Article 1  To further promote the construction of quality city, guide and incentivize the city's various industries to strengthen quality management, the pursuit of excellence in performance, and promote the high-quality economic and social development, according to the "Product Quality Law of the People's Republic of China," "Outline of the construction of a quality country," and "Shanxi Province, quality awards," and other relevant provisions, combined with the actual situation of the city, the development of the approach.

Second  Jinzhong City Quality Award is the People's Government of Jinzhong City, the establishment of the highest honor in the field of quality management at the municipal level. Awarded to the quality management performance is remarkable, the quality level of the province's domestic leading, the city's economic and social development has made an important contribution to the organization and the quality of the development of individuals to make outstanding achievements.

Article 3  Jinzhong City Quality Award is divided into quality awards and quality awards nomination award two awards. The total number of organizations and individuals awarded each quality award not more than 5; quality award nomination award winning organizations and individuals not more than 10. The number of awards may be less or vacant.

Article IV  Jinzhong City, the selection of quality awards follow the voluntary application, scientific rigor, fairness and impartiality, demonstration of the principle of leadership.

Article V  Jinzhong City Quality Award declaration, acceptance, evaluation, recognition, publicity and promotion and supervision and management work, the application of this approach.

Chapter II  Organization and responsibilities

Article   Jinzhong standardization and quality leading group (hereinafter referred to as the city leading group) is the quality of Jinzhong quality awards selection of the organizing body responsible for guiding, promoting, supervising the selection of the work, consideration of the list of candidates, and dealing with the selection of objections.

Article VIII  People's governments of counties (districts, cities), Jinzhong Development Zone Management Committee, municipal industry authorities, respectively, are responsible for the region, the industry within the Jinzhong City Quality Award organization, cultivation, review, recommendation, as well as the award-winning units of publicity and promotion work.

Counties (districts, cities) can be in accordance with the relevant provisions of the administrative region to carry out the corresponding level of quality award selection.

Article IX  Jinzhong City Quality Award selection does not charge any fees to reporting units and individuals. Municipal Leading Group Office can be entrusted with qualified independent third-party organizations to undertake the selection of specific work.

Chapter III  Declaration conditions

Article 10  Declare the quality of Jinzhong City Award organization should have the following basic conditions:

(a) in Jinzhong City, the administrative area of the establishment of the law, the normal development of the activities of more than 3 years, no illegal, illegal, undisciplined behavior;

(b) adherence to the quality of the first concept, the quality level, innovation capacity, brand influence. quality level, innovation ability, brand influence and social and economic benefits and other outstanding achievements, to reach the domestic, provincial and municipal leading level, quality management model and method of creativity, uniqueness and scalability;

(c) in line with the state, the province and the city's relevant laws and regulations and policy requirements of industrial orientation, environmental protection, energy conservation and emission reduction, production safety, quality management;

(d) to be established by law within the administrative area of Zhongshan City. p>

(d) no major quality, safety, environmental and other accidents in the past three years.

Article 11  Encourage small and medium-sized enterprises with independent intellectual property rights, strong innovation, advanced quality management, in line with the direction of industrial development, strong growth of the Jinzhong City Quality Award.

Article XII  Declare the quality of Jinzhong City Award for individuals should have the following basic conditions:

(a) engaged in quality work for more than 3 years;

(b) political firmness, integrity, abide by the professional ethics and social norms, no violation of laws, violations, indiscipline;

(c) quality awareness and innovation ability. Quality work with a high sense of responsibility and a sense of mission, to make outstanding contributions to the cause of quality revitalization, have greater social influence;

(d) has a wealth of practical experience in quality management, quality management theory research is fruitful, significant results, and achieved good economic, quality and social benefits;

(e) in the field of quality work is highly visible, the quality of work performance is generally recognized by peers.

Declaring the Jinzhong City Quality Award for individuals involved in quality research, quality research, quality innovation and other projects, can be declared jointly by up to three people.

Article XIII    quality award organizations and individuals, in the award two selection cycle shall not be repeated. Nominated for the quality award organizations and individuals can continue to declare the quality of Jinzhong City Award.

Chapter IV  Selection Procedures

Article 14  Jinzhong City Quality Award selection criteria with reference to the "Shanxi Province Quality Award Selection Methods" (DB14/T1462), "Shanxi Province Quality Award Organization Class Evaluation Norms" (DB14/T1463) and "Shanxi Province Quality Award Individual Class Evaluation Norms" ( DB14/T1464) and other implementation.

Article XV  The city leading group office to develop the selection program and selection criteria, in the selection year issued a declaration notice.   

Article XVI   Declaring organizations and individuals should be in the organization or unit of internal publicity, publicity period of not less than five working days. After the public notice of no objection, the declaring organization and individual shall be required to submit the declaration materials to one of the following departments, and is responsible for the completeness, authenticity and accuracy of the declaration materials.

(a) the location of the county level (including the Jinzhong Development Zone, the same below) market supervision departments;

(b) municipal industry authorities.  

Article 17    The above departments on the completeness of the declaration materials, authenticity, accuracy and legality of the audit.

