2021 marked the beginning of the 14th Five-Year Plan and was a year of rapid development for the Tianjin-Beijing E-commerce Industrial Park.

This year, the Tianjin Jingjin E-commerce Industrial Park (hereinafter referred to as the “E-commerce Park”) adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, pursued progress while maintaining stability, and accelerated the transition of the park’s investment promotion efforts from quantitative accumulation to qualitative leap, laying a solid foundation for regional industrial clustering and high-quality economic development.

Party Building Paints a New Picture

In November 2021, the Sixth Plenary Session of the 19th CPC Central Committee was successfully convened. To implement the directives of the Sixth Plenary Session, on December 24, the E-commerce Park organized all Party members, middle-level and senior cadres, and Party branch secretaries of non-public enterprises within the park to conduct a campaign to study and implement the spirit of the Sixth Plenary Session, ensuring that the spirit of the session is deeply internalized and takes root.

Guided by the spirit of the plenary session, the E-commerce Park has carried out investment promotion and enterprise service work based on the new development stage, the implementation of the new development philosophy, the building of a new development paradigm, and the promotion of high-quality development, contributing to the stable growth of the regional economy and the cultivation of high-growth enterprises.

Over the past year, the E-commerce Park has closely followed the Party’s leadership, organizing a series of Party history education activities. Leading cadres and Party members within the park have engaged in self-criticism and mutual criticism and assistance based on their insights and reflections from these studies. Through repeated in-depth learning, all Party members have enhanced their Party spirit, remained committed to their respective posts, and effectively fulfilled their vanguard and exemplary roles. With a positive mindset, they have dedicated themselves to the park’s various tasks, striving to ensure a strong start for the park’s “14th Five-Year Plan.”

In addition, the Park has actively organized and participated in various Party history education activities, including the distinctive “Revisiting Red Memories, Drawing Strength from the Revolution” Party Day event; conducted “Building a Civilized Community” volunteer service activities in local neighborhoods; and participated in Party-building events such as the “Forever Following the Party · Tianjin City Walk” fitness competition.

These diverse Party-building activities have further ignited the deep socialist sentiments of love for the Party and the country among the park’s leading cadres and all Party members, strengthened their spiritual conviction to “Always Follow the Party,” and inspired them to devote themselves with even greater enthusiasm to serving enterprises and promoting regional economic development.

The Park’s Path to Transformation

During the 14th Five-Year Plan period, the E-commerce Park will build upon its existing industrial clusters, prioritize leading industries, rationally plan the park’s spatial layout, and optimize the ecological environment. It aims to double the park’s total economic output and establish itself as a hub for the e-commerce industry and a demonstration zone for the integration of internet technology.

Accelerating Investment Promotion

In 2021, the park closely aligned with its leading industries, focused on the “1+4” industrial projects, and implemented strategies driven by flagship projects and innovation. Through a multi-pronged approach, it successfully attracted a number of high-quality flagship projects to take root in the park. Since the beginning of this year, a total of 275 industrial projects have been introduced, expanding the park’s development foundation.

Mid-year, the E-commerce Park successfully established strategic partnerships with the Ride-Hailing Association and Tianmao Technology. This collaboration lays the groundwork for future projects leveraging resources from the Yangtze River Delta while expanding investment channels. Building on this foundation, the E-commerce Park will attract more high-quality e-commerce and upstream/downstream internet enterprises to settle in the park, creating a significant clustering and driving effect.

Park Enterprises “Emerging from the Cocoon”

Based on a scientific understanding of the new “dual circulation” development paradigm, the E-commerce Park is fully committed to promoting technological innovation among enterprises within the zone, creating favorable conditions for technological upgrades, and helping enterprises gradually embark on a path of high-quality development.

Tianjin Helient Biotechnology Co., Ltd. is a biopharmaceutical enterprise that has “grown from the ground up” within the E-commerce Park, established in 2013. This year, the company filed over 60 patent applications and obtained 14 invention patents, achieving major breakthroughs in scientific research and technology, while also being recognized as a National High-Tech Enterprise. Helient’s rapid growth serves as an excellent model for the innovative development of other enterprises in the park, providing a viable path forward and boosting the confidence of technology-based enterprises.

Building Nests to Attract Phoenixes: Clustering and Forming Chains

In 2021, the E-commerce Park attracted a cumulative total of 602 enterprises, successfully designated 53 national-level technology-based enterprises, and secured 3.566 billion yuan in investment, completing 101.89% of the annual target. Industrial output value for enterprises above designated size reached 2.038 billion yuan, a year-on-year increase of 63.83%; sales revenue for the service sector above designated size reached 61.304 billion yuan, a year-on-year increase of 45.89%.Whether in terms of service enterprises or industrial output, all indicators show steady and positive trends.

Moving forward, the staff of the E-commerce Park will continue to serve as dedicated “concierges” for enterprises, addressing their urgent needs, integrating and optimizing resource elements, and strengthening communication and cooperation among government, enterprises, the park, and financial institutions. The park will also comprehensively upgrade its infrastructure and facilities to attract high-quality enterprises, meeting the development needs of all types of resident enterprises at different stages, and working together with them to pursue shared growth and achieve new heights.
