Original Title: 2023 Jing’an District Special Fund Application Guidelines for the Film, Television, and Esports Industries
To further promote the prosperity and development of the film and television and esports industries in Jing’an District, and to enhance their competitiveness and social influence, this “Application Guidelines” has been formulated in accordance with the relevant provisions of the “Implementation Opinions on Promoting the Development of the Film and Television and Esports Industries in Jing’an District” (Jing Fu Fa [2021] No. 8). The following explains the relevant application matters for 2023:
I. Eligible Entities
These Implementation Opinions apply to enterprises and other organizations that serve Jing’an, make a certain comprehensive contribution to the district, and align with the development direction of the district’s film, television, and esports industries. Furthermore, these enterprises and organizations must have sound financial management systems, good credit standing and economic performance, no history of violations of laws or regulations, and no adverse credit records.
II. Scope of Support
The special fund is allocated from the district-level fiscal budget. It is primarily used to support the clustering and development of film and television and esports enterprises, the construction of carrier platforms, and the enhancement of technological capabilities; to support the creation of works and the improvement of operational capabilities; to support intellectual property protection and development; to support access to multi-tiered capital markets; to support the hosting of or participation in major events; to support the integrated development of film and television, esports, and cultural tourism consumption; and to provide matching funds for projects that have received support from relevant national or Shanghai municipal industrial funds. A single entity may apply for multiple projects. Specific details are as follows:
(1) Supporting the Clustering of Enterprises. Strong support will be provided for various film, television, and esports enterprises to establish operations in Jing’an, encouraging physical office spaces to accelerate the clustering and development of the regional film, television, and esports industries.
● Start-up Grants
1. Scope of Funding
Newly established film and television or esports enterprises may receive a one-time startup grant of up to 3 million yuan, based on their comprehensive contributions in terms of functions and employment.
2. Eligibility Criteria
(1) The enterprise must have its registered address and tax jurisdiction within the district
(2) Companies registered with the industrial and commercial authorities on or after January 1, 2021
(3) The enterprise has a certain level of influence within the industry
(4) The enterprise makes a significant contribution to the local economy

1. Scope of Subsidies
For newly established film and television or esports enterprises that lease office space for their own use in our district, a subsidy of 30% of the annual lease contract amount may be provided based on their overall contribution, for a maximum of 3 years, with a cumulative total not exceeding 1 million yuan; for enterprises that lease or purchase office space for their own use in our district, a one-time renovation subsidy of up to 500,000 yuan may be provided.
2. Eligibility Criteria
(1) Entities registered and subject to local tax jurisdiction in this district
(2) The leased, purchased, or renovated office space is located in Jing’an District
(3) Business registration must have been completed on or after January 1, 2021
(4) The enterprise makes a significant contribution to the local economy

(II) Support for the Development of Industry Platforms. Strong support will be provided for the investment and construction of industry platforms in Jing’an, including film and television production parks, esports industry parks, bases, co-working spaces, and specialized venues, as well as the establishment of functional service platforms.
● Support for the Development of Platforms and Facilities
1. Scope of Funding
We encourage entities such as investment institutions, leading enterprises, universities and research institutes, and professional teams—which have the capacity to integrate high-quality resources—to invest in and build industry infrastructure such as film and television and esports industrial parks, bases, co-working spaces, and specialized venues, and to establish functional service platforms that address market shortages and play a key leading role in areas such as technical services, intellectual property trading, equipment leasing, resource sharing, and talent incubation. Based on project investment, incubation outcomes, and economic and social benefits, fiscal incentives totaling up to 10 million yuan will be provided.
2. Eligibility Criteria
(1) The operating and managing entity must be a company or institution registered and tax-domiciled within this district
(2) The physical space of the platform must be located within this district
(3) Projects completed in 2023
(4) Projects must focus primarily on film and television or esports as their incubation and service industries, with a total investment of 30 million yuan or more
(5) Enterprises within the platform or the operating management entity must make a significant contribution to the local economy

(3) Support for technological advancement. Strong support will be provided to film and television and esports enterprises to leverage cutting-edge technologies such as virtual reality (VR), augmented reality (AR), artificial intelligence, and blockchain to conduct online projects including competitions, transactions, live streaming, and training, thereby accelerating technological upgrades and effective innovation in the film and television and esports industries.
● Support for Technological Advancement
1. Scope of Funding
Support enterprises in increasing investment in supporting hardware and software facilities, as well as in researching, introducing, and applying cutting-edge technologies to carry out digital transformation and upgrading, thereby promoting the digital conversion and development of high-quality film, television, and esports resources. Based on their overall contribution, a one-time financial reward of up to 3 million yuan may be granted.

