Several Measures of Ankang City to Promote the High-Quality Development of the Commerce and Logistics Industry

  To thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions during his inspection tour of Shaanxi, fully carry out the arrangements made at the 5th and 6th Plenary Sessions of the 5th Municipal Party Committee and the Municipal Party Committee’s Economic Work Conference, further strengthen investment promotion efforts in the commerce and logistics sector, build a high-quality and efficient commerce and logistics system, and advance the high-quality development of the city’s commerce and logistics sector, the following measures are formulated in light of local conditions:

  I. Support for Attracting Commerce and Logistics Enterprises

  (1) Start-up Incentives for Newly Attracted Enterprises. Leading enterprises in the commerce and logistics sector—including those ranked among the Fortune Global 500, China’s Top 200, or the top 10 in their respective industries—that newly establish independent legal entities in Ankang will be granted a start-up incentive of 500,000 yuan. If such enterprises establish cross-provincial regional headquarters in Ankang, the start-up incentive may be increased to 1,000,000 yuan.

  (2) Incentives for Newly Cultivated Commerce and Logistics Enterprises. For newly introduced internationally or domestically renowned commerce and logistics enterprises with fixed-asset investments of 50 million yuan or more, a one-time incentive of 3‰ of the actual amount of fixed assets invested will be granted, with the total incentive for a single enterprise not exceeding 1 million yuan;Logistics enterprises achieving 3A or 4A certification for the first time will receive rewards of 100,000 yuan and 200,000 yuan, respectively, with a cumulative reward per enterprise not exceeding 200,000 yuan; newly introduced eligible commerce and logistics enterprises whose sales revenue in the previous year first reached 500 million yuan or more will receive a 500,000-yuan industry reward the following year; those whose sales revenue in the previous year first reached 100 million yuan or more will receive a 100,000-yuan industry reward the following year, with the total reward per enterprise not exceeding 500,000 yuan.

  (3) Incentives for Newly Cultivated E-commerce Enterprises. For platform-based and specialized service-oriented e-commerce enterprises, a 200,000 yuan industrial incentive will be granted if their total online retail sales in the previous year reach 50 million yuan or more for the first time.Support for the development of e-commerce parks: For parks newly established and operational in Ankang for at least 12 months, with an actual usable area of 2,000 square meters or more and hosting 10 or more e-commerce enterprises (including live-streaming operation teams), a one-time incentive of 500,000 yuan will be granted to the park operator if the park’s annual sales reach 100 million yuan for the first time.

  II. Supporting the Expansion and Strengthening of Commerce and Logistics Enterprises

  (4) Supporting the Growth and Expansion of Wholesale, Retail, Accommodation, and Catering Enterprises.Wholesale, retail, accommodation, and catering enterprises that achieve annual sales of 20 million, 5 million, or 2 million yuan for the first time in a given year and are included in the statistical network direct reporting system will each receive a 50,000 yuan reward. Commerce and distribution enterprises with retail sales growth rates exceeding the industry average, showing year-over-year increases of 50 million or 100 million yuan, and ranking among the top performers will receive one-time rewards of 100,000 yuan and 200,000 yuan, respectively.

  (5) Support the transformation and upgrading of traditional markets. With the goal of developing the platform economy, guide various commercial complexes, specialty commercial districts, and agricultural product wholesale markets to jointly promote the transformation and upgrading of all types of merchants. Conduct publicity and mobilization campaigns for individual businesses, corporate entities, and industrial activity units operating within their managed premises, and provide guidance to eligible retail, catering, and accommodation enterprises to improve their corporate systems and financial statements.For every additional retail enterprise with annual sales of 5 million yuan or more, or independent legal entity in the accommodation and catering sectors with annual sales of 2 million yuan or more, added to commercial complexes, specialty commercial districts, or agricultural product wholesale markets and included in the statistical network direct reporting system, the commercial management unit will receive a 10,000 yuan reward, with an annual maximum reward not exceeding 500,000 yuan.

