Several Measures to Promote Industrial Services in Empowering Industrial Upgrading
Industrial services refer to production-oriented services for the industrial sector and are a key component in advancing new industrialization and fostering new productive forces. To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, in accordance with the arrangements of the Third and Fourth Plenary Sessions of the 12th Municipal Party Committee, to better leverage the enabling role of industrial services in industrial upgrading, to promote the deep integration of advanced manufacturing and modern services, and to build a “(2+2)+(3+6)+(4+5)” modern industrial system, the following measures are hereby proposed:
1. Promote the development of service-oriented manufacturing. Focusing on sectors such as integrated circuits, automobiles, aerospace, and fashion and consumer goods, support manufacturing enterprises in forming new models of integrated manufacturing and services centered on strengthening and complementing industrial chains, building industrial ecosystems, and providing customized services. Financial support of up to 20% of the total approved project investment will be provided, with a maximum of 10 million yuan. Enterprises awarded relevant titles for service-oriented manufacturing by the Ministry of Industry and Information Technology will receive a 500,000 yuan reward.
2. Support the leapfrog development of industrial internet platforms. Select industrial internet demonstration platforms and support vertical service platforms in key industries—such as electronic information, high-end equipment, new energy vehicles, advanced materials, fashion consumer goods, and bio-manufacturing—to build digital systems and innovative models; support digital service platforms for industrial products and industrial raw materials to develop one-stop system solutions integrating functions such as material management, operation and maintenance, and supply chain management;Support industrial internet platforms in utilizing new technologies such as large language models, artificial intelligence, big data, and AR/VR to develop innovative application scenarios. Financial support will be provided at a rate not exceeding 20% of the total approved project investment, with a maximum of 10 million yuan.
3. Cultivate Industrial Internet Professional Service Providers. Actively foster industrial internet professional service providers specializing in industrial software, system integration, and industrial data. Entities listed in the Recommended Directory of Industrial Internet Professional Service Providers will be awarded up to 500,000 yuan based on their evaluation grade.Encourage industrial internet service providers to enhance application deployment by conducting digital diagnostics for manufacturing enterprises above a certain scale, with a support amount of 25,000 yuan per enterprise served. For R&D of new technologies and products related to industrial internet networks, identifiers, platforms, and data, financial support will be provided at a rate not exceeding 30% of the approved total project investment, with a maximum of 20 million yuan.
4. Enhance data interoperability among industrial enterprises. Support the construction of public service platforms for R&D design, testing and evaluation, compatibility verification, open-source services, and breakthroughs in generic technologies in key software sectors, the metaverse, and the communications industry. Funding support will be provided at a rate not exceeding 30% of the approved total project investment, with a maximum of 20 million yuan.Support the industrialization of innovative achievements in “metaverse” tools such as 3D graphics engines, digital modeling, digital design, digital avatar generation, and spatial computing. Funding support will be provided at a rate not exceeding 30% of the approved total project investment, with a maximum of 20 million yuan.
5. Enhance the industrial application of artificial intelligence (AI) technologies. Promote the implementation of AI large models, knowledge graphs, machine learning, and other technologies in industrial sectors, and strengthen the in-depth application of industry-specific large models in vertical fields. Encourage industrial and service enterprises to participate in the construction of high-quality corpora. Provide support in accordance with relevant regulations to local entities that lease computing power included in the city’s centralized allocation for large model R&D.
6. Accelerate the innovative development of supply chain management services. Support the development of digital supply chains in key industrial sectors such as integrated circuits and automobiles. For digital supply chain projects that achieve full-chain transformation, financial support of up to 30% of the approved total project investment will be provided, with a maximum of 20 million yuan.Support enterprises in building supply chain management systems for the manufacturing sector that integrate key elements such as product data, suppliers, and warehousing and logistics. Provide financial support of up to 30% of the approved total project investment, with a maximum of 5 million yuan. Support enterprises in establishing trusted supply chain platforms in sectors such as power plant equipment, automobiles, chemical reagents, pharmaceuticals, and dairy products. Provide financial support of up to 30% of the approved total project investment, with a maximum of 5 million yuan.
