Chapter I General
Article 1 In order to promote the high-quality development of Shanxi Transformation and Comprehensive Reform Demonstration Zone to provide a strong guarantee of talent and intellectual support, improve the incentive mechanism for talent, optimize the development of the talent environment, the implementation of the strategy of strengthening the region, focusing on advanced manufacturing industry, digital economy industry and modern service industry leading industrial system, to attract the gathering of urgently needed high-precision talents, enhance the capacity and quality of local professional and technical talents and skills. The second talent scope.
(a) Talents in categories A, B, C, D, E, F and H that meet the needs of industrial development in Shanxi Transformation and Comprehensive Reform Demonstration Zone. (See Annex)
(2) College graduates (doctoral, master's, and undergraduate students) and highly-skilled talents (technicians, senior technicians, etc.) applying for subsidies for coming to and working in Taiyuan and for upgrading the capacity of local talents in Shanxi Transformation and Comprehensive Reform Demonstration Zone.
The above talents should have signed an employment contract (or labor contract or labor service contract) with the enterprise or unit for more than 3 years, and still be within the contract period at the time of declaration.
Chapter II Talent Introduction Support
Article III Working Life Subsidy Supporting Rewards.

Article 4: F talent incentives for key enterprises.

Article V. Reward for enterprises to attract talents.
Enterprises in the area of full-time or flexible introduction of talent above the provincial level program selected, in accordance with the actual payment of the enterprise talent pay 40% of the award, full-time introduction of the maximum annual award per person enterprise 200,000 yuan, the maximum annual award per person flexible introduction of 60,000 yuan. The cumulative reward period of three years.
Enterprises through intermediaries to introduce talent above the provincial level program selected, in accordance with the formal contract between the two sides agreed to give the intermediary fee incentives for the introduction of each person up to 200,000 yuan.
Chapter III Talent Apartment Support
Article 6 Full-time introduction of rent-free talent apartment.
Talents who work in Shanxi Transformation and Reform Demonstration Zone and have independent legal personality enterprises (or units) are arranged to live in talent apartments. Among them, class A talents within 200 square meters free of charge for 4 years; B, C talents within 160 square meters free of charge for 4 years; D, F talents within 140 square meters free of charge for 3 years; E, H talents within 100 square meters free of charge for 2 years. The same enterprise or unit can apply for free use of the talent apartment F class talent cumulative total of no more than 5 sets, H class talent cumulative total of no more than 3 sets.
The water, electricity, gas, heating, and property management fees generated by the talents staying in the talent apartments free of charge are paid by individuals.
Article 7: Flexible introduction of rent-free talent apartments.
Support and encourage qualified market players or innovative R&D platforms to flexibly attract talents through consultant guidance, short-term part-time work, project cooperation, enclave mode, etc., to promote the solution of development problems, technical difficulties, and transformation of scientific research results. Talents flexibly introduced and working full-time in the Shanxi Transformation and Comprehensive Reform Demonstration Zone enjoy the same policies as those working full-time in terms of free accommodation in talent apartments. Talents of A, B, C and D categories introduced flexibly will come to work in Shanxi Transformation and Reform Demonstration Zone irregularly, and will be arranged to stay in the talent apartment free of charge according to the number of days in the zone.
Article 8 The introduction of doctoral and master's degree students in key projects will be exempted from rent in the talent apartment.
For the cumulative completion of industrial investment of 500 million yuan or more of the new introduction of the project (excluding financial investment, or in the form of investment in the state-owned platform companies, such as construction, etc.), the previous year's annual output value of 1 billion yuan or more and a growth rate of not less than 10% of the industrial enterprises above designated size (excluding the year of the new production of the new integrated above designated size industrial enterprises) The doctoral and master's degree students introduced by key industrial chain "chain master" enterprises in Shanxi Province, national innovation and R&D institutions and other enterprises (or units) can stay in the talent apartment free of charge, 100 square meters for doctoral degree students and 50 square meters for master's degree students for free for two years.
Article 9: The shortage of high-end talents can stay in the talent apartment rent-free.
The urgently needed and scarce high-end talents introduced into the Shanxi Transformation and Reform Demonstration Zone shall be allowed to stay in the talent apartment free of charge for a period of 3 years upon approval.
Article X: Temporary rental subsidies.
The number of talent apartments can not meet the demand for occupancy outside the rental housing, rental subsidies can be given. A class of talent subsidy standard does not exceed 3600 yuan / month; B, C class of talent does not exceed 3000 yuan / month; D, F class does not exceed 2600 yuan / month; E, H class of talent does not exceed 2000 yuan / month, the subsidy period with the talent apartment rent-free occupancy. The period of subsidy is the same as the period of rent-free occupancy of the talent apartment, and the subsidy is realized on a yearly basis.
Article 11: Market-based leasing of talent apartments.
On the premise of fully meeting the accommodation needs of talents introduced by investment projects and enterprises in the park, the state-owned platform companies in the district can provide apartment leasing services for enterprises or units in the district in a market-oriented manner.
Chapter IV Talent Cultivation Support
Article XII Fellows Workstation Innovation Reward.
In the Shanxi Transformation and Reform Demonstration Zone set up and has an independent legal personality enterprise (or unit), was approved by the provincial and municipal academician workstations, to give 1 million yuan of one-time station building incentives, of which 50% of the award amount can be independently disposed of by the academician, for the work of life subsidies and other expenditures.