  (6) Support the development of distinctive commercial districts. Encourage private capital investment in commercial district construction; support counties (cities, districts) in upgrading and renovating pedestrian streets; and vigorously develop the nighttime economy. Support the creation of provincial-level model pedestrian streets and provincial-level nighttime economy demonstration clusters, and actively seek provincial-level incentive funds. Conduct evaluations for municipal-level nighttime economy demonstration clusters; those designated as such will receive a one-time reward of 200,000 yuan.

  (7) Support the development of Ankang’s public culinary brand. Conduct municipal-level recognition of “Famous Restaurants, Famous Banquets, Famous Dishes, Famous Snacks, and Famous Chefs,” and provide certification awards.Encourage the development of distinctive banquet menus such as Ankang selenium-rich culinary banquets, selenium-rich fish banquets, and selenium-rich medicinal cuisine banquets. A reward of 50,000 yuan will be granted for the original creation of a distinctive banquet menu, and a reward of 10,000 yuan will be granted to catering enterprises that implement such menus. The maximum reward per unit or enterprise is 100,000 yuan. For businesses newly designated as “Time-Honored Chinese Brands,” “Shaanxi Time-Honored Brands,” or “Ankang Time-Honored Brands,” rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted, respectively.

  III. Expanding Product Production and Sales Scale

  (8) Air Logistics Subsidies. Fully leverage Ankang’s unique geographical advantages of “one city connecting four provinces” and “one river linking five neighboring regions.” Strengthen policy support to build clusters for agricultural e-commerce, logistics hubs for selenium-rich products, and production clusters for plush toys. Vigorously foster a logistics environment characterized by smooth transshipment and convenient exports, and promote the high-quality development of Ankang’s commerce and logistics sector through a “buy nationwide, sell nationwide” model.To support the development of the aviation logistics industry, a subsidy of 1.0 yuan per kilogram will be provided for outbound cargo and mail volume at Ankang Airport (including virtual ports) based on the manifest. Additionally, a subsidy of 50,000 yuan per flight will be granted for all-cargo flights originating from or arriving at Ankang Airport.

  (9) E-commerce and Express Delivery Subsidies. Encourage e-commerce and express delivery companies to establish service points in rural areas, extend delivery services to administrative villages, and resolve the “last-mile” challenge. Support the construction of comprehensive village-level express service stations. For stations providing delivery to villages and e-commerce shipments from villages, provide delivery service subsidies of 0.1 yuan per order and 0.5 yuan per order, respectively, with an annual cap of 20,000 yuan per station.

  (10) Export Logistics Subsidies.In continuation of the provisions regarding “Strengthening Logistics Support” in the “Notice of the Ankang Municipal People’s Government on Issuing Policy Measures to Support the Stable Development of Foreign Trade in Ankang” (An Zheng Fa [2021] No. 17), for a period of three years starting in 2023, “dry ports” logistics platforms will be subsidized based on actual costs at a rate of 1,500 yuan per 20-foot container and3,000 yuan per 40-foot container; the policy of providing subsidies of no less than 30% of inland transportation costs to foreign trade enterprises with actual export performance shall also be continued.

  (11) Exhibition Expense Subsidies. Commercial enterprises are encouraged to participate in key exhibitions organized by municipal, provincial, and national commerce departments both within and outside the province. Fixed-amount subsidies will be provided for booth fees, exhibit transportation costs, and staff travel expenses, with a maximum total subsidy of 5,000 yuan per event and an annual subsidy cap of 50,000 yuan per enterprise.

  The Municipal Bureau of Commerce, in conjunction with the Municipal Finance Bureau and other relevant departments, shall formulate specific implementation rules for these policy measures. Annual city-wide project applications, approvals, and disbursements for promoting the high-quality development of the commerce and logistics industry shall be conducted. Except for the “Export Logistics Subsidies” under Article 10 of these measures, which shall be funded and disbursed by municipal and county-level finances, the municipal government shall establish an annual special fund of 5 million yuan for the development of the commerce and logistics industry.which will be disbursed by the municipal finance department and the county-level finance department where the enterprise is located in a 1:2 ratio. Support will not be provided for the same policy items that have already received subsidies from the central or provincial governments.
