By 2025, 100 gazelle enterprises will be cultivated, including 20 gazelle enterprises above the provincial level.

Two, reporting principles

It is an excellent benchmark enterprise with obvious role and remarkable effect in the transformation and upgrading of small and medium-sized enterprises and the promotion of the development of private economy.

(2) The declaration of gazelle enterprises follows the principle of voluntariness and is made by the enterprises themselves. High-tech zone science and technology innovation department organizes the relevant experts in accordance with the principle of fairness, justice and openness, selects the outstanding enterprises that meet the conditions to be identified as high-tech zone gazelle enterprises, and coordinates to give policy support and cultivation support.

Three, the declaration conditions

Declare the conditions of gazelle enterprises:

(a) the declaration subject for the industrial and commercial, tax, statistical relations in the high-tech zone in Baoji, operation and tax and credit situation of the independent legal person enterprise.

(2) The industrial field is in line with the strategic development direction of Baoji Hi-tech Zone, and the main business (products) of the enterprise is in line with the development direction of new generation information technology, high-end equipment manufacturing, new materials, automobiles and parts, new energy, green environmental protection, artificial intelligence, life and health, modern service industry, and other high-tech industry fields and strategic emerging industries.

(3) The declaring enterprise should have a sound management system, stable technology, business management team, good production and operation and credit standing, without any bad credit record, illegal records and major environmental, production, quality and safety accidents in the past three years.

Designation criteria

Conditions for declaring gazelle enterprises:

1. Quantitative indicators: the ratio of research and experimental development expenditure to operating revenue in the recent year is more than 2.5%, and it is a high and new technology enterprise within the validity period, and it meets one of the following four conditions:

(1) the enterprise was established within 15 years, and its operating revenue in the last four years was not less than 10 million yuan and the compound growth rate of business income in the last four years is not less than 20%, and the latest year of positive growth.

(2) the enterprise was established within 15 years, four years ago, the total number of employees is not less than 100 and the compound growth rate of the last four years is not less than 30%, and the most recent year of positive growth.

(3) The time of establishment is not more than 10 years, and the most recent year's revenue is not less than 500 million yuan, and there is no significant decline in revenue for three years.

(4) Not more than five years since its establishment, and the most recent year's operating income is not less than 300 million yuan, and there is no significant decline in income for three years.

2. Qualitative indicators: all of the following conditions must be met

(1) Nature of the industry: non-tobacco, railroads, mineral resources, public services and other monopoly industry enterprises, and real estate, infrastructure, banking and other industries.

(2) Nature of the enterprise: non-large-scale central enterprises, foreign enterprises production bases, branches, sales companies, trading companies.

V. Recognition Procedures

(1) The science and technology management department of the high-tech zone is responsible for the cultivation, recognition and management of gazelle enterprises in the high-tech zone. It organizes the declaration once a year, and issues the annual declaration notice together with the relevant departments of the management committee, and puts forward specific requirements.

(2) The science and technology management department of the high-tech zone is responsible for the policy propaganda and organization of declaration in the region. It is responsible for reviewing the authenticity and completeness of the enterprise materials in conjunction with the relevant departments.

(3) Recognition procedures:

1. Application. Enterprises to the high-tech zone science and technology management department to submit a written application, and submit the following materials:

(1) gazelle enterprise recognition application;

(2) prove that the enterprise was established in accordance with the law of the relevant registration documents;

(3) the validity period of the enterprise's certificate of high-tech enterprises;

(4) the enterprise of the production-academia-research cooperation, intellectual property rights, scientific research projects, proof of the project Proof, transformation of scientific and technological achievements, the organization and management of research and development and other related materials;

(5) key technologies and technical indicators of the enterprise's main products (services), production approvals, certification and accreditation and related qualification certificates, product quality inspection reports and other related materials;

(6) the enterprise's employees and scientific and technological personnel to explain the situation;

(7) social security agencies Audit issued by the enterprise to pay social insurance certificates, roster of participants in social insurance, proof of participation and payment of premiums and other information;

(8) certified by a qualified intermediary institution of the enterprise's financial accounting report for the past three fiscal years (including accounting statements, accounting statements notes and financial statements);

(9) the last three years of the People's Republic of China Enterprise Income Tax Annual Tax Return" complete set of forms;

(10) statement of the authenticity of the declaration materials.

2. Screening. The science and technology management department of the high-tech zone will conduct the preliminary examination of the written declaration materials and on-site verification of the enterprises, and put forward the proposed list of enterprises that meet the declaration conditions.

3. Assessment. The high-tech zone science and technology management department organizes experts to carry out a comprehensive assessment, and puts forward the list of "gazelle enterprises". At the same time will not meet the conditions, but the comprehensive indicators of strong growth and has a strong development potential of the enterprise summary, put forward the "potential gazelle enterprise" list, follow-up attention to training.

For classified enterprises, in accordance with the relevant national regulations on confidentiality, under the premise of ensuring the security of classified information, according to the working procedures to be examined and recognized.

4. Publicity. The list of "gazelle enterprises" determined by the evaluation will be publicized for 10 working days.

5.Determination. The management committee of the publicity of the preliminary list of no objection to the final review, the formation of this year's gazelle enterprises recognized list.

6. Supervision and Management

(1) If a recognized gazelle enterprise has one of the following behaviors, it will be disqualified once it is verified:

(2) The gazelle enterprises in Hi-tech Zone are subject to dynamic management and are valid for three years. After obtaining the qualification of gazelle enterprise, the enterprise shall submit the annual development statement of business revenue, R&D expenses, intellectual property rights, industry-university-research cooperation and R&D platform to the science and technology management department of the high-tech zone in the first quarter of each year within the validity period according to the requirements. According to the actual situation of enterprise development, enterprises that no longer meet the above conditions or move out of the zone will no longer continue to enjoy the relevant incentive policies.

VII. Others

(1) These Measures shall be implemented from the date of issuance and shall be valid until December 31, 2025.

(2) These measures shall be interpreted by the science and technology management department of the high-tech zone.