(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) The project contributes to the digital transformation and upgrading of film, television, and esports resources
(3) Projects completed in 2023

(IV) Support for Enhancing Film and Television Production Capabilities. Actively encourage film and television projects to shoot on location in Jing’an, and actively encourage film and television enterprises to create and produce high-quality films, television programs, and online audiovisual works.
● Location Filming Incentives
1. Scope of Funding
For film and television works that help showcase and enhance the image of Jing’an District and promote the development of the cultural and tourism industry, a one-time financial reward of up to 200,000 yuan may be granted, taking into account their social impact.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within the district, and must be the primary producer of the film or television work.
(2) The film or television production must feature recognizable imagery of Jing’an totaling more than 5 minutes or appearing in at least 3 distinct locations, and must explicitly mention the name of Jing’an or the filming location in the film itself or in the closing credits
(3) The work must demonstrate high ideological, artistic, and entertainment value
(4) For feature films, domestic box office revenue must be no less than 30 million yuan; for television series, documentaries, variety shows, and online audiovisual programs, they must be broadcast on provincial satellite TV channels or higher, or on well-known online platforms
(5) Box office figures or broadcast dates on television stations and online platforms must be from the year 2023

● Production and Distribution Incentives
1. Scope of Funding
Enterprises that provide filming, production, and distribution services to domestic and international film and television companies may be eligible for a one-time financial incentive of up to 2 million yuan, based on their overall contribution.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) The enterprise’s cumulative service fees for production or distribution projects in the current year reach 20 million yuan (inclusive) or more, and the film or television works demonstrate superior artistic quality and excellent production standards
(3) The project must have been completed in 2023

● Excellence Award
1. Scope of Funding
Support is provided for film and television works in which the enterprise serves as the primary producer. Based on a comprehensive evaluation of the work’s social impact and the enterprise’s economic contribution to the district during the current year, a certain amount of funding may be awarded.
For feature films with domestic box office receipts of 100 million yuan or more, a one-time award of up to 4 million yuan may be granted. For animated films, documentary films, and debut works by new filmmakers (the first two works by directors aged 45 or younger), a one-time award of up to 1 million yuan may be granted if domestic box office receipts reach 30 million yuan or more. The above two provisions may be applied to the higher amount, but benefits cannot be duplicated.
For television dramas premiering during prime time on CCTV-1 or on provincial satellite TV stations ranked in the top six in the previous year’s comprehensive ratings, a one-time reward of up to 20,000 yuan per episode may be granted. For variety shows, documentaries, and animated series premiering on CCTV, provincial satellite TV stations, or specialized documentary channels, a one-time reward of up to 10,000 yuan per episode may be granted.
For online films, web series, online animations, and other high-quality online audiovisual programs that premiere on platforms such as Youku, iQIYI, Tencent Video, Mango TV, Bilibili, Himalaya, Qingting FM, or other video and audio websites of equivalent standing, and where the contract revenue from the online audiovisual work reaches 10 million yuan (inclusive) or more, a one-time reward of up to 1 million yuan may be granted.
2. Eligibility Requirements
(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) Film and television works produced by the enterprise as the primary producer must meet certain requirements regarding box office revenue, broadcast platforms, and business income
(3) The work must have a positive theme and demonstrate high ideological and artistic standards
(4) The premiere must have taken place in 2023

(V) Support for the enhancement of esports and game content creation and operational capabilities. Actively encourage esports and game companies to improve their original R&D capabilities, production and processing capabilities, and sustainable operational capabilities.
● R&D and Production Incentives
1. Scope of Funding
Support is provided to enterprises that offer game software R&D and production services to domestic and international game companies. Based on their overall contribution, a one-time financial reward of up to 2 million yuan may be granted.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) The enterprise’s annual cumulative service fees for R&D and production projects reach 10 million yuan (inclusive) or more, and the game titles demonstrate superior artistic quality and excellent production standards
(3) The project must have been completed in 2023

Support is provided for original games developed and operated by enterprises. Based on their overall contribution, a one-time financial reward of up to 5 million yuan may be granted. For games with significant industry influence or those selected as official titles for major esports tournaments, the reward amount shall generally not exceed 10 million yuan.
2. Eligibility Criteria
(1) The company must be registered and have its tax jurisdiction within this district
(2) The game being operated must have obtained approval from the relevant national authorities
(3) Annual operating revenue for a single game must reach 100 million yuan or more
(4) The game must have been first released in 2023

