Original Title: Policy Interpretation on the Formulation of the "Measures for the Support and Management of Industrial Support Funds in Songjiang District"

I. Background and Basis for the Decision

(1) Background of Formulation

To further promote Songjiang’s role as the origin and driving force of the Yangtze River Delta G60 Science and Technology Innovation Corridor and to foster high-quality development in Songjiang New City, the District Finance Bureau took the lead in formulating and issuing the “Songjiang District Industrial Support Fund Support and Management Measures” (Shanghai Songjiang Government Regulation [2021] No. 4) in 2021. To implement central and municipal requirements regarding investment promotion and address existing issues in current management practices, the District Finance Bureau has taken the lead in revising and improving the original measures.

(2) Basis for Formulation

Building upon the "Measures for the Support and Management of Industrial Support Funds in Songjiang District" (Shanghai Songjiang Government Regulation [2021] No. 4), this document was revised in accordance with central and municipal requirements regarding investment promotion and to address existing issues in current management practices.

(3) Purpose and Significance

To further focus on key priorities, implement targeted measures, fully leverage the guiding and promotional role of fiscal funds in industrial development and transformation and upgrading, and enhance the efficiency of fiscal fund utilization.

II. Development Process

In May 2024, the "Management Measures (Revised Draft)" was completed. The revisions were compiled by the District Economic Commission and approved at a special meeting of the District Government in July.

In July 2024, the “Management Measures (Revised Draft)” were reviewed and approved at the 70th Executive Meeting of the District Government.

III. Main Content of the Document

The document consists of four chapters and 14 articles.

Chapter I: Outlines the guiding principles, funding guarantees, and fundamental principles of the Measures.

Chapter II: Defines the scope and methods of support.

Chapter III: Outlines the joint meeting system for the management of the district’s industrial support funds, as well as the primary responsibilities of each unit and the working mechanisms for budgeting, implementation, performance evaluation, and follow-up.

Chapter IV: Specifies the interpreting authority and the effective date.
