Original Title: Implementation Opinions of the General Office of the Municipal Government on Accelerating the Development of the City’s Emergency Response Industry
To the People’s Governments of All Districts, and All Commissions, Offices, and Bureaus of the Municipal Government:
To actively implement the “Opinions of the General Office of the State Council on Accelerating the Development of the Emergency Industry” (State Council General Office Document [2014] No. 63) and fully implement the “Shanghai Action Plan for ‘Made in China 2025’,” and with the approval of the Municipal Government, the following implementation opinions are hereby put forward regarding accelerating the development of the emergency industry in this city.
I. Development Goals
By 2020, we aim to establish 3–5 national-level emergency response industry demonstration bases. The R&D and manufacturing capabilities for key technologies and products in areas such as intelligent emergency response robots, Beidou navigation and rescue systems, the Internet of Things (IoT) for urban public safety emergency early warning, and emergency rescue equipment will reach internationally advanced levels. We will cultivate a group of emergency response industry enterprises with influence both domestically and internationally, gradually achieve import substitution for core products of high-end emergency equipment, and ensure that the combined industrial output value and service sector output of the emergency response industry reaches 160 billion yuan.
II. Key Areas
Focusing on the four key sectors of the emergency response industry identified by the state—monitoring and early warning, prevention and protection, response and rescue, and emergency services—and in conjunction with the city’s actual conditions, the following priorities for the development of the emergency response industry are established.
(1) Develop emergency products for monitoring and early warning to enhance the timeliness and accuracy of monitoring and early warning for various emergencies
Regarding natural disasters, develop monitoring and early warning equipment for earthquakes, meteorological events, geological hazards, floods and droughts, and marine disasters; Regarding accidents and disasters, develop monitoring and early warning equipment for safety in hazardous chemicals, special equipment, transportation, tourism, construction, and urban public services, as well as for marine environmental pollution, severe air pollution, and toxic and harmful gas leaks;In the area of public health, develop emergency testing equipment for the safety of agricultural products, food and pharmaceuticals, and water for production and daily life, as well as equipment for epidemic monitoring and diagnostic reagents; in the area of social security, develop monitoring and early warning products for urban safety, cybersecurity, and information system security. Develop emergency incident early warning dissemination systems, emergency broadcasting systems, and related equipment.
(2) Develop preventive and protective emergency products to enhance the safety and reliability of protection for individuals and critical infrastructure
In the area of personal protection, develop products for emergency rescue personnel protection, safe evacuation from hazardous chemicals, and household emergency protection; in the area of equipment and facility protection, develop fire protection, video facial recognition, multi-channel video surveillance, and automatic monitoring and alarm systems, as well as risk identification and defense equipment for critical infrastructure such as underground pipeline networks; in the area of urban building protection, develop safety monitoring and defense systems for high-rise buildings, older buildings, and elevated bridges based on BeiDou technology.
(3) Develop emergency response and rescue products to enhance the efficiency and professionalism of incident management
In terms of on-site support, develop products such as emergency communications, emergency command and dispatch systems, emergency power supplies, mobile emergency lighting systems, and safe drinking water equipment; in terms of life-saving and medical care, develop products for search and rescue, emergency medical treatment, and public health emergency support;In the area of disaster relief and rescue, develop products for firefighting, rescue from building rubble, emergency response to hazardous chemical incidents, engineering disaster relief, marine oil spill response, emergency road clearance, aviation emergency rescue, water rescue, rail transit rescue, flood control and disaster relief facilities and equipment, and counter-terrorism and bomb disposal.
(4) Innovate emergency service models and enhance the level of socialized services for the prevention and response to emergencies
In the area of pre-incident prevention, develop emergency services such as risk assessment, hazard identification, fire safety, security engineering, and market consulting for emergency management; in the area of socialized rescue, develop emergency services such as emergency medical rescue, transportation rescue, emergency logistics, engineering emergency response, workplace safety, aviation rescue, and cyber and information security; in other emergency service sectors, develop disaster insurance and BeiDou navigation emergency services.
