Taking the automotive industry as an example, as the era of “software-defined vehicles” accelerates, Zhongbei Town has begun to focus on new energy vehicles and intelligent connected vehicles as key breakthrough areas. At the end of 2020, Xiqing District introduced the “Implementation Plan for ‘Land Acquisition to Construction Start’ Approval Services for Industrial Projects in Xiqing District (Trial),” which provides enterprises with customized flowcharts to promote the normalization and institutionalization of the process. With the promotion of the “land acquisition to construction start” policy, many projects have reaped the benefits of this reform.

Take Tianjin Keshiderun Automotive Parts Co., Ltd. as an example. Established in 2020, the company recently expanded its production capacity and secured an order to manufacture complete vehicle wiring harnesses for the Beijing Mercedes-Benz E-Class model, requiring the construction of a new factory for this new business.

The new factory is located in Zhongbei Town, Xiqing District, covering an area of 35,000 square meters and comprising multiple zones including production workshops, employee dormitories, and a cafeteria. To ensure the smooth construction and commissioning of the new factory, relevant departments organized multiple workshops and established a dedicated fast-track process. Staff assisted in reviewing all documents, coordinating their submission, and ensuring they were approved on the first attempt, significantly shortening the approval time.

With proactive service, dedicated personnel handling procedures, efficient processes, and accelerated approvals, Xiquing District has provided wholehearted support to enterprises. Departments have worked in concert to ensure “construction begins immediately upon land acquisition” and “accelerated construction.” Currently, the roof of Keshiderun’s new factory has been completed, with the main structure finished, and it is scheduled to be completed and put into operation by the end of June.

Renowned enterprises have been flocking to the area, with major projects such as Bohui Automotive, Tianyin Automotive, Lihe Industry & Trade, CRRC Sifang Research Institute, and Dayue Chunfengli being successively established.

On April 28, 2022, the Xiquing sub-venue event for the集中 signing ceremony of major commercial projects in Tianjin’s 2022 initiative to cultivate and build an international consumption hub city was held at the New City Center in Zhongbei Town.

On the afternoon of June 7, 2022, Xiqing District held the first meeting of the Leading Group for the Construction of the “Grand Canal City of Arts” as well as the signing ceremony for the strategic cooperation between Tianjin Academy of Fine Arts, Tianjin Conservatory of Music, and Xiqing District. The establishment of these two renowned art institutions in Zhongbei Town will further promote the vigorous development of the regional cultural industry, create an art and creativity town with international influence, and foster a pattern of creative transformation and high-quality development of cultural resources.
