Second Article The funds for the high-quality development of animal husbandry referred to in these measures refers to the special funds arranged at the municipal level to support the high-quality development of animal husbandry.

Article 3 Departmental responsibilities. Article IV subsidized objects. This approach applies to the city engaged in livestock and poultry breeding farms (households) and related industrial chain key enterprises (including but not limited to breeding enterprises, feed enterprises, slaughtering enterprises, etc.).

Article 5 Content of the subsidy. The funds for high-quality development of the livestock industry are mainly used for the following aspects:

(i) Livestock and poultry breed improvement. Including the new introduction of breeding males, basic female animals to give a one-time introduction subsidy; livestock and poultry breed improvement technology promotion and application subsidies; support for the whole county, the whole township unified declaration;

(ii) key projects infrastructure construction. Including large-scale farming enterprises (design scale: more than 3,000 head of annual pig slaughter, more than 200,000 egg-laying hens, more than 1 million broiler chickens, more than 3,000 sheep, etc.) to give a one-time subsidy for the construction of infrastructure; the provincial scale of the above farms (design scale: more than 500 head of annual pig slaughter, more than 10,000 egg-laying hens, more than 50,000 broiler chickens) to give a one-time subsidy for the construction of infrastructure. Article VII Use of funds. Counties (cities, districts) animal husbandry and veterinary departments should be in accordance with the requirements of the annual project implementation program to speed up the implementation of the budget and improve the effectiveness of the use of funds. Livestock and poultry breed improvement, key projects such as infrastructure construction projects to urge the implementation of the main body to speed up the implementation of the project to ensure that the project is completed in the year, can be in accordance with the "phased acceptance" way to disburse funds, acceptance of all the disbursements in place; digital upgrading of large-scale farms, animal husbandry enterprises standardized creation of the project in accordance with the "award in lieu of subsidy". Counties (cities, districts) animal husbandry and veterinary departments are responsible for strengthening the management of project construction to ensure that the project construction tasks are completed on time. Municipal animal husbandry and veterinary departments are responsible for the daily supervision and inspection of project construction.

Article 10 of the animal husbandry and veterinary medicine at all levels, the financial sector to work closely and actively cooperate; project implementation units should be in accordance with the requirements of timely, accurate and complete report to the competent authorities on the use of funds for the high-quality development of animal husbandry; animal husbandry and veterinary medicine departments should be based on the implementation of the project in a timely manner to the financial sector to provide the basis for the disbursement of funds.

Article 11 Any unit, other organizations and individuals shall not in any way squeeze, misappropriation, retention, illegal deduction of funds for high-quality development of animal husbandry. The project unit shall establish and improve the internal audit system and internal control system, strengthen the daily financial supervision, consciously accept the supervision of the financial, audit and competent departments, and truthfully provide financial and accounting information and related information.

Article XII of the violation of the relevant provisions of the livestock industry caused by the high-quality development of funds for major losses, the relevant responsible persons to pursue administrative responsibility and economic responsibility, constitutes a crime, shall be investigated for criminal responsibility.

Article XIII These measures shall be interpreted by the Municipal Bureau of Agriculture and Rural Development and the Bureau of Finance.

Article XIV These Measures shall be implemented from January 1, 2024, and shall be valid for three years.