(6) Support for intellectual property protection and capacity building. Vigorously support the application and derivative development of high-quality intellectual property (IP) in the film, television, and esports industries to enhance the quality of industrial development.
● Support for IP Application and Derivative Development
1. Scope of Funding
Support enterprises in conducting derivative development and sales of various film, television, and esports intellectual property (IP). Based on their overall contribution, a one-time financial reward of up to 1 million yuan may be granted, with a focus on supporting collaborative development between film, television, and esports enterprises and our district’s time-honored Chinese brands and well-known brands.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) The licensing fee for a single IP project in a single category reaches 500,000 yuan (inclusive) or higher, or the cumulative sales of derivative products reach 10 million yuan (inclusive) or higher
(3) The IP must be related to the film, television, or esports industries

(7) Support for Integration with Multi-tiered Capital Markets. Actively encourage enterprises to utilize domestic and international capital markets for listing and financing, with the aim of fostering a group of leading enterprises in the film, television, and esports sectors.
● Support for Loan Financing
1. Scope of Funding
Support is provided for film, television, and esports enterprises to obtain loans through financing platforms. Based on their overall contribution, interest subsidies and guarantee fee subsidies of up to 50% of the actual annualized interest rate and 1.5% of the guarantee fee rate, respectively, may be granted, with a total subsidy not exceeding 1 million yuan.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within this district.
(2) The enterprise must apply for legitimate and compliant financial credit products from financial institutions.
(3) The loan must have been taken out in 2023

Actively encourage film and television, and esports enterprises and institutions to organize or participate in major industry events such as well-known domestic and international festivals, competitions, exhibitions, and forums, to promote the Jing’an film and television and esports industry brands.
● Support for Hosting Competitions and Events
1. Scope of Funding
For major events—such as film and television or esports-related festivals, tournaments, exhibitions, and forums at the Shanghai municipal level or above—that are hosted or organized in Jing’an District under the authorization or recognition of the district-level competent authorities, and which have a significant impact on the promotion of the Jing’an brand and the development of the film and television and esports industries, one-time rewards of up to 3 million yuan, 1 million yuan, and 500,000 yuan may be granted for international-level, national-level, and municipal-level projects, respectively.Applications from Jing’an enterprises organizing events in other districts or counties of Shanghai will be considered on a case-by-case basis.

For entities recommended and approved by district-level competent authorities to participate in international or national-level film, television, esports, and other industry exhibitions and forums to promote Jing’an’s film, television, and esports industries and projects, a one-time reward of up to 500,000 yuan may be granted, taking into account the event’s industry influence and its role in promoting the Jing’an brand.

(1) The applicant must be registered and have tax jurisdiction within this district
(2) The participating enterprise has been commissioned and recognized by the district-level competent authority
(3) The event must take place in 2023

● Support for Award-Winning Enterprises
1. Scope of Funding
For film and television works that have won major awards at international or national-level film and television festivals (excluding individual awards), a one-time reward of up to 1 million yuan may be granted to the primary producer. For enterprises that have won major awards at internationally or nationally renowned game or esports events, a one-time reward of up to 200,000 yuan may be granted. All such rewards are subject to comprehensive consideration of the event’s industry influence and its role in promoting the Jing’an brand.
2. Eligibility Criteria
(1) The enterprise must be registered and have its tax jurisdiction within this district
(2) The enterprise is the principal producer of the award-winning film, the parent company of the competing team, or the enterprise holds the intellectual property rights to the award-winning film, game, or other work
(3) The award must have been received in 2023

(9) Support the integrated development of film and television, esports, and cultural tourism consumption. Actively encourage the creation of new consumption scenarios to enhance the level of regional cultural tourism consumption.
● Support the integration of cultural and tourism consumption
1. Scope of Funding
Support the creation of new consumption scenarios, such as the application of new media technologies, immersive experience spaces, and multi-sector consumption clusters, to foster new consumption models, innovate cultural and tourism consumption scenarios, and promote regional cultural and tourism consumption. Based on their overall contribution, a one-time fiscal reward of up to 1 million yuan may be granted.
2. Eligibility Criteria
(1) The applicant must be registered and have tax jurisdiction within this district
(2) The physical premises of the project are located within this district
(3) The project investment must be 10 million yuan or more
(4) The project commenced operations in 2023
(5) The project must be innovative and influential, and have a significant promotional effect on regional cultural and tourism consumption

1. Scope of Matching Funds
For film and television and esports industry projects that have received funding from the Shanghai Cultural Development Foundation in 2023, a certain amount of matching support will be provided following application and review.

