in building their own green power projects, such as photovoltaic and wind power, implement green energy substitution projects, and increase the proportion of renewable and clean energy used. Support enterprises in utilizing waste heat and pressure for power generation and grid connection. Support enterprises in increasing the proportion of green power used through cooperative green energy projects and market-based transactions, and explore the establishment of integrated source-grid-load-storage pilot zones. (12) Implement tiered electricity pricing for the petrochemical and chemical industries. In accordance with national regulations, no surcharge shall be imposed on electricity consumption for existing enterprises that meet the benchmark energy efficiency level, or for enterprises under construction or planned that meet the benchmark level. For those that do not meet these standards, tiered electricity pricing shall be applied based on the gap in energy efficiency levels, and the surcharged electricity fees shall be specifically allocated to support enterprises’ technical upgrades for energy conservation, pollution reduction, and carbon emission reduction. (13) Support enterprises in applying for green enterprise demonstration status. Enterprises selected for national or municipal-level demonstration titles—such as Green Manufacturing Units, Energy Efficiency Stars, Energy (Water) Efficiency “Leaders,” and Green Manufacturing System Solution Providers—as well as those included in the Tianjin Municipal List of Strategic Emerging Industries, shall be prioritized for inclusion in the list of enterprises exempt from emission reduction requirements during heavy pollution weather, provided they comply with the *Technical Guidelines for Formulating Emergency Emission Reduction Measures for Key Industries During Heavy Pollution Weather (2020 Revised Edition)* and relevant requirements.For projects related to energy (water) efficiency improvement, comprehensive resource utilization, and green and low-carbon retrofitting, financial institutions are encouraged to increase the allocation of green credit. (14) Guide enterprises to overcome “bottleneck” technologies. Promote the local implementation and commercialization of research outcomes from the Haihe Laboratory for Green Creation and Manufacturing of Materials. In the fields of new chemical materials—such as high-end polyolefins, specialty engineering plastics, and high-performance functional membrane materials—as well as electronic chemicals, biomass chemicals, resource recycling, and energy conservation and low-carbon technologies, implement technological breakthrough projects through models such as “open challenges” and “competitive selection” to overcome a number of “bottleneck” technologies.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Education Commission)

IV. Strengthening Fiscal and Financial Support

(15) Increase targeted subsidies for marine area usage fees. The local portion of marine area usage fees paid by petrochemical and chemical projects when obtaining marine area usage rights certificates will be subsidized by the municipal finance department to the Binhai New Area finance department through year-end settlement. These funds shall be earmarked in accordance with regulations for marine environmental protection, restoration and remediation, capacity building, and marine economic development within the chemical industrial park. (16) Strengthen support from financial institutions. Explore the establishment of a petrochemical and chemical industry development fund, and fully utilize government-guided funds such as the Haihe Industrial Fund and the Binhai Industrial Development Fund to accelerate the commercialization of scientific research achievements. Organize financial institutions to engage with key enterprises in the industrial chain, providing differentiated, scenario-based, and targeted financial products and services. Support financial institutions in applying for monetary policy tools such as carbon emission reduction support instruments and special re-lending for the clean and efficient use of coal. Increase the supply of credit funds for sectors including green and low-carbon development, energy efficiency, and clean production.Encourage enterprises with promising prospects and the necessary conditions to issue corporate bonds and utilize various financing methods—such as going public, equity financing, and financial leasing—to address corporate funding needs. (17) Encourage enterprises to participate in green finance. Encourage enterprises in sectors such as petrochemicals, hydrogen energy, and comprehensive utilization of cold energy to reduce emissions and carbon intensity through carbon capture, utilization, and storage (CCUS) and the application of green energy. Leveraging the national carbon trading system, these enterprises should list and trade carbon assets or carbon emission reduction quotas generated during product manufacturing and application scenarios.
