Original Title: Notice from the Municipal Commission of Economy and Information Technology et al. on Soliciting Proposals for 2024 Local Standard Projects for Future Industries in the Yangtze River Delta Region

To Relevant Social Organizations, Key Enterprises, Research Institutions, and Other Entities in the Yangtze River Delta Region:
To implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, and in accordance with the "Outline of the Integrated Development Plan for the Yangtze River Delta Region," the "National Standardization Development Outline," and the "Implementation Opinions on Promoting the Innovative Development of Future Industries," vigorously developing future industries is a strategic choice to lead scientific and technological progress, drive industrial upgrading, and foster new productive forces.To further advance the development of future industries in the Yangtze River Delta region and leverage the guiding role of industrial innovation standards, we are now soliciting proposals for the 2024 Yangtze River Delta Region Future Industries Local Standards Projects. Specific requirements are as follows:
I. Key Focus Areas and Scope for Project Approval
Based on the content regarding future industry standards in the "Implementation Opinions on Promoting the Innovative Development of Future Industries" issued by the Ministry of Industry and Information Technology and other national ministries, combined with recent notices on local standard project approvals issued by market regulation authorities in the three provinces and one municipality, as well as the practical requirements of future industry work, the scope of application and key focus areas for the 2024 Yangtze River Delta Future Industry Standards are proposed as follows:
1. Future Manufacturing. Develop smart manufacturing, bio-manufacturing, nano-manufacturing, laser manufacturing, and circular manufacturing; achieve breakthroughs in key core technologies such as intelligent control, intelligent sensing, and simulation; promote models such as flexible manufacturing and shared manufacturing; and drive the development of the Industrial Internet and the Industrial Metaverse.
2. Future Information. Promote the industrial application of technologies such as next-generation mobile communications, satellite internet, and quantum information; accelerate innovation and breakthroughs in quantum and photonic computing technologies; accelerate the deep empowerment of brain-inspired intelligence, swarm intelligence, and large-scale models; and accelerate the cultivation of the intelligent industry.
3. Future Materials. Promote the upgrading of advanced basic materials such as non-ferrous metals, chemicals, and inorganic non-metals; develop key strategic materials such as high-performance carbon fiber and advanced semiconductors; and accelerate the innovative application of cutting-edge new materials such as superconducting materials.
4. Future Energy. Focus on key areas such as nuclear energy, nuclear fusion, hydrogen energy, and biomass energy to build a future energy equipment system covering the entire “collection-storage-transportation-application” chain. Research and develop high-efficiency solar cells—including new crystalline silicon and thin-film solar cells—and related specialized electronic equipment; accelerate the development of new energy storage technologies; and promote the integration and upgrading of the energy electronics industry.
5. Future Space. Focus on fields such as aerospace, the deep sea, and the deep earth. Develop high-end equipment including manned spaceflight, lunar and Mars exploration, satellite navigation, near-air unmanned systems, and advanced high-efficiency aircraft. Accelerate the development and innovative application of deep-sea submersibles, deep-sea operation equipment, deep-sea search and rescue detection devices, and intelligent deep-sea unmanned platforms. Promote the development of equipment for deep-earth resource exploration and extraction, the development and utilization of urban underground space, and polar exploration and operations.
6. Future Health. Accelerate the industrialization of cutting-edge technologies such as cell and gene therapy, synthetic biology, and biological breeding; promote the use of technologies like 5G/6G, the metaverse, and artificial intelligence to empower new types of medical services; and develop high-end medical equipment and health products that integrate advanced technologies such as digital twins and brain-computer interfaces.
II. Application Requirements
1. The proposed standard must be based on relevant preliminary research.
2. There must be at least one drafting entity for unified standards within the Yangtze River Delta region; the primary drafting entity shall be responsible for submitting the application to the provincial (municipal) economic and information technology department.
III. Application Materials
1. Proposal for the Establishment of a Yangtze River Delta Regional Local Standard (Future Industries);
2. Draft Standard (prepared in accordance with the requirements of GB/T 1.1-2020).
IV. Application Deadline
The deadline for applications for local standards on future industries in the Yangtze River Delta region is October 15, 2024.
V. Support Measures
1. In line with the development needs of future industries, the industrial and information technology departments of the three provinces and one municipality in the Yangtze River Delta will coordinate the development roadmap for future industry standardization and accelerate the development of key standards. They will promote the coordinated development of standards, patents, and technologies, and guide enterprises to integrate their proprietary intellectual property with technical standards.
2. Future industry standards that meet relevant requirements will be supported in applying for standardization policy assistance from the three provinces and one municipality of the Yangtze River Delta. Timely promotion and training sessions will be conducted for key standards to guide enterprises in aligning with and meeting these standards, thereby accelerating the application and promotion of future industry standards.
