I. General Requirements
(1) Basic Principles
Foster strong momentum through brand building. Emphasize the pivotal role of brands, fully leverage the influence of existing leading brands, and achieve outward-oriented development. Increase support for the cultivation of new brands to create household-name smart device brands that represent the standards of “Made in Shanghai.”
Optimizing growth momentum through system development. Seize the development trends of smart terminal interconnectivity and deep integration to build a more resilient industrial system, strengthen coordination within industrial and supply chains, and promote cross-sectoral integration. Continuously improve the industrial ecosystem and optimize supply models and growth drivers.
Drive new momentum through innovation. Fully leverage Shanghai’s strengths in upstream core segments and R&D design capabilities, pool innovation resources, optimize the innovation environment, and promote effective integration between industrial and innovation chains to lead the development of the smart terminal industry.
Drive growth through market demand. Seizing the opportunity presented by digital transformation, we will be guided by market demand and use application scenarios as entry points. By targeting new markets, new business models, new services, and new needs, we will create smart terminal products that enjoy high market acceptance, have significant market potential, and possess strong market competitiveness.
(2) Key Objectives
Steady growth in industrial scale. By 2025, the scale of Shanghai’s smart terminal industry will exceed 700 billion yuan, with no fewer than 2 enterprises generating revenue of 100 billion yuan or more, no fewer than 5 generating 10 billion yuan or more, and no fewer than 20 generating 1 billion yuan or more.At least 200 new smart factories will be established, ensuring that 100% of vehicle manufacturers meet smart factory standards. Among these, the output value of smart connected vehicles will exceed 500 billion yuan, with new vehicles equipped with advanced smart connectivity features accounting for over 50% of total production. We will cultivate electronic terminal industries—including smart home, smart wearables, and virtual reality—each with a scale of 100 billion yuan, as well as a smart robotics industry with a scale of 10 billion yuan.
Blockbuster terminal products will continue to emerge. We will focus on developing more than 10 blockbuster smart connected vehicles and creating more than 10 benchmark application scenarios for commercial smart connected vehicles. At least 100 smart terminal products will emerge across 10 major application scenarios, including transportation, environmental sanitation, logistics, elderly care, healthcare, education, industry, domestic services, commerce, and entertainment.
Brand capabilities will continue to improve. We will foster more than 50 enterprises, including “chain-leading enterprises,” “hidden champions,” “small giants,” and “specialized, refined, distinctive, and innovative” companies. We will focus on enhancing brand value and shaping more than 10 terminal brands with high recognition.
Accelerate breakthroughs in core technologies. Drive innovation and breakthroughs in key technologies such as core chips and foundational software, and accelerate the industrialization of terminal system technologies including intelligent driving, intelligent connectivity, and intelligent cockpits.
Preliminary formation of industrial clusters. Establish more than five specialized smart terminal parks or premium micro-parks in key areas such as Pudong, Jiading, Songjiang, Fengxian, and Lingang, and cultivate more than three demonstration zones for the implementation of intelligent connected vehicle applications.
II. Main Tasks
(I) Intelligent Connected Vehicles
1. Action Plan for Creating Blockbuster Consumer Devices. Support traditional automakers, new automotive startups, and technology companies in closely tracking the demand trends of the new generation of consumers, aggregating cutting-edge technologies, and transforming smart connected vehicles into new types of smart terminal products to enhance the consumer driving and riding experience.Develop smart connected vehicle terminals that integrate functions such as safe travel, smart living, and mobile office capabilities, and improve the level of intelligent driving. Implement features such as voice interaction and remote control to facilitate seamless in-vehicle integration of vehicles with smart terminals and interconnectivity outside the vehicle. Leverage instant messaging and virtual reality capabilities to enable remote mobile office work.Drive a shift in brand strategy from a “product-centric” to a “user-centric” approach to forge brands with a distinct Shanghai identity. Innovate promotional channels by leveraging new media to connect directly with end-users and collaborate with new media platforms to conduct cross-industry campaigns. Optimize brand operations by establishing distinctive experience and delivery centers, hosting events that encourage deep user engagement, and enhancing brand appeal and recognition.
