Deepening Collaboration in the Beijing-Tianjin-Hebei Region: Now Is the Time for Investment Promotion.

On March 2, the “New Era, New Journey, New Opportunities, New Beichen—Promoting the Deepening and Substantial Development of the Beijing-Tianjin-Hebei Coordination” 2023 Tianjin·Beichen Industrial Investment Promotion Conference, organized by the Tianjin Municipal People’s Government Office in Beijing, the CPC Beichen District Committee of Tianjin, and the People’s Government of Beichen District, Tianjin, and hosted by Guchuan United, was grandly held at the Sheraton Beijing Xinghai Hotel.

This promotion event marked a crucial campaign for Beichen District, Tianjin, to achieve a strong start in investment promotion and served as a key initiative for the year’s investment efforts, receiving high attention from both the Beichen government and enterprises.

The event attracted 160 companies from industries such as biopharmaceuticals, new energy, and high-end equipment, including well-known enterprises such as China Energy Engineering Group New Energy Co., Ltd. and Tianjin Cement Research Institute Industrial Design Research Institute Co., Ltd.

During the event, the Beichen District government signed agreements with 35 key enterprises, representing a total investment of 14.394 billion yuan, laying a solid foundation for subsequent implementation and cooperation.

The promotion conference was presided over by Xu Wei, Deputy District Governor of Beichen District. Ni Bin, Secretary of the District Party Committee, and Xu Hui, District Governor, attended and delivered opening remarks. The promotion event provided a detailed interpretation of Beichen District’s distinctive industrial development features, favorable public infrastructure, and planning layout for the in-depth advancement of the Beijing-Tianjin-Hebei coordinated development. It presented a comprehensive panorama of the district’s development momentum and investment value—characterized by “comprehensive innovation and high-tech advancement”—from multiple dimensions including policy, infrastructure, industry, planning, and development platforms.

Additionally, a special presentation was dedicated to the Beijing-Tianjin Pharmaceutical Valley, highlighting three key planned projects: the North Ring Logistics Industrial Base, the development of the area around the Beichen Station of the Beijing-Binhai High-Speed Railway, and the Xiaodian New Energy Industrial Park.

This promotional event marks another collaboration between GuChuan United and Beichen District, following previous engagements in commissioned investment promotion and practical training on investment attraction. It aims to establish a platform for exchange and collaboration between Beichen District and high-quality enterprises in Beijing, thereby enhancing the district’s influence and reach.

At the event, District Chief Xu Hui and Xu Yan, Director of the District Office of Cooperation and Exchange, briefed the entrepreneurs on the recent socio-economic development of Beichen District, highlighting the opportunities and advantages of the four leading industries: high-end equipment manufacturing, biopharmaceuticals, new energy and new materials, and electronic information.

Centered on the theme of “Advancing the Deepening and Substantial Implementation of Coordinated Development in the Beijing-Tianjin-Hebei Region,” the promotion conference highlighted the strategic importance of Beichen’s location as the “golden corridor” connecting the two megacities of Beijing and Tianjin.

Beichen has long served as a traditional industrial base for Tianjin. Combined with its geographical advantage at the core of the Beijing-Tianjin development axis, these dual factors are driving Beichen to accelerate the absorption of production factors transferred from the capital to the north and the relocation of functions from the central urban area to the south.

At the meeting, Liu Chunhai, Chairman of the Development Zone, delivered a special presentation on the overall situation of the Beijing-Tianjin Pharmaceutical Valley. As the flagship project of this promotional event and one of Tianjin’s key initiatives, the Beijing-Tianjin Pharmaceutical Valley aims to develop into a northern healthcare hub and an international pharmaceutical industry hub.

Currently, multiple industry sectors—including pharmaceutical education, R&D, and drug manufacturing—have taken initial shape around the Beijing-Tianjin Pharmaceutical Valley. With full-lifecycle industrial support services, it serves as Beichen’s “golden calling card” for building its biopharmaceutical industry.

Building a robust and thriving biopharmaceutical industry is no easy task. To this end, Beichen District is leveraging two key support tools—industrial policies and industrial funds—to attract angel, venture, and private equity funds, thereby drawing pharmaceutical enterprises and talent to the area. Biopharmaceutical companies attending the event all expressed high expectations for the Beijing-Tianjin Pharmaceutical Valley.

As the leader in the development and opening-up of Tianjin’s Northern New Area, Beichen is increasingly becoming the preferred choice for high-quality enterprises.

Enterprises are the main driving force behind regional development. To optimize and strengthen enterprise services, Beichen launched the “Knock-on-the-Door Initiative” last year, led by district government officials, to assist companies with business registration and the implementation of relief policies, thereby supporting their sustained and healthy growth.

Living up to expectations, the Beichen Economic and Technological Development Zone has ranked among the top 30 national development zones for six consecutive years, earning high praise from local enterprises.

Entrepreneurs noted that Beichen possesses a solid foundation in high-end manufacturing clusters, as well as the incubation conditions provided by local talent and educational institutions, giving it the capability to transform scientific research and technology into fully operational production lines.

To help enterprises integrate more quickly into the local industrial cluster, the Beichen government is currently mapping out upstream and downstream enterprises within the existing industrial chain; once companies are established, they will effectively serve as “chain-leading enterprises.” This mutual support between enterprises and the government will empower the shared development of both parties.

The path to development is endless; this promotional event is merely the beginning. Moving forward, Beichen will launch a nationwide series of investment promotion events under the theme “New Era, New Journey, New Opportunities, New Beichen.”
