Original Title: "Action Plan for the Construction of a Center for Integrated Hardware and Software Technology Adaptation and Product Development to Promote High-Quality Development of the Information Industry in Xi'an (2025–2027)"

To thoroughly implement the work arrangements outlined in the "Xi'an Digital Government Reform and Construction Plan" (Municipal Office Document [2024] No. 18) and the "Implementation Plan for Key Tasks to Promote Digital Economic Development through Digital Government Construction in Xi'an" (Municipal Government Office Document [2024] No. 29), and to accelerate the construction of the Center for Hardware-Software Integration Technology Adaptation and Product Development,this plan is formulated to provide key support for the cultivation of the smart terminal industry chain, promote the adaptation and application of industrial software, domestic IT innovation, and artificial intelligence, and foster high-quality development of the information industry.

I. General Requirements

We will thoroughly implement General Secretary Xi Jinping’s important discourses and major deployments regarding new-quality productive forces, fulfill the requirements of the national initiative for large-scale demonstration of new technologies, new products, and new application scenarios, and, guided by the scenario demands in key areas of digital government construction, establish an efficient and collaborative working mechanism. We will deepen the promotion of domestic IT innovation products, smart terminals, and chip manufacturing; facilitate the upgrading of industry application software, domestic IT innovation basic software, and industrial software;accelerate the construction of industrial innovation centers and other “Three Hardware, Three Software, and One Center” initiatives. With the establishment of technology adaptation and product development centers as the core vehicles and key links, we will establish lists of product requirements, product adaptation and certification, and recommended innovative products. This will drive the large-scale application of new technologies and products in digital government construction, foster deep integration between advanced technologies, specialized, refined, distinctive, and innovative enterprises, and local manufacturing, and cultivate a nationally leading, self-reliant, and controllable new-generation information industry chain cluster.

— Adhere to government guidance and enterprise leadership. Strengthen the government’s guiding role in planning, standard-setting, policy support, and procurement. Support leading enterprises in spearheading the establishment of technology adaptation and product development centers to build agile and efficient capabilities for technology adaptation and product development, thereby providing rapid response support for scenario-based applications in digital government construction.

— Adhere to demand-driven approaches and scenario-based demonstrations. Closely align with the development needs of digital government construction, comprehensive digital transformation, and the development of urban safety and resilience. Strengthen assessments of current conditions, surveys of equipment categories, and analyses of business requirements and technical compatibility to create benchmark application scenarios and expand the demonstration effect.

— Adhere to innovation-driven development and focus on key breakthroughs. Establish a collaborative innovation system for fundamental technology R&D and product adaptation verification. Prioritize breakthroughs in key technologies such as RISC-V open-source chips, the HarmonyOS operating system, XingShuan short-range communication, and AI algorithm models. Give priority to implementing coordinated hardware and software design and joint verification in fields such as smart terminals, industrial software, and IT infrastructure transformation to generate a ripple effect of technological innovation.

— Adhere to chain-based and cluster-based development, and jointly build the ecosystem. Establish a collaborative innovation platform involving government, industry, academia, research, and end-users. Bring together universities, research institutions, leading enterprises in the industrial chain, and upstream and downstream companies to build industrial chains and clusters for sectors such as chip design, sensor manufacturing, industrial software, and domestic IT innovation products, thereby accelerating the transformation and upgrading of the information industry.

II. Key Tasks

In accordance with the requirements for smart infrastructure development in key sectors, establish a six-step work pathway encompassing “demand analysis—technology R&D—adaptation and certification—manufacturing—integration and operation—application promotion.” Rapidly build capabilities in demand analysis, technology adaptation, and product development and manufacturing to facilitate the large-scale application of new technologies and products across all areas of digital government construction.By 2025, focus on pilot projects in sectors such as transportation, water management, urban management, gas, heating, and culture and tourism, while simultaneously advancing applications in environmental protection, education, housing and urban-rural development, and emergency response. By 2027, achieve full coverage of key areas in digital government construction and drive the innovative development of the information industry.

