Article 7 Encourage the creation of an atmosphere of innovation and entrepreneurship. Encourage incubation carriers to carry out innovation and entrepreneurship activities with municipal level and above influence. XI. Principles of Support

Based on the relevant management regulations on policy fulfillment of Tianjin Binhai Hi-Tech Zone, the "Encouragement Measures of Tianjin Hi-Tech Zone for Accelerating High-Quality Development of Incubation Carriers" and other policies of Hi-Tech Zone are in accordance with the following principles The principle of "no duplication" is applied to the other policies of the Hi-Tech Zone.