(I) Online Application

Submission Method: Log in to the official website of the Jing’an District Government of Shanghai (https://www.jingan.gov.cn/) or follow the “Jing’an Culture and Tourism” WeChat official account to download the Application Form (see attachment below). Complete, sign, and affix the official seal as required. Scan all application materials into electronic files, bundle them into a single package, name the file using the project name, and send it to the designated email address: jawlcy@163.com.
3. Format Requirements: Text documents must be in PDF format; image files must be in JPG or JPEG format, with clear and legible text and images, and no single file size exceeding 10MB. Video files must be in MOV or MP4 format, with no single file size exceeding 50MB. The filename of the uploaded application materials must match the content.
4. Document Requirements: The company’s 2023 financial statements must be audited by a third-party firm; 2023 tax-controlled financial statements may be generated via the “Shanghai Online Electronic Tax Filing Enterprise Software” (eTax@SH), with reports covering the period from January 1, 2023, to December 31, 2023;For the Specialized Credit Report for Market Entities, log in to the Credit China (Shanghai) website (http://credit.fgw.sh.gov.cn/) using the Legal Person Single Certificate or the Electronic Business License. Click “Navigation Bar > Specialized Credit Report > Report Inquiry” on the left to access the report issuance page. Select “For use in administrative management” as the purpose, “Last three years” as the time range, and select all fields under “Query Scope.”

The form must be printed double-sided on A4 paper, with the paper copy serving as the cover. List the required application materials in the order specified in the Application Guidelines, along with any other required written materials, and bind them on the left side into a single volume. Submit six copies.Except for the "Application Form," which must be an original, all other materials must be copies bearing the official seal.
4. The content of the written materials must match that of the online application and include all supporting documents. Written materials must be submitted in person; late submissions will not be accepted. Generally, submitted materials will not be returned; applicants are advised to keep their own copies.

The Jing’an District Bureau of Culture and Tourism is responsible for accepting and compiling project applications, and for organizing an expert review committee to conduct a preliminary review of the submitted projects. Following interdepartmental consultation on the preliminary review results, the District Bureau of Culture and Tourism will lead the submission to the District Investment Service Joint Conference and the District Government. After deliberation by the District Investment Service Joint Conference and approval by the District Government, the results will be publicly announced.
(4) Disbursement of Funds
Following the conclusion of the public notice period, the District Finance Bureau will disburse funds directly to the supported parties.
(5) Supervision and Management
1. For entities that have already received support under relevant national or Shanghai municipal policies, or other industrial policies of our district, the most favorable terms may be applied to the same recipient; however, duplicate receipt of the same fiscal support funds is not permitted. This exclusion does not apply to matching funds for projects supported by relevant national or Shanghai municipal industrial development special funds.
2. The District Culture and Tourism Bureau, in conjunction with relevant departments and under the unified leadership of the District Investment Service Joint Conference, shall monitor and evaluate the use of special funds and project implementation in accordance with relevant procedures and standards.
3. Applicant enterprises must have no record of illegal or non-compliant conduct in the past three years, must fulfill their economic and social responsibilities in accordance with the law, and are responsible for the authenticity and legality of the application materials. If an enterprise or institution receiving support under this policy is found to have engaged in fraud or falsification, all eligibility for support will be revoked upon verification, funds will be recovered, relevant parties will be held accountable, and the entity will be included in the Public Credit Information Data Platform in accordance with relevant Shanghai regulations.
4. Enterprises receiving policy support must provide a written commitment to maintain continuous operations and pay taxes in this district for at least five years starting from the year the support is received. If an enterprise violates this commitment or relevant regulations, it must return the support funds already received.
5. For funded projects, when releasing, entering competitions, screening, or hosting events, a prominent written statement must be included on relevant copyright pages and in promotional materials such as advertisements, program guides, and posters, declaring that the project is a “Project Funded by the Jing’an District Special Fund for the Development of the Film, Television, and Esports Industries.” This statement is permanent and shall not be terminated due to any change in the ownership of the project’s outcomes.
6. The Jing’an District Culture and Tourism Bureau has never authorized any organization or individual to act as an agent for special fund applications; project applicants must submit applications independently. The Jing’an District Culture and Tourism Bureau will strictly process applications in accordance with relevant standards and procedures. If any organization or individual collects fees from applicants under the pretext of representing the Jing’an District Culture and Tourism Bureau or its staff, please report such incidents.
IV. Supplementary Provisions
1. The Jing’an District Culture and Tourism Bureau is responsible for interpreting these application guidelines.