2. Accelerate the Deployment of Commercial Terminals. Closely align with commercial application needs, clarify product definitions and technical requirements for low-speed functional unmanned terminals across various scenarios, and accelerate the cultivation of leading enterprises in niche sectors such as delivery, cleaning, and transportation. Support the development of intelligent connected commercial terminals such as autonomous taxis, smart buses, and smart heavy-duty trucks, and drive intelligent systems—including autonomous driving—toward automotive-grade standards and mass production.Accelerate the expansion of typical testing and application scenarios for intelligent connected vehicles, and promote the regional interconnection of test roads. Support the development of applications such as autonomous ride-hailing services and smart urban vehicle platoons; accelerate the commercialization of intelligent heavy-duty trucks and promote the transition from “reduced-crew” to “driverless” operation modes; expedite the deployment of smart buses and promote applications such as driverless shuttle services and driverless sanitation vehicles in specific areas.Establish a tiered and categorized management model for the “driverless” and commercialization of intelligent connected vehicles. Follow a phased approach—from simple to complex, from ordinary roads to expressways, and from testing and demonstration to commercial operation—to define management measures for various terminals based on different scenarios. Strengthen network access licensing and identity management for connected communication terminals, explore new regulations for after-sales service, insurance, and recycling, and accelerate the deployment of commercial intelligent connected vehicle terminals.
3. V2X Development Initiative. Build a new industrial chain system centered on core systems for intelligent driving, intelligent connectivity, and smart cockpits. Promote the iterative upgrading of intelligent driving systems, cultivate full-stack solution providers, and expand the coverage of intelligent driving scenarios; strengthen R&D in intelligent connectivity systems, conduct validation of vehicle-to-infrastructure (V2I) technology implementation, and accelerate the adoption of V2X in mass-produced vehicle models;Accelerate the integrated R&D of smart cockpits, promote the integrated development of cockpits and content providers, and create integrated smart cockpits. Vigorously develop terminal components, focusing on breakthroughs in core environmental perception and intelligent decision-making components such as LiDAR and central domain controllers, and accelerate the implementation of industrialization support; promote the large-scale application of in-vehicle computing platforms and AI chips; improve the integration level of drive-by-wire and braking systems, and accelerate the formation of mass production capacity for controllers.Addressing the system-level coordination needs of the "human-vehicle-road-cloud" ecosystem for intelligent connectivity, deploy a range of new intelligent road infrastructure capable of environmental status detection, traffic participant identification, and traffic flow monitoring, and establish a number of smart transportation demonstration roads; conduct pilot projects for next-generation in-vehicle wireless communication networks and encourage enterprises to build 5G V2X communication environments.
4. Collaborative Industrial Ecosystem Development Initiative. Leveraging the integration of complete vehicles and software platforms as a connecting link, we will encourage collaboration between vehicle manufacturers, technology companies, and social media platforms to drive the coordinated development of industries such as integrated circuits, software, and communications. We will foster new business models such as smart mobility and data services, and promote the integrated development of intelligent connected vehicle terminals with smart tourism and smart commerce.We will establish a number of intelligent connected vehicle industrial clusters characterized by complementary positioning and concentrated resources. Pudong will focus on developing V2X, in-vehicle operating systems, and automotive chips to create a hub for core component industries; Jiading will build a comprehensive demonstration zone integrating R&D, manufacturing, application, testing, and certification of intelligent connected vehicles; and Lingang will develop an internationally influential manufacturing and export base for intelligent connected vehicles.Accelerate the construction of public service platforms such as the V2X Information Security Laboratory, and encourage third-party institutions to establish testing and certification capabilities for smart connected vehicles; establish platforms for industry exchange, cooperation, and exhibition, and organize events such as terminal product launches and application rollouts to foster the aggregation of talent and industry.
5. Digital Tool and Terminal Empowerment Initiative. Build a product-oriented, integrated digital platform that spans user-driven customization, R&D, production, delivery, maintenance, and recycling to encourage user participation in product customization and foster synergy between online marketing and offline experience centers.Accelerate the establishment of digital mobility service platforms, integrate data connectivity between vehicle terminals and application scenarios, and pursue business model innovation. Led by smart manufacturing of vehicle terminals, accelerate the construction of “one factory, one plan” smart factories, striving to ensure 100% of vehicle manufacturers achieve smart factory standards.Promote the in-depth application of next-generation information technologies in the production of smart connected vehicles, and expand the use of intelligent robots and digital twin technologies in R&D, manufacturing, and integration. Strengthen close collaboration between vehicle manufacturers and all segments of the industrial chain to drive simultaneous upgrades in smart manufacturing capabilities across the sector. Facilitate comprehensive interconnectivity among production, quality control, and operational management systems to achieve a transition toward intelligent production methods for vehicle products.