(1) Establish a Demand Analysis Mechanism

1. Led by the Municipal Data Bureau and managed by Digital Xi’an Group, a demand analysis team with expertise in both technology and business operations will be formed in collaboration with relevant industry departments. This team will assist each industry department in formulating smart system plans and construction proposals for their respective sectors, identifying construction scenarios, and developing product requirement lists and smart solutions.The Municipal Data Bureau shall be responsible for optimizing the joint evaluation and review mechanism for integrated hardware-software information technology projects, coordinating the development of guidelines and application standards for smart terminal facilities and equipment, and promoting the scientific and precise formulation of project implementation plans through a demand-oriented approach. 2. Key municipal sectoral departments, including the Municipal Education Bureau, Municipal Public Security Bureau, Municipal Ecology and Environment Bureau, Municipal Housing and Urban-Rural Development Bureau, Municipal Urban Management and Law Enforcement Bureau, Municipal Transportation Bureau, Municipal Water Resources Bureau, Municipal Culture and Tourism Bureau, Municipal Emergency Management Bureau, and Municipal Market Regulation Bureau, shall be responsible for formulating smart system plans, construction proposals, and integrated operation plans for their respective sectors and departments. They shall assess the current infrastructure status, equipment types, and system compatibility within their systems and sectors, and determine scenario-based construction needs and functional requirements for products and equipment.(Responsible Units: Key municipal industry departments)

(2) Establish a Technology R&D System

3. Digital Xi’an Group shall collaborate with universities, research institutions, and consulting firms to establish a technology alliance. This alliance will conduct foundational technology research, drive cutting-edge technological innovation, and develop standards frameworks. It will provide full-cycle technical consulting services for product compatibility verification, build a technology innovation chain, and promote technological innovation and the commercialization of industrial achievements. The Municipal Science and Technology Bureau shall provide overall guidance on the development of innovation platforms—including proof-of-concept demonstrations, pilot production platforms, and technology (industrial) innovation centers—as well as innovation consortia in the smart terminal sector, thereby supporting the steady development and sustained innovation of the technology alliance.(Responsible Units: Municipal Science and Technology Bureau, Digital Xi’an Group)

(3) Comprehensively Building Adaptation Capabilities

4. Under the coordination of the Municipal Data Bureau, plan and construct five types of technical compatibility and product development centers in advance. Support Yiswei Computing in establishing a RISC-V Open-Source Chip Industry Innovation Center in the High-Tech Zone; support Huawei and ChinaSoft International in establishing a HarmonyOS StarFlash Compatibility Center in the High-Tech Zone;Support the Chang’an Pioneer Innovation Center in collaborating with Xi’an University of Electronic Science and Technology to establish domestic, independently controlled industrial software adaptation centers based on heterogeneous computing resources in the Economic and Technological Development Zone, High-Tech Zone, and Aerospace Base; support Digital Xi’an Group in collaborating with Huawei, Haiguang, Chang’an Computing, Chengmai Technology, and other enterprises to build integrated hardware-software information technology innovation adaptation centers in the High-Tech Zone and Chanba International Port;Support Yanta District, the Aerospace Base, and Xixian New Area in establishing AI algorithm model adaptation centers based on existing AI computing clusters. 5. Digital Xi’an Group shall be responsible for collaborating with third-party institutions possessing testing qualifications to establish standardized adaptation certification processes, conduct product compatibility, security, and functionality testing and certification, and compile a list of certified adapted products. Concurrently, it shall build an adaptation service ecosystem to provide testing tools and technical support. It shall promote product R&D among various smart terminal manufacturers focused on key technologies, and foster collaborative innovation across chip design, component manufacturing, terminal integration, and application development. (IV) Accelerating the Development of Manufacturing

