  I. Background of the Plan’s Development

  Strategic emerging industries represent the direction of the new round of technological revolution and industrial transformation. They serve as a vital driving force for Shanghai to foster and strengthen new growth momentum and achieve high-quality economic development, and are also a key pillar for Shanghai to accelerate the construction of a science and technology innovation center with global influence and take the lead in establishing a modern industrial system.During the 14th Five-Year Plan period, the development of Shanghai’s strategic emerging industries faces a more profound and complex internal and external environment. Nevertheless, the city remains in a critical phase for comprehensively upgrading the industrial level, presenting both new opportunities and challenges. To implement national strategic deployments and tasks, and to fully promote the development of strategic emerging industries and pioneer industries, in accordance with the “Outline of the 14th Five-Year Plan for National Economic and Social Development of Shanghai and Long-Range Objectives Through the Year 2035,”the municipal government has drafted the “14th Five-Year Plan for the Development of Strategic Emerging Industries and Pioneering Industries in Shanghai” (hereinafter referred to as the “Plan”). The Plan analyzes the current development foundation and clarifies the development goals, priorities, spatial layout, major special projects, and supporting measures for strategic emerging industries and pioneering industries during the 14th Five-Year Plan period.

  II. The Planning Compilation Process

  The city officially launched the preparation of the "Plan" in March 2020, which was primarily divided into three phases: First, in-depth research was conducted, including organizing think tanks to carry out thematic studies and holding discussions with key enterprises and industry associations to formulate a draft of the Plan. Second, a broad consultation process was conducted, adhering to the principle of "open planning," involving on-site surveys of key areas and soliciting written feedback from 35 departments and district governments.Third, coordination and validation were organized, involving expert reviews on specific topics and proactive efforts to ensure alignment with the municipal “14th Five-Year Plan” outline and relevant specialized plans. The Plan has been reviewed and approved by the municipal government and officially issued in the name of the General Office of the Municipal Government.

  III. Overall Considerations of the Plan

  The formulation of the Plan primarily reflects four key characteristics. First, upholding innovation-driven development. We maintain the central role of innovation in development, pursue self-reliance and self-strengthening in science and technology, proactively undertake major national strategic tasks, comprehensively enhance independent innovation capabilities, and secure a leading position in industrial development. Second, focusing on key breakthroughs. We concentrate on key industries such as integrated circuits, biomedicine, and artificial intelligence to comprehensively upgrade industrial foundational capabilities and development levels. By targeting critical bottlenecks constraining industrial development, we strive to achieve autonomy and control over core technologies.Third, integrated development. We will promote the deep integration of emerging digital technologies with the real economy, foster the deep integration of strategic emerging manufacturing industries with modern services, and advance military-civilian integration in key sectors. Fourth, strengthening forward-looking planning. We will maintain a future-oriented perspective and plan proactively, actively establishing a group of pioneering industries that represent the direction of cutting-edge technology and industrial transformation, strengthening forward-looking and exploratory technological research, and seizing the initiative in future industrial development.

  IV. Main Content of the Plan

  The Plan consists of six main sections:

  Part One: Development Foundation. First, it comprehensively summarizes development achievements. During the 13th Five-Year Plan period, the city’s strategic emerging industries achieved significant progress, including expanded industrial scale, enhanced innovation capabilities, the development of new business models, optimized spatial layout, and a more robust innovation ecosystem. Second, it conducts an in-depth analysis of the internal and external environments facing the city’s strategic emerging industries.

  Part Two: General Requirements. Based on the trends and characteristics of strategic emerging industries and leading-edge industries, this section clarifies the guiding principles and proposes the basic principles of “innovation-led, key breakthroughs, integrated development, and forward-looking planning.” It establishes a “9+X” development system for strategic emerging industries and leading-edge industries centered on three major sectors. Development goals are set across four dimensions: industrial scale, major innovations, structural optimization, and clustered development.

  Part Three outlines the key priorities for industrial development. First, the priorities for strategic emerging industries primarily include the development goals and key directions for the three major industries (integrated circuits, biomedicine, and artificial intelligence) as well as the six key sectors (new energy vehicles, high-end equipment, aerospace, information and communications, new materials, and emerging digital industries).Second, future-oriented pioneer industries—also known as future industries—will be prioritized during the 14th Five-Year Plan period, including photonics chips and devices, gene and cell technologies, brain-inspired intelligence, the new marine economy, hydrogen energy and energy storage, and 6G mobile communications.

  The fourth section covers spatial planning. The focus is on building the Zhangjiang Science and Technology Innovation Pole, fostering the Lingang Industrial Growth Pole, optimizing the high-tech service industry belt surrounding the central urban area, and developing the high-end manufacturing industry belt around the suburban areas. This aims to create a spatial layout for strategic emerging industries centered on the “Two Poles and Two Belts.”

  Part Five covers major special projects. These primarily include six systemic support projects: the Industrial Foundation Reconstruction Project, the Industrial Innovation Infrastructure Project, the Innovation Platform System Project, and the Leading Enterprise Cultivation Project; as well as four key-area special projects: the Medical-Enterprise Collaborative Innovation Project and the New Energy Vehicle Leapfrog Development Project.

  Part Six covers supporting measures. It proposes initiatives in five key areas: deepening breakthroughs in market mechanism innovation; strengthening the recruitment and cultivation of innovative talent; optimizing financial and fiscal support; stimulating the innovative vitality of market entities; and enhancing the capacity of high-tech service support.
