The Yunxian Economic and Technological Development Zone was established on August 20, 2020, with the approval of the provincial government, and covers an approved area of 9.29 square kilometers. Its organizational structure consists of “one zone and three parks,” namely: the Nanlou New Materials Industrial Park (3.07 square kilometers), the Xiushui Innovation and Entrepreneurship Smart Manufacturing Park (2.4 square kilometers), and the Xiyan Circular Economy Industrial Park (3.82 square kilometers).
Building upon Yuxian County’s existing industrial strengths and focusing on industrial integration, the Yuxian County Economic and Technological Development Zone is constructing a “6+X” modern industrial system. This system is led by clean energy, new materials (including advanced refractory materials), and the circular economy, while integrating smart logistics, electronic information, and intelligent machinery manufacturing.

The Xiushui Innovation and Entrepreneurship Smart Manufacturing Park is located in Xiushui Town, with a core focus on building an industrial chain encompassing “innovation and entrepreneurship incubation—electronic information—intelligent equipment manufacturing—smart logistics, consumption, and services—regional industries.” The standard factory building project at the Xiushui Innovation and Entrepreneurship Smart Manufacturing Park in Yuxian County has been completed, covering an area of 115,800 square meters. The supporting infrastructure project—the comprehensive utility pipeline along Shuishen Mountain South Road—has been completed and put into use.

Current Status of the Nanlou New Materials Industrial Park: The industrial development has formed a cluster centered on Xixiaoping Refractory Materials Co., Ltd., including refractory material companies such as Yunxian Luzhong Refractory Materials Co., Ltd. and Xixiaoping Fuyue Refractory Materials Co., Ltd. It is currently the world’s largest production base for siliceous materials.Since 1998, the company has served as a vice-chairman unit of the China Refractory Industry Association and has been a key contributor to the formulation and drafting of standards for coke oven silica bricks and clay bricks. Recognized as one of Shanxi Province’s Top 100 Enterprises with High Potential for Transformation and Development and a Shanxi Provincial High-Tech Enterprise, it is a designated manufacturer of large-scale coke oven bricks in China and has made significant contributions to the development of clean coke ovens in the coking industry. The New Materials Industrial Park serves as a flagship for China’s refractory industry and is a source of pride for Yangquan City.The rise of the New Materials Industrial Park has not only spurred a resurgence in Yangquan’s refractory materials sector but has also made outstanding contributions to the comprehensive development of China’s refractory industry.An industrial park centered on new refractory materials has taken initial shape and will make even greater contributions to the development of the new refractory materials industry. Furthermore, building on existing market foundations, it will attract vast downstream markets such as cement, carbon products, and non-ferrous metals, thereby further expanding and strengthening the Nanlou New Materials Industrial Park, which focuses on high-tech, high-value-added products.
The Xiyan Circular Economy Industrial Park relies on large conglomerates such as TISCO and Jinneng to jointly implement transformation and development. It aims to build a low-carbon circular economy demonstration park and form an industrial cluster centered on the solid waste–building materials industrial chain, creating a closed-loop industrial chain from raw materials to solid waste utilization.Currently, with the already established TISCO Xinlei Resources Co., Ltd. at its core, the park has introduced projects such as Xinlei’s comprehensive solid waste utilization, Shanxi Hongsheng Yitong Environmental Technology Co., Ltd.’s spent catalyst recycling, Shanxi Ruida Renewable Resources Technology Co., Ltd.’s spent activated carbon recycling, and the comprehensive development of new marble-based nanomaterials. These initiatives have already established a trend toward large-scale development, laying a solid foundation for the next phase of building our city’s demonstration park for the comprehensive utilization of low-carbon, large-volume solid waste.