Enterprises (or units) set up in Shanxi Transformation and Comprehensive Reform Demonstration Zone with independent legal personality will be awarded 200,000 RMB as one-time incentive for post-doctoral research stations, and 100,000 RMB as one-time incentive for post-doctoral innovation and practice bases.
Article XIV Highly Skilled Personnel and Team Rewards.
Highly skilled talents and teams who have made outstanding contributions to technological innovation in enterprises with independent legal personality set up in Shanxi Transformation and Comprehensive Reform Demonstration Zone shall be rewarded according to the following standards.
When winning the "China Skills Award", a one-time award of 200,000 yuan will be given; when winning the "National Technical Skill", a one-time award of 100,000 yuan will be given; when winning the "Sanjin Technical Skill", a one-time award of 100,000 yuan will be given. The "Sanjin skilled person" will be given a one-time award of 20,000 yuan, and the title of "Concordia skilled person" will be given a one-time award of 10,000 yuan.
The one-time award of 200,000 RMB will be given to those who have been approved as national skill master studios, and the one-time award of 100,000 RMB will be given to those who have been approved as provincial skill master studios.
Article 15: Subsidies for local talents to improve their abilities.

Talents introduced by enterprises (or units) established in the Shanxi Transformation and Comprehensive Reform Demonstration Zone with independent legal personality will be included in the medical and health management platform, enjoying high-efficiency, high-quality, and high-level medical green channel quality services, C, D and E categories of talents are provided with 1 medical checkup card every year. Among them, the cost of medical checkup for A, B, C talents is 2,000 RMB, and the cost of medical checkup for D, E talents is 1,000 RMB.
Article 19 Human Resource Services.
The Talent Introduction and Exchange Service Center can provide enterprises with personnel agency, title assessment, skills training, talent introduction and other services, and assist in the provision of human resources outsourcing, management consulting, education and training, labor dispatch, staff recruitment and other third-party services; for the expatriate "one-to-one" assistance for employment, residence and other services. "It also provides one-on-one assistance for expatriates in matters such as employment and residence permits.
Article 20: Assisting in the declaration of superior talent subsidy funds.
Actively assist eligible enterprises to declare the provincial and municipal employment and entrepreneurship grants, talent incentives (cultivation, training) subsidies and other financial support.
Article 21 key projects "a one-off" talent support.
Major projects belonging to the leading industries in the Shanxi Transformation and Comprehensive Reform Demonstration Zone (advanced manufacturing industry, digital economy industry and modern service industry), which are finalized by the "Recruitment and Landing" mechanism, will be supported through the "One Matter at a Time" support agreement, etc.
Article 21: Talent Support for Key Projects. The content of the talent policy agreed upon in the form of the "One Matter One" support agreement will be fulfilled in accordance with the agreement.
Chapter VI Division of Responsibility
Article 22 The relevant matters identified departments.
(a) Enterprises included in the "chain master" and "chain core" of the key industrial chain in Shanxi Province, key provincial projects or key projects in the Shanxi Transformation and Comprehensive Reform Demonstration Zone, enterprises included in the work task force of the Shanxi Transformation and Comprehensive Reform Demonstration Zone, and enterprises included in the work task force of the Shanxi Transformation and Comprehensive Reform Demonstration Zone. Chapter VII Supplementary Provisions
Article 23 Redemption Process.

Article 24: Regulatory measures.
The use of matching funds for national and provincial funding shall be implemented with reference to the use of national and provincial funding. Article 25 These Measures shall come into force on September 26, 2023, and shall be valid until December 31, 2026. "Implementation Measures for Supporting Talent Development in Shanxi Transformation and Reform Demonstration Zone" (Jin Zongshifa [2021] No. 86) issued on October 11, 2021, shall be repealed simultaneously. In case of inconsistency between other relevant policies and these Measures, these Measures shall prevail. In case of national, provincial and municipal policy adjustments during the implementation process, the higher-level policy will be adjusted accordingly.