6. The Municipal Bureau of Industry and Information Technology shall be responsible for coordinating the production and manufacturing of smart terminals, formulating industrial development policies, and encouraging enterprises to increase investment in smart terminal production and manufacturing. It shall guide and lead leading enterprises in establishing a full-chain development strategy covering “chips—modules—boards—complete devices,” deploying local production lines, supporting upstream and downstream supply chains, and building a local production and manufacturing ecosystem. This will promote the standardized and scaled production of new products and foster the growth and development of local small and medium-sized enterprises. 7. Led by the Municipal Bureau of Industry and Information Technology, relevant district and county governments, as well as development zone management committees, shall be responsible for ensuring the supply of essential resources such as land, energy, and talent. They shall implement supporting industrial policies in accordance with regional characteristics and optimize the layout and services of industrial parks. (V) Coordinated Promotion of Construction and Operation

8. Led by the Municipal Bureau of Data, in collaboration with the Municipal Bureau of Science and Technology, the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Finance, and other relevant departments, innovative smart terminal products that meet the requirements of digital government construction and demonstrate innovation will be selected based on market research, expert reviews, and testing and certification. A recommended list of innovative products will be compiled to encourage and oversee the procurement of such products, thereby supporting the application and promotion of new technologies and products.(Lead Agency: Municipal Data Bureau; Responsible Agencies: Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau, Municipal Finance Bureau)

9. Key municipal industry departments shall, in accordance with the integration and operation plan, organize relevant municipal state-owned enterprises—including the Xi’an Rail Transit Group, Xi’an Urban Investment Group, Xi’an Water Group, Xi’an Transportation Investment Group, Digital Xi’an Group, and Qinhua Gas Group—to serve as implementing entities. During the integration, construction, and operation of projects, they shall encourage the use of products and solutions from the recommended list of innovative products and orderly promote the replacement and retrofitting of outdated equipment. (VI) Expanding Application Promotion Channels

10. The Municipal Data Bureau shall be responsible for coordinating the opening of application scenarios and establishing channels for matching and validating product supply and demand. Key municipal industry departments and relevant municipal SOEs shall update scenario and product requirements on a quarterly basis, provide business guidance, validation environments, and pilot support to participating enterprises, implement smart development plans for their respective sectors, and promote the adoption of new products. III. Support Measures

(1) Strengthening Organizational Coordination. Strengthen the working mechanism for promoting the digital economy through digital government construction, enhance overall coordination and scheduling, hold regular meetings, coordinate the resolution of key challenges in technical adaptation and the construction of product development centers, and ensure the smooth implementation of all tasks. (2) Increase Policy Support. Introduce special support policies covering the construction of technology adaptation and product development centers, core technology R&D, smart device manufacturing, and product application promotion. Accelerate the enhancement of core technological capabilities and the localization of the industrial chain, and promote the deep integration of hardware-software integrated technology adaptation with the information technology industry. (3) Strengthen Financial Support. The Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, and the Municipal Data Bureau shall be responsible for implementing fiscal support policies in their respective fields and actively seek national and provincial special funds. Guide and support certified adaptation enterprises in applying for national, provincial, and municipal “challenge-based” projects.Establish a digital economy (smart terminal) industry fund, while encouraging enterprises to adopt approaches such as multi-party collaboration, diversified investment, and profit-sharing to provide financial support for core technology breakthroughs, innovation capacity enhancement, industrial chain cultivation, and the development of industrial innovation clusters. (4) Strict Supervision and Evaluation. Incorporate the completion of tasks under this plan into the annual evaluation of key digital economy initiatives. Report on progress quarterly, compile an annual assessment report, and promptly adjust work strategies and measures based on evaluation results. Strengthen funding reviews, technical assessments, quality certifications, and reviews of industrial compatibility to ensure the effective use of policy support funds and the healthy, orderly development of the industry. (5) Promote Public Awareness and Outreach. Summarize successful models and approaches to develop replicable and scalable best practices that provide valuable references for future work. Organize project matchmaking sessions, exhibitions, forums, and other events to promote initiatives and support policies related to the establishment of technology adaptation and product development centers, thereby enhancing industry influence.
