These measures are formulated to promote the deep integration of scientific and technological innovation with industrial innovation and to better leverage the role of research platforms in supporting industrial development.
I. General Requirements
Thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee; fully carry out the important speeches and instructions made by General Secretary Xi Jinping during his visits to Shaanxi; accelerate the construction of research platforms; explore the establishment of diversified investment mechanisms and new management mechanisms; further enhance the level of openness and sharing of platforms as well as their capacity to serve industrial development; and promote the steady and rapid development of relevant industries.
By 2027, the number of major scientific and technological infrastructure facilities in operation across the city will reach at least 3, the number of Shaanxi Laboratories will reach at least 5, and the total number of municipal-level and above key laboratories will reach at least 600. Relying on research platforms, more than 100 enterprises will be incubated and commercialized, and more than 1,000 key core technology projects will be undertaken.
II. Promoting the Efficient Construction and Diversified Funding of Research Platforms
(1) Accelerate the Construction of Research Platforms. Adopt a “one facility, one promotion group” approach to coordinate the construction of major science and technology infrastructure projects. Support the development of high-level research platforms such as National Technology Innovation Centers, National Laboratories (Bases), and National Key Laboratories; support the establishment of Shaanxi Laboratories in fields of comparative advantage; and build municipal-level key laboratories aligned with the city’s key industrial sectors. (2) Encouraging Research Platforms to Secure National and Provincial Funding. Support major scientific and technological infrastructure projects, National Technology Innovation Centers, and Shaanxi Laboratories in actively seeking national and provincial construction funding. Encourage research platforms to collaborate with enterprises to undertake major national and provincial research tasks guided by industrial development needs, and establish and improve long-term, stable support mechanisms. (3) Encourage diversified financing for the development of research platforms. Encourage private capital to participate in the construction of major science and technology infrastructure, National Technology Innovation Centers, and Shaanxi Laboratories. Strengthen the development of a municipal-level key laboratory system led by enterprises. Improve mechanisms for direct equity investment and fund investment in the commercialization of research outcomes. III. Strengthening the Capacity of Research Platforms to Serve Industry and Promote Open Access and Sharing
(4) Encourage the construction of user facilities to complement major science and technology infrastructure. Support major science and technology infrastructure in collaborating with enterprises to build user facilities that serve key technological breakthroughs and the commercialization of research outcomes in priority industries; support the establishment of reasonable market-based charging mechanisms for user facilities. (5) Support the development of industrial parks based on research platforms. Leverage the resource aggregation effects of major research platforms to support market entities in collaborating with the government and research institutions to build specialized industrial parks based on major science and technology infrastructure, National Technology Innovation Centers, National Key Laboratories, Shaanxi Laboratories, and other research platforms, thereby promoting the large-scale development of industries. (6) Support research platforms in conducting technology R&D for industrial applications. Focusing on leading industries and cutting-edge technology fields, support research platforms such as National Key Laboratories, Shaanxi Laboratories, and Municipal Key Laboratories in partnering with leading enterprises to form innovation consortia and industrial innovation alliances. These entities will tackle common industry-wide technological challenges, undertake “open-call” projects, and facilitate the commercialization of major technological breakthroughs. (7) Promote the opening and sharing of research platform resources with industry. Support major scientific and technological infrastructure and various laboratories in providing services to enterprises, and encourage enterprises to utilize research platform resources to carry out innovation activities. Build a multi-tiered computing power service system covering cloud computing, high-performance computing, and intelligent computing, and support enterprises in utilizing computing power resources from computing infrastructure. IV. Supporting Research Platforms in Exploring New Management Mechanisms
(8) Promote the operationalization of research platforms. Support the establishment of new R&D institutions based on major scientific and technological infrastructure, Shaanxi laboratories, and other research platforms, which will be responsible for platform operations and management, as well as technological R&D and technology transfer. Support various laboratories in transcending the limitations of basic research functions to independently or jointly with enterprises create innovation platforms that integrate multiple functions, including basic research, technology transfer, and industrial innovation. (9) Promote Service Integration Between Research Platforms and Industry. Establish and improve a regular mechanism for collaboration between research platforms and enterprises, organize periodic technical and application seminars, and promote enhanced cooperation and exchange between research platforms and leading enterprises. Improve the mechanism for connecting research platforms with investment and financing institutions, and organize regular centralized presentations of major research achievements to venture capital funds and industrial funds. (10) Strengthen service support. Establish a working mechanism comprising municipal departments such as the Municipal Development and Reform Commission, Municipal Science and Technology Bureau, and Municipal Industry and Information Technology Bureau, as well as relevant district and county governments and development zones, to strengthen tracking, coordination, and support throughout the entire process of major research platform construction. The research platforms referred to in these measures include major scientific and technological infrastructure, computing infrastructure, National Technology Innovation Centers, National Laboratories (Bases), National Key Laboratories, “Belt and Road” Joint Laboratories, Shaanxi Laboratories, and municipal-level key laboratories.