6. Leading Enterprise Development Initiative. Addressing weak links in the smart connected vehicle industry chain, we will intensify efforts to attract investment from leading enterprises, build a competitive advantage in headquarters-based economies, launch the latest end-products, implement large-scale application projects, accelerate the expansion of R&D teams and application scale, and foster the development of system integrators and key component suppliers for smart connected vehicles.Drive the transformation of traditional enterprises. Support traditional automakers in accelerating their strategic shift toward intelligent manufacturing, establishing their own brands, achieving independent operation of smart connected vehicle business segments, and building new supply systems and marketing networks. Encourage traditional parts manufacturers to enhance their R&D and manufacturing capabilities for intelligent systems and components, invest in or acquire innovative startups at appropriate times, strengthen resource integration, and elevate their proprietary technology levels.Vigorously attract new entrants in the automotive sector and technology companies to establish operations in Shanghai, explore cooperative production with vehicle manufacturers, and encourage collaboration with operators for practical applications. Prioritize support for outstanding startups and small and medium-sized enterprises (SMEs) in niche markets; through targeted policy support, guide the attention of innovation resources and various forms of social capital, broaden financing channels, and support listings on the STAR Market.
(2) Intelligent Robots
7. Promote breakthroughs in core technologies. Focusing on the three major systems—motion, perception, and control—organize research projects for core components to achieve breakthroughs in hardware systems such as high-performance motors, gearboxes, and controllers, and tackle software technologies including cloud-based brains, knowledge engines, autonomous learning, and human-machine interaction. Target fields such as intelligent cloud systems, chips, and smart sensors to secure a leading position in the intelligent robotics industry.
8. Enhance the level of industrial intelligence. Support the growth and expansion of industrial robot brands; develop high-precision industrial robots for applications in processing, assembly, welding, and grinding; achieve breakthroughs in collaborative robots with six or more axes and adaptive robot technologies featuring flexible interaction; and comprehensively cover industries such as automotive, aerospace, shipbuilding and offshore engineering, and electronics and information technology. Build a number of smart factories to facilitate the digital transformation of the economy.
9. Expand service application scenarios. Focus on key areas such as cleaning, healthcare, delivery, and daily life to accelerate the large-scale application of service robots. Cultivate system integrators and promote the “service leasing + system integration” business model. For sectors including healthcare, cleaning, and rehabilitation, publish a catalog of benchmark demonstration scenarios and experience manuals, and facilitate supply-demand matching.
10. Optimize the industry standards ecosystem. Leverage the capabilities of third-party institutions and industry organizations to collaborate with enterprises in developing standards. Host events such as the Service Robot Innovation and Development Conference and establish the Shanghai Intelligent Robot Exhibition Center. Promote industrial chain synergy in the Yangtze River Delta region to further optimize the regional innovation layout and collaborative innovation ecosystem.
(III) Virtual Reality Interaction Terminals
11. Enhance the maturity of virtual reality hardware. Focusing on key technologies such as near-eye displays, sensory interaction, network transmission, and rendering processing, comprehensively improve metrics including terminal power consumption, portability, and computing power, and drive breakthroughs in key areas such as near-eye displays, sensory interaction devices, and development tools.
12. Promote innovation in the industrial application ecosystem. Actively advance the application of virtual reality interactive terminals in scenarios such as gaming and entertainment, interactive social networking, education and training, industrial inspection, and telemedicine. Encourage enterprises to strengthen their “Virtual Reality+” empowerment capabilities and explore sustainable business models. Support enterprises in building new computing infrastructure and creating content production and distribution platforms to further enrich content and drive demand for terminals.
(IV) Smart Home Terminals
13. Expand the supply of individual smart home products. Support enterprises in developing products such as smart speakers and smart kitchen appliances in the smart home appliance sector to enhance residents’ quality of life; develop products such as smart door locks in the smart security sector to meet home safety needs; and develop products such as smart light bulbs in the smart lighting sector to improve living comfort.
14. Build an integrated terminal ecosystem. Encourage enterprises to engage in ecosystem cooperation with established platforms, explore the establishment of unified platform systems and certification models, achieve interoperability and mutual access, and create user-centric, full-scenario smart services.
(V) Smart Wearable Devices
15. Develop wearable products for the “silver economy.” Support enterprises in developing age-friendly smart wearable devices to address home-based elderly care needs, including applications such as one-touch emergency calls, one-touch medical appointment booking, and one-touch ride-hailing; develop medical-grade wearable devices and age-friendly smart exercise equipment to meet community-based elderly care needs; and develop smart wearable devices suitable for daily care to address institutional elderly care needs.
16. Develop wearable products for the “health economy.” Support enterprises in developing diverse, highly portable smart wearable products to meet various sports needs such as running, cycling, and fitness, with a focus on advancing the R&D and industrialization of products such as smart bracelets, smart watches, action cameras, smart apparel, and sports belts.
