In order to implement the spirit of the document "Notice of Shanxi Small Business Development Promotion Bureau on the Provincial Small and Micro Enterprises Entrepreneurship and Innovation Base Project Incentive Funds and Provincial Funds for Large, Small and Medium-sized Enterprises Integrating Innovative and Entrepreneurial Characteristic Carriers for the Year of 2021" (Jin Qifa 〔2021〕 No. 41), and to promote the Linfen Economic Development Zone to build an innovative and entrepreneurial characteristic carrier. According to the "Notice of Shanxi Provincial Department of Finance on Issuing Special Funds for the Development of Small and Medium-sized Enterprises in 2021" (Jin Cai Jian Yi [2021] No. 55), and combining with the actual situation of Linfen Economic Development Zone, this method is hereby formulated.

Article 1 The special funds for Linfen Economic Development Zone to support the creation of large, medium and small-sized enterprises to integrate innovative and entrepreneurial carriers (hereinafter referred to as the special funds) come from the provincial budget to support the creation of provincial large, medium and small-sized enterprises to integrate innovative and entrepreneurial carriers with special funds.

Article 2: Scope of use of special funds:

1. For the municipal and provincial innovation and entrepreneurship competitions held in Linfen Economic Development Zone, 50% subsidy will be given to the actual expenses of the operation of a single event, with a maximum of not more than 200,000 yuan; for the hosting of various types of large and small enterprises to promote their innovation and entrepreneurship, the subsidy will be given to the actual expenses of the operation of a single event, with a maximum of not more than 200,000 yuan. For hosting various kinds of roadshows, docking sessions, forums and other activities that promote the integration and development of large, medium and small enterprises, 50% of the actual costs incurred will be subsidized, with a maximum of 200,000 RMB.

2. Provincial Creative China Competition award-winning projects settled in Linfen Economic Development Zone will be rewarded with RMB 100,000 yuan; municipal Creative China Competition award-winning enterprises settled in Linfen Economic Development Zone will be rewarded with RMB 50,000 yuan, RMB 30,000 yuan, and RMB 10,000 yuan for the first prize, 30,000 yuan for the second prize, and 10,000 yuan for the third prize.

3. For the SME Public Service Demonstration Platform which is located in Linfen Economic Development Zone and recognized by the government, it will be rewarded with RMB 30,000 yuan for municipal recognition, RMB 50,000 yuan for provincial recognition, and RMB 100,000 yuan for national recognition.

4. Small and medium-sized enterprises' bi-innovation bases, crowds creation spaces and incubators which are specialized in the development of large, medium and small-sized enterprises will be rewarded with RMB 50,000 yuan at the municipal level, RMB 200,000 yuan at the provincial level and RMB 500,000 yuan at the national level.

5. 200,000 RMB will be rewarded for the enterprises that declared special carriers in Linfen Economic Development Zone and were recognized by the government departments.

Article 3 The Department of Economic and Technological Development is responsible for the management of the special funds, subsidies and rewards for enterprises, organizing the declaration of special funds, supervising the progress of the projects, formulating opinions on subsidies and rewards, disbursing the special funds, carrying out the project performance evaluation and summarizing the relevant work.

Article 4: Funding declaration and review in accordance with the following process:

1. Declaration. The Ministry of Economy, Science and Technology Development issued a declaration notice, organizing the declaration work, and the declaring unit submits the application materials according to the requirements of the declaration notice.

2. Review. Economic and technological development of the Ministry of the declaration of materials for preliminary examination, the organization of all relevant departments to review the declaration of materials, the organization of experts on the declaration of the project site visits, to determine the list of projects to be supported, incentives and subsidies, and reported to the Management Committee.

3. Issuance of funds. After the management committee to study no objection, in accordance with the relevant provisions of the funding documents issued by the allocation of funds.

Article 5 The declaring unit shall declare the special funds in accordance with the following requirements:

1. The content of the declaration material must be true and reliable.

2. Where the declaration of special funds for the use of the project, the declaring unit must have an independent legal personality, sound and perfect enterprise management structure, financial management institutions and financial management system, etc., the enterprise business is legal, in the "Credit China" no bad The project must have independent legal personality, sound and perfect enterprise management structure, financial management organization and financial management system, etc. The enterprise's operation is legal and there is no bad record in "Credit China".

3. Carriers and enterprises declaring direct support projects must be located in Linfen Economic Development Zone; the same project shall not be repeated to declare the provincial financial special funds; the project implementation content and expected goals are clear, and the budget is reasonable.

Article VI The Ministry of Economy, Science and Technology Development will issue disbursement documents, and the declaring units will go to the Ministry of Economy, Science and Technology Development for disbursement procedures with the disbursement documents.

Article 7 No unit or individual shall retain or misappropriate the funds for any reason or in any form. If there is any violation of law or discipline in the process of application, management and use of special funds, the relevant units will be dealt with in accordance with relevant laws and regulations, and the provincial financial special funds will be recovered, and the bad credit information will be disclosed to the society, and the eligibility of the declared units to apply for all kinds of financial funds in Linfen Economic Development Zone will be canceled.

Article 8 The special funds shall be used in strict accordance with the provisions of the special fund management methods for small and medium-sized enterprises, and shall not be used for consumer expenditures and salary and bonus payments.

Article IX Strengthening the performance evaluation of special funds, the relevant units enjoying the support should regularly report to the Ministry of Economy, Science and Technology Development in accordance with the requirements of the progress of the work, the completion of the performance targets and the use of funds, and accept the supervision and inspection of the relevant departments.

Article X. If there is any crossover between these measures and other existing policies and regulations of the Development Zone, the measures will be implemented in accordance with the principle of "no duplication".

Article 11 These Measures shall be implemented from the date of issuance and interpreted by the Department of Economy, Science and Technology Development.
