Chapter I General Principles

Chapter II gradient cultivation of innovative enterprises

Article 4 Support for the development of high-tech enterprises, the first time through the identification of high-tech enterprises, a one-time award of 100,000 yuan; repeat identification of high-tech enterprises, a one-time award of 150,000 yuan.

Article 5 Nurturing the regulation of industrial enterprises, support enterprises to do better and stronger through independent innovation. The new industrial enterprises above designated size (referred to as "reaching designated size") which are included in the direct reporting of the statistics department of Shanxi Comprehensive Reform Demonstration Zone shall be rewarded as follows.

The national-level specialized, special and new "small giant" enterprises and provincial-level "specialized, special and new" small and medium-sized enterprises (including provincial-level specialized, special and new "small giant" enterprises) that have been recognized after review will be given a one-time incentive of RMB 100,000 yuan and RMB 50,000 yuan respectively. Article 9 Strengthen the ability of scientific and technological financial empowerment, support qualified enterprises to go public and raise funds both domestically and internationally, and encourage overseas listed companies to relocate to the Shanxi Comprehensive Reform Demonstration Zone.

(1) A one-time award of 10 million yuan will be given to enterprises listed on the Main Board, and a one-time award of 6 million yuan will be given to enterprises listed on the KTC, GEM, and Beijng Stock Exchange. For the newly listed enterprises in and out of Shanxi Comprehensive Reform Demonstration Zone or the enterprises in the zone through "shell listing", they will be rewarded as if they were newly listed enterprises in the zone.

(2) The enterprises in the region listed on the Hong Kong Stock Exchange, the NASDAQ market in the United States, the London Stock Exchange and other major overseas trading venues, the net fund-raising amount reached 50 million yuan (including) RMB and 70% or more of the fund-raising will be invested in the Shanxi Comprehensive Reform Demonstration Zone project, will be given a one-time incentive of 5 million yuan.

(3) Enterprises in the zone will be given a one-time award of RMB 200,000 yuan for completing the standardized shareholding system reform and entering the resource database of reserve enterprises for listing in Shanxi Province.

Chapter III Support for the Construction of Innovation Platform Bases

Article 10 supports the establishment of national and provincial science and technology R&D and innovation platforms.

(A) basic type of innovation platform: newly approved for the construction of national laboratories, national key laboratories to give a one-time award of 5 million yuan; newly approved for the construction of provincial laboratories, provincial key laboratories to give a one-time award of 1 million yuan.

(ii) application-based innovation platform: newly recognized technology innovation centers, manufacturing innovation centers, engineering research centers, enterprise technology centers, digital transformation promotion centers and other major science and technology innovation platforms, the national level to give a one-time award of 5 million yuan, the provincial level to give a one-time award of 1 million yuan.

Innovation platforms of the same level and the same category of the same enterprise will only enjoy one reward.

Chapter IV Rewarding the Achievements of Independent Innovation

Article 11 Supports enterprises to form a national strategic scientific and technological force, and gives a one-time reward of 10 million yuan, 5 million yuan and 2 million yuan to the unit that newly wins the special prize, first prize and second prize of the National Natural Science Award; and gives a one-time reward of 10 million yuan, 5 million yuan and 2 million yuan to the unit that firstly completes the first, first and second prizes of the National Technological Invention Award, respectively. For those newly awarded the Grand Prize, First Prize and Second Prize of the National Award for Technological Inventions, the first unit of completion will be given a one-time award of 10 million yuan, 5 million yuan and 2 million yuan respectively, while the participating units will be given a one-time award of 5 million yuan, 3 million yuan and 1 million yuan respectively. Article XII of the National Science and Technology Program projects of the first unit, in accordance with the previous year, 5% of the funds allocated to reward a single project up to a maximum of 1 million yuan. Article XV support for various types of innovation subjects to carry out standardization work.

(ii) for enterprises undertaking national and provincial standardization pilot and demonstration projects, the project acceptance, respectively, will be given a one-time award of 500,000 yuan, 300,000 yuan.