7. Strengthen the competitive edge of carbon management service providers. Support industrial enterprises and industrial parks in establishing energy management centers through the comprehensive application of digital technologies. For those achieving energy-saving and carbon-reduction results, a reward of 20% of the project investment will be provided, up to a maximum of 10 million yuan.A group of professional green and low-carbon service providers—such as those specializing in carbon accounting and carbon certification—that comply with international standards will be cultivated. Professional service providers are encouraged to offer clean production audit services to industrial enterprises; those achieving a comprehensive benefit of at least 25 metric tons of CO₂ equivalent will receive a one-time reward of 50,000 yuan. Energy-saving service providers are supported in implementing energy performance contracting for industrial enterprises using technologies such as the internet, cloud computing, and AI-based intelligent control; rewards will be granted at a rate of 1,500 yuan per metric ton of standard coal, with a maximum of 10 million yuan.
8. Promote the transformation of industrial logistics to reduce costs and improve efficiency. Promote technical upgrades by industrial logistics enterprises and the deployment of intelligent logistics equipment such as autonomous vehicles and humanoid robots. Provide financial support of up to 10% of the total approved project investment, with a maximum of 10 million yuan; provide interest subsidies covering 50% of the interest on fixed-asset investment loans, with a maximum of 20 million yuan;provide subsidies for financial leasing costs not exceeding 5% of the equipment investment specified in the financial leasing contract, with a maximum of 20 million yuan. Support industrial logistics enterprises in building logistics information platforms or undergoing digital transformation, providing financial support not exceeding 30% of the approved total project investment, with a maximum of 5 million yuan. Accelerate the development of low-altitude logistics and support the establishment of new industrial logistics routes; for each route that completes 10,000 flight operations, provide a one-time support of up to 500,000 yuan.
9. Promote industrial design services to empower the manufacturing sector. Encourage enterprises to enhance their design service capabilities in fields such as new energy vehicles, smart devices, and fashion consumer goods, and promote the development and application of new digital technologies and tools in the design sector. Financial support of up to 50% of the approved total project investment will be provided, with a maximum of 3 million yuan; loan interest subsidies of up to 50% of the total project loan interest will be provided.
10. Enhance inspection and testing service capabilities. Support inspection and testing institutions in obtaining accreditation from foreign accreditation bodies; upon verification, provide a reward of up to 500,000 yuan. For those obtaining accreditation from internationally authoritative technical organizations, provide a reward of up to 1 million yuan upon verification.Support will be provided to testing and inspection enterprises that establish overseas branches. For pilot projects successfully implementing “one test, multiple certificates” (i.e., a single test recognized by multiple countries) in key export sectors such as new energy vehicles, lithium batteries, and photovoltaic products, financial support of up to 30% of the contract value will be provided, with a maximum of 500,000 yuan. For entities leading the development or revision of international testing and inspection standards, support of up to 1 million yuan will be provided; for those substantially participating in the development or revision of such standards, support of up to 200,000 yuan will be provided.
11. Enhance the Capabilities of Industrial Professional Services. Support of up to 300,000 yuan will be provided to entities that lead the formulation or revision of national, industry, or local standards for key future industries such as humanoid robots and new energy storage. Professional service institutions are encouraged to assist industrial enterprises in expanding into overseas markets; support will be provided to eligible professional service institutions for establishing overseas offices, participating in overseas exhibitions, and organizing activities to promote enterprises’ “going global” initiatives.
12. Optimize the integrated development environment for domestic and international operations. Enterprises within comprehensive bonded zones are permitted to conduct bonded maintenance services for their own products sold domestically within their group; such products may be returned to the domestic market after maintenance without being subject to restrictions on the list of products eligible for maintenance.
This document shall be effective from the date of its promulgation through December 31, 2027. Where specific policy measures are subject to separate national or municipal regulations or have clearly defined implementation periods, such provisions shall prevail.
