In recent years, Zhongbei Town in Xiqing District, Tianjin, has been making concerted efforts to enhance the efficient and intensive use of land resources within its industrial parks, with a continuous focus on revitalizing existing idle land and factory buildings to promote industrial transformation and upgrading.
To this end, after conducting a thorough inventory of the industrial park’s assets, Zhongbei Town has embarked on the renovation and upgrading of three parks along distinct trajectories: the Industrial Science Park (converting industrial facilities into industrial research and development), the Digital Science Park (converting industrial facilities into scientific research), and the Sports Center (converting industrial facilities into service industries). Leveraging the exemplary role of these three renovated parks, Zhongbei Town has sparked a wave of transformative development characterized by standardized industrial structures and multi-channel collaboration, thereby generating new growth from limited resources.
Zhongbei Engineering Park: Focusing on Military-Civilian Integration
The Engineering Park was formerly the Toyota Shearing Plant, established in 1991 as one of Tianjin’s earliest Sino-foreign joint ventures.
Adhering to the principle of “industrial transformation through industrial upgrading” (enhancing quality and efficiency), Zhongbei Town preserved the original industrial aesthetic during the renovation process and established a military-civilian integration industrial direction, transitioning from traditional manufacturing to technology R&D and partial assembly.
The renovated Industrial Park has attracted high-quality technology enterprises such as Pudadi Kang, Hongyi Intelligent Equipment, and Boke Optoelectronics—all civilian-to-military enterprises—as well as Aerospace Changying and the 8359 Institute of the Third Academy of Aerospace Science and Technology. These additions will effectively accelerate Zhongbei Town’s transformation and drive steady, rapid economic growth.
Walking through the current Industrial Park today, the serene and tidy environment makes it hard to believe this is an old factory site with nearly 30 years of history. There is no roar of machinery or dust in the air; instead, there are gently flowing fountains and rows of factory buildings that have been completely revitalized...
Focusing on strengthening, supplementing, and extending industrial chains, Zhongbei Town uses the Industrial and Technology Park as a key platform. It boldly pursues innovation and breakthroughs, reinforces industrial guidance, and consistently applies new development concepts to lead the district in shifting development priorities, reorienting industries, and transforming urban functions—thereby enhancing regional value, establishing industrial pillars, and elevating the city’s image.
Zhongbei Digital Science Park: Targeting Scientific Research and Innovation to Cultivate New Momentum
The Digital Technology Park covers an area of approximately 26,000 square meters with a total floor area of 30,000 square meters. The R&D facilities are arranged over two floors: the first floor features a 6-meter ceiling height with unit sizes ranging from 460 to 1,300 square meters; the second floor has a 4.5-meter ceiling height with unit sizes ranging from 350 to 1,200 square meters, accommodating both enterprises’ needs for compact office spaces and large-scale production areas.
As one of the key projects driving the transformation and upgrading of the Zhongbei Town Industrial Park, the Digital Technology Park positions itself within the Industry 4.0 framework and prioritizes the “cultivation of new growth drivers.” Focusing on the “application layer of high-end industrial manufacturing,” it has successfully transitioned from a traditional industrial facility to a research and development-oriented park.
Currently, the Shukeyuan project has entered the specialized commissioning phase, and a group of newly recruited high-tech enterprises is set to move in, injecting new momentum into Zhongbei Town’s economic development. The park will focus its investment promotion efforts on high-value-added, growth-oriented technology enterprises, innovation and R&D, and light manufacturing, targeting key sectors such as industrial design, specialized testing, and software development to drive regional economic transformation through technological innovation.
Manufacturing has long been Zhongbei Town’s traditional strength, but in this new era of technology, it faces the challenge of transforming through digitalization, intelligentization, and connectivity. Represented by the renovation and upgrade of the Digital Science Park, Zhongbei Town is broadening its path to innovation with a global perspective, creating a new landscape of high-quality development by focusing on key sectors.
New Sports Center: Writing a New Chapter in the "Integration of Work, Life, and Ecology"
The New Sports Center was formerly the Dasaokou Village Industrial Park, which no longer met the needs of high-quality industrial development and urgently required an upgrade. Capitalizing on development opportunities in the southern district, Zhongbei Town engaged a professional team to transform the site—leveraging the 2022 Beijing Winter Olympics as a catalyst—into Tianjin’s premier all-age urban sports center integrating fitness, sports entertainment, and sporting events.
Following the renovation and upgrade, the new sports center will accommodate traditional sports, emerging sports, cultural and artistic industries, as well as supporting facilities. The project will be carried out in three phases—Zones A, C, and B—and will open to the public in stages.