(C) won the China Standard Innovation Contribution Award Standard Project Award first, second and third prize for the first drafting unit of the standard, respectively, a one-time award of 1 million yuan, 500,000 yuan, 200,000 yuan. Chapter VI accelerate the transfer of scientific and technological achievements

Article 16 Promote the integration and efficient synergy of industry, academia and research, and support the domestic and foreign well-known universities and research institutes in Shanxi comprehensive reform demonstration zone to set up new R & D institutions, around the leading industries in Shanxi comprehensive reform demonstration zone, focusing on scientific and technological innovation needs, and the formation of major scientific and technological achievements. A one-time reward of 200,000 yuan will be given to the newly recognized provincial high-end new R&D institutions, and a one-time reward of 100,000 yuan will be given to the newly recognized provincial new R&D institutions.

Article XVII Strengthening industrial common technology support capacity. Promote the construction of proof of concept, pilot scale-up and other public technical service platforms and pilot bases to provide support for the industrialization of innovative achievements. The newly recognized provincial pilot base, provincial industrial technology innovation strategy alliance to give a one-time award of 100,000 yuan.

Article 18 of the enterprise to buy technology achievements, patented technology in Shanxi comprehensive reform demonstration zone to realize the transformation of the technology contract identified by the registration, according to its technology contract transaction and the actual payment of 10% of the amount of incentives, a single scientific and technological achievements of the maximum award of 1 million yuan, the same enterprise the maximum award of 2 million yuan.

Article 19 The newly recognized national-level technology transfer demonstration institutions will be given a one-time award of 500,000 yuan, and the provincial-level technology transfer demonstration institutions will be given a one-time award of 100,000 yuan.

Chapter VII Deepening the Integration of Culture and Science and Technology

Article 20 A one-time award of 500,000 yuan will be given to the operating enterprises of the national culture and science and technology integration demonstration bases (monolithic category) recognized by the Ministry of Science and Technology and the Central Propaganda Department for the first time; and a one-time award of 500,000 yuan will be given to the operating enterprises of the national tourism science and technology demonstration parks recognized by the Ministry of Culture and Tourism and other departments for the first time.

Article 21 encourages enterprises to participate in large-scale cultural and technological exhibitions, and subsidizes 50% of the cost of a single booth for enterprises participating in provincial, national and international cultural and technological exhibitions, with the maximum amount of support for a single enterprise not exceeding 50,000 yuan per year.

Article 22 of the support in the relevant administrative departments for approval, project (for the record), and employment of 20 people (including) or more film and television production enterprises as the first producer to carry out the creation of original excellence. For the first broadcast of original animation works in the CCTV, two-dimensional works at 2,000 yuan per minute, three-dimensional works at 3,000 yuan per minute, a one-time award, the maximum award amount of up to 500,000 yuan per part; for the first broadcast of original animation works in the provincial television stations (excluding digital pay-per-view channels), two-dimensional works at 1,000 yuan per minute, three-dimensional works at 2,000 yuan per minute, a one-time award, the maximum award amount of up to 50,000 yuan per part. Article 23 Encourage commercial banks, financial guarantee companies, factoring companies and other financial institutions to explore the introduction of cultural credit, cultural bonds, cultural insurance and other financial products; support the establishment of "cultural and technological integration and development" fund, and actively guide the social capital into the field of cultural and technological industries, and provide support for the direct financing of cultural and technological enterprises. Article 24 supports enterprises to introduce key, urgently needed and scarce technical talents in the field of culture and science and technology, and provides services and guarantees in key areas such as talent apartments, medical services, children's education, etc.; encourages enterprises to build talent cultivation bases with colleges and universities and scientific research institutes, and provides relevant education and training services for talents in culture and science and technology, so as to stimulate the vitality of cultural innovation and creativity.

Chapter VIII Supplementary Provisions

Article 25 The incentives in these measures are included in the "one network" system, in strict accordance with the Shanxi Comprehensive Reform Demonstration Zone on the financial funds to support enterprise policy supervision and management of the implementation of the relevant provisions. The incentives provided for in these Measures are those that occurred in the year prior to the declaration of the enterprise. Measures for Promoting the Transformation of Scientific and Technological Achievements (Jinzongshifa [2020] No. 137), Standardization Incentive Measures (Trial) (Jinzongshifa [2020] No. 172), Measures for Promoting the Development of the Financial Sector (Jinzongshifa [2020] No. 138), and the Implementation Plan for Science and Technology Innovation Vouchers (Jinzongshifa [2021] No. 50) are also abolished. Where other relevant policies are inconsistent with these Measures, these Measures shall prevail. In case of national, provincial and municipal policy adjustments during the implementation process, the policy will be adjusted accordingly.