After the audit, the county-level market supervision departments reported to the county (district, city) People's Government or Jinzhong Development Zone Management Committee, by the county (district, city) People's Government or Jinzhong Development Zone Management Committee to the municipal leading group office recommended; municipal industry authorities can be directly recommended to the municipal leading group office.

Article 18   City Leading Group Office of the basic conditions for reporting organizations and individuals, the completeness of the reporting materials for formal review, in writing to seek the views of the relevant authorities. According to the formal review and the results of the formation of the Jinzhong City Quality Award acceptance list and publicity to the community. Declaration materials shall not involve national security, state secrets. Involving commercial secrets, reporting organizations and individuals should be noted.

Article 19  City Leading Group Office or commissioned by a third-party organization formed by the quality of experts in the field of assessment group, based on the Jinzhong City Quality Award selection program and selection criteria for the organization to carry out the selection process, the selection process, including, but not limited to, material review, on-site review, statement and defense. The city leading group set up a supervision group to supervise the selection process.

Article 20  The city leading group office based on the results of the evaluation of the candidate list, the receiving department is responsible for the declaration of materials to the public security organs and other opinions. Among them, the organs and institutions and their staff should also seek the views of discipline inspection and supervision, organization and personnel departments, and enterprises and their responsible persons should also seek the views of human resources and social security, ecological environment, emergency management, market supervision, taxation and other departments. On the basis of extensive consultation, respectively, in the region, the industry within the public notice, the public notice period of not less than five working days.

Article 21  After the candidate list is publicized without objection, the city leading group to consider the formation of the award-winning proposal list. The city leading group office is responsible for the city-wide publicity on the proposed list of winners, the publicity period of not less than five working days.

Article 22  The proposed list of award winners after the publicity without objection, the Office of the Municipal Leading Group and the Municipal Bureau of Human Resources and Social Security jointly reported to the Municipal People's Government. Chapter V  Rewards and constraints

Article 23  The Municipal People's Government to the winning organization and individual quality awards or quality awards nomination certificates, awards (cups) plaques or medals, one-time bonuses issued to the winning organization.

Jinzhong City Quality Award prize money and related work expenses included in the municipal annual budget.

Article 24  Jinzhong City Quality Award bonus is mainly used for the award-winning organization's quality of continuous improvement, quality research, standards development, scientific and technological research and development, personnel training, laboratory construction, investment and advanced quality management methods to promote publicity.

Article 25  Award-winning organizations and individuals can be used in the organization or personal image publicity Jinzhong City Quality Award honorary logo, but need to specify the year of the award. Honor logo shall not be used for product promotion, shall not be marked on the product or packaging, shall not violate the "Advertising Law of the People's Republic of China" and other relevant laws and regulations.

Article 26   Award-winning organizations and individuals should continue to pursue excellence, innovation and practice, and continuously improve the level of quality management.

Article 27  Award-winning organizations and individuals are obliged to promote through various forms of publicity of their quality management models, methods and practical experience (except those involving commercial secrets), give full play to the typical drive and demonstration of leading role.

Sixth chapter  Supervision and management

Article 28  Jinzhong City Quality Award selection process should be open and transparent, and accept the media, the public and all sectors of society supervision.

Article 29  Any unit, organization or individual on the Jinzhong City Quality Award selection and recognition of the existence of objections to the activities, can be to the supervision group to complain or report, and provide the necessary supporting materials. Promote reporting in name only. Supervision group to the public reporting channels and processing procedures, and for the confidentiality of the whistleblower.

Article 30  Establishment of the award-winning organizations and individuals of the dynamic supervision system. County-level market supervision departments, municipal industry departments in charge of the region, the industry award-winning organizations and individuals to fulfill their obligations and other supervision and management. Relevant significant circumstances, should be promptly reported to the municipal leading group office. Municipal Leading Group Office from time to time to carry out inspections.

Article 31  Award-winning organizations and individuals have one of the following circumstances are verified, the municipal leading group office to the municipal people's government to revoke the awards, recover the certificate, award (cup) plate or medal, recover the award money, and to the public announcement. Since the year of revocation of the award, three selection cycle shall not be declared Jinzhong City Quality Award.

(a) by providing false materials or taking improper means to obtain awards;

(b) the occurrence of major quality, safety, environmental protection, health and other accidents;

(c) violation of the use of jinzhong quality award logo, refused to fulfill the relevant responsibilities and obligations;

(d) there are other serious violations of laws and regulations.

Article 32  No organization or individual shall not forge or fraudulently use the Jinzhong City Quality Award logo, shall not be made without the Jinzhong City Quality Award certificate, awards (cups) and medals.

Article 33  The staff involved in the selection of activities with the declared organization or individual has an interest, should take the initiative to avoid. Not in accordance with the provisions of the performance of duties, there are fraud, favoritism and other violations of law and discipline, in accordance with the relevant provisions.

Chapter VII  Attachment Rules

Article 34  These measures shall come into force on April 21, 2024, and shall be valid for five years. September 30, 2010, the Municipal People's Government issued the "Mayor of Jinzhong City, Quality Prize Evaluation and Management" (Municipal Development 〔2010〕 No. 67) shall be repealed simultaneously.