III. Key Tasks
(1) Promoting the Construction of Emergency Industry Demonstration Bases
Leveraging Shanghai’s industrial strengths and regional characteristics, priority will be given to establishing emergency industry demonstration bases for Beidou navigation, smart fire protection, smart security, public safety emergency IoT, and heavy-duty emergency equipment. The Beidou navigation industry base will focus on developing intelligent control systems, IoT smart application devices, integrated satellite terminals, satellite private network service facilities, and ground equipment that meet emergency rescue requirements.The Smart Firefighting Industrial Base will focus on developing intelligent systems for comprehensive firefighting supervision, fire prediction and early warning, command and decision-making, and monitoring and response. The Smart Security Industrial Base will focus on developing smart security systems covering multiple sectors, including offices, residences, shopping malls, property, and information. The Public Safety Emergency IoT Industrial Base will focus on developing systems for information collection, data analysis, and safety early warning in the public safety sector. (2) Enhancing the Standardization Level of the Emergency Industry
Fully leverage the regulatory and promotional role of standards in industrial development. Encourage local enterprises, institutions, and social organizations to participate in the formulation and revision of domestic and international standards for emergency products and services. Encourage social intermediary organizations such as industry associations and industrial alliances to establish a catalog of emergency industry standards to assist enterprises in improving their standardization levels and promoting product upgrades. (3) Improving the Emergency Materials Management System
Establish and improve an emergency supplies information management system to enable dynamic management. Refine the systems for physical stockpiling, social reserves, and production capacity reserves of emergency products to ensure that dedicated emergency products are readily available following the occurrence of emergencies. Strengthen the construction of emergency warehousing, transshipment, and distribution facilities to improve the logistics efficiency of emergency products. (4) Promoting the Integration of Military and Civilian Development in the Emergency Industry
Fully leverage Shanghai’s advantages in the concentration of defense industry resources, solid industrial foundation, and favorable environment for civil-military integration. Innovate institutional mechanisms, strengthen coordination and exchange with military research institutes and the national defense science and technology industry system, utilize advanced defense technologies to elevate the development level of the city’s emergency response industry, and accelerate the process of civilian application of defense technologies.Encourage and support the entry of leading civilian emergency response technologies and products into the defense sector; leverage market mechanisms to optimize the development environment; introduce and foster projects for the incubation and industrialization of dual-use technologies in the emergency response industry; establish platforms for technology transfer and information exchange; and promote the emergency response industry’s greater contribution to the national security and defense sectors. (5) Expanding the Consumer Market for Emergency Products and Services
Strengthen public education on public safety and risk awareness, encourage community-based emergency training through multiple channels, and guide organizations, households, and individuals to develop consumption demand for emergency products and services in areas such as evacuation, hazard avoidance, protection, and self-rescue and mutual aid, thereby promoting the development of preventive and protective emergency products and services. (6) Promote International Exchange and Cooperation in the Emergency Industry
Encourage enterprises to introduce, assimilate, and adopt advanced technologies and service concepts from the international emergency response industry to enhance their competitiveness. Guide foreign investment toward relevant sectors of the emergency response industry (excluding sectors classified as “prohibited” or “restricted” for foreign investment). Encourage multinational corporations to establish R&D centers in the city. IV. Support Measures
(1) Strengthening Policy Support
Explore the establishment of a government-guided investment mechanism for the emergency response industry. Use catalogs and lists to clarify the development directions for emergency response products, technologies, and services, and guide social resources to increase investment in the emergency response industry.
Include eligible emergency-related products and software within the scope of support for the first units (sets) of high-end intelligent equipment, the first batches of new materials, and the first versions of software, to promote the initial application of major innovative emergency products and encourage the substitution of domestic products in key sectors.
Emergency products, technologies, and services listed in the "Encouraged" category of the Industrial Structure Adjustment Guidance Catalog or within the scope of advanced equipment manufacturing may apply for support from special fiscal funds (or funds) for scientific and technological innovation and industrial development in accordance with regulations.
For emergency products that meet the conditions for industrialization, the government will play a leading role by increasing government procurement through competitive bidding to drive market entities to promote and apply these products. We will deepen the transformation of government functions, standardize taxes and fees, and actively implement tax policies applicable to the development of the emergency industry. (2) Strengthen Financial Investment
Encourage private capital, financial capital, and private equity investments to flow into the emergency response industry, and support eligible enterprises in raising funds through direct public listings. Encourage financial institutions to increase credit support for emergency response industry projects that feature advanced technology, established competitive advantages, and significant driving and supporting effects. Establish a multi-level, multi-type talent training and service system for the emergency response industry, focusing on cultivating technical blue-collar workers and innovative, multidisciplinary core technical research personnel, while fostering industry leaders with an international perspective. Strengthen professional degree education and leverage various training institutions, large enterprises, and social organizations to conduct skills training for emergency response industry talent. (IV) Establishing an Emergency Industry Operations System
In accordance with relevant national requirements, establish an indicator system and statistical framework for monitoring and analyzing the operation of the emergency response industry. Strengthen quality supervision of emergency response products and investigate and punish illegal acts involving the production and distribution of counterfeit and substandard emergency response products in accordance with the law. Leverage the role of social organizations in the emergency response sector to enhance industry self-regulation and credit evaluation. (5) Establish and Improve Working Mechanisms
Establish an emergency industry development coordination mechanism led by the Municipal Commission of Economy and Information Technology and the Municipal Development and Reform Commission, with participation from relevant departments, to formulate and improve supporting policies and measures, and promptly address major issues. Select influential leading enterprises and distinctive innovative enterprises to track the development of the emergency industry, summarize successful experiences, and promote effective practices.