(VI) Domestic IT Innovation Terminals
17. Promote breakthrough development of domestic IT innovation products. Leveraging the advantages of domestically produced central processing units (CPUs) and focusing on industrial clusters such as the Songjiang Domestic IT Innovation Industrial Park, support enterprises in targeting sectors such as finance and healthcare to prioritize the development of servers and personal computers for applications in edge computing and data centers, thereby establishing a product system characterized by high market acceptance, strong brand competitiveness, and superior performance metrics.
(7) Software and Hardware Infrastructure Support System
18. Enhance core chip support capabilities. Accelerate technological breakthroughs in high-end chips such as mobile phone processors, high-performance central processing units (CPUs), and automotive-grade microcontroller units (MCUs), and improve wafer manufacturing capabilities for advanced and specialized processes.
19. Enhance technical capabilities for key components. Support breakthroughs in core components for intelligent connected vehicles, such as the “three electrical systems” and “three intelligent systems,” and develop components like 5G communication modules and optical modules. Accelerate the R&D and application of new display technologies such as Micro-OLED and Micro-LED, and promote the development of smart sensors for biometric data, environmental sensing, and image acquisition.
20. Accelerate the development of foundational software. Promote the development of foundational software such as operating systems, distributed databases, and middleware. Focus on key technologies such as instruction sets and kernel architectures to elevate product capabilities. Actively advance research and development in cutting-edge technologies such as cloud-native systems and multi-source heterogeneous data processing.
21. Accelerate the development of industry-specific software. Develop real-time operating systems for the automotive and industrial control sectors, and achieve breakthroughs in key areas such as Electronic Design Automation (EDA), Computer-Aided Engineering (CAE), and Computer-Aided Manufacturing (CAM). Strengthen system reliability and security to create a new supply of industry-specific software based on a three-tier architecture encompassing scenario-based, digital, and intelligent applications.
III. Support Measures
(1) Strengthening Organizational Support
Establish a city-wide coordination mechanism for the smart terminal industry and set up a dedicated task force for the intelligent connected vehicle industry. The Municipal Commission of Economy and Information Technology will be responsible for the overall promotion and planning of the city’s smart terminal industry, while relevant municipal departments will increase support in accordance with their respective functions and strengthen communication and coordination with relevant national departments. District governments will, based on regional characteristics, ensure the supply of resources necessary for project implementation, creating a favorable environment where the city and districts work together to drive development.
(2) Strengthening Financial Support
Coordinate the use of special funds designated for promoting high-quality industrial development, strategic emerging industries, and major municipal science and technology projects, focusing support on high-quality projects, key technologies, major platforms, and application demonstrations. Guide various government funds and social capital to increase investment, encourage financial institutions to expand credit support, and promote eligible enterprises to accelerate their listing processes.
(3) Improving Regulations and Standards
Accelerate the exploration and formulation of Pudong New Area regulations in areas such as the unmanned operation and commercial deployment of intelligent connected vehicles, clarifying relevant procedures, pathways, oversight, and responsibilities. Focus on key technologies to expedite the development of related standards, promote mutual recognition and certification within the Yangtze River Delta region, provide pilot experience for national standard-setting, and replicate and promote these practices citywide once conditions are ripe.
(4) Building a Talent Pool
Attract leading talent from around the world and strengthen support services for high-level talent. Given the characteristics of comprehensive integration and hardware-software convergence in smart terminals, encourage universities and enterprises to cultivate multidisciplinary talent. Implement talent incentives in accordance with regulations to build a hub for smart terminal talent that fosters innovation and entrepreneurship, ensures a comfortable and fulfilling life, and promotes thriving business development.
(5) Fostering a Development Environment
Support eligible districts in establishing smart terminal industrial parks to ensure sufficient development space. Regularly host internationally influential exhibitions and forums to build open and collaborative exchange platforms. Strengthen coordinated development within the Yangtze River Delta region to promote interconnectivity and complementarity across the industrial chain.
(6) Promoting Consumer Demand
Leveraging the opportunities presented by urban digital transformation, we will expand the application of smart terminals across various sectors. We will increase government procurement support for smart terminals, encourage state-owned enterprises to lead the way in adopting smart terminal products, and establish experience stores in commercial centers to stimulate consumer demand, thereby creating a development dynamic where applications drive terminal adoption and experiences drive terminal adoption.
(7) Strengthening Safety and Regulatory Oversight
Improve the city-wide public data platform for intelligent connected vehicles, and coordinate the establishment of an integrated safety management system and a security situation monitoring system. Promote the development of assessment capabilities and testing facilities for functional safety and network data security of intelligent connected vehicles, and explore cross-border data transmission. Strengthen the full lifecycle management of smart terminal products, continuously enhance capabilities in system security, network security, and data security, and effectively safeguard user privacy.
